These real estate in state of decay and quite often under contested ownership, represent an impediment to the implementation of dedicated development plans. The objective of this paper is to contribute to the discussion on the historic centers and to suggest tools and preliminary procedures in support of the local Councils in facing up the problem of the unused private real estate, within a structured enhancement process. Will be used two approaches: one related to legal aspects of the problem, where have been clarified the available legislative instruments , the other which highlights the importance of the assessment process and its contribution in defining instruments used to set up development plans, with specific attention on the feasibility and sustainability of the investments involved in the recovery of these historic areas, eventually with the contribution of private funds, nevertheless the need to evaluate the benefit the private investors will receive in return from their investments.

Le reti d’impresa che operano nel campo dell’efficienza energetica e dell’eco-sostenibilità del territorio possono innescare uno sviluppo sostenibile, innovativo e inclusivo e, per questa via, lo sviluppo locale. È questa l’ipotesi che ci si propone di verificare sulla base dei risultati di un’analisi econometrica che mostra i benefici della presenza di reti tra imprese in termini di riduzione dell’intensità energetica, di potenziamento della capacità innovativa e di impatto occupazionale, sempre a livello regionale. The inter-firm networks that operate in the field of energy efficiency and eco-sustainability of local territories can trigger sustainable, innovative and inclusive development. We aim to check this hypothesis through an econometric analysis for Italy at the regional level. Empirical results show a positive impact of green inter-firm networks in terms of reduction of energy intensity, enhancement of innovative capacity, and increase in the employment rates. È un interesse alimentato dalla diversa percezione con cui ormai viene colto il rapporto tra città e campagna, tra economie urbane ed economie rurali, considerate dal pensiero economico-politico classico come due mondi separati. Questo processo è particolarmente visibile nel contesto europeo, dove per ragioni non solo insediative e funzionali, ma anche economiche, sociali e culturali l’avvento di modelli di sviluppo post-industriali ha portato a più complesse forme di ibridazione tra modelli di sviluppo urbani e rurali. L’articolo si propone in primo luogo di esplorare il processo di acquisizione di tale nuova sensibilità alla dimensione europea e comunitaria, sia attraverso una lettura sintetica di alcuni documenti ufficiali in materia di sviluppo territoriale, sia osservando gli esiti dei principali progetti di cooperazione che affrontano le relazioni urbano-rurali. Tale lettura costituisce la base per introdurre criticamente quattro specifiche dimensioni cognitive e progettuali dell’interazione urbano-rurale: la dimensione paesaggistica e ambientale, la dimensione sociale e culturale, la dimensione economica, la dimensione energetica. Nelle considerazioni conclusive vengono infine indicate alcune sfide peculiari per le scienze del territorio e per la generazione di più efficaci politiche nello scenario urbano-rurale. Historically we tend to overestimate the positive effects of technology on learning, while research has already highlighted their limitations, which are restricted to specific areas, at the same time pointing to the risks related to consequent cognitive overload. Suggestions for decision makers are made, underlining the need to recover the educational relationship with easy technologies, take into account the cognitive balance between reading paper and digital reading and finalize well the use of technology for achieving specific objectives. Sustainability refers to concept of development that meets the needs of the present without compromising the ability of future generations to meet their ones. Resilience is linked to the occurrence of extreme events during the life cycle of infrastructures and it is a measure of the ability of recovery the previous functionality. Traditionally, the two concepts are applied separately even if they present a significant number of similar characteristics. The better solutions in transport infrastructures design, maintenance and rehabilitation should lead to an improvement of both qualities. This paper presents an integrated approach sustainability-resilience as a useful tool in the decision-making process where different alternatives of rehabilitation after an extreme event are considered. Sustainability and resilience are estimated based on LCCA. The integrated perspective allows addressing an appropriate amount of technical, economic and environmental issues and is an useful tool for the identification of the most efficient solution.

Historically we tend to overestimate the positive effects of technology on learning, while research has already highlighted their limitations, which are restricted to specific areas, at the same time pointing to the risks related to consequent cognitive overload. Suggestions for decision makers are made, underlining the need to recover the educational relationship with easy technologies, take into account the cognitive balance between reading paper and digital reading and finalize well the use of technology for achieving specific objectives. Sustainability refers to concept of development that meets the needs of the present without compromising the ability of future generations to meet their ones. Resilience is linked to the occurrence of extreme events during the life cycle of infrastructures and it is a measure of the ability of recovery the previous functionality. Traditionally, the two concepts are applied separately even if they present a significant number of similar characteristics. The better solutions in transport infrastructures design, maintenance and rehabilitation should lead to an improvement of both qualities. This paper presents an integrated approach sustainability-resilience as a useful tool in the decision-making process where different alternatives of rehabilitation after an extreme event are considered. Sustainability and resilience are estimated based on LCCA. The integrated perspective allows addressing an appropriate amount of technical, economic and environmental issues and is an useful tool for the identification of the most efficient solution.
