The report was prepared for the International Energy Agency (IEA) Agreement on the Production and Utilization of Hydrogen, Task 16, Hydrogen from Carbon-Containing Materials. Hydrogen's share in the energy market is increasing with the implementation of fuel cell systems and the growing demand for zero-emission fuels. Hydrogen production will need to keep pace with this growing market. In the near term, increased production will likely be met by conventional technologies, such as natural gas reforming. In these processes, the carbon is converted to CO2 and released to the atmosphere. However, with the growing concern about global climate change, alternatives to the atmospheric release of CO2 are being investigated. Sequestration of the CO2 is an option that could provide a viable near-term solution. Reducing the demand on fossil resources remains a significant concern for many nations. Renewable-based processes like solar- or wind-driven electrolysis and photobiological water splitting hold great promise for clean hydrogen production; however, advances must still be made before these technologies can be economically competitive. For the near-and mid-term, generating hydrogen from biomass may be the more practical and viable, renewable and potentially carbon-neutral (or even carbon-negative in conjunction with sequestration) option. Recently, the IEA Hydrogen Agreement launched a new task to bring together international experts to investigate some of these near- and mid-term options for producing hydrogen with reduced environmental impacts. This review of the state of the art of hydrogen production from biomass was prepared to facilitate in the planning of work that should be done to achieve the goal of near-term hydrogen energy systems. The relevant technologies that convert biomass to hydrogen, with emphasis on thermochemical routes are described. In evaluating the viability of the conversion routes, each must be put in the context of the availability of appropriate feedstocks and deployment scenarios that match hydrogen to the local markets. Co-production opportunities are of particular interest for near-term deployment since multiple products improve the economics; however, co-product development is not covered in this report. Biomass has the potential to accelerate the realization of hydrogen as a major fuel of the future. Since biomass is renewable and consumes atmospheric CO2 during growth, it can have a small net CO2 impact compared to fossil fuels. However, hydrogen from biomass has major challenges. There are no completed technology demonstrations. The yield of hydrogen is low from biomass since the hydrogen content in biomass is low to being with (approximately 6% versus 25% for methane) and the energy content is low due to the 40% oxygen content of biomass. Since over half of the hydrogen from biomass comes from splitting water in the steam reforming reaction, the energy content of the feedstock is an inherent limitation of the process . The low yield of hydrogen on a weight basis is misleading since the energy conversion efficiency is high. However, the cost for growing, harvesting, and transporting biomass is high. Thus even with reasonable energy efficiencies, it is not presently economically competitive with natural gas steam reforming for stand-alone hydrogen without the advantage of high-value co-products. Additionally, as with all sources of hydrogen, production from biomass will require appropriate hydrogen storage and utilization systems to be developed and deployed. The report also looked at promising areas for further research and development. The major areas for R,D and D are: feedstock preparation and feeding; gasification gas conditioning; system integration; modular systems development; valuable co-product integration; and larger-scale demonstrations. These are in addition to the challenges for any hydrogen process in storage and utilization technologies.

The request made by FVB asked for advice and analysis regarding the value of recapturing the braking energy of trains operating on electric light rail transit systems. A specific request was to evaluate the concept of generating hydrogen by electrolysis. The hydrogen would, in turn, power fuel cells that could supply electric energy back into the system for train propulsion or, possibly, also to the grid. To allow quantitative assessment of the potential resource, analysis focused on operations of the SoundTransit light rail system in Seattle, Washington. An initial finding was that the full cycle efficiency of producing hydrogen as the medium for capturing and reusing train braking energy was quite low (< 20%) and, therefore, not likely to be economically attractive. As flywheel energy storage is commercially available, the balance of the analysis focused the feasibility of using this alternative on the SoundTransit system. It was found that an investment in a flywheel with a 25-kWh capacity of the type manufactured by Beacon Power Corporation (BPC) would show a positive 20-year net present value (NPV) based on the current frequency of train service. The economic attractiveness of this option would increase initially if green energy subsidies or rebates were applicable and, in the future, as the planned frequency of train service grows.

