The articles analyses the conditions of regional employment, discovers the character of the interaction of the labor market and employment, clarifies the most important directions and possibilities of the problem solutions in the NCFD republics. In a regional context, notably the social factors impact on the employment of: progress and quality of life; social, life, employment guidelines; degree of development of the level of education, professional skills of the working population, the degree of achievement of the regional authorities in addressing the issues of social security and protection of the population, including through the budgets of the regions and local areas. В статье анализируется состояние региональной трудозанятости, раскрывается характер взаимодействия рынка труда и занятости, уточнены наиболее важные направления и возможности решения проблем в республиках СКФО. В региональном аспекте особо следует выделить факторы социального воздействия на трудозанятость: достигнутый уровень и качество жизни; социальные, жизненные, трудовые ориентиры; степень развития уровня образованности, профессиональной грамотности трудоспособного населения, степень достижений региональных властей в решении вопросов социальной обеспеченности и защиты населения, в том числе и через бюджеты регионов и местных территорий.

На первых этапах трудовой деятельности молодые инженеры (вчерашние выпускники-бакалавры) испытывают трудности в решении профессиональных задач из-за отсутствия практического опыта работ на производстве. Разработка модели формирования практико-ориентированных компетенций у бакалавров-инженеров позволит разработать основную образовательную программу с учетом требований, предъявляемых федеральными государственными образовательными и профессиональными стандартами. В данной работе на примере подготовки бакалавров по направлению 15.03.04 «Автоматизация технологических процессов и производств» приведено сопоставление соответствующих обобщенных трудовых функций профессиональных стандартов (ПС) и видов профессиональной деятельности федерального государственного образовательного стандарта (ФГОС). В результате проведенного сопоставления выявлена необходимость участия потенциальных работодателей при разработке основной образовательной программы при ее реализации, приведены рекомендации для формирования практико-ориентированных компетенций у бакалавров-инженеров, что приведет к повышению качества образования. At the beginning of their work professional career young engineers (graduates with a Bachelor’s degree) face difficulties in professional tasks solving due to the lack of practical experience. The development of a practically oriented competences formation model for the engineers with a Bachelor’s degree will allow the creation of principal educational program taking into account Federal state educational and occupational standards requirements. A comparison of the corresponding generalized labour functions in occupational standards and the types of professional activity in the Federal state educational standard is given in this paper in the context of 15.03.04 “Technological processes and production automation” concerning Bachelors’ training. As a result, the necessity of potential employers’ participation in principal educational program development and implementation is revealed. Some recommendations are given about how to develop practically oriented competences in engineers with a Bachelor’s so as to improve the quality of education.

The aggravation of global problems of the mankind caused the contradictions in social development. Current social situation demands the professional activity of specially trained people social workers. Professional activity of social workers depends on the quality of their training in the system of continuing education. The consideration of the matter supposes the analysis of the theoretical approaches suggested by domestic scientists that describe the historical aspects of the creation of the training system of social workers, the quality of preparation, competence measurement criteria of social workers in continuing education. The presented article is a theoretical one as it is aimed at the search of scientific approaches and defines the prospects of their experimental confirmation. Обострение глобальных проблем человечества обусловило противоречия социального развития. Сложившаяся ситуация требует профессионального вмешательства специально подготовленных людей социальных работников. Профессиональная деятельность социальных работников зависит от качества их подготовки в системе непрерывного образования. Рассмотрение данного вопроса предполагает изучение теоретических подходов отечественных ученых, раскрывающих исторические аспекты создания системы подготовки специалистов социальной работы, качество подготовки, критерии измерения компетенции в системе непрерывной подготовки социальных работников. Представленная статья носит теоретический характер, так как предполагает поиск научных подходов и определяет перспективы их экспериментального подтверждения.

Предложена технология формирования сетки квалификации для сферы труда и сферы образования. Построены рамки квалификаций на основе выделенных уровней образования и дескрипторов, характеризующих результаты обучения через знания, умения и компетенции, которые работник или выпускник может предъявить на рынке труда. Определены измеряемые виды знаний, умений и компетенций, критериев их сформированности при описании результатов обучения по дескриптору. The practices of forming qualification scale for labour and education sectors are presented. The frames of qualifications are created on the basis of singled out education and descriptors levels which characterize the results of education by means of knowledge, skills and competences that an employee or a graduate can display on the labour market.

