Иммануила Канта» This paper examines the current condition and development prospects of the fuel and energy industry of the Kaliningrad region specified in regional programmes. The authors compare the potentials of different renewable energy sources and provide information on the exploitation of different renewable energy objects in the region. The article presents a preliminary assessment of the thermal capacity necessary for the residential area of an ecovillage with a population of 50,000 and suggests ensuring heat supply with the help of heat pumps. Рассмотрено современное состояние и перспективы развития топливно-энергетического комплекса Калининградской области, предусмотренные региональными программами. Проведено сравнение потенциалов различных возобновляемых энергетических ресурсов, собраны сведения об опыте эксплуатации объектов возобновляемой энергетики на данной территории. Осуществлены первичные оценки необходимых тепловых мощностей для жилого фонда экопоселка численностью 50 тыс. человек и предложен вариант его теплообеспечения от тепловых насосов.

Such change caused by many factors. One of the most significant factors is the increase in a share of the capital equipment which service life is approximately equal settlement or exceeds it. Boiler installations, first of all, concern to the capital equipment. Increase of an overall performance of boiler installations now mainly carried out by realization of a reserve of thermal profitability. The design procedure of a degree of use of reserves of thermal profitability, methodical instructions on drawing up of reports of power stations about thermal profitability and a number of other documents are developed a management by calculation of normative values of technical and economic parameters. It is marked, that the reserve of thermal profitability depends on a level of operation and a technical condition of the equipment. And if to agree that the level of operation influences the sizes of a reserve of thermal profitability less, than the technical condition of the equipment, a natural question arises: why the size of deterioration refers to as a reserve. It completely contradicts used in operation to a condition of a reserve. Further, shown, that change of normalized technical and economic parameters practically does not influence change of the specific charge of conditional fuel and efficiency. Moreover, their interrelation can contradict common sense. It is marked, that increase of an overall performance of power units can be reached by transition from aspiration to master a reserve of thermal profitability to an opportunity of comparison of power units, their ranging, definition of weak parts and improvement of professional skill of the personnel. Актуальная проблема повышения эффективности работы тепловых электростанций со временем не только не снижается, она возрастает. Такое изменение обусловлено целым рядом факторов. Одним из наиболее значимых факторов является увеличение доли основного оборудования, срок службы которого примерно равен расчётному или превышает его. К основному оборудованию, прежде всего, относятся котельные установки. Повышение эффективности работы котельных установок в настоящее время преимущественно осуществляется путём реализации резерва тепловой экономичности. Разработаны руководство по расчёту нормативных значений технико-экономических показателей, методика расчёта степени использования резервов тепловой экономичности, методические указания по составлению отчётов электростанций о тепловой экономичности и ряд других документов. Отмечается, что резерв тепловой экономичности зависит от уровня эксплуатации и технического состояния оборудования. А если согласиться с тем, что уровень эксплуатации влияет на размеры резерва тепловой экономичности меньше, чем техническое состояние оборудования, возникает естественный вопрос: почему величина износа называется резервом. Оно полностью противоречит используемому в эксплуатации состоянию резерва. Показано, что изменение нормируемых технико-экономических показателей практически не влияет на изменение удельного расхода условного топлива и коэффициента полезного действия. Более того, их взаимосвязь может противоречить здравому смыслу. Отмечается, что повышение эффективности работы энергоблоков может быть достигнуто переходом от стремления освоить резерв тепловой экономичности к возможности сравнения энергоблоков, их ранжирования, определения слабых звеньев и повышения квалификации персонала. №8(1057) (2019)