The potential peaking of world conventional oil production and the possible imperative to reduce carbon emissions will put great pressure on vehicle manufacturers to produce more efficient vehicles, on vehicle buyers to seek them out in the marketplace, and on energy suppliers to develop new fuels and delivery systems. Four cases for stabilizing or reducing light vehicle fuel use, oil use, and/or carbon emissions over the next 50 years are presented. Case 1--Improve mpg so that the fuel use in 2020 is stabilized for the next 30 years. Case 2--Improve mpg so that by 2030 the fuel use is reduced to the 2000 level and is reduced further in subsequent years. Case 3--Case 1 plus 50% ethanol use and 50% low-carbon fuel cell vehicles by 2050. Case 4--Case 2 plus 50% ethanol use and 50% low-carbon fuel cell vehicles by 2050. The mpg targets for new cars and light trucks require that significant advances be made in developing cost-effective and very efficient vehicle technologies. With the use of alternative fuels that are low in carbon, oil use and carbon emissions can be reduced even further.

This analysis presents a case study in California for a large scale, standalone wind electrolysis site. This is a techno-economic analysis of the 40,000 kg/day renewable production of hydrogen and subsequent delivery by truck to a fueling station in the Los Angeles area. This quantity of hydrogen represents about 1% vehicle market penetration for a city such as Los Angeles (assuming 0.62 kg/day/vehicle and 0.69 vehicles/person) [8]. A wind site near the Mojave Desert was selected for proximity to the LA area where hydrogen refueling stations are already built.

Some US renewable energy industries are now looking abroad, especially to the rapidly developing Asia-Pacific region, in order to increase sales and expand markets. The developing world appears in principle to be an important market for renewable energy technologies. These international markets have proven extremely difficult to penetrate, and the US competitive position is threatened by strong, well-organized, government-supported competition from Japan and Western Europe. For example, US photovoltaic manufacturers held 80% of the world PV market in 1980; today their market share is down to 35%. Less developed countries (LDCs) present a potentially significant but highly elusive market for renewable energy technologies. This market may develop for three major reasons; the shortage of electricity supply and the high cost of grid extension to rural areas, the high cost of oil imports and the scarcity of light oil products, and the gradual replacement of traditional fuels with modern ones. The focus of this report is on the policies and attitudes of national and regional governments in India and Pakistan towards renewable energy technology and how these policies and attitudes affect the potential for penetration of these markets by US industry. We have attempted to provide some useful insight into themore » actual market environment in India and Pakistan rather than just report on official laws, regulations, and policies. The report also examines the economics of technologies in comparison with more traditional sources of energy. The 'Freedom Car' Initiative announced by the Bush Administration has placed a significant emphasis on development of a hydrogen economy in the United States. While the hydrogen-fueled fuel-cell vehicle that is the focus of the 'Freedom Car' program would rely on electrochemical energy conversion, and despite the large amount of resources being devoted to its objectives, near-term implementation of hydrogen in the transportation sector is not likely to arise from fuel cell cars. Instead, fuel blending and ''hydrogen-assisted'' combustion are more realizable pathways for wide-scale hydrogen utilization within the next ten years. Thus, a large potential avenue for utilization of hydrogen in transportation applications is through blending with natural gas, since there is an existing market for natural-gas vehicles of various classes, and since hydrogen can provide a means of achieving even stricter emissions standards. Another potential avenue is through use of hydrogen to 'assist' diesel combustion to permit alternate combustion strategies that can achieve lower emissions and higher efficiency. This project focused on developing the underlying fundamental information to support technologies that will facilitate the introduction of coal-derived hydrogen into the market. Two paths were envisioned for hydrogen utilization in transportation applications. One is for hydrogen to be mixedmore » with other fuels, specifically natural gas, to enhance performance in existing natural gas-fueled vehicles (e.g., transit buses) and provide a practical and marketable avenue to begin using hydrogen in the field. A second is to use hydrogen to enable alternative combustion modes in existing diesel engines, such as homogeneous charge compression ignition, to permit enhanced efficiency and reduced emissions. Thus, this project on hydrogen-assisted combustion encompassed two major objectives: (1) Optimization of hydrogen-natural gas mixture composition and utilization through laboratory studies of spark-ignition engine operation on H{sub 2}-NG and numerical simulation of the impact of hydrogen blending on the physical and chemical processes within the engine; and (2) Examination of hydrogen-assisted combustion in advanced compression-ignition engine processes. To that end, numerical capabilities were applied to the study of hydrogen assisted combustion and experimental facilities were developed to achieve the project objectives.« less

