This report provides an overview of the fundamental choices involved between a cost (tax) and a quantity (cap) control instrument, including a discussion of policy tools that could be employed to bridge the gap between a carbon tax and a cap-and-trade program. It also analyzes the potential advantages and disadvantages of a carbon tax, discusses implementation issues for a carbon tax -- including where to apply the tax, at what level to set the tax, and options for distributing the tax revenues-- and provides conclusions.

This report discusses the Carbon Tax, Design and Implementation, equity, Operability and Contribution to Deficit Reduction. It also points out how policymakers have considered a number of options for raising additional federal revenue including a carbon tax.

State and local governments in the United States are evaluating a wide range of policies to reduce carbon emissions, including, in some instances, carbon taxes, which have existed internationally for nearly 20 years. This report reviews existing carbon tax policies both internationally and in the United States. It also analyzes carbon policy design and effectiveness. Design considerations include which sectors to tax, where to set the tax rate, how to use tax revenues, what the impact will be on consumers, and how to ensure emissions reduction goals are achieved. Emission reductions that are due to carbon taxes can be difficult to measure, though some jurisdictions have quantified reductions in overall emissions and other jurisdictions have examined impacts that are due to programs funded by carbon tax revenues.

This report discusses several legislative proposals that would control greenhouse gas (GHG) emissions. The proposals offered to date would employ market-based approaches--either a cap-and-trade or carbon tax system, or some combination thereof--to reduce GHG emissions.

This report discusses the EPA's authority to control greenhouse gas (GHG) emissions from stationary sources under the Clean Air Act, and the various options that EPA could exercise.

The new 'Grenelle II' laws are presented in the French Parliament. The Grenelle II (2010) follows the Grenelle I (2007) and a second public consultation round with representatives of large companies. Detailed plans are presented for building, transport and energy sector. Local authorities are asked to play a more important and facilitating role. The new law package contains six pillars and contains the 'outlines' and 'logistics' of the application on regional and local level: - 1. Improving the Energetic Performance of Buildings. Among the measures are : insisting on 'Batiments a Basse Consommation' (BBC, < 50 KW/H/m2 per year) for new buildings and to reduce the consumption of existing buildings by 38% untill 2020. - 2. Creating a change in Transport Use. Among the measures presented are : speeding up the process of public transport infrastructure, insisting local public authorities on offering 'lease-bikes' and car-sharing programs, and subvention of electric and hybrid car development. - 3. Reducing significantly Energy Consumption and Carbon Emissions. Measurements foreseen are : Obligation of all enterprises with over 500 employees and municipalities with more than 500.000 inhabitants to calculate CO2 emissions on a yearly bases. -4. Preserving Biodiversity. Pharmaceutical and hospital products will be more restricted and reported. -5. Risks, health and waste. Various measurements are proposed, such as the Protection of Electrical and Telephone Network workers. -6. A new Ecological Governance Model. Introduction of Five 'Colleges' of Stakeholders: ONG, Entreprises, Unions, Public Authorities and Public Administration. Regions with over 50 000 inhabitants will be obliged to create a Sustainable Development report. Each product should carry CO2 emission information, related to the CO2 emissions created by transport of people and goods.

This report discuses the Regional Greenhouse Gas Initiative (RGGI) for reducing carbon dioxide emissions from electric power plants. The first section of this report provides an overview of the RGGI cap-and-trade program and the participating RGGI states. The subsequent sections discuss selected issues raised by RGGI that may be of interest to Congress. The final section provides some final observations that may be instructive to policymakers.

This report briefly discusses recent policy efforts in Latin America to confront climate change and the Obama Administrations' Energy and Climate Partnership for the Americas (ECPA).

The Review's executive summary states that "the Review first examines the evidence on the economic impacts of climate change itself, and explores the economics of stabilizing greenhouse gases in the atmosphere. The second half of the Review considers the complex policy challenges involved in managing the transition to a low-carbon economy and in ensuring that societies can adapt to the consequences of climate change that can no longer be avoided". The report's main conclusion is that the benefits of strong, early action on climate change considerably outweigh the costs.

The era of publicly mandated GHG emissions restrictions in the United States has begun with recent legislation in California and seven northeastern states. Commercial and industrial buildings can improve the carbon-efficiency of end-use energy consumption by installing technologies such as on-site cogeneration of electricity and useful heat in combined heat and power systems, thermally-activated cooling, solar electric and thermal equipment, and energy storage -- collectively termed distributed energy resources (DER). This research examines a collection of buildings in California, the Northeast, and the southern United States to demonstrate the effects of regional characteristics such as the carbon intensity of central electricity grid, the climate-driven demand for space heating and cooling, and the availability of solar insolation. The results illustrate that the magnitude of a realistic carbon tax ($100/tC) is too small to incent significant carbon-reducing effects on economically optimal DER adoption. In large part, this is because cost reduction and carbon reduction objectives are roughly aligned, even in the absence of a carbon tax.