Standard constructive solutions of elements now in use of the building are rather well studied and have an application vast experience in housing construction. In the Republic of Bashkortostan the greatest distribution was gained by constructive solutions of elements of the building, classical for mass housing construction, in particular, standard options of overlappings and coverings from monolithic and precast concrete concern to them. Well-known shortcomings of these versions of decisions can be compensated, realizing overlappings from assembly and monolithic the keramzitobetonnykh of blocks, to conforming all requirements for reliability and the heat-shielding allowing to receive the qualitative bearing building element with an optimum level of expenses and time in climatic conditions of the Republic of Bashkortostan. The proposed solutions will allow to reduce costs of 1 sq.m of overlapping to 1,5 2 times, to lose volume weight to 1,5-2 times of rather classical options from monolithic and precast concrete. The given results of the technical and economic analysis of the recommended options of overlappings (coverings) show their high efficiency and availability to projects of housing construction, including to the socially oriented housing financed from budgets of all levels. Современная градостроительная политика ставит перед строительной отраслью достаточно сложные задачи, связанные с одновременным снижением стоимости готовой продукции, ускорением производства работ, совершенствованием проектных решений, а также с повышением качества, надежности и доступности жилья. Используемые в настоящее время типовые конструктивные решения элементов здания достаточно хорошо изучены и имеют богатый опыт применения в жилищном строительстве. В Республике Башкортостан наибольшее распространение получили классические для массового жилищного строительства конструктивные решения элементов здания, в частности, к ним относятся типовые варианты перекрытий и покрытий из монолитного и сборного железобетона. Хорошо известные недостатки этих вариантов решений можно компенсировать, реализуя перекрытия из сборно-монолитных керамзитобетонных блоков, позволяющие получать качественный несущий элемент здания с оптимальным уровнем затрат и времени, соответствующие всем требованиям по надежности и теплозащиты в природно-климатических условиях Республики Башкортостан. Предлагаемые решения позволят сократить затраты на 1 м 2 перекрытия до 1,5 - 2 раз, снизить объемный вес до 1,5-2 раз относительно классических вариантов из монолитного и сборного железобетона. Приведенные результаты технико-экономического анализа рекомендованных вариантов перекрытий (покрытий) показывают их высокую эффективность и доступность для проектов жилищного строительства, в том числе для социально-ориентированного жилья, финансируемого из бюджетов всех уровней.

Подобные изменения, безусловно, можно расценивать как успех. Однако, одновременно с целена-правленным изменением структуры производства и потребления энергии в Германии возникли определенные социально-политические, экономические и юридические проблемы, требующие тщательного изучения. Дискус-сионным является вопрос о соответствии целей и предлагаемых мер их достижения, в частности, в отношении бесперебойности энергообеспечения, расширения электрических сетей, совершенствования подхода к ценооб-разованию, экологических последствий с учетом курса на тотальное расширение производства энергии за счет возобновляемых источников. Актуальными для Германии и затрагивающими энергетическую политику России являются вопросы ускоренного сворачивания ядерной энергетики и легитимности национального курса Герма-нии на продвижение зеленой энергетики в контексте интеграции с Европейским энергетическим рынком. В статье выполнен анализ указанного комплекса проблем и охарактеризована роль национального законода-тельства Германии в их решении. from wind, solar, water and biomass now provides the largest contribution to the total electricity consumption. In this respect, Energiewende can be regarded as an overall success. But in parallel to this scenario, a critical discourse has evolved concerning socio-political, economic and legal issues. The congruence of objectives and measures for example, in regards to ensuring security of supply, expansion of electricity networks, development of electricity price and envi-ronmental consequences in the course of expansion of electricity generation from renewable sources is the main focus of socio-political and economic discussions. Accelerated phase-out of nuclear energy and constitutional disputes regarding the legality of national orientation of the promotional scheme for green electricity in respect to the integration of German electricity sector in the European internal market for energy are in the centre of the debate and have a remarkable impact on the energy policy in Russia as well. Рассмотрены классические режимы регулирования СТК, которые направлены на обеспечение нулевого потребления реактивной мощности из питающей сети и на поддержание неизменного уровня напряжения в точке общего подключения СТК и ДСП. Дополнительно в статье представлено описание разработанного режима регулирования СТК, который предназначен для контроля суммарной активной мощности дуг ДСП. Исследование влияния параметров питающей сети и режима регулирования СТК на электрические характеристики ДСП проведено с помощью математической модели электросталеплавильного комплекса «ДСП-120-СТК», разработанной в приложении Simulink математического пакета Matlab. По результатам эксперимента определены основные достоинства и недостатки рассмотренных режимов регулирования СТК, даны общие рекомендации по их применению. The paper deals with the main results of comparative analysis of static var compensator (SVC) control modes, which are used in electric power system of high and ultra-high power electric arc furnaces (EAF). Traditional SVC control modes designed for implementation of zero reactive power consumption of the steel-smelting complex and voltage stabilization at the common connection point of EAF and SVC are considered. In addition, this paper describes the developed mode, which maintains a constant active power of an electric arc furnace. The effects of supply main parameters and SVC control modes on the EAF electrical characteristics are investigated with a mathematical model of the EAF-120 and SVC-100 MVAr steel-smelting complex developed in the Matlab’s Simulink application. Thus, advantages and disadvantages of the discussed SVC control modes are determined and main recommendations for their application are given.

