Paul L. Lucas in OpenAIREThis paper analyses the impact of postponing global mitigation action on abatement costs and energy systems changes in China and India. It compares energy-system changes and mitigation costs from a global and two national energy-system models under two global emission pathways with medium likelihood of meeting the 2 °C target: a least-cost pathway and a pathway that postpones ambitious mitigation action, starting from the Copenhagen Accord pledges. Both pathways have similar 2010–2050 cumulative greenhouse gas emissions. The analysis shows that postponing mitigation action increases the lock-in in less energy efficient technologies and results in much higher cumulative mitigation costs. The models agree that carbon capture and storage (CCS) and nuclear energy are important mitigation technologies, while the shares of biofuels and other renewables vary largely over the models. Differences between India and China with respect to the timing of emission reductions and the choice of mitigation measures relate to differences in projections of rapid economic change, capital stock turnover and technological development. Furthermore, depending on the way it is implemented, climate policy could increase indoor air pollution, but it is likely to provide synergies for energy security. These relations should be taken into account when designing national climate policies.

Valentina Bosetti in OpenAIREThis paper illustrates the main results of an expert elicitation survey on advanced (second and third generation) biofuel technologies. The survey focuses on eliciting probabilistic information on the future costs of advanced biofuels and on the potential role of Research, Development and Demonstration (RD&D) efforts in reducing these costs and in supporting the deployment of biofuels in Organisation for Economic Co-operation and Development (OECD) and non-OECD countries. Fifteen leading experts from different EU member states provide insights on the future potential of advanced biofuel technologies both in terms of costs and diffusion. This information results in a number of policy recommendations with respect to public RD&D strategies and is an important contribution to the integrated assessment modelling community.

Luigi Aldieri in OpenAIREAbstract In modern developed economies, one of the primary objectives is to manage the transition from polluting to cleaner technologies as efficiently as possible. By now, in the current empirical literature, one can identify technological spillovers from environmental innovations as a major driver of this process. Specific energy policy aspects connected with industry behaviour have yet to be explored. The aim of this paper is to investigate energy efficiency via environmental innovation and the resulting degree of resilience and adaptation of both developed and developing countries. The work applies the non-parametric DEA (Data Envelopment Analysis) framework and Tobit analysis. For this scope, it is built a panel dataset made of some 5000 observations based on energy policy and sustainable development variables for 136 OECD and non-OECD countries. The results show that knowledge spillovers from environmental innovations reduce inefficiency and therefore strengthen the resilience of economies that decide and manage to invest adequately in the transition to more sustainable technologies. Besides, OECD countries improve their energy efficiency scores over time, whilst non-OECD countries do not. This implies that sustainable technologies transition is made more efficient by environmental innovation but the process is fostered by disposing of a resilient economic system – hence, vulnerability can affect the transition. These hypotheses lead to important economic, social and environmental implications for energy policy modelling.

Interregional "carbon leakage" and "carbon transfer" have a significant impact on the realization of carbon emission mitigation targets and the allocation of responsibility. Using China's interregional input-output tables and the corresponding carbon emission data for 2007 and 2010, this paper proposes an interregional Ghosh input-output model and estimates the amount of interprovincial carbon emission transfer from the supply-side perspective. We find that the main direction of supply-side carbon emission transfer is from resource-intensive provinces in the central and western regions to developed provinces in the eastern coastal regions. Further analysis shows that the transfer is mainly concentrated in the production and distribution of electricity and heat, nonmetallic mineral products, and basic metals, whose carbon emissions account for approximately 70% of all sectors’ carbon emissions. The differences between the supply side and the demand side of China's provinces are mainly reflected in the transfer out of carbon emissions.

Gilau;Abstract This paper addresses the cost effectiveness of renewable energy technologies in achieving low abatement costs and promoting sustainable developments under the Clean Development Mechanism (CDM). According to the results of our optimal energy option's analysis, at project scale, compared with a diesel-only energy option, photovoltaic (PV)–diesel (PVDB), wind–diesel (WDB) and PV—wind–diesel (PVWDB) hybrids are very cost-effective energy options. Moreover, energy options with high levels of renewable energy, including 100% renewables, have the lowest net present cost and they are already cost effective without CDM. On the other hand, while the removal of about 87% carbon dioxide emissions could be achieved at negative cost, initial investment could increase by a factor of 40, which is one of the primary barriers hindering wider renewable energy applications in developing countries, among others. Thus, in order to increase developing countries’ participation in the carbon market, CDM policy should shift from a purely market-oriented approach to investigating how to facilitate renewable energy projects through barrier removal. Thus, we recommend that further research should focus on how to efficiently remove renewable energy implementation barriers as a means to improve developing countries’ participation in meaningful emission reduction while at the same time meeting the needs of sustainable economic development.

