In innovation and adoption studies, perceptions play a critical role in the acceptance of a technology. Biofuels have been touted as a clean fuel with an ability to reduce greenhouse gas emissions while simultaneously creating employment and growing economies. South Africa is in the process of transitioning towards a bio-based economy. Accordingly, policies and institutions have been developed to promote biofuels production and distribution. Knowledge, attitude and perception (KAP) surveys were carried out to deepen knowledge and understanding of the stakeholder’s KAP. Emails as well as telephonic and group interviews based on open questions and social media were used to gather data. The study employed cluster, purposive random and snowball sampling to select the participants with descriptive statistics, thematic analysis and discourse analysis used to analyse the data. The study found that the introduction of biofuels presents many opportunities and benefits for the economy and unlocking the potentials for the rural entrepreneurs. Stakeholders have concerns and issues regarding the use of biofuels on their internal combustion engines. The study recommends proper communication and education should be done on the benefits of biofuels in a bio-based economy.

A strong indigenous capacity for credible, salient and legitimate knowledge production is crucial to support African countries in developing their economies and societies inclusively and sustainably. In this article, we aim to quantify the current and historic capacity for African knowledge production to support the green economy in Africa, and identify important topical gaps. With a focus on topics relating to Governing Inclusive Green Growth in Africa (GIGGA), our research mapped how much Africa-focused research is being produced, from where and which African countries have higher or lower supply; and the topical focus of the research, mapping it against the African GIGGA policy discourses visible in government strategies. To do this we undertook a systematic review using a two-stage process, mapping the literature for GIGGA. This resulted in 960 verified citations. Content analysis of core metadata and article abstracts enabled mapping of the research focus. The analysis revealed a significant role for South Africa as both the pre-eminent producer of GIGGA literature as well as the geographic focus of GIGGA research, with Nigeria, Ethiopia and Kenya representing emerging loci of credible, African-relevant knowledge production. Topically, there was a strong emphasis on development, policy and environment while topics important for growth that is inclusive in character were infrequent or absent. Overall the results reinforced the view that investment is needed in research on inclusive green growth, linked to capacity building for knowledge production systems in Africa. Furthermore, from a policy perspective, policy makers and academics need to actively explore best to collaborate to ensure that academic research informs government policy.

This paper reviews the nature of policies, institutional set-up and programmes in place to upscale especially onshore wind energy uptake, as reflected in publicly available documents. It shows that South Africa has put in place critical policies, institutions and programmes for wind energy uptake. Among key policy documents and policies are the White Paper on Energy (1998), Renewable Energy White Paper (2003), Energy Act of 2008, and National Climate Change Response White Paper (2011). There is also the Integrated Energy Plan, the Integrated Resource Plan (2010, revised 2013) and Environmental Impact Assessment Guidelines for Renewable Energy Projects of 2015. Key institutions noted include the South African National Energy Development Institute, the South African Renew-able Energy Council and the South African Wind Energy Association. The main programme is the Renewable Energy Independent Power Producers Procurement Programme, which resulted in more than 30 installed wind energy projects. Overall, wind energy promises to be among the viable and acceptable technologies in the renewable energy sector in South Africa.