S.;Studying the problem of diagnosing high-voltage lines is the goal of this research. The high accident rate of overhead lines due to icing and current overloads makes this problem important. Current overloads during distributed power generation lead to overheating of the lines. The goal of the research is achieved due to the fact, that the article notes the relationship between icing and overloads. The necessity of joint solution of these problems and the development of the concept of a multifunctional measuring system is proved. For this, an analysis of the main parameters that determine the mode of operation of overhead lines is carried out. Technical solutions for the measurement of these quantities are considered. The detection of ice formation by comparing the values of dew points and desublimation is described. The calculation of the limiting current load taking into account weather conditions is given. The amount of sagging wires is selected as a universal characteristic of the state of the line. A significant result of the study is the optical method of icing control. This method consists in measuring the coordinates of the line wires through a weatherproof CCTV-camera. To do this, optical tags and a temperature sensor are placed on the wires. The optimal architecture of the measuring system for assessing the climatic impact is given. The significance of the results is that a multifunctional and high-precision system without expensive load sensors is proposed. The conclusion about the importance of the results for building a smart grid is made.

Основой противодействия распространению идеологии экстремизма является воспитание граждан правового, демократического государства, способных к социализации в условиях гражданского общества, уважающих права и свободы личности. Гражданская культура студентов рассматривается как система, состоящая из трех компонентов: когнитивного, потребностно-мотивационного, поведенчески-деятельностного. В качестве примера практической реализации модели формирования гражданской культуры студентов предложен и детально охарактеризован проект «Мы вместе!» The extremist activity poses a threat to the life and health of citizens. It also affects the sustainable development (and sometimes the very existence) of a state. The basis of the extremism ideology counter-proliferation is to educate the citizens of a law-governed and democratic state capable of socialization in a civil society and showing respect to individual rights and freedoms. Students’ civic culture is viewed as a system consisting of three components: cognitive, need-motivational, behavioral-active ones. As an example of the practical implementation of civic culture formation model the project “We are together!” is offered and described in detail.

