    Abstract In 2008, the UK launched the first regulatory sustainability reporting scheme for biofuels. The development of the scheme, managed by the Low Carbon Vehicle Partnership for the Department for Transport, involved extensive stakeholder engagement. The scheme has significantly increased understanding by policy-makers, the biofuels industry and its supply chains on how to monitor and manage the sustainability risks of biofuels and increase their greenhouse-gas benefits. It is providing a practical model for similar developments globally. To receive certificates in order to meet volume obligations under the Renewable Transport Fuel Obligation (RTFO), suppliers must provide a monthly carbon and sustainability report on individual batches of renewable fuels they supply into the UK. The Renewable Fuels Agency produces aggregate monthly reports of overall performance and quarterly updates of individual supplier performance. This scheme is an important first step to assist the biofuels industry to demonstrate its environmental credentials and justify the subsidies received. The paper provides a case study of the development of the scheme, its initial outcomes and outstanding challenges.

    The global warming debate has neglected and thus underestimated the importance of technical change in considering reduction in greenhouse gases and adaptation to climate change. Relevant quantitative cases of long-run technical change during the past 100 years are presented in computing, communications, transport, energy, and agriculture. A noteworthy technological trajectory is that of decarbonization, or decreasing carbon intensity of primary energy. If human societies have not yet reached the end of the history of technology, the cost structure for mitigation and adaptation changes could be cheap.

    The global drive towards sustainability has ushered in a new era of transportation, prominently featuring the rise of Battery Electric Vehicles (BEVs). The rapid rise of BEVs has been widely hailed as a crucial milestone in promoting sustainable transportation and combating climate change. The existing empirical evidence provides undeniable support for the essential role of BEVs to support net zero targets. However, like any disruptive technology, BEVs are not without their hidden effects. This paper seeks to explore and analyse these lesser-known repercussions (i.e., externalities) of BEV adoption. In doing so, it sheds light on the environmental, infrastructure, socio-economic and safety externalities of BEVs, aiming to foster a holistic understanding of their impact and facilitate informed decision-making. Furthermore, it highlights the critical role of public awareness and user education in maximising the benefits of BEVs and the importance of maintaining a balance of information in developing such campaigns. Empowering individuals, communities, and policymakers with accurate information, dispelling misconceptions, and fostering responsible BEV practices are essential for realising maximal environmental impacts of BEVs. The discussion emphasises the need for moving beyond climate-change targets that are merely based on tailpipe emissions, towards life-cycle-based approaches.

    A brisk building boom of hydropower mega-dams is underway from China to Brazil. Whether benefits of new dams will outweigh costs remains unresolved despite contentious debates. We investigate this question with the "outside view" or "reference class forecasting" based on literature on decision-making under uncertainty in psychology. We find overwhelming evidence that budgets are systematically biased below actual costs of large hydropower dams - excluding inflation, substantial debt servicing, environmental, and social costs. Using the largest and most reliable reference data of its kind and multilevel statistical techniques applied to large dams for the first time, we were successful in fitting parsimonious models to predict cost and schedule overruns. The outside view suggests that in most countries large hydropower dams will be too costly in absolute terms and take too long to build to deliver a positive risk-adjusted return unless suitable risk management measures outlined in this paper can be affordably provided. Policymakers, particularly in developing countries, are advised to prefer agile energy alternatives that can be built over shorter time horizons to energy megaprojects.

