    Amaç: Yükseköğretimde artan küresel rekabet dolayısıyla kurumlar ölçülebilir hedefler koymak amacıyla stratejik yönetim araçlarından Dengeli Puan Kartı (DPK) uygulamalarına yer vermekte ve literatürde konuyla ilgili birçok araştırma bulunmaktadır. Çalışmada, yükseköğretim kurumlarında DPK uygulamalarına derinlemesine bir bakış sunularak, üniversite performans değerlendirmesinde kullanılan kriterlerin derlenmesi amaçlanmaktadır.Yöntem: Çalışma kapsamında, uluslararası literatürde 2003 yılından itibaren yayınlanmış araştırma makaleleri incelenmiş ve üniversite performansının ölçümünde kullanılan kriterler gruplanarak derlenmiştir.Bulgular: Yapılan araştırma, yükseköğretim kurumları için ortaya konan DPK’ların hem kriterler hem de kriterlerin yer aldığı alt boyutlar açısından oldukça farklılaştığını ortaya koymaktadır. Çalışmada, incelenen çalışmalarda yer alan 540 kriter, 104 başlıkta incelenmiş ve bu başlıklar belli temalara göre gruplanarak her bir başlıkta yer alan kriterler detaylı bir biçimde sunulmuştur.Özgünlük: Çalışmanın yükseköğretimde performans değerlendirmesi ve stratejik planlama üzerine çalışacak gelecek araştırmalara bir kriter havuzu vasıtasıyla yol gösterici olması beklenmektedir. Purpose: Due to the increasing global competition in higher education, institutions are increasingly applying Balanced Scorecard (BSC), one of the commonly known strategic management tools in order to set measurable targets, and there are many studies on the subject in the literature. In this research it is aimed to organize the criteria that are used in university performance evaluation by providing an in-depth look at the BSC practices in higher education institutions.Methodology: Within the scope of the study, research articles published in the international literature since 2003 are examined and the criteria used in the measurement of university performance are grouped and organized.Findings: The research reveals that the BSCs for higher education institutions differ considerably in terms of both criteria and sub-dimensions in which the criteria are included. In this research, 540 criteria are reviewed under to 104 titles and the criteria under each title are presented in detail.Originality: It is expected that the study will guide future research on performance evaluation and strategic planning in higher education through providing a rich pool of criteria to consider.

    In this study, earthquake hazard analysis were carried out by considering the data of earthquakes occurred in Afyonkarahisar and its around between 1900-2019. For this purpose, 404 earthquakes data of magnitude Mw ≥ 4.0 were used which were taken from the database of Boğaziçi University Kandilli Observatory and Earthquake Research Institute. The data were obtained from a circular area with 130 km radius, which is centred in Afyonkarahisar (38.75⁰ North Latitude and 30.53⁰ East Longitude). In order to determine earthquake hazard, Gutenberg-Richter Magnitude-Frequency Relation that is accepted in seismology literature was used. Repetition periods of earthquakes of different magnitudes and earthquake hazard for each magnitude value were solved with Poisson and Gumbel Extreme Values distribution models. The results obtained from two distribution models based on different assumptions were compared. Bu çalışmada 1900-2019 yılları arasında Afyonkarahisar ve çevresinde meydana gelen depremlere ait veriler dikkate alınarak deprem tehlike analizleri gerçekleştirilmiştir. Bu amaçla Boğaziçi Üniversitesi Kandilli Rasathanesi ve Deprem Araştırma Enstitüsü veri tabanından temin edilen, büyüklüğü Mw ≥ 4.0 olan 404 adet deprem verisi kullanılmıştır. Veriler Afyonkarahisar merkezli (38.75° Kuzey Enlemi ve 30.53° Doğu Boylamı) 130 km yarıçaplı dairesel bir alanı kapsamaktadır. Deprem tehlikesinin ortaya konulması amacıyla sismoloji literatüründe kabul gören Gutenberg-Richter Büyüklük-Frekans bağıntısı kullanılmıştır.     Küresel ekonomide önemlibir yere sahip olan konteyner taşımacılığında konteyner limanlarının etkin ve verimli işlev görmesi son derece önem arz etmektedir. Konteyner terminallerinin etkinliğinin belirlenmesinde Veri Zarflama Analizi (VZA) ve Serbest Atılabilir Zarf Modeli (Free Disposable Hull, FDH) kullanımı yaygın olan yöntemlerdendir. Bu çalışmanın amacı; gelişmekte olan ekonomiye sahip Türkiye’nin konteyner terminallerinin 2012 yılı verilerine göre göreceli etkinlik durumlarını VZA ve FDH yöntemleri ile belirlemektir. Ayrıca çalışmada süper etkinlik modelleri yardımıyla Türk konteyner terminallerinin etkinlik sıralamaları da belirlenmiştir. Effective and productive functioning of container ports has been crucially important in container transportation which has an important place in global economy. Free Disposable Hull (FDH) and Data Envelopment Analysis (DEA) are widely used methodologies to determine the container terminal’s efficiency. The purpose of this study; is to determine the efficiency of container ports of Turkey, which has a developing economy, by using the DEA and FDH methodology for the 2012 period . The super efficiency method is also used in this study to determine the efficiency levels of Turkish container ports.

