These issues haunt the developing world Parties to the multilateral environmental agreements, who are trying hard to implement policies and plans within their national jurisdictions. These policies are required to be linked with overall economic growth and development objectives. With limited technical workforce and financial capacity, the developing world is facing a grave challenge of attaining inclusive growth and sustainable development, besides developing resilience to climate change. A parallel stream of activities for these three objectives is not the solution for poor countries. Some countries are already on the path of establishing linkages among climate change, development and sustainability activities. However, while grappling with these issues, most are still stuck at different levels of governance. Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs) under the United Nations Framework Convention on Climate Change (UNFCCC) have timelines until 2030. At least 60% of the NDCs, mostly those of the developing countries, contain an adaptation component which is closely linked to sustainable development. Convergence of NDC and SDG goals at the national level will assist in financing NDCs through SDG funds for achieving both mitigation and adaptation goals. The paper discusses barriers to good governance around these issues and opportunities available to link them at the national level. This includes improvement of knowledge base, and mainstreaming finance for both, adaptation and sustainable development, besides serving national needs. Because energy is produced mainly using classic fuels (coal, oil and gas) for a few decades there are signals regarding their exhaustion. Therefore, mankind should concern more about finding viable alternatives to replace the classical fuels. This way the use of nuclear fuels appeared, then the force of the wind, of the tides and of the photovoltaic cells. However, there are still enough energy resources for further growth of the global energy production. The great consumers are both the major energy producers, only their hierarchy has changed and changes over time. The paper presents all these countries, and also Romania, including its specific developments in recent years.

This would likely affect the relative competitive position of Quebec in North America. Using the Delphi technique and partial budgets, climate change scenarios for the 2050 period were elaborated and their impact on relative competitiveness assessed for Quebec and its competitors in North America. Results indicate that Quebec competitive position would improve due to more favorable conditions for corn and apple production and due to worsen conditions for the competitors in maple syrup production.

Dans la zone cotonnière ouest du Burkina Faso, la variabilité et la diversité des revenus des exploitations agricoles familiales (EAF) demandent pour ces dernières des accompagnements appropriés. Objectifs. Cet article rend compte de cette diversité et des besoins d’accompagnement selon les types d’EAF identifiés. Méthode. Les données ont été collectées par la méthode active de recherche participative et par enquête auprès d’un échantillon raisonné de 120 exploitations dans la commune de Koumbia. Une analyse en composante principale avec des indicateurs économiques de l’EAF suivie d’une classification ascendante hiérarchique ont été appliquées. Les caractéristiques structurelles, les pratiques de production agro-pastorales, les perceptions des chefs d’EAF sur les contraintes et opportunités de production agropastorale ont été comparées par une analyse de variance. Résultats. Les résultats montrent trois types d’exploitations : les exploitations à faible revenu culture (agriculteurs), à fort revenu culture (agro-éleveurs) et à revenu élevage (éleveurs). À la lumière de leurs structures, pratiques de production, performances technico-économiques et opportunités de production agricole, leur accompagnement peut porter sur plusieurs innovations durables communes ou spécifiques des types identifiés. Des accompagnements sur la gestion des ressources de l’exploitation, les bonnes pratiques de gestion de la fertilité des sols et des animaux sont communs aux trois types d’EAF. Les cultures fourragères, l’embouche et la production laitière sont spécifiques aux agro-éleveurs et éleveurs. L’amélioration de la valeur nutritive des résidus de cultures et l’entretien des bœufs de trait conviennent plus aux agriculteurs. Conclusions. Pour réussir, le processus d’accompagnement doit prendre en compte ces spécificités et la notion de durabilité.

In addition, it appears to be a lack of knowledge transfer to local construction project management according to managing the process towards sustainability. Accordantly to environmental legislation, it is the client that is the responsibility part, performing activities as owner and developer. By the standard ISO 15392: “Sustainability in building construction – General principles”, it is possible to interpret sustainability for construction works accordantly, despite different backgrounds of stakeholders. A model was developed that optimizes the sustainability demands and abilities of a client, stakeholders and authorities relevant to a single or multiple construction works. Five cases were used as input to validate the model with the principles of the ISO 15392 standard. The cases studies were from different phases in the life-cycle of construction works and in different stages of construction project process. Furthermore, the cases represented buildings with various functions. The result of the validation implies a possibility to use the model to assess building construction processes to determine whether it is heading towards being a sustainable, partly sustainable or non-sustainable development.
