Some Stakeholders have suggested that technology, cost and legal questions around CCS are all but solved. However, while policymakers embark on the agreement of national, European and international legislation on CCS, a number of challenges arise. This paper reviews the progress of CCS towards a legally embedded mitigation option, and identifies three major conditions for the acceptability of CCS deployment: social acceptance by stakeholders and the lay public, robustness of economic and cost data, and legal and regulatory consistency. Technical maturity and reliability are important crosscutting issues that need to be fully addressed before any of the other areas can be solved. It is concluded that, although legal and regulatory issues are close to being resolved, the role that CCS may play in the global energy system has likely been overestimated in system models, which is partly due to transparency and information problems. In addition, resistance from environmental organisations may have to be reckoned with and social acceptance of CCS remains one of its most prominent unknowns.

In retrospect, the commitment may have been fulfilled as it was being made: China’s emissions peaked in 2013 at a level of 9.53 Gigatons of CO2, and declined in each year from 2014 to 2016. However, the prospect for maintenance of the continued reductions depend the relative contributions of different changes in China. Here we quantitatively evaluate the drivers of the peak and decline of China’s CO2 emissions between 2007 and 2016 using the latest available energy, economic, and industry data. We find that slowing economic growth in China has it easier to reduce emissions. Nevertheless, the decline is largely associated with changes in industrial structure and a decline in the share of coal used for energy. Decreasing energy intensity (energy per unit GDP) and emissions intensity (emissions per unit energy) also contributed to the decline. Based on an econometric (cumulative sum) test, we confirm that there is a clear structural break in China’s emission pattern from 2015. We conclude that the decline of Chinese emissions is structural and is likely to be sustained if the nascent industrial and energy system transitions continue.

Chinese government, industry and academic stakeholders perceive that China will not mandate new plants to be built with carbon dioxide capture and storage systems in the short term and there is little incentive even to contemplate the first steps needed to fit plants with capture equipment [Reiner, D., Liang, X., Sun, X., Zhu, Y., Li, D., 2007. Stakeholder attitudes towards carbon dioxide capture and storage technologies in China, International Climate Change Conference, Hong Kong, May 29–31 2007]. We investigate the value of making new plants CO2 Capture Ready (CCR), which would enable them to retrofit to capture CO2 without unnecessary additional costs when the appropriate policy and /or economic drivers are in place (IEA, 2007).In order to understand the value and investment characteristics of CCR in China, a typical 600 MW pulverized-coal -fired ultra-supercritical power plant, locating at Guangdong province, was examined. Combined with a detailed engineering assessment, we obtained the costs for different CCR scenarios. To analyze CCR investment opportunities, we apply a cash flow model for valuing Capture Options, as developed in [Liang, X., Reiner, D., Gibbins J., Li J., 2007. Results are obtained by Monte-Carlo simulation, based on engineering surveys and the IEA (2007) CCR study, as well as plant performance information and expert projections on carbon prices, coal prices and electricity prices.CCR investments are justified by factors such as higher retrofitting probabilities, lower early-closure probabilities and fair economic return. However, the economic case for CCR largely depends on the type of investments made, for example, CCR-essential investments tend to be more economic than additional non-essential CCR features such as CCR Essential with clutched low-pressure turbines. Carbon price, coal price and discount rate also were found to have significant impacts on the economics of CCR. Overall, it appears that the value of capture options are significant, and therefore clear retrofitting strategies would be valuable for any CCR investment.

M.;We empirically derive the determinants of British public preferences for different low-carbon energy sources using machine learning algorithm-based variable selection methods (ridge, lasso, and elastic net regression models). We seek to understand the drivers of support for solar, wind, biomass, and nuclear energy, which are the largest low-carbon energy sources and together account for the majority of UK power generation. Explanatory variables examined include those related to demographics, knowledge, perceptions of climate change, and government policy. We carry out a comparative study by synthesising the results of our independent analyses for each energy source and find that the preferred energy sources vary with respondents’ views on anticipated climate change impacts. Those who believe that potential effects of climate change will be catastrophic tend to prefer renewable energy sources whereas those less concerned about climate change tend to prefer nuclear power. The public also prefer energy sources about which they are more familiar or knowledgeable.

Household's heating sources and heat settings are anticipated as key criteria for evaluating respondents' performances. The study revealed more than 80% of respondents have a good knowledge regarding climate change and carbon issues. The study found a smaller gap in knowledge versus willingness as 59%, 87%, 88% and 85% of respondents want to use bioenergy, afforestation/reforestation, solar and wind for their future energy sources. The Multinomial logit regression (MNLR) investigates that incrementing good and very good knowledge index increases the odds of a high willingness to save energy by 33% and 6%, respectively. The willingness versus performance study identified 96% as claiming to be more likely energy savers, whereas, in reality, 52% of them never or rarely took basic measures like setting their heating system to turn off. Despite having a good and very good knowledge index, the knowledge versus performance appears, 75% of respondents are using gas boilers and gas central heating. Policymakers and the research community need to develop comprehensive plans by taking these wider social issues to meet net-zero targets. Employing smart building principles, lowering the installation costs of the new smart technologies, awarding and encouraging the energy saver, setting individual carbon footprint limits, and training and empowering household representatives to select better energy for houses could popularise the emission reduction technologies in the UK.