This paper constructs a dynamic game model that, for the first time compares the incentive effects of four common subsidy modes on waste cooking oil supply for biofuel refining and sales of waste cooking oil refined products. The model considers the impact of preferential tax treatment, a raw material subsidy, a sales subsidy and an investment subsidy on the profits of biofuel enterprises and waste cooking oil recyclers. Results indicate that common approaches adopted in developed economies such as raw material price subsidies and finished products sales subsidies increase the profits of both biofuel enterprises and recyclers. On the contrary, investment subsidies, which are relatively common in some regions of China, increase the profits of recyclers, while reducing revenues achieved by biofuel enterprises. To promote the supply chain, policy should give priority to raw material price subsidies and finished products sales subsidies, and for investment subsidies, however, the government should be cautious.

Abstract The study presents recent developments in the Turkish power market and introduces an Analytic Hierarchy Process model to evaluate and compare the relative overall attractiveness of power plant options for Turkey. The developed model incorporates technical characteristics, resource availability, socio-economic, environmental, cost, political, legal and organisational aspects, for evaluating and prioritising power plant types (biomass, coal, geothermal, hydro, natural gas, nuclear, petroleum, solar and wind). The study incorporates perspectives of different experts that represent various stakeholders of the Turkish power sector. The study reveals that supply reliability, investment costs and contribution to national economy are perceived as most important factors, whereas waste disposal and decommissioning costs are perceived as least important factors. Considering the overall weights, the most attractive power plant types for the Turkish power market are coal, hydro and natural gas power plants. The study indicates that Turkey should drastically decrease the installed capacity share of traditionally dominant power plants (to 58% from 89% in 2016) and fossil fuel power plants (to 40% from 56% in 2016), and increase the share of renewable power plants (to 52% from 44% in 2016), indigenous resource based power plants (to 67% from 56% in 2016) and nuclear power plants.

Pickard;Abstract It is pointed out that the apparent decision of the United States to end development of the Yucca Flat, Nevada repository for permanent disposal of radioactive waste may inadvertently place it at variance with the disposal principles of the International Atomic Energy Agency (IAEA) which caution nuclear nations that “ The burden on future generations shall be minimized by safely disposing of high level radioactive wastes at an appropriate time, technical, social and economic factors being taken into account. ” It is then shown that the IAEA's ten technical criteria for underground disposal can seemingly be met by storing vitrified waste a kilometer underground in the crystalline basement rock of a mid-continent shield, where: (a) it should be invulnerable to redistribution by incompetence, natural disaster, or terrorism and (b) there is no obvious pathway for leakage into the biosphere. Finally, a method is proposed by which the storage impasse may be broken.

Abstract Transformation of Asia's transport sector has vital implications for climate change, sustainable development and energy indicators. Papers in this special issue show how transport transitions in Asia may play out in different socio-economic and policy scenarios, including a low carbon scenario equivalent to 2 °C stabilization. Accounting for heterogeneity of national transport systems, these papers use diverse methods, frameworks and models to assess the response of the transport system to environmental policy, such as a carbon tax, as well as to a cluster of policies aimed at diverse development indicators. The analysis shows that CO2 mitigation in a transport system is achieved more effectively by aligning mitigation policies with sustainable development policies and measures such as mandates for mode share and choices such as urban design, information and communication systems, and behavioral measures. Authors therefore advocate policies that target multiple dividends vis-a-vis carbon mitigation, energy security and local air quality. Whereas four papers focus on emissions mitigation policies, one paper examines challenges to adapt fast growing transport infrastructures to future climate change induced risks. Collectively, the papers exemplify a set of policies and measures that can deliver co-benefits, and, also, demonstrate the use of methods, frameworks and models to delineate the optimal mix of such policies and measures.

Carol Hunsberger in OpenAIREThis paper investigates how risks are anticipated in national bioenergy policies and in which way related expectations that harms can be prevented or mitigated have actually been met. The paper draws on the national biofuel policies of ten countries and the EU, selected to represent a diverse sample of regions, producers and consumers, and pioneers and latecomers. It proceeds in two steps: firstly, it identifies three risk categories most frequently mentioned across the investigated national policies. Secondly, it conducts a systematic review of available empirical research about biofuels’ effects in these risk categories. Findings are discussed regarding the empirical conditions under which related expectations to do no harm have materialized or failed; and concerning the challenges of risks perception and management in actual policies. We observe issues of crop selection and inadequate sectoral governance of biofuels, but also challenges of large-scale modes of intensive production. Effective risk mitigation was often the result of risk adverse choices by contract farmers engaged in biofuels production. National policy documents have insufficiently conceptualized ‘do no harm’ concepts and strategies in place to address these performance issues; while remaining silent on the particular risk governance and accountability framework that keeps track of actual developments, commitments and responsibilities.