Bu çalışmanın amacı; gelişmekte olan ekonomiye sahip Türkiye’nin konteyner terminallerinin 2012 yılı verilerine göre göreceli etkinlik durumlarını VZA ve FDH yöntemleri ile belirlemektir. Ayrıca çalışmada süper etkinlik modelleri yardımıyla Türk konteyner terminallerinin etkinlik sıralamaları da belirlenmiştir. Kayaç özellikleri, dünyanınher yerinde standart olarak uygulanabilir olduklarından delinebilirlik ölçütüolarak kullanılmaktadır. Bu makale, CaCO3esaslı kayaçlarda sondaj ilerleme hızının çeşitli kaya ve agrega testleri iletahmin edilmesi için gerçekleştirilmiş deneysel bir çalışmanın sonuçlarınıiçermektedir. Çalışmanın amacı,delinebilirliğe etki eden kayaç parametreleri ile laboratuvar karotlu sondajçalışmalarından elde edilen veriler arasında regresyon analizi ile delme hızıtahmin modellerinin geliştirilmesidir. Yapılanbasit ve çoklu regresyon modelleri ile sondaj ilerleme hızının tahminindeyüksek korelasyon değerlerine sahip eşitlikler elde edilmiştir. Drillability is defined as penetrationrate of a drill bit in a rock or formation. An economical completion ofdrilling operations in a short time in all stages of mining, in engineeringworks such as dam, road construction, tunnels and sewage, blasting holes arevery important in terms of operating costs. Economical and rapid drilling,mineralogy of the rock, mechanical properties and type of drilling used aredirectly related. The rock properties are used as a criterion of drillabilityas they are applicable as standard throughout the world. This paper presentsthe results of an experimental study carried out to estimate the rate of penetrationin CaCO3 based rocks by various rock and aggregate tests. The aim of the study is to develop rate of penetrationmodels with the regression analyses by the combination of rock parametersaffecting drillability and the data obtained from laboratory core drillingtests. Withsimple and multiple regression studies, equations a high correlationcoefficient are obtained in predicting the drilling rate.