The changes are associated not only with flight operations and air navigation services, but also with aviation personnel compliance with the International Civil Aviation Organization (ICAO) language proficiency standards. Language proficiency requirements were sufficiently increased after the ICAO representatives had revealed a direct link between the aviation accidents and incidents and low proficiency in English of the participants of these events. Increased ICAO language proficiency requirements raised the issue of foreign language competence as an integral component of professional competence of aviation specialists. Thus, the development of foreign language competence, being a high-priority competence of an aviation specialist requires exploring educational technologies that will allow structuring English language training at aviation school and improving the quality of language training of pilots and air traffic controllers. The purpose of the article is to give the rationale for the implementation of W.M. Rivers’ interactive language teaching principles in teaching aviation school cadets a foreign language. The methods used are analysis of the regulatory documents of higher education and the ICAO (International Civil Aviation Organization) legal documents regulating aviation safety and the method of deduction. The methods of interactive teaching, proposed by a professor of Harvard University W.M. Rivers were discussed. The author revealed the compliance of the interactive principles with the principles adopted by Russian pedagogical science. What is more, the uniqueness of the principles was specified. The comparison of teaching principles adopted by European education environment with the principles adopted by Russian scientific pedagogical environment was considered for the first time. The consistent implementation of the principles of interactive language teaching introduced by W.M. Rivers in foreign language teaching will allow the lecturers of higher education institutions to improve the quality of language training at non-language institutions of higher education. Отрасль гражданской авиации постоянно претерпевает изменения, которые связаны не только с выполнением полетов гражданских судов и их аэронавигационным обслуживанием, но и с соответствием персонала языковым стандартам Международной организации гражданской авиации. Вопрос ужесточения языковых требований встал после того, как представители ИКАО выявили прямую связь между авиационными катастрофами и происшествиями и знанием английского языка участниками этих событий. Ужесточение языковых требований затронуло проблему развития иноязычной компетентности как неотъемлемого компонента профессиональной компетентности авиационных специалистов. Таким образом, развитие иноязычной компетентности, являющейся приоритетной для авиационного специалиста, требует поиска образовательной технологии обучения, позволяющей структурировать обучение английскому языку в авиационном вузе и повысить качество языковой подготовки пилотов и диспетчеров. Цель статьи научно обосновать реализацию принципов интерактивной образовательной технологии В.М. Риверс (W.M. Rivers) в обучении иностранному языку курсантов авиационного вуза. Для достижения поставленной цели был использован анализ нормативных документов в сфере высшего профессионального образования и нормативно-правовые документы Международной организации гражданской авиации (ИКАО), регламентирующие деятельность по обеспечению авиационной безопасности, метод дедукции. Обоснованы методы интерактивного обучения, предложенные профессором Гарвардского университета В.М. Риверс. Выявлена степень их соответствия принципам, принятым в российской педагогической науке, и их уникальность. Впервые проведено сравнение педагогических принципов, принятых в европейской образовательной среде, с принципами, принятыми в русскоязычной научной педагогической среде. Последовательная реализация принципов интерактивного обучения В.М. Риверс в обучении иностранному языку позволит преподавателям образовательных учреждений высшего профессионального образования повысить качество языковой подготовки в неязыковых вуза.

The article presents a preliminary assessment of the thermal capacity necessary for the residential area of an ecovillage with a population of 50,000 and suggests ensuring heat supply with the help of heat pumps. Рассмотрено современное состояние и перспективы развития топливно-энергетического комплекса Калининградской области, предусмотренные региональными программами. Проведено сравнение потенциалов различных возобновляемых энергетических ресурсов, собраны сведения об опыте эксплуатации объектов возобновляемой энергетики на данной территории. Осуществлены первичные оценки необходимых тепловых мощностей для жилого фонда экопоселка численностью 50 тыс. человек и предложен вариант его теплообеспечения от тепловых насосов.