Chinese stakeholders (131) from 68 key institutions in 27 provinces were consulted in spring 2009 in an online survey of their perceptions of the barriers and opportunities in financing large-scale carbon dioxide capture and storage (CCS) demonstration projects in China. The online survey was supplemented by 31 follow-up face-to-face interviews. The National Development and Reform Commission (NDRC) was widely perceived as the most important institution in authorizing the first commercial-scale CCS demonstration project and authorization was viewed as more similar to that for a power project than a chemicals project. There were disagreements, however, on the appropriate size for a demonstration plant, the type of capture, and the type of storage. Most stakeholders believed that the international image of the Chinese Government could benefit from demonstrating commercial CCS and that such a project could also create advantages for Chinese companies investing in CCS technologies. In more detailed interviews with 16 financial officials, we found striking disagreements over the perceived risks of demonstrating CCS. The rate of return seen as appropriate for financing demonstration projects was split between stakeholders from development banks (who supported a rate of 5-8%) and those from commercial banks (12-20%). The divergence on rate alone could result in as much as a 40% difference in the cost of CO(2) abatement and 56% higher levelized cost of electricity based on a hypothetical case study of a typical 600-MW new build ultrasupercritical pulverized coal-fired (USCPC) power plant. To finance the extra operational costs, there were sharp divisions over which institutions should bear the brunt of financing although, overall, more than half of the support was expected to come from foreign and Chinese governments.

AbstractThe representative survey studies provide a comprehensive database on the public awareness and perception of CCS in six selected European countries. Our results provide insights into the public understanding and knowledge of energy related issues and CCS topics. The embedded experimental research provides insights into how information affects CCS perceptions. The results discuss implications for CCS communication methods.

Reiner;Britain has been a global leader in reducing emissions, but little progress has been made on heat, which accounts for almost one-third of UK emissions and the largest single share is domestic heat, which is responsible for 17% of the national total. Given the UK's 2050 "Net-Zero" commitment, decarbonizing heat is becoming urgent and currently one of the main pathways involves its electrification. Here, we present a spatially explicit optimization model that investigates the implications of electrifying domestic heat on the operation of the power sector. Using hourly historical gas demand data, we conclude that the domestic peak heat demand is almost 50% lower than widely cited values. A 100% electrification pathway can be achieved with only a 1.3-fold increase in generation capacity compared to a power-only decarbonization scenario, but only by leveraging the role of thermal energy storage technologies without which a further 40% increase would be needed.

Some Stakeholders have suggested that technology, cost and legal questions around CCS are all but solved. However, while policymakers embark on the agreement of national, European and international legislation on CCS, a number of challenges arise. This paper reviews the progress of CCS towards a legally embedded mitigation option, and identifies three major conditions for the acceptability of CCS deployment: social acceptance by stakeholders and the lay public, robustness of economic and cost data, and legal and regulatory consistency. Technical maturity and reliability are important crosscutting issues that need to be fully addressed before any of the other areas can be solved. It is concluded that, although legal and regulatory issues are close to being resolved, the role that CCS may play in the global energy system has likely been overestimated in system models, which is partly due to transparency and information problems. In addition, resistance from environmental organisations may have to be reckoned with and social acceptance of CCS remains one of its most prominent unknowns.

In retrospect, the commitment may have been fulfilled as it was being made: China’s emissions peaked in 2013 at a level of 9.53 Gigatons of CO2, and declined in each year from 2014 to 2016. However, the prospect for maintenance of the continued reductions depend the relative contributions of different changes in China. Here we quantitatively evaluate the drivers of the peak and decline of China’s CO2 emissions between 2007 and 2016 using the latest available energy, economic, and industry data. We find that slowing economic growth in China has it easier to reduce emissions. Nevertheless, the decline is largely associated with changes in industrial structure and a decline in the share of coal used for energy. Decreasing energy intensity (energy per unit GDP) and emissions intensity (emissions per unit energy) also contributed to the decline. Based on an econometric (cumulative sum) test, we confirm that there is a clear structural break in China’s emission pattern from 2015. We conclude that the decline of Chinese emissions is structural and is likely to be sustained if the nascent industrial and energy system transitions continue.