The Transportation Energy Data Book: Edition 28 is a statistical compendium prepared and published by Oak Ridge National Laboratory (ORNL) under contract with U.S Department of Energy, Office of Energy Efficiency and Renewable Energy, Vehicle Technologies Program and the Hydrogen, Fuel Cells, and Infrastructure Technologies Program. Designed for use as a desk-top reference, the data book represents an assembly and display of statistics and information that characterize transportation activity, and presents data on other factors that influence transportation energy use. The purpose of this document is to present relevant statistical data in the form of tables and graphs. The latest edition of the Data Book are available to a larger audience via the Internet (cta.ornl.gov/data). This edition of the Data Book has 12 chapters which focus on various aspects of the transportation industry. Chapter 1 focuses on petroleum; Chapter 2 energy; Chapter 3 highway vehicles; Chapter 4 light vehicles; Chapter 5 heavy vehicles; Chapter 6 alternative fuel vehicles; Chapter 7 fleet vehicles; Chapter 8 household vehicles; and Chapter 9 nonhighway modes; Chapter 10 transportation and the economy; Chapter 11 greenhouse gas emissions; and Chapter 12 criteria pollutant emissions. The sources used represent the latest available data. There are also three appendices which include detailed source information for some tables, measures of conversion, and the definition of Census divisions and regions. A glossary of terms and a title index are also included for the readers convenience.

Clean Cities is a government-industry partnership sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program, which is part of the Office of Energy Efficiency and Renewable Energy. Working with its network of about 100 local coalitions and more than 6,500 stakeholders across the country, Clean Cities delivers on its mission to reduce petroleum consumption in on-road transportation. In its work to reduce petroleum use, Clean Cities focuses on a portfolio of technologies that includes electric drive, propane, natural gas, renewable natural gas/biomethane, ethanol/E85, biodiesel/B20 and higher-level blends, fuel economy, and idle reduction. Over the past 17 years, Clean Cities coalitions have displaced more than 2.4 billion gallons of petroleum; they are on track to displace 2.5 billion gallons of gasoline per year by 2020. This Clean Cities Strategic Plan lays out an aggressive five-year agenda to help DOE Clean Cities and its network of coalitions and stakeholders accelerate the deployment of alternative fuel and advanced technology vehicles, while also expanding the supporting infrastructure to reduce petroleum use. Today, Clean Cities has a far larger opportunity to make an impact than at any time in its history because of its unprecedented $300 million allocation for community-based deployment projects from the American Recovery and Reinvestment Act (ARRA) (see box below). Moreover, the Clean Cities annual budget has risen to $25 million for FY2010 and $35 million has been requested for FY2011. Designed as a living document, this strategic plan is grounded in the understanding that priorities will change annually as evolving technical, political, economic, business, and social considerations are woven into project decisions and funding allocations. The plan does not intend to lock Clean Cities into pathways that cannot change. Instead, with technology deployment at its core, the plan serves as a guide for decision-making at both the national and local levels of Clean Cities over the next five years. The plan recognizes the need for flexibility and sets out a strategic direction that will build on the progress of current technologies and new opportunities presented in emerging fuels and technologies, such as hydrogen and fuel cells, as well as new niche markets such as off-road applications that build additional throughput at existing alternative fuel stations.

