    Trabalho apresentado em VII Congresso Nacional de Rega e Drenagem, 27-29 junho 2018, Monte Real, Leiria, Portugal A agricultura é o maior utilizador de água tanto a nível mundial como a nível nacional, podendo o seu uso atingir até 70% nos países do Sul da Europa. A água é um bem cada vez mais escasso e no clima mediterrânico característico dos países do Sul da Europa, o fenómeno das alterações climáticas tem acentuado a irregularidade e imprevisibilidade da precipitação. Como tal, respondendo ao desafio da segurança alimentar, é necessário recorrer ao regadio para garantir o sucesso das produções agrícolas. Assim, uma das preocupações crescentes dos regantes é o uso eficiente da água. Atualmente, não existe um sistema de avaliação que permita às entidades gestoras medir a eficiência do uso da água e da energia nos Aproveitamentos Hidroagrícolas (AH), ao contrário do que acontece por exemplo no sector urbano. Neste sentido “nasceu” o projeto de investigação AGIR - Avaliação da Eficiência do Uso da Água e da Energia em Aproveitamentos Hidroagrícolas, coordenado pela FENAREG. No âmbito deste projeto, a tarefa 1 da primeira fase consistiu no levantamento e caracterização preliminar dos AH, incidindo sobre algumas características, como por exemplo, físicas (e.g., áreas, comprimento dos sistemas em canal e em conduta), volumes de água fornecidos para rega e relativas a culturas (e.g. tipo e ocupação) dos AH, apresentando-se os principais resultados obtidos no presente artigo. Agriculture is the largest user of water at both global and national levels, and its total water use can reach up to 70% in southern European countries. Water is an increasingly scarce natural resource, and in the Mediterranean climate, the climate changes have increased the irregularity and unpredictability of precipitation. Thus, Portuguese agriculture depends on the existence of irrigation, being one of the main concerns of the irrigators the efficiency of water use. However, an assessment system does not currently exist, unlike in the urban sector, that allows utilities of State Irrigation Projects (SIP) to assess the water and energy efficiency of their systems. In this context, the AGIR project - Water Use and Energy Efficiencies’ Assessment in State Irrigation Projects was “born”, being coordinated by FENAREG. Within the first task of the first phase of this project, a preliminary survey and characterization of the State Irrigation Projects was carried, focusing on certain characteristics, such as physical (e.g., areas, length of canals and pipe), water volumes and crop (e.g., type and soil occupation) of SIP. Main results are presented in this paper. N/A

    This paper is a synthesis of the development of energy contracting simulator in Portugal "ARS Simulator". The simulator compares the prices of the energy traders and indicates to consumers the best option to contract energy.     L’ouvrage examine divers instruments de politique publique et des initiatives d'action publique sur l'adaptation de l'agriculture face à la variabilité accrue du climat et en particulier la sécheresse dans le Nordeste brésilien semi-aride. Ce livre rassemble douze contributions de chercheurs et enseignants appartenant au Réseau franco-brésilien pour le développement durable du Nordeste semi-aride (ReFBN) et au Réseau « Politiques publiques de développement rural en Amérique Latine (PP-AL- www.pp-al.org). Dix instruments ou dispositifs d'action publique pour l'adaptation de l'agriculture aux sécheresses sont analysés. Ces actions et politiques publiques, développées à partir des niveaux étatiques ou fédéraux, sont les suivantes : Adapta Araripe, crédit PRONAF et Agroamigo pour l'agriculture familiale, Garantia Safra, Cisternas 2ª Agua du MDS, programmes locaux de semences à Ceara, politiques d' agroécologie, de conseil aux producteurs, de vulgarisation universitaire à Pernambuco, politique d'agroécologie et de production biologique (PEAPO) dans l'État de Sergipe et de Bahia.Un chapitre transversal de caractérisation de ces politiques et dispositifs examine la gouvernance de l'action collective et des instruments d'adaptation de l'agriculture au changement climatique. The book collect various public policy instruments and public action initiatives on the adaptation of agriculture to increased climate variability