    In 2016, 1,100 million people lack access to electricity, mainly in developing countries in Africa, Asia and South America. In these countries, there is a large potential for hydroelectric production through off-grid microgrids, although not fully exploited. This work assesses the long-term sustainability of off-grid microhydro projects operating in rural indigenous communities. More specifically, four sustainability dimensions are analyzed: environmental, technical, socioeconomic and institutional, and specific indicators are proposed for each one. In particular, 6 micro-hydroelectric power plants in southern Venezuela are used as case studies. The data gathering includes surveys, technical visits and interviews with technicians, engineers and beneficiaries. Results show that the institutional dimension and, in particular, alignment between involved institutions has been fundamental for the long-term sustainability. Indeed, appropriate institutional alignment is the key to strengthening the impacts on: (i) the environmental dimension, minimizing emissions and impacts on local ecosystems; (ii) the technical dimension, improving adequacy and reliability of technologies; and (iii) the socioeconomic dimension, making efficient use of electricity to enhance education, health and productivity. Lessons learned and conclusions of this research can significantly contribute to improve future projects, in particular to the 22 included in the electrification plans of Venezuela in coming years.     In 2016, 1,100 million people lack access to electricity, mainly in developing countries in Africa, Asia and South America. In these countries, there is a large potential for hydroelectric production through off-grid microgrids, although not fully exploited. This work assesses the long-term sustainability of off-grid microhydro projects operating in rural indigenous communities. More specifically, four sustainability dimensions are analyzed: environmental, technical, socioeconomic and institutional, and specific indicators are proposed for each one. In particular, 6 micro-hydroelectric power plants in southern Venezuela are used as case studies. The data gathering includes surveys, technical visits and interviews with technicians, engineers and beneficiaries. Results show that the institutional dimension and, in particular, alignment between involved institutions has been fundamental for the long-term sustainability. Indeed, appropriate institutional alignment is the key to strengthening the impacts on: (i) the environmental dimension, minimizing emissions and impacts on local ecosystems; (ii) the technical dimension, improving adequacy and reliability of technologies; and (iii) the socioeconomic dimension, making efficient use of electricity to enhance education, health and productivity. Lessons learned and conclusions of this research can significantly contribute to improve future projects, in particular to the 22 included in the electrification plans of Venezuela in coming years.     Abstract The industry in China has been developing extensively in the last few decades. Large investments in China's industry may cause congestion because congestion is a widely observed economic phenomenon in such a scenario. In order to know the performance and allocate resources well, it is necessary for the Chinese government to measure congestion of the industry. Many scholars have studied this topic by means of data envelopment analysis (DEA). However, previous studies only pay attention to the framework of desirable outputs. In fact, undesirable outputs often accompany desirable outputs in production. Thus, in this study, a new approach for measuring congestion with undesirable outputs is proposed and applied to analyzing congestion of the industry in 31 administrative regions of China. The results show that five regions have congestion in their industry in 2010. Besides, the regions located in the east of the country perform the best in ecological efficiency, followed by regions in central and west China. Based on these findings, this paper proposes some political schemes to improve regional industrial efficiency.

    Abstract Since 2009, the subsidy for large-scale photovoltaic (PV) power plants had been launched, which effectively promoted the development of PV industry. At the same time, negative effects, like serious oversupply of PV industry, were brought about by these large scale governmental subsidies. Although governmental subsidy strongly supports the China PV companies, few of them have competitiveness in the global market. This dramatically conflictive phenomenon attracted many researchers’ attentions in recent years. However, investigations on the best entry and exit occasions of governmental subsidies for the PV industry were rarely reported in previous studies. Therefore, based on the existing division method of enterprise development model, classification of 72 PV companies listed in Shanghai and Shenzhen Stock Exchanges in China was firstly carried out in this paper. This is followed by studying the influence of governmental subsidies on the indexes of different stages of enterprise development. Finally, a conclusion was drawn that the governmental subsidies at Early Exploratory Stage can maximize the social and economic effects, suggesting the best entry occasion, and subsidies at Intermediate Stage and Mature Stage have little effects on its turnover and aggravate the overcapacity of PV supply, suggesting a suitable exit occasion.

    Historical time trends indicate that both carbon and energy intensity have declined in the United States over the last several decades, while economic performance, as measured by per capita GSP, has improved. This observation indicates that it may be possible to reduce carbon intensity without a reduction in economic performance. This paper assesses using panel analysis, the empirical relationship between carbon emissions intensity and economic performance, and examines the direction of causality between the two variables. Data for the analysis covered 48 states, excluding Hawaii, Alaska, and Washington DC, from 1980 to 2000. The results indicate significant bi-directional relationship between carbon emissions intensity and state economic performance, both using an aggregate indicator for carbon emissions intensity, decomposed using Laspeyres indexes and disaggregated by sector. This implies that it should be possible to implement statewide and sector-specific policies to reduce energy and carbon intensity and at the same time improve economic performance.