    Climate changesignificantly harms ecological, social and economic systems. As a result ofhuman activities, with the increase of carbon dioxide and other greenhousegases released into the atmosphere, it is expected that the world averagetemperature will increase, the rainfall patterns will be affected, the ice andsnow cover will decrease, the sea level will increase, the acidity of theoceans will increase, the frequency, intensity and duration of extreme eventswill increase and different ecosystem properties will be seen. It is inevitablethat all these events, which are expected to change, will increase threats tohuman health. For this reason, it is important to examine the changes in theclimate which are likely to occur. Turkey is also located in the easternMediterranean basin is one of the most vulnerable regions to climate change. Atthe same time, the Eastern Mediterranean basin, including the deserts of Africaand the Middle East, is experiencing a decrease in the air quality due to theincrease in aerosols due to the frequent transport of dust in the region. Inthis study, the temperature and rainfall for the period 1981-2010 and theaerosol changes and trend for the period 2003-2017 were examined for Eastern Mediterraneanbasin and Turkey. The Mann-Kendall test was applied to determine whether theactual changes were within the 95% confidence interval. Afterwards, the futurepredictions of temperature and rainfall of the GFDL-ESM2M global climate modelare discussed. İklimdeğişikliği ekolojik, sosyal ve ekonomik sistemlere önemli derecede zararvermektedir. İnsan aktiviteleri sonucu atmosfere salınan karbondioksit ve diğerısı tutan (sera) gazların artışıyla beraber, dünya ortalama sıcaklığınınartacağı, yağış paternlerinin etkileneceği, buz ve kar örtüsünün azalacağı,deniz seviyesinin yükseleceği, okyanusların asitliği artacağı, ekstremolayların sıklığı, yoğunluğu ve süresinin artacağı, değişik ekosistemözelliklerinin görüleceği beklenmektedir. Artış ve değişiklik göstermesibeklenen tüm bu hadiselerin, insan sağlığına yönelik tehditleri artıracağı dakaçınılmazdır. Bu sebeple, iklimde gerçekleşen ve gerçekleşmesi muhtemeldeğişimlerin incelenmesi önem arz etmektedir. Türkiye’nin de içerisinde yeraldığı Doğu Akdeniz havzası, iklim değişikliğine en duyarlı bölgelerdenbiridir. Aynı zamanda Doğu Akdeniz havzası, Afrika ve Orta Doğu çölleriniiçerdiği için bölgede sık gerçekleşen toz taşınımı sebebiyle aerosol miktarındaartışlarla beraber hava kalitesinde düşüş yaşamaktadır. Bu çalışmada, öncelikliolarak Doğu Akdeniz Havzası geneli ve Türkiye için 1981-2010 dönemi sıcaklık veyağış, 2003-2017 dönemi için ise aerosol değişimleri ve trendleriincelenmiştir.     Ülkemizde son yıllarda finans sektörü üzerine yapılan geleceğe yönelik tahmin çalışmaları oldukça yaygınlaşmıştır. Bu tahmin yöntemleri genel olarak geçmiş verileri kullanarak geleceğe ilişkin yorum getirebilecek niteliktedirler. Hisse senetleri piyasası finans sektöründe önemli bir yere sahiptir. Bu piyasada işlem gören hisse senetleri için bir gösterge olan İstanbul Menkul Kıymetler Borsası Ulusal 100 Endeksi değerinin değişim oranı pek çok ekonomik nedene bağlı olabildiği gibi psikolojik ve siyasi nedenlere de bağlıdır. Bu çalışmada, Markov Zincirleri üzerine kurulu olan Saklı Markov Modeli kullanılarak İstanbul Menkul Kıymetler Borsası Ulusal 100 Endeksi değerinin değişim oranlarını tahmin etmek amacı ile bir uygulama geliştirilmiştir. Saklı Markov Modeli’nin kullanıldığı bu tahminlemede etkili sonuçlar ortaya çıktığı görülmüştür.

    In this manuscript is calculated the experimental and theoretical mass attenuation coefficient some K and Ca compounds by using transmission method. Also the total electronic cross section, atomic cross section, effective atomic number, effective electron density and Kerma parameters were obtanied using the calculated mass attenuation coefficient data. These radiaton attenuation parameters were obtained using the values calculated attenuation with the narrow beam experimental geometry. In this study, measurements were made using a high resolution Si (Li) detector at 59,543 keV from the Am-241 source. The theoretical mass attenuation coefficient were calculated from the WinXCOM data programme. The current study involves the gamma attenuation properties of selected compounds. The gamma attenuation parameters are studied in detail for all selected compounds. Bu yazıda deneysel ve teorik olarak bazı K ve Ca bileşiklerinin kütle soğurma katsayısı geçirgenlik yöntemi kullanılarak hesaplanmıştır. Ayrıca kütle soğurma katsayısı kullanılarak toplam elektronik tesir kesit, toplam atomik kesit, etkin atom numarası, etkin elektron yoğunluğu ve Kerma belirlendi. Bu soğurma parametreleri direkt geçirgenlik deney geometrisi kullanarak elde edildi.     