Such change caused by many factors. One of the most significant factors is the increase in a share of the capital equipment which service life is approximately equal settlement or exceeds it. Boiler installations, first of all, concern to the capital equipment. Increase of an overall performance of boiler installations now mainly carried out by realization of a reserve of thermal profitability. The design procedure of a degree of use of reserves of thermal profitability, methodical instructions on drawing up of reports of power stations about thermal profitability and a number of other documents are developed a management by calculation of normative values of technical and economic parameters. It is marked, that the reserve of thermal profitability depends on a level of operation and a technical condition of the equipment. And if to agree that the level of operation influences the sizes of a reserve of thermal profitability less, than the technical condition of the equipment, a natural question arises: why the size of deterioration refers to as a reserve. It completely contradicts used in operation to a condition of a reserve. Further, shown, that change of normalized technical and economic parameters practically does not influence change of the specific charge of conditional fuel and efficiency. Moreover, their interrelation can contradict common sense. It is marked, that increase of an overall performance of power units can be reached by transition from aspiration to master a reserve of thermal profitability to an opportunity of comparison of power units, their ranging, definition of weak parts and improvement of professional skill of the personnel. Актуальная проблема повышения эффективности работы тепловых электростанций со временем не только не снижается, она возрастает. Такое изменение обусловлено целым рядом факторов. Одним из наиболее значимых факторов является увеличение доли основного оборудования, срок службы которого примерно равен расчётному или превышает его. К основному оборудованию, прежде всего, относятся котельные установки. Повышение эффективности работы котельных установок в настоящее время преимущественно осуществляется путём реализации резерва тепловой экономичности. Разработаны руководство по расчёту нормативных значений технико-экономических показателей, методика расчёта степени использования резервов тепловой экономичности, методические указания по составлению отчётов электростанций о тепловой экономичности и ряд других документов. Отмечается, что резерв тепловой экономичности зависит от уровня эксплуатации и технического состояния оборудования. А если согласиться с тем, что уровень эксплуатации влияет на размеры резерва тепловой экономичности меньше, чем техническое состояние оборудования, возникает естественный вопрос: почему величина износа называется резервом. Оно полностью противоречит используемому в эксплуатации состоянию резерва. Показано, что изменение нормируемых технико-экономических показателей практически не влияет на изменение удельного расхода условного топлива и коэффициента полезного действия. Более того, их взаимосвязь может противоречить здравому смыслу. Отмечается, что повышение эффективности работы энергоблоков может быть достигнуто переходом от стремления освоить резерв тепловой экономичности к возможности сравнения энергоблоков, их ранжирования, определения слабых звеньев и повышения квалификации персонала. №8(1057) (2019)

Standard constructive solutions of elements now in use of the building are rather well studied and have an application vast experience in housing construction. In the Republic of Bashkortostan the greatest distribution was gained by constructive solutions of elements of the building, classical for mass housing construction, in particular, standard options of overlappings and coverings from monolithic and precast concrete concern to them. Well-known shortcomings of these versions of decisions can be compensated, realizing overlappings from assembly and monolithic the keramzitobetonnykh of blocks, to conforming all requirements for reliability and the heat-shielding allowing to receive the qualitative bearing building element with an optimum level of expenses and time in climatic conditions of the Republic of Bashkortostan. The proposed solutions will allow to reduce costs of 1 sq.m of overlapping to 1,5 2 times, to lose volume weight to 1,5-2 times of rather classical options from monolithic and precast concrete. The given results of the technical and economic analysis of the recommended options of overlappings (coverings) show their high efficiency and availability to projects of housing construction, including to the socially oriented housing financed from budgets of all levels. Современная градостроительная политика ставит перед строительной отраслью достаточно сложные задачи, связанные с одновременным снижением стоимости готовой продукции, ускорением производства работ, совершенствованием проектных решений, а также с повышением качества, надежности и доступности жилья. Используемые в настоящее время типовые конструктивные решения элементов здания достаточно хорошо изучены и имеют богатый опыт применения в жилищном строительстве. В Республике Башкортостан наибольшее распространение получили классические для массового жилищного строительства конструктивные решения элементов здания, в частности, к ним относятся типовые варианты перекрытий и покрытий из монолитного и сборного железобетона. Хорошо известные недостатки этих вариантов решений можно компенсировать, реализуя перекрытия из сборно-монолитных керамзитобетонных блоков, позволяющие получать качественный несущий элемент здания с оптимальным уровнем затрат и времени, соответствующие всем требованиям по надежности и теплозащиты в природно-климатических условиях Республики Башкортостан. Предлагаемые решения позволят сократить затраты на 1 м 2 перекрытия до 1,5 - 2 раз, снизить объемный вес до 1,5-2 раз относительно классических вариантов из монолитного и сборного железобетона. Приведенные результаты технико-экономического анализа рекомендованных вариантов перекрытий (покрытий) показывают их высокую эффективность и доступность для проектов жилищного строительства, в том числе для социально-ориентированного жилья, финансируемого из бюджетов всех уровней.