This engineering and economic study evaluated the potential for developing a geothermal industrial park in the Puna District near Pahoa on the Island of Hawaii. Direct heat industrial applications were analyzed from a marketing, engineering, economic, environmental, and sociological standpoint to determine the most viable industries for the park. An extensive literature search produced 31 existing processes currently using geothermal heat. An additional list was compiled indicating industrial processes that require heat that could be provided by geothermal energy. From this information, 17 possible processes were selected for consideration. Careful scrutiny and analysis of these 17 processes revealed three that justified detailed economic workups. The three processes chosen for detailed analysis were: an ethanol plant using bagasse and wood as feedstock; a cattle feed mill using sugar cane leaf trash as feedstock; and a papaya processing facility providing both fresh and processed fruit. In addition, a research facility to assess and develop other processes was treated as a concept. Consideration was given to the impediments to development, the engineering process requirements and the governmental support for each process. The study describes the geothermal well site chosen, the pipeline to transmit the hydrothermal fluid, and the infrastructure required for the industrialmore » park. The report was prepared for the International Energy Agency (IEA) Agreement on the Production and Utilization of Hydrogen, Task 16, Hydrogen from Carbon-Containing Materials. Hydrogen's share in the energy market is increasing with the implementation of fuel cell systems and the growing demand for zero-emission fuels. Hydrogen production will need to keep pace with this growing market. In the near term, increased production will likely be met by conventional technologies, such as natural gas reforming. In these processes, the carbon is converted to CO2 and released to the atmosphere. However, with the growing concern about global climate change, alternatives to the atmospheric release of CO2 are being investigated. Sequestration of the CO2 is an option that could provide a viable near-term solution. Reducing the demand on fossil resources remains a significant concern for many nations. Renewable-based processes like solar- or wind-driven electrolysis and photobiological water splitting hold great promise for clean hydrogen production; however, advances must still be made before these technologies can be economically competitive. For the near-and mid-term, generating hydrogen from biomass may be the more practical and viable, renewable and potentially carbon-neutral (or even carbon-negative in conjunction with sequestration) option. Recently, the IEA Hydrogen Agreement launched a new task to bring together international experts to investigate some of these near- and mid-term options for producing hydrogen with reduced environmental impacts. This review of the state of the art of hydrogen production from biomass was prepared to facilitate in the planning of work that should be done to achieve the goal of near-term hydrogen energy systems. The relevant technologies that convert biomass to hydrogen, with emphasis on thermochemical routes are described. In evaluating the viability of the conversion routes, each must be put in the context of the availability of appropriate feedstocks and deployment scenarios that match hydrogen to the local markets. Co-production opportunities are of particular interest for near-term deployment since multiple products improve the economics; however, co-product development is not covered in this report. Biomass has the potential to accelerate the realization of hydrogen as a major fuel of the future. Since biomass is renewable and consumes atmospheric CO2 during growth, it can have a small net CO2 impact compared to fossil fuels. However, hydrogen from biomass has major challenges. There are no completed technology demonstrations. The yield of hydrogen is low from biomass since the hydrogen content in biomass is low to being with (approximately 6% versus 25% for methane) and the energy content is low due to the 40% oxygen content of biomass. Since over half of the hydrogen from biomass comes from splitting water in the steam reforming reaction, the energy content of the feedstock is an inherent limitation of the process . The low yield of hydrogen on a weight basis is misleading since the energy conversion efficiency is high. However, the cost for growing, harvesting, and transporting biomass is high. Thus even with reasonable energy efficiencies, it is not presently economically competitive with natural gas steam reforming for stand-alone hydrogen without the advantage of high-value co-products. Additionally, as with all sources of hydrogen, production from biomass will require appropriate hydrogen storage and utilization systems to be developed and deployed. The report also looked at promising areas for further research and development. The major areas for R,D and D are: feedstock preparation and feeding; gasification gas conditioning; system integration; modular systems development; valuable co-product integration; and larger-scale demonstrations. These are in addition to the challenges for any hydrogen process in storage and utilization technologies.

The request made by FVB asked for advice and analysis regarding the value of recapturing the braking energy of trains operating on electric light rail transit systems. A specific request was to evaluate the concept of generating hydrogen by electrolysis. The hydrogen would, in turn, power fuel cells that could supply electric energy back into the system for train propulsion or, possibly, also to the grid. To allow quantitative assessment of the potential resource, analysis focused on operations of the SoundTransit light rail system in Seattle, Washington. An initial finding was that the full cycle efficiency of producing hydrogen as the medium for capturing and reusing train braking energy was quite low (< 20%) and, therefore, not likely to be economically attractive. As flywheel energy storage is commercially available, the balance of the analysis focused the feasibility of using this alternative on the SoundTransit system. It was found that an investment in a flywheel with a 25-kWh capacity of the type manufactured by Beacon Power Corporation (BPC) would show a positive 20-year net present value (NPV) based on the current frequency of train service. The economic attractiveness of this option would increase initially if green energy subsidies or rebates were applicable and, in the future, as the planned frequency of train service grows.