    This paper aims at characterizing the conditions of wind power deployment in order to infer a carbon price level that would provide wind power with comparable advantage over fossil fuel technologies as effective wind support policies. The analysis is conducted on Danish data from 2000 to 2010, i.e. after market liberalization took place in 2000. Probit technique is used to analyze the connection of new turbines to the grid each month and tobit analysis is employed on the additional capacity installed monthly. I find that the level and type of the support policy are the dominant drivers of deployment. Electricity price impact is not visible. The investment cost impact is not significant either, but the effect of the interest rate, although not visible in the probit analysis, is significant in the tobit analysis. The number of turbines already installed, that is taken as a proxy for the sites availability, does not have any significant effect either. A feed-in tariff significantly brings more wind power in than a premium policy. The fact that the support policy is a feed-in tariff rather than a premium increases the additional capacity installed monthly by up to several tens MW. The additional capacity installed monthly increases by up to thousand kW for each additional e/MWh of support. If the policy is a premium, I find that 24 e/MWh of support in addition to electricity price is needed to observe the connection of new turbines to the grid with a 0.5 probability. I convert this support level into a carbon price of 28 e/ton if wind power competes with coal, and 50 e/t if it competes with gas.

    Abstract In 2008, the UK launched the first regulatory sustainability reporting scheme for biofuels. The development of the scheme, managed by the Low Carbon Vehicle Partnership for the Department for Transport, involved extensive stakeholder engagement. The scheme has significantly increased understanding by policy-makers, the biofuels industry and its supply chains on how to monitor and manage the sustainability risks of biofuels and increase their greenhouse-gas benefits. It is providing a practical model for similar developments globally. To receive certificates in order to meet volume obligations under the Renewable Transport Fuel Obligation (RTFO), suppliers must provide a monthly carbon and sustainability report on individual batches of renewable fuels they supply into the UK. The Renewable Fuels Agency produces aggregate monthly reports of overall performance and quarterly updates of individual supplier performance. This scheme is an important first step to assist the biofuels industry to demonstrate its environmental credentials and justify the subsidies received. The paper provides a case study of the development of the scheme, its initial outcomes and outstanding challenges.

    Abstract In 2008, the UK launched the first regulatory sustainability reporting scheme for biofuels. The development of the scheme, managed by the Low Carbon Vehicle Partnership for the Department for Transport, involved extensive stakeholder engagement. The scheme has significantly increased understanding by policy-makers, the biofuels industry and its supply chains on how to monitor and manage the sustainability risks of biofuels and increase their greenhouse-gas benefits. It is providing a practical model for similar developments globally. To receive certificates in order to meet volume obligations under the Renewable Transport Fuel Obligation (RTFO), suppliers must provide a monthly carbon and sustainability report on individual batches of renewable fuels they supply into the UK. The Renewable Fuels Agency produces aggregate monthly reports of overall performance and quarterly updates of individual supplier performance. This scheme is an important first step to assist the biofuels industry to demonstrate its environmental credentials and justify the subsidies received. The paper provides a case study of the development of the scheme, its initial outcomes and outstanding challenges.

    The global warming debate has neglected and thus underestimated the importance of technical change in considering reduction in greenhouse gases and adaptation to climate change. Relevant quantitative cases of long-run technical change during the past 100 years are presented in computing, communications, transport, energy, and agriculture. A noteworthy technological trajectory is that of decarbonization, or decreasing carbon intensity of primary energy. If human societies have not yet reached the end of the history of technology, the cost structure for mitigation and adaptation changes could be cheap.