Chinese government, industry and academic stakeholders perceive that China will not mandate new plants to be built with carbon dioxide capture and storage systems in the short term and there is little incentive even to contemplate the first steps needed to fit plants with capture equipment [Reiner, D., Liang, X., Sun, X., Zhu, Y., Li, D., 2007. Stakeholder attitudes towards carbon dioxide capture and storage technologies in China, International Climate Change Conference, Hong Kong, May 29–31 2007]. We investigate the value of making new plants CO2 Capture Ready (CCR), which would enable them to retrofit to capture CO2 without unnecessary additional costs when the appropriate policy and /or economic drivers are in place (IEA, 2007).In order to understand the value and investment characteristics of CCR in China, a typical 600 MW pulverized-coal -fired ultra-supercritical power plant, locating at Guangdong province, was examined. Combined with a detailed engineering assessment, we obtained the costs for different CCR scenarios. To analyze CCR investment opportunities, we apply a cash flow model for valuing Capture Options, as developed in [Liang, X., Reiner, D., Gibbins J., Li J., 2007. Results are obtained by Monte-Carlo simulation, based on engineering surveys and the IEA (2007) CCR study, as well as plant performance information and expert projections on carbon prices, coal prices and electricity prices.CCR investments are justified by factors such as higher retrofitting probabilities, lower early-closure probabilities and fair economic return. However, the economic case for CCR largely depends on the type of investments made, for example, CCR-essential investments tend to be more economic than additional non-essential CCR features such as CCR Essential with clutched low-pressure turbines. Carbon price, coal price and discount rate also were found to have significant impacts on the economics of CCR. Overall, it appears that the value of capture options are significant, and therefore clear retrofitting strategies would be valuable for any CCR investment.

M.;We empirically derive the determinants of British public preferences for different low-carbon energy sources using machine learning algorithm-based variable selection methods (ridge, lasso, and elastic net regression models). We seek to understand the drivers of support for solar, wind, biomass, and nuclear energy, which are the largest low-carbon energy sources and together account for the majority of UK power generation. Explanatory variables examined include those related to demographics, knowledge, perceptions of climate change, and government policy. We carry out a comparative study by synthesising the results of our independent analyses for each energy source and find that the preferred energy sources vary with respondents’ views on anticipated climate change impacts. Those who believe that potential effects of climate change will be catastrophic tend to prefer renewable energy sources whereas those less concerned about climate change tend to prefer nuclear power. The public also prefer energy sources about which they are more familiar or knowledgeable.

Household's heating sources and heat settings are anticipated as key criteria for evaluating respondents' performances. The study revealed more than 80% of respondents have a good knowledge regarding climate change and carbon issues. The study found a smaller gap in knowledge versus willingness as 59%, 87%, 88% and 85% of respondents want to use bioenergy, afforestation/reforestation, solar and wind for their future energy sources. The Multinomial logit regression (MNLR) investigates that incrementing good and very good knowledge index increases the odds of a high willingness to save energy by 33% and 6%, respectively. The willingness versus performance study identified 96% as claiming to be more likely energy savers, whereas, in reality, 52% of them never or rarely took basic measures like setting their heating system to turn off. Despite having a good and very good knowledge index, the knowledge versus performance appears, 75% of respondents are using gas boilers and gas central heating. Policymakers and the research community need to develop comprehensive plans by taking these wider social issues to meet net-zero targets. Employing smart building principles, lowering the installation costs of the new smart technologies, awarding and encouraging the energy saver, setting individual carbon footprint limits, and training and empowering household representatives to select better energy for houses could popularise the emission reduction technologies in the UK.

Chinese stakeholders (131) from 68 key institutions in 27 provinces were consulted in spring 2009 in an online survey of their perceptions of the barriers and opportunities in financing large-scale carbon dioxide capture and storage (CCS) demonstration projects in China. The online survey was supplemented by 31 follow-up face-to-face interviews. The National Development and Reform Commission (NDRC) was widely perceived as the most important institution in authorizing the first commercial-scale CCS demonstration project and authorization was viewed as more similar to that for a power project than a chemicals project. There were disagreements, however, on the appropriate size for a demonstration plant, the type of capture, and the type of storage. Most stakeholders believed that the international image of the Chinese Government could benefit from demonstrating commercial CCS and that such a project could also create advantages for Chinese companies investing in CCS technologies. In more detailed interviews with 16 financial officials, we found striking disagreements over the perceived risks of demonstrating CCS. The rate of return seen as appropriate for financing demonstration projects was split between stakeholders from development banks (who supported a rate of 5-8%) and those from commercial banks (12-20%). The divergence on rate alone could result in as much as a 40% difference in the cost of CO(2) abatement and 56% higher levelized cost of electricity based on a hypothetical case study of a typical 600-MW new build ultrasupercritical pulverized coal-fired (USCPC) power plant. To finance the extra operational costs, there were sharp divisions over which institutions should bear the brunt of financing although, overall, more than half of the support was expected to come from foreign and Chinese governments.

Reiner;Britain has been a global leader in reducing emissions, but little progress has been made on heat, which accounts for almost one-third of UK emissions and the largest single share is domestic heat, which is responsible for 17% of the national total. Given the UK's 2050 "Net-Zero" commitment, decarbonizing heat is becoming urgent and currently one of the main pathways involves its electrification. Here, we present a spatially explicit optimization model that investigates the implications of electrifying domestic heat on the operation of the power sector. Using hourly historical gas demand data, we conclude that the domestic peak heat demand is almost 50% lower than widely cited values. A 100% electrification pathway can be achieved with only a 1.3-fold increase in generation capacity compared to a power-only decarbonization scenario, but only by leveraging the role of thermal energy storage technologies without which a further 40% increase would be needed.
