In addition to making the strategies, it is important to follow, how they work in practice. The aim of the study is to examine, how climate change mitigation policies and other events affected the consumption-based household carbon footprints in the Helsinki Metropolitan Area (HMA) from 2006 until 2012. The cities of the HMA launched an ambitious climate change mitigation strategy in 2007. Furthermore, the study analyses the changes in the carbon footprints of six different types of urban zone within the HMA: the central pedestrian zone, the fringe of the central pedestrian zone, intensive public transport zone, public transport zone, car zone and the pedestrian zones of subcentres. The results of the study reveal that the average carbon footprint decreased 7% from 2006 to 2012, despite 1% increase in expenditure, which is encouraging. Emissions caused by housing energy consumption and motor fuel consumption decreased the most. Among the urban zones, public transport zone and car zone, which are the two outermost zones of the HMA, had the strongest emission reductions. Cleaner electricity and the improved energy efficiency of buildings had a strong effect. The regression analysis of the study suggests that the central pedestrian zone and the car zone, the two most affluent zones of the HMA, have higher carbon footprints than all the other zones have between them. However, this is only true when income is controlled, not when expenditure is controlled. The economic crisis in 2008, and changes in consumption behaviour because of it, seem to explain the result. The reduction of the average carbon footprint in the HMA was not only due to steered mitigation actions. Increased housing costs seem to have contributed to the decline of consumption-based emissions. The results of the study suggest that to achieve the ambitious international, national and local climate change mitigation targets, stronger measures are needed.

Climate change mitigation is an important goal for cities globally. Energy production contributes more than half of the global greenhouse gas emissions, and thus the mitigation potential of local municipal energy systems is important for cities to recognize. The purpose of the study is to analyze the role of local municipal energy systems in the consumption-based carbon footprint of a city resident. The research supplements the previous carbon footprint assessments of city residents with an energy system implication analysis. The study includes 20 of the largest cities in Finland. The main findings of the study are as follows: first, the municipal combined heat and power energy system contributes surprisingly little (on average 18%) to the direct carbon footprint of city residents, supporting some previous findings about a high degree of outsourcing of emissions in cities in developed countries. Second, when indirect emissions (i.e., the implication of a municipal energy system on the national energy system) are allocated to city residents, the significance of the local energy system increases substantially to 32%. Finally, without the benefits of local combined heat and power technology based electricity consumption, the carbon footprints would have increased by an additional 13% to 47% due to the emissions from compensatory electricity production. The results also show that the direct application of consumption-based carbon assessment would imply a relatively low significance for municipal energy solutions. However, with a broader understanding of energy system dynamics, the significance of municipal energy increases substantially. The results emphasize the importance of the consequential energy system implications, which is typically left out of the evaluations of consumption-based carbon footprints.

However, at the same time the few existing studies have observed higher levels of long-distance travel and particularly air travel in the same densely built parts of urban regions. This may lead to GHG emissions reduction in local travel offset by the concomitant increase in long-distance travel. With this study we aim to identify the main factors involved in differences in local, national and long-distance travel patterns and the resulting GHG emissions, with a special focus on the role of the different urban zones in the Helsinki Metropolitan Area (HMA) in Finland. We used a softGIS survey to collect data on the personal travel of young adults living in HMA. SoftGIS methodology provides the opportunity to obtain detailed spatial data on participants' residential locations, travel destinations, and destination characteristics such as travel modes, frequencies and trip purposes. Special attention was paid to national and international trips, for which data were collected over 12 months, a period long enough to capture actual travel patterns. GHG emissions were assessed with a wide scope life cycle assessment (LCA) approach, including vehicles and infrastructure, and the results were elaborated with a two-part regression model on participation in travel and amount of GHG emissions. The study found that the residential location was associated with travel emissions on all scales, and independently from major socioeconomic characteristics. Residents of centrally located and densely built urban zones have on average lower emissions from local travel but higher emissions from international travel than residents of car-oriented suburban zones, and the association holds true after controlling for income, education level and household type. Differences in emissions from local travel between most central and most suburban zones were almost completely offset by differences in emissions from international travel. International long-distance trips were a dominant source of travel-related GHG emissions in all urban zones, particularly due to plane flights.