and in particular drought in the semi-arid Brazilian Northeast. The book brings together twelve contributions from professors and scholars members of two networks: Rede Franco-Brasileira para o desenvolvimento sustentável do Nordeste (ReFBN) and PP-AL Network (ReFBN) and the Public Policy and Rural Development in Latin America and the Caribbean network (PP-AL - https://www.pp-al.org/en). Ten public action instruments or mechanisms for agricultural adaptation to drought are considered. These actions and public policies, developed from the state or federal levels, are the following: Adapta Araripe, PRONAF and Agroamigo credit for family agriculture, Garantia Safra, Cisternas 2ª Agua of the MDS, local seed programs in Ceara, policies of agroecology, advice to producers, university extension in Pernambuco, state policies of agroecology and organic production (PEAPO) in the states of Sergipe and Bahia. A transversal chapter of characterization of these policies and devices is proposed with regard to the governance of the collective action and the instruments of adaptation of agriculture to the climate change. Esse livro analisa vários instrumentos de política pública e iniciativas de ação pública em matéria de adaptação da agricultura frente ao aumento da variabilidade climática e em particular da seca no Nordeste semiárido brasileiro. Essa coletânea reúne doze contribuições de docentes e pesquisadores membros da Rede Franco-Brasileira para o desenvolvimento sustentável do Nordeste (ReFBN) e da Rede “Políticas públicas e desenvolvimento rural na América Latina” (PP-AL - www.pp-al.org/es) .     No marco do Programa SERVIR-Amazonia, uma iniciativa da Administração Nacional de Aeronáutica e Espaço dos Estados Unidos (NASA) e da Agência dos Estados Unidos para o Desenvolvimento Internacional (USAID), se organizou a oficina de trabalho: “Consulta sobre as Necessidades dos Usuários do Programa SERVIR-Amazonia” Brasília-DF, nos dias 23 e 24 de outubro de 2019. O principal objetivo da oficina, a qual contou com a participação de 71 representantes de 36 organizações, foi o de obter uma aproximação primária, desde a perspectiva dos atores envolvidos, sobre os principais problemas/ameaças que afetam a Amazônia emolduradas nas 4 áreas temáticas trabalhadas pelo Programa. Com base nesta informação, e através de um processo participativo de dois dias, identificaram-se as necessidades de informação e as oportunidades para as melhores decisões que permitam priorizar o co-desenho de serviços. Durante a oficina, uma discussão inicial foi facilitada sobre as percepções dos participantes quanto ao estado atual da tomada de decisão ambiental com base em informações geoespaciais no Brasil. O mapeamento dos serviços existentes e dos principais atores foi realizado de forma participativa e orientado pelas áreas temáticas. Esse mapeamento é o principal elemento para a priorização dos serviços a serem desenvolvidos durante o Programa e será usado na fase de definição e desenvolvimento do mesmo. Este exercício mostrou que já existem muitas informações, atores e serviços existentes. Além disso, 5 principais categorias de necessidades foram identificadas com relação à melhoria do uso de informações geoespaciais no Brasil: integração de banco de dados e informação; aprimoramento de tecnologias de monitoramento; articulação de atores institucionais; padronização da informação; e capacitação e treinamento.

    The study carried out a comparative analysis of territorial management policies implemented in Brazil (State of Amazonas) and France (Rhône-Alpes Region) through the creation and management of protected areas. The objective of the research was to identify and to understand the effects of the territorial management policies on the forms of work and production systems of populations living in legally protected areas in Brazil and in France. ; L'étude a effectué une analyse comparative des politiques de gestion territoriale mises en œuvre au Brésil (département d'Amazonas) et en France (région Rhône-Alpes) à travers la création et la gestion des aires protégées. L'objectif de la recherche a été d'identifier et de comprendre les effets des politiques de gestion territoriale sur le travail et les systèmes de production des populations résidant dans les zones protégées au Brésil et en France.