Подобные изменения, безусловно, можно расценивать как успех. Однако, одновременно с целена-правленным изменением структуры производства и потребления энергии в Германии возникли определенные социально-политические, экономические и юридические проблемы, требующие тщательного изучения. Дискус-сионным является вопрос о соответствии целей и предлагаемых мер их достижения, в частности, в отношении бесперебойности энергообеспечения, расширения электрических сетей, совершенствования подхода к ценооб-разованию, экологических последствий с учетом курса на тотальное расширение производства энергии за счет возобновляемых источников. Актуальными для Германии и затрагивающими энергетическую политику России являются вопросы ускоренного сворачивания ядерной энергетики и легитимности национального курса Герма-нии на продвижение зеленой энергетики в контексте интеграции с Европейским энергетическим рынком. В статье выполнен анализ указанного комплекса проблем и охарактеризована роль национального законода-тельства Германии в их решении. from wind, solar, water and biomass now provides the largest contribution to the total electricity consumption. In this respect, Energiewende can be regarded as an overall success. But in parallel to this scenario, a critical discourse has evolved concerning socio-political, economic and legal issues. The congruence of objectives and measures for example, in regards to ensuring security of supply, expansion of electricity networks, development of electricity price and envi-ronmental consequences in the course of expansion of electricity generation from renewable sources is the main focus of socio-political and economic discussions. Accelerated phase-out of nuclear energy and constitutional disputes regarding the legality of national orientation of the promotional scheme for green electricity in respect to the integration of German electricity sector in the European internal market for energy are in the centre of the debate and have a remarkable impact on the energy policy in Russia as well. Рассмотрены классические режимы регулирования СТК, которые направлены на обеспечение нулевого потребления реактивной мощности из питающей сети и на поддержание неизменного уровня напряжения в точке общего подключения СТК и ДСП. Дополнительно в статье представлено описание разработанного режима регулирования СТК, который предназначен для контроля суммарной активной мощности дуг ДСП. Исследование влияния параметров питающей сети и режима регулирования СТК на электрические характеристики ДСП проведено с помощью математической модели электросталеплавильного комплекса «ДСП-120-СТК», разработанной в приложении Simulink математического пакета Matlab. По результатам эксперимента определены основные достоинства и недостатки рассмотренных режимов регулирования СТК, даны общие рекомендации по их применению. Traditional SVC control modes designed for implementation of zero reactive power consumption of the steel-smelting complex and voltage stabilization at the common connection point of EAF and SVC are considered. In addition, this paper describes the developed mode, which maintains a constant active power of an electric arc furnace. The effects of supply main parameters and SVC control modes on the EAF electrical characteristics are investigated with a mathematical model of the EAF-120 and SVC-100 MVAr steel-smelting complex developed in the Matlab’s Simulink application. Thus, advantages and disadvantages of the discussed SVC control modes are determined and main recommendations for their application are given.

S.;Studying the problem of diagnosing high-voltage lines is the goal of this research. The high accident rate of overhead lines due to icing and current overloads makes this problem important. Current overloads during distributed power generation lead to overheating of the lines. The goal of the research is achieved due to the fact, that the article notes the relationship between icing and overloads. The necessity of joint solution of these problems and the development of the concept of a multifunctional measuring system is proved. For this, an analysis of the main parameters that determine the mode of operation of overhead lines is carried out. Technical solutions for the measurement of these quantities are considered. The detection of ice formation by comparing the values of dew points and desublimation is described. The calculation of the limiting current load taking into account weather conditions is given. The amount of sagging wires is selected as a universal characteristic of the state of the line. A significant result of the study is the optical method of icing control. This method consists in measuring the coordinates of the line wires through a weatherproof CCTV-camera. To do this, optical tags and a temperature sensor are placed on the wires. The optimal architecture of the measuring system for assessing the climatic impact is given. The significance of the results is that a multifunctional and high-precision system without expensive load sensors is proposed. The conclusion about the importance of the results for building a smart grid is made.