The potential peaking of world conventional oil production and the possible imperative to reduce carbon emissions will put great pressure on vehicle manufacturers to produce more efficient vehicles, on vehicle buyers to seek them out in the marketplace, and on energy suppliers to develop new fuels and delivery systems. Four cases for stabilizing or reducing light vehicle fuel use, oil use, and/or carbon emissions over the next 50 years are presented. Case 1--Improve mpg so that the fuel use in 2020 is stabilized for the next 30 years. Case 2--Improve mpg so that by 2030 the fuel use is reduced to the 2000 level and is reduced further in subsequent years. Case 3--Case 1 plus 50% ethanol use and 50% low-carbon fuel cell vehicles by 2050. Case 4--Case 2 plus 50% ethanol use and 50% low-carbon fuel cell vehicles by 2050. The mpg targets for new cars and light trucks require that significant advances be made in developing cost-effective and very efficient vehicle technologies. With the use of alternative fuels that are low in carbon, oil use and carbon emissions can be reduced even further.

This analysis presents a case study in California for a large scale, standalone wind electrolysis site. This is a techno-economic analysis of the 40,000 kg/day renewable production of hydrogen and subsequent delivery by truck to a fueling station in the Los Angeles area. This quantity of hydrogen represents about 1% vehicle market penetration for a city such as Los Angeles (assuming 0.62 kg/day/vehicle and 0.69 vehicles/person) [8]. A wind site near the Mojave Desert was selected for proximity to the LA area where hydrogen refueling stations are already built.

Some US renewable energy industries are now looking abroad, especially to the rapidly developing Asia-Pacific region, in order to increase sales and expand markets. The developing world appears in principle to be an important market for renewable energy technologies. These international markets have proven extremely difficult to penetrate, and the US competitive position is threatened by strong, well-organized, government-supported competition from Japan and Western Europe. For example, US photovoltaic manufacturers held 80% of the world PV market in 1980; today their market share is down to 35%. Less developed countries (LDCs) present a potentially significant but highly elusive market for renewable energy technologies. This market may develop for three major reasons; the shortage of electricity supply and the high cost of grid extension to rural areas, the high cost of oil imports and the scarcity of light oil products, and the gradual replacement of traditional fuels with modern ones. The focus of this report is on the policies and attitudes of national and regional governments in India and Pakistan towards renewable energy technology and how these policies and attitudes affect the potential for penetration of these markets by US industry. The 'Freedom Car' Initiative announced by the Bush Administration has placed a significant emphasis on development of a hydrogen economy in the United States. While the hydrogen-fueled fuel-cell vehicle that is the focus of the 'Freedom Car' program would rely on electrochemical energy conversion, and despite the large amount of resources being devoted to its objectives, near-term implementation of hydrogen in the transportation sector is not likely to arise from fuel cell cars. Instead, fuel blending and ''hydrogen-assisted'' combustion are more realizable pathways for wide-scale hydrogen utilization within the next ten years. Thus, a large potential avenue for utilization of hydrogen in transportation applications is through blending with natural gas, since there is an existing market for natural-gas vehicles of various classes, and since hydrogen can provide a means of achieving even stricter emissions standards. Another potential avenue is through use of hydrogen to 'assist' diesel combustion to permit alternate combustion strategies that can achieve lower emissions and higher efficiency. This project focused on developing the underlying fundamental information to support technologies that will facilitate the introduction of coal-derived hydrogen into the market. Two paths were envisioned for hydrogen utilization in transportation applications. One is for hydrogen to be mixedmore » with other fuels, specifically natural gas, to enhance performance in existing natural gas-fueled vehicles (e.g., transit buses) and provide a practical and marketable avenue to begin using hydrogen in the field. A second is to use hydrogen to enable alternative combustion modes in existing diesel engines, such as homogeneous charge compression ignition, to permit enhanced efficiency and reduced emissions. Thus, this project on hydrogen-assisted combustion encompassed two major objectives: (1) Optimization of hydrogen-natural gas mixture composition and utilization through laboratory studies of spark-ignition engine operation on H{sub 2}-NG and numerical simulation of the impact of hydrogen blending on the physical and chemical processes within the engine; and (2) Examination of hydrogen-assisted combustion in advanced compression-ignition engine processes. To that end, numerical capabilities were applied to the study of hydrogen assisted combustion and experimental facilities were developed to achieve the project objectives.« less