Amaç: Yükseköğretimde artan küresel rekabet dolayısıyla kurumlar ölçülebilir hedefler koymak amacıyla stratejik yönetim araçlarından Dengeli Puan Kartı (DPK) uygulamalarına yer vermekte ve literatürde konuyla ilgili birçok araştırma bulunmaktadır. Çalışmada, yükseköğretim kurumlarında DPK uygulamalarına derinlemesine bir bakış sunularak, üniversite performans değerlendirmesinde kullanılan kriterlerin derlenmesi amaçlanmaktadır.Yöntem: Çalışma kapsamında, uluslararası literatürde 2003 yılından itibaren yayınlanmış araştırma makaleleri incelenmiş ve üniversite performansının ölçümünde kullanılan kriterler gruplanarak derlenmiştir.Bulgular: Yapılan araştırma, yükseköğretim kurumları için ortaya konan DPK’ların hem kriterler hem de kriterlerin yer aldığı alt boyutlar açısından oldukça farklılaştığını ortaya koymaktadır. Çalışmada, incelenen çalışmalarda yer alan 540 kriter, 104 başlıkta incelenmiş ve bu başlıklar belli temalara göre gruplanarak her bir başlıkta yer alan kriterler detaylı bir biçimde sunulmuştur.Özgünlük: Çalışmanın yükseköğretimde performans değerlendirmesi ve stratejik planlama üzerine çalışacak gelecek araştırmalara bir kriter havuzu vasıtasıyla yol gösterici olması beklenmektedir. Purpose: Due to the increasing global competition in higher education, institutions are increasingly applying Balanced Scorecard (BSC), one of the commonly known strategic management tools in order to set measurable targets, and there are many studies on the subject in the literature. In this research it is aimed to organize the criteria that are used in university performance evaluation by providing an in-depth look at the BSC practices in higher education institutions.Methodology: Within the scope of the study, research articles published in the international literature since 2003 are examined and the criteria used in the measurement of university performance are grouped and organized.Findings: The research reveals that the BSCs for higher education institutions differ considerably in terms of both criteria and sub-dimensions in which the criteria are included. In this research, 540 criteria are reviewed under to 104 titles and the criteria under each title are presented in detail.Originality: It is expected that the study will guide future research on performance evaluation and strategic planning in higher education through providing a rich pool of criteria to consider.

    In this study, earthquake hazard analysis were carried out by considering the data of earthquakes occurred in Afyonkarahisar and its around between 1900-2019. For this purpose, 404 earthquakes data of magnitude Mw ≥ 4.0 were used which were taken from the database of Boğaziçi University Kandilli Observatory and Earthquake Research Institute. The data were obtained from a circular area with 130 km radius, which is centred in Afyonkarahisar (38.75⁰ North Latitude and 30.53⁰ East Longitude). In order to determine earthquake hazard, Gutenberg-Richter Magnitude-Frequency Relation that is accepted in seismology literature was used. Repetition periods of earthquakes of different magnitudes and earthquake hazard for each magnitude value were solved with Poisson and Gumbel Extreme Values distribution models. The results obtained from two distribution models based on different assumptions were compared. Bu çalışmada 1900-2019 yılları arasında Afyonkarahisar ve çevresinde meydana gelen depremlere ait veriler dikkate alınarak deprem tehlike analizleri gerçekleştirilmiştir. Bu amaçla Boğaziçi Üniversitesi Kandilli Rasathanesi ve Deprem Araştırma Enstitüsü veri tabanından temin edilen, büyüklüğü Mw ≥ 4.0 olan 404 adet deprem verisi kullanılmıştır. Veriler Afyonkarahisar merkezli (38.75° Kuzey Enlemi ve 30.53° Doğu Boylamı) 130 km yarıçaplı dairesel bir alanı kapsamaktadır. Konteyner terminallerinin etkinliğinin belirlenmesinde Veri Zarflama Analizi (VZA) ve Serbest Atılabilir Zarf Modeli (Free Disposable Hull, FDH) kullanımı yaygın olan yöntemlerdendir. Bu çalışmanın amacı; gelişmekte olan ekonomiye sahip Türkiye’nin konteyner terminallerinin 2012 yılı verilerine göre göreceli etkinlik durumlarını VZA ve FDH yöntemleri ile belirlemektir. Ayrıca çalışmada süper etkinlik modelleri yardımıyla Türk konteyner terminallerinin etkinlik sıralamaları da belirlenmiştir. Effective and productive functioning of container ports has been crucially important in container transportation which has an important place in global economy. Free Disposable Hull (FDH) and Data Envelopment Analysis (DEA) are widely used methodologies to determine the container terminal’s efficiency. The purpose of this study; is to determine the efficiency of container ports of Turkey, which has a developing economy, by using the DEA and FDH methodology for the 2012 period . The super efficiency method is also used in this study to determine the efficiency levels of Turkish container ports.

