Texas Energy Issues: 1979 is the product of a series of studies carried on by graduate students and faculty members of the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin during the 1978-79 academic year. The selection of topics was not intended to be inclusive of all energy problems currently of importance to the state of Texas, but rather to be current, topical, and amenable to policy analysis during the allotted time period. ; Public Affairs

Some provisions of the National Energy Conservation Policy Act, the Natural Gas Policy Act, the Powerplant and Industrial Fuel Use Act of 1978, the Energy Tax Act of 1978, and the Public Utility Regulatory Policies Act are presented according to their effects on state and local governments.

This report on Federal Energy Management for Fiscal year (FY) 1992 provides information on energy consumption in Federal buildings and operations and documents activities conducted by Federal agencies to meet the statutory requirements of Title V, Part 3, of the National Energy Conservation Policy Act (NECPA), as amended, 42 U.S.C. 8251-8261, and Title VIII of NECPA, 42 U.S.C. 8287-8287b. This report also describes the energy conservation and management activities of the Federal Government under the authorization of section 381 of the Energy Policy and Conservation Act (EPCA), as amended, 42 U.S.C. 6361. Implementation activities undertaken during FY 1992 by the Federal agencies under Executive Order 12759 on Federal Energy Management are also described in this report.

In an energy transitions era, the citizens tend to be increasingly considered as actors of the energy system. This situation reinforces in turn the importance of public participation processes into energy policy or legislation design. In 2012-2013, a significant public participation process in the field of energy policy was organised in France, named National Debate on the Energy Transition. From the beginning, it was proclaimed that its results would be integrated into a flagship energy transition act, which did happen with the adoption of the Energy Transition for Green Growth Act of 2015. This paper provides an overview of the organisation of this public debate and of the integration of its outcome into the Energy Transition Act. The experience of France can serve for other countries engaged in a process of transition towards a more sustainable society and especially towards a massive change of their energy mix. It addresses the successes as well as the failures of the French case and provides some key learning points to enhance the public participation into the Law-making process concerning the energy transition.

President-elect Donald Trump’s nomination of U.S. Rep. Ryan Zinke of Montana to head the Department of the Interior follows a tradition of offering this position to westerners. The agency has jurisdiction over a significant portion of federal public lands in western states, including national parks, national wildlife refuges, some forests administered by the Bureau of Land Management and others.

Since the third National Energy Plan in 1981 total energy efficiency has increased, domestic energy resources are being developed more effectively, oil prices have declined, US dependence on foreign energy sources has diminished, and the nation's vulnerability to energy supply disruptions has been reduced markedly. The policy goal is an adequate supply of energy at reasonable costs. Strategies include minimizing federal control and involvement in energy markets while maintaining public health and safety and environmental quality and promoting a balanced and mixed energy resource system. Federal programs and actions in energy are reviewed.

Cybersecurity is increasingly vital in a climate of unprecedented digital assaults against liberal democracy. Russian hackers have launched destabilizing cyberattacks targeting the United States’ energy grid, voting machines, and political campaigns. America's existing inadequate cyber defenses operate according to a simple assumption: hide the computer code that powers critical infrastructure so that America's enemies cannot exploit undiscovered weaknesses. Indeed, the intellectual property regime relies entirely on this belief, protecting those who own the rights in computer code by punishing those who might access and copy that code. This “security through obscurity†approach has failed. Rightsholders, on their own, cannot develop effective countermeasures to hacking because there are simply too many possibilities to preempt. The most promising solution, therefore, is to open the project of cybersecurity to as many talented and ethical minds as possible. Openness, not civil remedies and secrecy, is a greater means of ensuring safety. This Article proposes that we adopt a “defense in depth†approach to security that will increase transparency by modifying anticircumvention laws and by facilitating communication between the security community and product vendors.
