Information about the factors associated with conservation participation by local communities is important to garner support and involvement within a natural protected area. This research examined how residents’ natural resource dependency and other social, economic, and access-related variables predict conservation participation. Data were collected based on a stratified random sampling of households from Gaurishankar Conservation Area Project (GCAP)—a newly designated mountainous protected area in Nepal. Analysis was conducted via an ordered logistic regression model. Higher levels of participation were observed among households that comprised of a larger family size, belonged to a higher caste/ethnicity, resided in higher elevations, and noted frequent visits and interactions with park management staff. However, natural resources dependency (i.e., income and fuelwood fodder) lacked a statistically significant relationship with conservation participation. Similarly, the economic dimension (i.e., land holdings and total livestock unit) was not a significant predictor of participation. Overall, key findings suggest that conservation participation at GCAP needs to be improved with multiple outreach activities, especially to resource-dependent households. More specifically, it is important to ensure equitable access so that locals can participate in programs that provide alternative resource use options, skills development, and trainings for income generation activities.

Abstract When Colorado voters passed Amendment 37 in 2004, it became the first state to pass a renewable portfolio standard at the ballet box, suggesting broad appeal to harness and pay for renewable energy. While large urban utilities are prepared to make this transition, smaller cities and rural areas, for various financial and scale issues are severely disadvantaged in trying to incorporate more renewable energy sources into their electricity mix. This was evident by the state's support for Amendment 37, which was passed due to strong support in the Denver metro area—representing nearly half of the state's population. Support for the bill was poor in the rest of the state. Nevertheless, in 2007, the state expanded up Amendment 37 by forcing the utilities in rural communities to diversify their electricity mix. This study surveyed the managers at the state's various rural electric cooperatives and municipal utilities in an effort to gage their attitudes concerning: carbon legislation, conservation and efficiency programs, and their plans for making the transition away from fossil fuel generation.

Residential energy cost is an important part of the household budget and could vary significantly across different population groups in many countries. In the United States, many studies have analyzed household fuel consumption by fuel type, including electricity, natural gas, fuel oil, and liquefied petroleum gas (LPG), and by geographic areas. Past research has also demonstrated significant variation in residential energy use across various population groups, including white, black, and Latino. However, our research shows that residential energy demand by fuel type for Latinos, the fastest growing population group, has not been explained by economic and non-economic factors in any statistical model in public domain. The purpose of this paper was to discuss energy demand and expenditure patterns for Latino and non-Latino households in hhe United States as a case example of analyzing residential energy consumption across different population groups in a country. The linear expenditure system model developed by Stone and Geary is the basis of the statistical model developed to explain fuel consumption and expenditures for Latino households. For comparison, the models are also developed for non-Latino, black, and non-black households. These models estimate energy consumption of and expenditures for electricity, natural gas, fuel oil, and LPG by various households at the national level. Significant variations in the patterns of these fuels consumption for Latinos and non-Latinos are highlighted. The model methodology and results of this research should be useful to energy policymakers in government and industry, researches, and academicians who are concerned with economic and energy issues related to various population groups in their country.

Almost 46% of the world's population resides in a rural landscape. Smart villages, alongside smart cities, are in need of time for future economic growth, improved agriculture, better health, and education. The smart village is a concept that improves the traditional rural aspects with the help of digital transformation. The smart village is built up using heterogeneous digital technologies pillared around the Internet-of-Thing (IoT). There exist many opportunities in research to design a low-cost, secure, and efficient technical ecosystem. This article identifies the key application areas, where the IoT can be applied in the smart village. Developing Asia is the driver of today’s emissions intensive global economy. As the principle source of future emissions, the region is critical to the task of global climate change mitigation. Reflecting this global reality and a range of related domestic issues, the governments of the People’s Republic of China, India, Indonesia, Thailand, and Viet Nam have embarked upon an ambitious policy agenda. This report reviews the present and future policy settings for climate change mitigation and green growth in Asia’s major emerging economies.

This article describes an empowerment planning process that brought residents, public officials, and university students together in Harrison County, Mississippi, following the devastation that Hurricane Katrina brought to this community in August 2005. The participants in this process worked to develop solutions to several critical problems involved in rebuilding efforts. The article addresses methods of engaging community members in a participatory planning process, structures for supporting student learning for future efforts, and the challenges of overcoming local residents' perceptions of outsiders' participation in their process. The article concludes by proposing measures for evaluating the merit of a planning process.

Abstract Careful examination of congestion costs leads to some conclusions that are counterintuitive. For example, consumer costs may rise, not fall, as a result of reducing congestion, and minimizing consumer costs may not increase aggregate social wealth.

AbstractThis paper proposes a new panel unit‐root test based on the Lagrangian multiplier (LM) principle. We show that the asymptotic distribution of the new panel LM test is not affected by the presence of structural shifts. This result holds under a mild condition that N/T→k, where k is any finite constant. Our simulation study shows that the panel LM unit‐root test is not only robust to the presence of structural shifts, but is more powerful than the popular Im, Pesaran and Shin (IPS) test. We apply our new test to the purchasing power parity (PPP) hypothesis and find strong evidence for PPP.
