    The paper presents the current state of innovative entrepreneurship in Russia and foreign countries, which occupies a significant share in the creation of GDP in the economies of developed countries, and also attracts researchers from different countries due to the lack of a unified theory of technological entrepreneurship. One of the reasons which prevent raising the level of innovation in the Russian economy is a low level of activity of technological entrepreneurship entities. Features of technological entrepreneurship predetermine the need to develop measures of regulation, financing, etc. adapted to its specifics. The influence of macroeconomic dynamics on the development of innovative entrepreneurship in Russia is shown, and a comparative analysis of innovative entrepreneurship in Russia and the European Union as an example of developed economies is conducted. The presence of cultural and behavioral barriers to the further development of technological entrepreneurship in Russia is revealed, a conclusion is made about the decisive influence of macroeconomic dynamics and the steady development of the institutional environment for the implementation of technological innovation by small businesses.

    El presente trabajo propone un nuevo paradigma relacionado con las redes eléctricas, conocido como Microrredes, con énfasis en aquellas que deben operar en comunidades aisladas. Además, se replantea el concepto de sistema SCADA comúnmente utilizado en los sistemas eléctricos, en lo que se denomina el Social SCADA. Igualmente, se analiza cualitativamente su contribución a la resiliencia del sistema, lo que significa aumentar su flexibilidad y adaptabilidad frente a perturbaciones exógenas y endógenas. Como caso de estudio, se documenta la aplicación del Social SCADA en Huatacondo, un pequeño pueblo del norte de Chile. Finalmente, se muestran algunos resultados obtenidos gracias a la operación de la microrred, como por ejemplo: la reducción en los costos operacionales, junto con la entrega de electricidad y agua. Como aportes importantes se analiza el manejo de un sistema de energía que gira en torno a la participación de la comunidad, con miras a un aumento de su sustentabilidad, entendida como una característica dinámica, propia de la evolución del sistema. This paper proposes a new paradigm related to electrical power systems, known as Microgrids, with emphasis on those systems that must operate in isolated communities. It redefines the concept of supervisory control and data acquisition (SCADA) commonly used in electrical systems, in this case renamed Social SCADA. Also qualitatively analyzed is its contribution to the resilience of the system, which means to increase its flexibility and adaptability to external and internal disturbances. As a case study, the implementation of Social SCADA in Huatacondo, a small town in northern Chile, is documented. We show some results obtained with the operation of the microgrid, such as the decrease of operating costs, with the delivery of electricity and water. As important contribution discusses the management of a power system that evolves around community participation to increase its sustainability, understood as a dynamic feature, characteristic of the evolution of the system.