Abstract Background: Current climate change mitigation policies, including the Paris Agreement, are based on territorial greenhouse gas (GHG) accounting. This neglects the understanding of GHG emissions embodied in trade. As a solution, consumption-based accounting (CBA) that reveals the lifecycle emissions, including transboundary flows, is gaining support as a complementary information tool. CBA is particularly relevant in cities that tend to outsource a large part of their production-based emissions to their hinterlands. While CBA has so far been used relatively little in practical policymaking, it has been used widely by scientists. Methods and design: The purpose of this systematic review, which covers more than 100 studies, is to reflect the policy implications of consumption-based carbon footprint (CBCF) studies at different spatial scales. The review was conducted by reading through the discussion sections of the reviewed studies and systematically collecting the given policy suggestions for different spatial scales. We used both numerical and qualitative methods to organize and interpret the findings of the review. Review results and discussion: The motivation for the review was to investigate whether the unique consumption perspective of CBA leads to similarly unique policy features. We found that various carbon pricing policies are the most widely supported policy instrument in the relevant literature. However, overall, there is a shortage of discussion on policy instruments, since the policy discussions focus on policy outcomes, such as behavioral change or technological solutions. In addition, some policy recommendations are conflicting. Particularly, urban density and compact city policies are supported by some studies and questioned by others. To clarify the issue, we examined how the results regarding the relationship between urban development and the CBCF vary. The review provides a concise starting point for policymakers and future research by summarizing the timely policy implications.

Avoiding urban sprawl and increasing density are often considered as effective means to mitigate climate change through urban planning. However, there have been rapid technological changes in the fields of housing energy and private driving, and the development is continuing. In this study, we analyze the carbon footprints of the residents living in new housing in different urban forms in Finland. We compare the new housing to existing housing stock. In all areas, the emissions from housing energy were significantly lower in new buildings. However, in the inner urban areas the high level of consumption, mostly due to higher affluence, reverse the gains of energy efficient new housing. The smallest carbon footprints were found in newly built outer and peri-urban areas, also when income level differences were taken into account. Rather than strengthening the juxtaposition of urban and suburban areas, we suggest that it would be smarter to recognize the strengths and weaknesses of both modes of living and develop a more systemic strategy that would result in greater sustainability in both areas. Since such strategy does not exist yet, it should be researched and practically developed. It would be beneficial to focus on area specific mitigation measures.

However, the results from developed countries have varied, particularly in Europe. This study provides a coherent comparison of the impact of the degree of urbanisation on income, expenditure and carbon footprints in Europe. On average, carbon footprints are 7% lower in cities than in rural areas when income and household characteristics are controlled. However, this is compensated by the 6% higher average income in cities. The patterns are not uniform in all countries. In Eastern Europe, the pattern is similar to other developing regions. In some Western European countries, both the income level and the carbon footprints are lower in urban areas than in rural areas. In the rest of Europe, the differences in income level between rural and urban areas are small, but they still largely compensate for the efficiency benefits of urban areas. We call for more systemic emissions accounting and climate strategies.

However, recent research suggests that higher urban density is associated with higher emissions from long-distance leisure travel, such as car weekend trips and international flights. This article presents the first systematic review of empirical evidence on these associations and discusses potential explanations. A two-step article selection process yielded 27 empirical articles, complemented by one article published during the review process. When international travel is included in the analysis, the results suggest that residents of the largest cities, and particularly those from centrally located and densely built areas, travel more to cover long distances than do others, after controlling for demographic and socioeconomic variables. When only domestic travel is included, residents of larger settlements and areas of higher density engage in less long-distance travel for leisure purposes than those living in smaller settlements and sparsely built areas. The results of the review are indicative and warrant more research. Generalization is currently limited because of the wide variety of travel behavior measures used, consideration of different travel modes and trip purposes, and geographic scope. There is a strong need for replication of the results using consistent methodology, using data from longer and more recent time spans, and expanding to more diverse geographical settings, especially outside Europe. The systematic review is followed by a narrative review of theoretical explanations of the associations. The most common explanations include: rebound effects, the compensation hypothesis, access to transport infrastructure, urban lifestyles, sociopsychological characteristics, and social networks. Socioeconomic variables are controlled in a majority of the reviewed studies, and business travel is excluded from the review, so the concentration of wealth and business in cities may explain the findings only to some extent. Nonetheless, there is not enough empirical evidence on the causal character of the associations and therefore further qualitative and multidisciplinary work is needed. In addition to making the strategies, it is important to follow, how they work in practice. The aim of the study is to examine, how climate change mitigation policies and other events affected the consumption-based household carbon footprints in the Helsinki Metropolitan Area (HMA) from 2006 until 2012. The cities of the HMA launched an ambitious climate change mitigation strategy in 2007. Furthermore, the study analyses the changes in the carbon footprints of six different types of urban zone within the HMA: the central pedestrian zone, the fringe of the central pedestrian zone, intensive public transport zone, public transport zone, car zone and the pedestrian zones of subcentres. The results of the study reveal that the average carbon footprint decreased 7% from 2006 to 2012, despite 1% increase in expenditure, which is encouraging. Emissions caused by housing energy consumption and motor fuel consumption decreased the most. Among the urban zones, public transport zone and car zone, which are the two outermost zones of the HMA, had the strongest emission reductions. Cleaner electricity and the improved energy efficiency of buildings had a strong effect. The regression analysis of the study suggests that the central pedestrian zone and the car zone, the two most affluent zones of the HMA, have higher carbon footprints than all the other zones have between them. However, this is only true when income is controlled, not when expenditure is controlled. The economic crisis in 2008, and changes in consumption behaviour because of it, seem to explain the result. The reduction of the average carbon footprint in the HMA was not only due to steered mitigation actions. Increased housing costs seem to have contributed to the decline of consumption-based emissions. The results of the study suggest that to achieve the ambitious international, national and local climate change mitigation targets, stronger measures are needed.