Como tal, respondendo ao desafio da segurança alimentar, é necessário recorrer ao regadio para garantir o sucesso das produções agrícolas. Assim, uma das preocupações crescentes dos regantes é o uso eficiente da água. Atualmente, não existe um sistema de avaliação que permita às entidades gestoras medir a eficiência do uso da água e da energia nos Aproveitamentos Hidroagrícolas (AH), ao contrário do que acontece por exemplo no sector urbano. Neste sentido “nasceu” o projeto de investigação AGIR - Avaliação da Eficiência do Uso da Água e da Energia em Aproveitamentos Hidroagrícolas, coordenado pela FENAREG. No âmbito deste projeto, a tarefa 1 da primeira fase consistiu no levantamento e caracterização preliminar dos AH, incidindo sobre algumas características, como por exemplo, físicas (e.g., áreas, comprimento dos sistemas em canal e em conduta), volumes de água fornecidos para rega e relativas a culturas (e.g. tipo e ocupação) dos AH, apresentando-se os principais resultados obtidos no presente artigo. Agriculture is the largest user of water at both global and national levels, and its total water use can reach up to 70% in southern European countries. Water is an increasingly scarce natural resource, and in the Mediterranean climate, the climate changes have increased the irregularity and unpredictability of precipitation. Thus, Portuguese agriculture depends on the existence of irrigation, being one of the main concerns of the irrigators the efficiency of water use. However, an assessment system does not currently exist, unlike in the urban sector, that allows utilities of State Irrigation Projects (SIP) to assess the water and energy efficiency of their systems. In this context, the AGIR project - Water Use and Energy Efficiencies’ Assessment in State Irrigation Projects was “born”, being coordinated by FENAREG. Within the first task of the first phase of this project, a preliminary survey and characterization of the State Irrigation Projects was carried, focusing on certain characteristics, such as physical (e.g., areas, length of canals and pipe), water volumes and crop (e.g., type and soil occupation) of SIP. Ce livre rassemble douze contributions de chercheurs et enseignants appartenant au Réseau franco-brésilien pour le développement durable du Nordeste semi-aride (ReFBN) et au Réseau « Politiques publiques de développement rural en Amérique Latine (PP-AL- www.pp-al.org). Dix instruments ou dispositifs d'action publique pour l'adaptation de l'agriculture aux sécheresses sont analysés. Ces actions et politiques publiques, développées à partir des niveaux étatiques ou fédéraux, sont les suivantes : Adapta Araripe, crédit PRONAF et Agroamigo pour l'agriculture familiale, Garantia Safra, Cisternas 2ª Agua du MDS, programmes locaux de semences à Ceara, politiques d' agroécologie, de conseil aux producteurs, de vulgarisation universitaire à Pernambuco, politique d'agroécologie et de production biologique (PEAPO) dans l'État de Sergipe et de Bahia.Un chapitre transversal de caractérisation de ces politiques et dispositifs examine la gouvernance de l'action collective et des instruments d'adaptation de l'agriculture au changement climatique. The book collect various public policy instruments and public action initiatives on the adaptation of agriculture to increased climate variability and in particular drought in the semi-arid Brazilian Northeast. The book brings together twelve contributions from professors and scholars members of two networks: Rede Franco-Brasileira para o desenvolvimento sustentável do Nordeste (ReFBN) and PP-AL Network (ReFBN) and the Public Policy and Rural Development in Latin America and the Caribbean network (PP-AL - https://www.pp-al.org/en). Ten public action instruments or mechanisms for agricultural adaptation to drought are considered. These actions and public policies, developed from the state or federal levels, are the following: Adapta Araripe, PRONAF and Agroamigo credit for family agriculture, Garantia Safra, Cisternas 2ª Agua of the MDS, local seed programs in Ceara, policies of agroecology, advice to producers, university extension in Pernambuco, state policies of agroecology and organic production (PEAPO) in the states of Sergipe and Bahia. A transversal chapter of characterization of these policies and devices is proposed with regard to the governance of the collective action and the instruments of adaptation of agriculture to the climate change.     No marco do Programa SERVIR-Amazonia, uma iniciativa da Administração Nacional de Aeronáutica e Espaço dos Estados Unidos (NASA) e da Agência dos Estados Unidos para o Desenvolvimento Internacional (USAID), se organizou a oficina de trabalho: “Consulta sobre as Necessidades dos Usuários do Programa SERVIR-Amazonia” Brasília-DF, nos dias 23 e 24 de outubro de 2019. O principal objetivo da oficina, a qual contou com a participação de 71 representantes de 36 organizações, foi o de obter uma aproximação primária, desde a perspectiva dos atores envolvidos, sobre os principais problemas/ameaças que afetam a Amazônia emolduradas nas 4 áreas temáticas trabalhadas pelo Programa. Com base nesta informação, e através de um processo participativo de dois dias, identificaram-se as necessidades de informação e as oportunidades para as melhores decisões que permitam priorizar o co-desenho de serviços. Durante a oficina, uma discussão inicial foi facilitada sobre as percepções dos participantes quanto ao estado atual da tomada de decisão ambiental com base em informações geoespaciais no Brasil. O mapeamento dos serviços existentes e dos principais atores foi realizado de forma participativa e orientado pelas áreas temáticas. Esse mapeamento é o principal elemento para a priorização dos serviços a serem desenvolvidos durante o Programa e será usado na fase de definição e desenvolvimento do mesmo. Este exercício mostrou que já existem muitas informações, atores e serviços existentes. Além disso, 5 principais categorias de necessidades foram identificadas com relação à melhoria do uso de informações geoespaciais no Brasil: integração de banco de dados e informação; aprimoramento de tecnologias de monitoramento; articulação de atores institucionais; padronização da informação; e capacitação e treinamento.