Гражданская культура студентов рассматривается как система, состоящая из трех компонентов: когнитивного, потребностно-мотивационного, поведенчески-деятельностного. В качестве примера практической реализации модели формирования гражданской культуры студентов предложен и детально охарактеризован проект «Мы вместе!» The extremist activity poses a threat to the life and health of citizens. It also affects the sustainable development (and sometimes the very existence) of a state. The basis of the extremism ideology counter-proliferation is to educate the citizens of a law-governed and democratic state capable of socialization in a civil society and showing respect to individual rights and freedoms. Students’ civic culture is viewed as a system consisting of three components: cognitive, need-motivational, behavioral-active ones. As an example of the practical implementation of civic culture formation model the project “We are together!” is offered and described in detail.

The changes are associated not only with flight operations and air navigation services, but also with aviation personnel compliance with the International Civil Aviation Organization (ICAO) language proficiency standards. Language proficiency requirements were sufficiently increased after the ICAO representatives had revealed a direct link between the aviation accidents and incidents and low proficiency in English of the participants of these events. Increased ICAO language proficiency requirements raised the issue of foreign language competence as an integral component of professional competence of aviation specialists. Thus, the development of foreign language competence, being a high-priority competence of an aviation specialist requires exploring educational technologies that will allow structuring English language training at aviation school and improving the quality of language training of pilots and air traffic controllers. The purpose of the article is to give the rationale for the implementation of W.M. Rivers’ interactive language teaching principles in teaching aviation school cadets a foreign language. The methods used are analysis of the regulatory documents of higher education and the ICAO (International Civil Aviation Organization) legal documents regulating aviation safety and the method of deduction. The methods of interactive teaching, proposed by a professor of Harvard University W.M. Rivers were discussed. The author revealed the compliance of the interactive principles with the principles adopted by Russian pedagogical science. What is more, the uniqueness of the principles was specified. The comparison of teaching principles adopted by European education environment with the principles adopted by Russian scientific pedagogical environment was considered for the first time. The consistent implementation of the principles of interactive language teaching introduced by W.M. Rivers in foreign language teaching will allow the lecturers of higher education institutions to improve the quality of language training at non-language institutions of higher education. Отрасль гражданской авиации постоянно претерпевает изменения, которые связаны не только с выполнением полетов гражданских судов и их аэронавигационным обслуживанием, но и с соответствием персонала языковым стандартам Международной организации гражданской авиации. Вопрос ужесточения языковых требований встал после того, как представители ИКАО выявили прямую связь между авиационными катастрофами и происшествиями и знанием английского языка участниками этих событий. Ужесточение языковых требований затронуло проблему развития иноязычной компетентности как неотъемлемого компонента профессиональной компетентности авиационных специалистов. Таким образом, развитие иноязычной компетентности, являющейся приоритетной для авиационного специалиста, требует поиска образовательной технологии обучения, позволяющей структурировать обучение английскому языку в авиационном вузе и повысить качество языковой подготовки пилотов и диспетчеров. Цель статьи научно обосновать реализацию принципов интерактивной образовательной технологии В.М. Риверс (W.M. Rivers) в обучении иностранному языку курсантов авиационного вуза. Для достижения поставленной цели был использован анализ нормативных документов в сфере высшего профессионального образования и нормативно-правовые документы Международной организации гражданской авиации (ИКАО), регламентирующие деятельность по обеспечению авиационной безопасности, метод дедукции. Обоснованы методы интерактивного обучения, предложенные профессором Гарвардского университета В.М. Риверс. Выявлена степень их соответствия принципам, принятым в российской педагогической науке, и их уникальность. Впервые проведено сравнение педагогических принципов, принятых в европейской образовательной среде, с принципами, принятыми в русскоязычной научной педагогической среде. Последовательная реализация принципов интерактивного обучения В.М. Риверс в обучении иностранному языку позволит преподавателям образовательных учреждений высшего профессионального образования повысить качество языковой подготовки в неязыковых вуза.