Climate change mitigation is an important goal for cities globally. Energy production contributes more than half of the global greenhouse gas emissions, and thus the mitigation potential of local municipal energy systems is important for cities to recognize. The purpose of the study is to analyze the role of local municipal energy systems in the consumption-based carbon footprint of a city resident. The research supplements the previous carbon footprint assessments of city residents with an energy system implication analysis. The study includes 20 of the largest cities in Finland. The main findings of the study are as follows: first, the municipal combined heat and power energy system contributes surprisingly little (on average 18%) to the direct carbon footprint of city residents, supporting some previous findings about a high degree of outsourcing of emissions in cities in developed countries. Second, when indirect emissions (i.e., the implication of a municipal energy system on the national energy system) are allocated to city residents, the significance of the local energy system increases substantially to 32%. Finally, without the benefits of local combined heat and power technology based electricity consumption, the carbon footprints would have increased by an additional 13% to 47% due to the emissions from compensatory electricity production. The results also show that the direct application of consumption-based carbon assessment would imply a relatively low significance for municipal energy solutions. However, with a broader understanding of energy system dynamics, the significance of municipal energy increases substantially. The results emphasize the importance of the consequential energy system implications, which is typically left out of the evaluations of consumption-based carbon footprints.

However, at the same time the few existing studies have observed higher levels of long-distance travel and particularly air travel in the same densely built parts of urban regions. This may lead to GHG emissions reduction in local travel offset by the concomitant increase in long-distance travel. With this study we aim to identify the main factors involved in differences in local, national and long-distance travel patterns and the resulting GHG emissions, with a special focus on the role of the different urban zones in the Helsinki Metropolitan Area (HMA) in Finland. We used a softGIS survey to collect data on the personal travel of young adults living in HMA. SoftGIS methodology provides the opportunity to obtain detailed spatial data on participants' residential locations, travel destinations, and destination characteristics such as travel modes, frequencies and trip purposes. Special attention was paid to national and international trips, for which data were collected over 12 months, a period long enough to capture actual travel patterns. GHG emissions were assessed with a wide scope life cycle assessment (LCA) approach, including vehicles and infrastructure, and the results were elaborated with a two-part regression model on participation in travel and amount of GHG emissions. The study found that the residential location was associated with travel emissions on all scales, and independently from major socioeconomic characteristics. Residents of centrally located and densely built urban zones have on average lower emissions from local travel but higher emissions from international travel than residents of car-oriented suburban zones, and the association holds true after controlling for income, education level and household type. Differences in emissions from local travel between most central and most suburban zones were almost completely offset by differences in emissions from international travel. International long-distance trips were a dominant source of travel-related GHG emissions in all urban zones, particularly due to plane flights.