Рассматривается возможность динамического анализа и прогнозирования результатов производства с помощью степенной производственной функции комплексных переменных с действительными коэффициентами. Эта модель расширяет арсенал инструментальных методов экономиста и позволяет выполнять многовариантные прогнозы производства, недостижимые другими методами из области действительных переменных, поскольку функции комплексных переменных иначе моделируют производство, нежели модели действительных переменных. Отличительной особенностью рассматриваемой модели является возможность вычисления значений коэффициентов степенной производственной функции комплексных переменных на каждом статистическом наблюдении. Это позволяет рассматривать изменение коэффициентов функции во времени, анализировать эту динамику и прогнозировать значения коэффициентов на заданную перспективу, прогнозируя тем самым и вид производственной функции, с помощью которой прогнозируются производственные результаты. Таким образом, вводится в научный оборот модель производственной функции с изменяющимися коэффициентами. С помощью этой модели возможно решение обратной задачи прогнозирования определение необходимых величин труда и капитала для достижения требуемых производственных результатов. В основе исследования лежат положения современной методологии комплекснозначной экономики, одним из его разделов являются комплекснозначные модели производственных функций. Возможность экономического прогнозирования в статье проверяется на примере экономики Великобритании. Результаты этого прогнозирования сравнивались с прогнозами, полученными другими методами, что позволило сделать вывод об эффективности использования предлагаемого подхода и метода прогнозирования на макроуровне производственных систем. Комплекснозначная степенная модель производственной функции рекомендуется для многовариантного прогнозирования устойчивых производственных систем глобальной экономики, экономики отдельных стран, крупных отраслей и регионов. The possibility of dynamic analysis and forecasting production results using the power production functions of complex variables with real coefficients is considered. This model expands the arsenal of instrumental methods and allows multivariate production forecasts which are unattainable by other methods of real variables as the functions of complex variables simulate the production differently in comparison with the models of real variables. The values of coefficients of the power production functions of complex variables can be calculated for each statistical observation. This allows to consider the change of the coefficients over time, to analyze this trend and predict the values of the coefficients for a given term, thereby to predict the form of the production function, which forecasts the operating results. Thus, the model of the production function with variable coefficients is introduced into the scientific circulation. With this model, the inverse problem of forecasting might be solved, such as the determination of the necessary quantities of labor and capital to achieve the desired operational results. The study is based on the principles of the modern methodology of complex-valued economy, one of its sections is the complex-valued patterns of production functions. In the article, the possibility of economic forecasting is tested on the example of the UK economy. The results of this prediction are compared with the forecasts obtained by other methods, which have led to the conclusion about the effectiveness of the proposed approach and the method of forecasting at the macro levels of production systems. A complex-valued power model of the production function is recommended for the multivariate prediction of sustainable production systems the global economy, the economies of individual countries, major industries and regions.

In modern market conditions the employer requires that future specialist has not only professional knowledge, but also the high level of social responsibility. Therefore, the most important social requirement for the higher education institution as an institution of socialization is that it should be focused not only on the development of students professional skills, but also on the development of the future specialist personality, on his cognitive and creative abilities, on his successful socialization in the society and active adaptation to the labor market. One of the forms of university training, as well as one of the means of forming social responsibility, is the participation of students into the volunteer activities that promote the development of appropriate leader features that can be applied both in ordinary life and in professional activities. These features are: the ability to make somebody work, to get people interested, to organize people, to organize themselves, to get support from the public and private institutions, etc. In the process of participation in volunteer activities students acquire professional experience, broaden their horizons, increase the level of culture, develop social intelligence, creativity, etc. В современных условиях рынка работодатель все чаще предъявляет требования не только к профессиональным знаниям, но и к сформированности социальной ответственности будущего специалиста. Поэтому важнейшим социальным требованием к учреждению высшего образования как институту социализации является ориентация образования не только на освоение студентами профессиональных знаний, но и на развитие личности будущего специалиста, познавательных и созидательных способностей, его успешной социализации в обществе и активной адаптации на рынке труда. Одной из форм вузовской профессиональной подготовки, а также средством формирования социальной ответственности является включение студента в добровольческую (волонтерскую) деятельность, которая способствует развитию необходимых и в жизни, и в профессиональной деятельности лидерских качеств: умения привлечь к делу, заинтересовать людей, организовать людей, организовать себя, добиться поддержки от государственных и коммерческих структур и т. п. В процессе участия в волонтерских акциях студенты пополняют профессиональный опыт, расширяют свой кругозор, повышают культурный уровень, развивают социальный интеллект, творческие способности и т. д.

Рабочие на современном производстве, чтобы быть конкурентоспособными и обеспечивать конкурентоспособность своих организаций и предприятий, должны вливаться в процесс непрерывного развития квалификации. Особенности дополнительного профессионального образования рабочих обусловлены спецификой производства, условиями труда, темпами развития производства. Предложена современная модель управления развитием квалификации рабочих, которая включает разработку критериев оценки, собственно оценку квалификации, развитие квалификации и оценку результатов. Основу развития квалификации составляет непрерывно реализуемый на предприятии процесс наставничества. Разработана план-схема реализации модели управления развитием профессиональной компетентности в дополнительном образовании рабочих. Осуществлена апробация модели методом экспертных оценок. To be competitive workers at modern plant have to participate in the process of continuous professional development. Specific features of the additional professional education of workers are defined by the type of production, working conditions, rates of plant development. The management model of professional development of workers is offered. It includes the development of assessment criteria, qualification assessment, qualification development and results’ assessment. The basis of qualification development is the mentoring process organized at the enterprise. The plan of the implementation of the management model of professional competence of additional education of workers has been developed. The model approbation has been made by expert evaluation method.