    The global drive towards sustainability has ushered in a new era of transportation, prominently featuring the rise of Battery Electric Vehicles (BEVs). The rapid rise of BEVs has been widely hailed as a crucial milestone in promoting sustainable transportation and combating climate change. The existing empirical evidence provides undeniable support for the essential role of BEVs to support net zero targets. However, like any disruptive technology, BEVs are not without their hidden effects. This paper seeks to explore and analyse these lesser-known repercussions (i.e., externalities) of BEV adoption. In doing so, it sheds light on the environmental, infrastructure, socio-economic and safety externalities of BEVs, aiming to foster a holistic understanding of their impact and facilitate informed decision-making. Furthermore, it highlights the critical role of public awareness and user education in maximising the benefits of BEVs and the importance of maintaining a balance of information in developing such campaigns. Empowering individuals, communities, and policymakers with accurate information, dispelling misconceptions, and fostering responsible BEV practices are essential for realising maximal environmental impacts of BEVs. The discussion emphasises the need for moving beyond climate-change targets that are merely based on tailpipe emissions, towards life-cycle-based approaches.

    A brisk building boom of hydropower mega-dams is underway from China to Brazil. Whether benefits of new dams will outweigh costs remains unresolved despite contentious debates. We investigate this question with the "outside view" or "reference class forecasting" based on literature on decision-making under uncertainty in psychology. We find overwhelming evidence that budgets are systematically biased below actual costs of large hydropower dams - excluding inflation, substantial debt servicing, environmental, and social costs. Using the largest and most reliable reference data of its kind and multilevel statistical techniques applied to large dams for the first time, we were successful in fitting parsimonious models to predict cost and schedule overruns. The outside view suggests that in most countries large hydropower dams will be too costly in absolute terms and take too long to build to deliver a positive risk-adjusted return unless suitable risk management measures outlined in this paper can be affordably provided. Policymakers, particularly in developing countries, are advised to prefer agile energy alternatives that can be built over shorter time horizons to energy megaprojects.

    A brisk building boom of hydropower mega-dams is underway from China to Brazil. Whether benefits of new dams will outweigh costs remains unresolved despite contentious debates. We investigate this question with the "outside view" or "reference class forecasting" based on literature on decision-making under uncertainty in psychology. We find overwhelming evidence that budgets are systematically biased below actual costs of large hydropower dams - excluding inflation, substantial debt servicing, environmental, and social costs. Using the largest and most reliable reference data of its kind and multilevel statistical techniques applied to large dams for the first time, we were successful in fitting parsimonious models to predict cost and schedule overruns. The outside view suggests that in most countries large hydropower dams will be too costly in absolute terms and take too long to build to deliver a positive risk-adjusted return unless suitable risk management measures outlined in this paper can be affordably provided. Policymakers, particularly in developing countries, are advised to prefer agile energy alternatives that can be built over shorter time horizons to energy megaprojects.

    In 2016, 1,100 million people lack access to electricity, mainly in developing countries in Africa, Asia and South America. In these countries, there is a large potential for hydroelectric production through off-grid microgrids, although not fully exploited. This work assesses the long-term sustainability of off-grid microhydro projects operating in rural indigenous communities. More specifically, four sustainability dimensions are analyzed: environmental, technical, socioeconomic and institutional, and specific indicators are proposed for each one. In particular, 6 micro-hydroelectric power plants in southern Venezuela are used as case studies. The data gathering includes surveys, technical visits and interviews with technicians, engineers and beneficiaries. Results show that the institutional dimension and, in particular, alignment between involved institutions has been fundamental for the long-term sustainability. Indeed, appropriate institutional alignment is the key to strengthening the impacts on: (i) the environmental dimension, minimizing emissions and impacts on local ecosystems; (ii) the technical dimension, improving adequacy and reliability of technologies; and (iii) the socioeconomic dimension, making efficient use of electricity to enhance education, health and productivity. Lessons learned and conclusions of this research can significantly contribute to improve future projects, in particular to the 22 included in the electrification plans of Venezuela in coming years.     Abstract The industry in China has been developing extensively in the last few decades. Many scholars have studied this topic by means of data envelopment analysis (DEA). However, previous studies only pay attention to the framework of desirable outputs. In fact, undesirable outputs often accompany desirable outputs in production. Thus, in this study, a new approach for measuring congestion with undesirable outputs is proposed and applied to analyzing congestion of the industry in 31 administrative regions of China. The results show that five regions have congestion in their industry in 2010. Besides, the regions located in the east of the country perform the best in ecological efficiency, followed by regions in central and west China. Based on these findings, this paper proposes some political schemes to improve regional industrial efficiency.