Kayaç özellikleri, dünyanınher yerinde standart olarak uygulanabilir olduklarından delinebilirlik ölçütüolarak kullanılmaktadır. Bu makale, CaCO3esaslı kayaçlarda sondaj ilerleme hızının çeşitli kaya ve agrega testleri iletahmin edilmesi için gerçekleştirilmiş deneysel bir çalışmanın sonuçlarınıiçermektedir. Drillability is defined as penetrationrate of a drill bit in a rock or formation. An economical completion ofdrilling operations in a short time in all stages of mining, in engineeringworks such as dam, road construction, tunnels and sewage, blasting holes arevery important in terms of operating costs. Economical and rapid drilling,mineralogy of the rock, mechanical properties and type of drilling used aredirectly related. The rock properties are used as a criterion of drillabilityas they are applicable as standard throughout the world. This paper presentsthe results of an experimental study carried out to estimate the rate of penetrationin CaCO3 based rocks by various rock and aggregate tests. The aim of the study is to develop rate of penetrationmodels with the regression analyses by the combination of rock parametersaffecting drillability and the data obtained from laboratory core drillingtests. Withsimple and multiple regression studies, equations a high correlationcoefficient are obtained in predicting the drilling rate.

    Climate changesignificantly harms ecological, social and economic systems. As a result ofhuman activities, with the increase of carbon dioxide and other greenhousegases released into the atmosphere, it is expected that the world averagetemperature will increase, the rainfall patterns will be affected, the ice andsnow cover will decrease, the sea level will increase, the acidity of theoceans will increase, the frequency, intensity and duration of extreme eventswill increase and different ecosystem properties will be seen. It is inevitablethat all these events, which are expected to change, will increase threats tohuman health. For this reason, it is important to examine the changes in theclimate which are likely to occur. Turkey is also located in the easternMediterranean basin is one of the most vulnerable regions to climate change. Atthe same time, the Eastern Mediterranean basin, including the deserts of Africaand the Middle East, is experiencing a decrease in the air quality due to theincrease in aerosols due to the frequent transport of dust in the region. Inthis study, the temperature and rainfall for the period 1981-2010 and theaerosol changes and trend for the period 2003-2017 were examined for Eastern Mediterraneanbasin and Turkey. The Mann-Kendall test was applied to determine whether theactual changes were within the 95% confidence interval. Afterwards, the futurepredictions of temperature and rainfall of the GFDL-ESM2M global climate modelare discussed. İklimdeğişikliği ekolojik, sosyal ve ekonomik sistemlere önemli derecede zararvermektedir. İnsan aktiviteleri sonucu atmosfere salınan karbondioksit ve diğerısı tutan (sera) gazların artışıyla beraber, dünya ortalama sıcaklığınınartacağı, yağış paternlerinin etkileneceği, buz ve kar örtüsünün azalacağı,deniz seviyesinin yükseleceği, okyanusların asitliği artacağı, ekstremolayların sıklığı, yoğunluğu ve süresinin artacağı, değişik ekosistemözelliklerinin görüleceği beklenmektedir. Artış ve değişiklik göstermesibeklenen tüm bu hadiselerin, insan sağlığına yönelik tehditleri artıracağı dakaçınılmazdır. Bu sebeple, iklimde gerçekleşen ve gerçekleşmesi muhtemeldeğişimlerin incelenmesi önem arz etmektedir. Türkiye’nin de içerisinde yeraldığı Doğu Akdeniz havzası, iklim değişikliğine en duyarlı bölgelerdenbiridir. Aynı zamanda Doğu Akdeniz havzası, Afrika ve Orta Doğu çölleriniiçerdiği için bölgede sık gerçekleşen toz taşınımı sebebiyle aerosol miktarındaartışlarla beraber hava kalitesinde düşüş yaşamaktadır. Bu çalışmada, öncelikliolarak Doğu Akdeniz Havzası geneli ve Türkiye için 1981-2010 dönemi sıcaklık veyağış, 2003-2017 dönemi için ise aerosol değişimleri ve trendleriincelenmiştir. Gerçekleşen değişimlerin %95 güven aralığında olup olmadığınıincelemek amacıyla verilere Mann-Kendall testi uygulanmıştır. Sonrasında ise,GFDL-ESM2M küresel iklim modelinin sıcaklık ve yağış gelecek öngörüleritartışılmıştır.