The relevance of the study is dictated by the requirements of the modern labor and education markets and their correspondence to educational and professional standards, by the need to increase both the level of professional qualifications and the competence of social workers to improve the quality of social services. The purpose of this paper is to identify the levels of professional competence and qualification of the acting heads of the organizations of the social sphere and to define the problems and solutions related to improving the skills of managers of social organizations. The results were obtained by factor analysis as well as by analyzing the devised questionnaires, the results of testing and certification. The study was conducted by the author in the frameworks of the project “Improving the efficiency and quality of services in the field of social services on the basis of an independent assessment of the level of manager skills, human resources managers of organizations of social sphere of the Chelyabinsk region”. The clarifications on the application of the new Federal Law of 12.28.2013, N 442 are given. The law “Basics of social services for the citizens of Russian Federation” was put into action in connection with the introduction of an independent assessment of the quality of social services and the need to upgrade the skills of employees and the acting heads of the social sphere based on professional standards. For the first time to determine the qualification level of employees in social sphere the professional standard is used. The results of the qualification certification of heads of organizations in metropolis social sphere based on their experience and level of education are analyzed. On the basis of an individual professional profile a modular training program for advanced training is offered. Its purpose is to develop competences that the heads in social sphere lack. The program allows providing better quality of management of personnel development in social service organizations. Актуальность исследования продиктована требованиями современного рынка труда и рынка образовательных услуг, их соответствия образовательным и профессиональным стандартам, необходимостью роста уровня профессиональных квалификаций и компетенций работников социальной сферы для повышения качества оказания социальных услуг. Цель статьи состоит в выявлении уровней профессиональных компетенций и квалификации действующих руководителей организаций социальной сферы; проблем и пути решения, связанных с повышением квалификации руководителей социальных организаций. Результаты получены с использованием методов анкетирования, тестирования, сертификации, факторного анализа. Исследование проведено автором в рамках проекта «Повышение эффективности и качества услуг в сфере социального обслуживания населения на основе независимой оценки уровня квалификации руководителей, работников кадровых служб организаций социальной сферы Челябинской области». Даются разъяснения по применению нового ФЗ № 442 от 28.12.2013 «Об основах социального обслуживания граждан в Российской Федерации» в связи с введением процедур независимой оценки качества социальных услуг, необходимости повышения уровня квалификации работников и руководителей социальной сферы на основе профессиональных стандартов. Впервые при определении уровня квалификации социальных работников используется профессиональный стандарт, анализируется результат сертификации квалификаций руководителей организаций социальной сферы мегаполиса с учетом их опыта и уровня образования. На основе индивидуального профиля, полученного в результате анализа, предлагается индивидуальная модульная программа повышения квалификации по приращению недостающих руководителю компетенций, что позволяет, по мнению автора, более качественно управлять развитием персонала в организациях социального обслуживания.

This article is devoted to the establishment of logistics management priorities economic ties in the pulp and paper industry. There are Arguments in favor of the need to strengthen the role of logistics management at the enterprises of the industry. The article gives a detailed critical assessment of the current state of the pulp and paper industry (PPI). It is shown that the management of logistics cooperation in this sector for its business is less important than improving the quality of pulp and paper products. It is stated the tendency to accelerate structural change in the industry. It is proved that it is not connected with the intensification of the transfer of pulp and paper companies to outsource in-house processes, and with the desire to separate management of the industry to conduct their financial recovery. Specificity of the negative consequences of outsourcing practices in the pulp and paper industry. It is characterized by the specific risks arising from outstanding to suppliers of outsourcing services. The article describes the reasons for the lack of high rates of use of logistics enterprises of pulp and paper. This article also substantiates determinants of complexity management of economic relations in enterprises sector, and their features are disclosed. There is a growing relevance of integrated planning and supply chain logistics of controlling the use of modern information technologies in the pulp and paper mills. The article provides a list of the invariant logistics management priorities economic ties in manufacturing plants. Статья посвящена вопросам установления логистических приоритетов управления хозяйственными связями на предприятиях целлюлозно-бумажной промышленности. Приводятся аргументы в пользу необходимости усиления роли логистического менеджмента на предприятиях этой отрасли. Дается развернутая критическая оценка современного состояния целлюлозно-бумажной промышленности (ЦБП). Показывается, что управление логистическими взаимодействиями в этой отрасли для ее предприятий имеет меньшее значение, чем улучшение качества продукции ЦБП. Констатируется тенденция ускорения структурных перемен в отрасли. Доказывается, что она связана не с интенсификацией передачи предприятиями ЦБП внутрифирменных процессов на аутсорсинг, а со стремлением руководства отдельных предприятий отрасли провести их финансовое оздоровление. Раскрывается специфика отрицательных последствий аутсорсинговой практики в ЦБП. Характеризуется специфика рисков, возникающих при обращении к поставщикам аутсорсинговых услуг. Раскрываются причины недостаточно высоких темпов логистизации предприятий ЦБП. Обосновываются факторы, предопределяющие усложнение управления хозяйственными связями на предприятиях отрасли, и раскрываются их особенности. Отмечается рост актуальности интегрированного планирования цепей поставок и логистического контроллинга с использованием современных информационных технологий на предприятиях ЦБП. Приводится инвариантный перечень логистических приоритетов управления хозяйственными связями на производственных предприятиях.