The Transportation Energy Data Book: Edition 28 is a statistical compendium prepared and published by Oak Ridge National Laboratory (ORNL) under contract with U.S Department of Energy, Office of Energy Efficiency and Renewable Energy, Vehicle Technologies Program and the Hydrogen, Fuel Cells, and Infrastructure Technologies Program. Designed for use as a desk-top reference, the data book represents an assembly and display of statistics and information that characterize transportation activity, and presents data on other factors that influence transportation energy use. The purpose of this document is to present relevant statistical data in the form of tables and graphs. The latest edition of the Data Book are available to a larger audience via the Internet (cta.ornl.gov/data). This edition of the Data Book has 12 chapters which focus on various aspects of the transportation industry. Chapter 1 focuses on petroleum; Chapter 2 energy; Chapter 3 highway vehicles; Chapter 4 light vehicles; Chapter 5 heavy vehicles; Chapter 6 alternative fuel vehicles; Chapter 7 fleet vehicles; Chapter 8 household vehicles; and Chapter 9 nonhighway modes; Chapter 10 transportation and the economy; Chapter 11 greenhouse gas emissions; and Chapter 12 criteria pollutant emissions. The sources used represent the latest available data. There are also three appendices which include detailed source information for some tables, measures of conversion, and the definition of Census divisions and regions. A glossary of terms and a title index are also included for the readers convenience.

Clean Cities is a government-industry partnership sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program, which is part of the Office of Energy Efficiency and Renewable Energy. Working with its network of about 100 local coalitions and more than 6,500 stakeholders across the country, Clean Cities delivers on its mission to reduce petroleum consumption in on-road transportation. In its work to reduce petroleum use, Clean Cities focuses on a portfolio of technologies that includes electric drive, propane, natural gas, renewable natural gas/biomethane, ethanol/E85, biodiesel/B20 and higher-level blends, fuel economy, and idle reduction. Over the past 17 years, Clean Cities coalitions have displaced more than 2.4 billion gallons of petroleum; they are on track to displace 2.5 billion gallons of gasoline per year by 2020. This Clean Cities Strategic Plan lays out an aggressive five-year agenda to help DOE Clean Cities and its network of coalitions and stakeholders accelerate the deployment of alternative fuel and advanced technology vehicles, while also expanding the supporting infrastructure to reduce petroleum use. Today, Clean Cities has a far larger opportunity to make an impact than at any time in its history because of its unprecedented $300 million allocation for community-based deployment projects from the American Recovery and Reinvestment Act (ARRA) (see box below). Moreover, the Clean Cities annual budget has risen to $25 million for FY2010 and $35 million has been requested for FY2011. Designed as a living document, this strategic plan is grounded in the understanding that priorities will change annually as evolving technical, political, economic, business, and social considerations are woven into project decisions and funding allocations. The plan does not intend to lock Clean Cities into pathways that cannot change. Instead, with technology deployment at its core, the plan serves as a guide for decision-making at both the national and local levels of Clean Cities over the next five years. The plan recognizes the need for flexibility and sets out a strategic direction that will build on the progress of current technologies and new opportunities presented in emerging fuels and technologies, such as hydrogen and fuel cells, as well as new niche markets such as off-road applications that build additional throughput at existing alternative fuel stations.

This engineering and economic study evaluated the potential for developing a geothermal industrial park in the Puna District near Pahoa on the Island of Hawaii. Direct heat industrial applications were analyzed from a marketing, engineering, economic, environmental, and sociological standpoint to determine the most viable industries for the park. An extensive literature search produced 31 existing processes currently using geothermal heat. An additional list was compiled indicating industrial processes that require heat that could be provided by geothermal energy. From this information, 17 possible processes were selected for consideration. Careful scrutiny and analysis of these 17 processes revealed three that justified detailed economic workups. The three processes chosen for detailed analysis were: an ethanol plant using bagasse and wood as feedstock; a cattle feed mill using sugar cane leaf trash as feedstock; and a papaya processing facility providing both fresh and processed fruit. In addition, a research facility to assess and develop other processes was treated as a concept. Consideration was given to the impediments to development, the engineering process requirements and the governmental support for each process. The study describes the geothermal well site chosen, the pipeline to transmit the hydrothermal fluid, and the infrastructure required for the industrialmore » park.