Bu sebeple, iklimde gerçekleşen ve gerçekleşmesi muhtemeldeğişimlerin incelenmesi önem arz etmektedir. Türkiye’nin de içerisinde yeraldığı Doğu Akdeniz havzası, iklim değişikliğine en duyarlı bölgelerdenbiridir. Aynı zamanda Doğu Akdeniz havzası, Afrika ve Orta Doğu çölleriniiçerdiği için bölgede sık gerçekleşen toz taşınımı sebebiyle aerosol miktarındaartışlarla beraber hava kalitesinde düşüş yaşamaktadır. Bu çalışmada, öncelikliolarak Doğu Akdeniz Havzası geneli ve Türkiye için 1981-2010 dönemi sıcaklık veyağış, 2003-2017 dönemi için ise aerosol değişimleri ve trendleriincelenmiştir. Gerçekleşen değişimlerin %95 güven aralığında olup olmadığınıincelemek amacıyla verilere Mann-Kendall testi uygulanmıştır. Sonrasında ise,GFDL-ESM2M küresel iklim modelinin sıcaklık ve yağış gelecek öngörüleritartışılmıştır.

Bu piyasada işlem gören hisse senetleri için bir gösterge olan İstanbul Menkul Kıymetler Borsası Ulusal 100 Endeksi değerinin değişim oranı pek çok ekonomik nedene bağlı olabildiği gibi psikolojik ve siyasi nedenlere de bağlıdır. Bu çalışmada, Markov Zincirleri üzerine kurulu olan Saklı Markov Modeli kullanılarak İstanbul Menkul Kıymetler Borsası Ulusal 100 Endeksi değerinin değişim oranlarını tahmin etmek amacı ile bir uygulama geliştirilmiştir. Saklı Markov Modeli’nin kullanıldığı bu tahminlemede etkili sonuçlar ortaya çıktığı görülmüştür.

    In this manuscript is calculated the experimental and theoretical mass attenuation coefficient some K and Ca compounds by using transmission method. Also the total electronic cross section, atomic cross section, effective atomic number, effective electron density and Kerma parameters were obtanied using the calculated mass attenuation coefficient data. These radiaton attenuation parameters were obtained using the values calculated attenuation with the narrow beam experimental geometry. In this study, measurements were made using a high resolution Si (Li) detector at 59,543 keV from the Am-241 source. The theoretical mass attenuation coefficient were calculated from the WinXCOM data programme. The current study involves the gamma attenuation properties of selected compounds. The gamma attenuation parameters are studied in detail for all selected compounds. Bu yazıda deneysel ve teorik olarak bazı K ve Ca bileşiklerinin kütle soğurma katsayısı geçirgenlik yöntemi kullanılarak hesaplanmıştır. Ayrıca kütle soğurma katsayısı kullanılarak toplam elektronik tesir kesit, toplam atomik kesit, etkin atom numarası, etkin elektron yoğunluğu ve Kerma belirlendi. Bu soğurma parametreleri direkt geçirgenlik deney geometrisi kullanarak elde edildi. Bazı K ve Ca bileşiklerinin kütle soğurma katsayıları, Am-241 kaynağından 59.543 keV'de yüksek çözünürlüklü bir Si (Li) detektörü kullanılarak dar bir ışın iyi geometrisinde ölçüldü. Teorik kütle soğurma katsayısı değerleri, karışım kuralına dayalı XCOM programı ile belirlendi. K ve Ca bileşiklerinin kütle soğurma katsayısı, Zeff and Neff sonuçları gama koruyucu malzeme olarak nasıl davrandığı incelenmiştir.