    Abstract The industry in China has been developing extensively in the last few decades. Large investments in China's industry may cause congestion because congestion is a widely observed economic phenomenon in such a scenario. In order to know the performance and allocate resources well, it is necessary for the Chinese government to measure congestion of the industry.     Abstract Since 2009, the subsidy for large-scale photovoltaic (PV) power plants had been launched, which effectively promoted the development of PV industry. At the same time, negative effects, like serious oversupply of PV industry, were brought about by these large scale governmental subsidies. Although governmental subsidy strongly supports the China PV companies, few of them have competitiveness in the global market. This dramatically conflictive phenomenon attracted many researchers’ attentions in recent years. However, investigations on the best entry and exit occasions of governmental subsidies for the PV industry were rarely reported in previous studies. Therefore, based on the existing division method of enterprise development model, classification of 72 PV companies listed in Shanghai and Shenzhen Stock Exchanges in China was firstly carried out in this paper. This is followed by studying the influence of governmental subsidies on the indexes of different stages of enterprise development. Finally, a conclusion was drawn that the governmental subsidies at Early Exploratory Stage can maximize the social and economic effects, suggesting the best entry occasion, and subsidies at Intermediate Stage and Mature Stage have little effects on its turnover and aggravate the overcapacity of PV supply, suggesting a suitable exit occasion.

    Historical time trends indicate that both carbon and energy intensity have declined in the United States over the last several decades, while economic performance, as measured by per capita GSP, has improved. This observation indicates that it may be possible to reduce carbon intensity without a reduction in economic performance. This paper assesses using panel analysis, the empirical relationship between carbon emissions intensity and economic performance, and examines the direction of causality between the two variables. Data for the analysis covered 48 states, excluding Hawaii, Alaska, and Washington DC, from 1980 to 2000. The results indicate significant bi-directional relationship between carbon emissions intensity and state economic performance, both using an aggregate indicator for carbon emissions intensity, decomposed using Laspeyres indexes and disaggregated by sector. This implies that it should be possible to implement statewide and sector-specific policies to reduce energy and carbon intensity and at the same time improve economic performance.

    This paper aims at characterizing the conditions of wind power deployment in order to infer a carbon price level that would provide wind power with comparable advantage over fossil fuel technologies as effective wind support policies. The analysis is conducted on Danish data from 2000 to 2010, i.e. after market liberalization took place in 2000. Probit technique is used to analyze the connection of new turbines to the grid each month and tobit analysis is employed on the additional capacity installed monthly. I find that the level and type of the support policy are the dominant drivers of deployment. Electricity price impact is not visible. The investment cost impact is not significant either, but the effect of the interest rate, although not visible in the probit analysis, is significant in the tobit analysis. The number of turbines already installed, that is taken as a proxy for the sites availability, does not have any significant effect either. A feed-in tariff significantly brings more wind power in than a premium policy. The fact that the support policy is a feed-in tariff rather than a premium increases the additional capacity installed monthly by up to several tens MW. The additional capacity installed monthly increases by up to thousand kW for each additional e/MWh of support. If the policy is a premium, I find that 24 e/MWh of support in addition to electricity price is needed to observe the connection of new turbines to the grid with a 0.5 probability. I convert this support level into a carbon price of 28 e/ton if wind power competes with coal, and 50 e/t if it competes with gas.

The investment cost impact is not significant either, but the effect of the interest rate, although not visible in the probit analysis, is significant in the tobit analysis. The number of turbines already installed, that is taken as a proxy for the sites availability, does not have any significant effect either. A feed-in tariff significantly brings more wind power in than a premium policy. The fact that the support policy is a feed-in tariff rather than a premium increases the additional capacity installed monthly by up to several tens MW. The additional capacity installed monthly increases by up to thousand kW for each additional e/MWh of support. If the policy is a premium, I find that 24 e/MWh of support in addition to electricity price is needed to observe the connection of new turbines to the grid with a 0.5 probability. I convert this support level into a carbon price of 28 e/ton if wind power competes with coal, and 50 e/t if it competes with gas.