Abstract Background: Current climate change mitigation policies, including the Paris Agreement, are based on territorial greenhouse gas (GHG) accounting. This neglects the understanding of GHG emissions embodied in trade. As a solution, consumption-based accounting (CBA) that reveals the lifecycle emissions, including transboundary flows, is gaining support as a complementary information tool. CBA is particularly relevant in cities that tend to outsource a large part of their production-based emissions to their hinterlands. While CBA has so far been used relatively little in practical policymaking, it has been used widely by scientists. Methods and design: The purpose of this systematic review, which covers more than 100 studies, is to reflect the policy implications of consumption-based carbon footprint (CBCF) studies at different spatial scales. The review was conducted by reading through the discussion sections of the reviewed studies and systematically collecting the given policy suggestions for different spatial scales. We used both numerical and qualitative methods to organize and interpret the findings of the review. Review results and discussion: The motivation for the review was to investigate whether the unique consumption perspective of CBA leads to similarly unique policy features. We found that various carbon pricing policies are the most widely supported policy instrument in the relevant literature. However, overall, there is a shortage of discussion on policy instruments, since the policy discussions focus on policy outcomes, such as behavioral change or technological solutions. In addition, some policy recommendations are conflicting. Particularly, urban density and compact city policies are supported by some studies and questioned by others. To clarify the issue, we examined how the results regarding the relationship between urban development and the CBCF vary. The review provides a concise starting point for policymakers and future research by summarizing the timely policy implications.

Avoiding urban sprawl and increasing density are often considered as effective means to mitigate climate change through urban planning. However, there have been rapid technological changes in the fields of housing energy and private driving, and the development is continuing. In this study, we analyze the carbon footprints of the residents living in new housing in different urban forms in Finland. We compare the new housing to existing housing stock. In all areas, the emissions from housing energy were significantly lower in new buildings. However, in the inner urban areas the high level of consumption, mostly due to higher affluence, reverse the gains of energy efficient new housing. The smallest carbon footprints were found in newly built outer and peri-urban areas, also when income level differences were taken into account. Rather than strengthening the juxtaposition of urban and suburban areas, we suggest that it would be smarter to recognize the strengths and weaknesses of both modes of living and develop a more systemic strategy that would result in greater sustainability in both areas. Since such strategy does not exist yet, it should be researched and practically developed. It would be beneficial to focus on area specific mitigation measures.

However, the results from developed countries have varied, particularly in Europe. This study provides a coherent comparison of the impact of the degree of urbanisation on income, expenditure and carbon footprints in Europe. On average, carbon footprints are 7% lower in cities than in rural areas when income and household characteristics are controlled. However, this is compensated by the 6% higher average income in cities. The patterns are not uniform in all countries. In Eastern Europe, the pattern is similar to other developing regions. In some Western European countries, both the income level and the carbon footprints are lower in urban areas than in rural areas. In the rest of Europe, the differences in income level between rural and urban areas are small, but they still largely compensate for the efficiency benefits of urban areas. We call for more systemic emissions accounting and climate strategies.

However, recent research suggests that higher urban density is associated with higher emissions from long-distance leisure travel, such as car weekend trips and international flights. This article presents the first systematic review of empirical evidence on these associations and discusses potential explanations. A two-step article selection process yielded 27 empirical articles, complemented by one article published during the review process. When international travel is included in the analysis, the results suggest that residents of the largest cities, and particularly those from centrally located and densely built areas, travel more to cover long distances than do others, after controlling for demographic and socioeconomic variables. When only domestic travel is included, residents of larger settlements and areas of higher density engage in less long-distance travel for leisure purposes than those living in smaller settlements and sparsely built areas. The results of the review are indicative and warrant more research. Generalization is currently limited because of the wide variety of travel behavior measures used, consideration of different travel modes and trip purposes, and geographic scope. There is a strong need for replication of the results using consistent methodology, using data from longer and more recent time spans, and expanding to more diverse geographical settings, especially outside Europe. The systematic review is followed by a narrative review of theoretical explanations of the associations. The most common explanations include: rebound effects, the compensation hypothesis, access to transport infrastructure, urban lifestyles, sociopsychological characteristics, and social networks. Socioeconomic variables are controlled in a majority of the reviewed studies, and business travel is excluded from the review, so the concentration of wealth and business in cities may explain the findings only to some extent. Nonetheless, there is not enough empirical evidence on the causal character of the associations and therefore further qualitative and multidisciplinary work is needed. Compact city and urban densification policies are not strongly challenged by current evidence, and most common policy recommendations point to including air travel into carbon taxing or quota schemes.
