Therefore we studied four Austrian and two German Benedictine monasteries religious ethics and spirituality as a means of a driving force for initiating EP. We draw upon theories of organizational learning processes and capacity-building of sustainability to interpret our empirical findings. The majority of monasteries are highly engaged in EP, initiated either as an outcome of individual activities or through a specific mostly informally acting group, but rarely an organizationally or systematically integrated goal of the monasteries, or a focus of capacity building. Monasteries follow a technical and economic decision-making process in implementing EP. Spirituality plays a limited role in the initiation of EP. The environment of monasteries–acceptance or critique against ecological practices–influences the monasteries decisions. Institutionalization of ecological practices into the monasteries organizational structure is rare.

AbstractThe voluntary/mandatory divide is a constant feature of scholarly debates on corporate accountability for sustainability in global supply chains. A widely held assumption is that the addition of state authority to private transnational governance in global supply chains will “harden” accountability and, thus, promote more sustainable production. The state's ability to set legally binding requirements is expected to coerce companies into complying. The hybridization of private and state authority is seen to strengthen good practice in private authority. This empirical study questions these assumptions based on an analysis of two hybrid governance arrangements for sustainability in global supply chains: the EU's Timber Regulation (EUTR) and Renewable Energy Directive (RED). The results demonstrate that both EUTR and EU‐RED yield sector wide efforts of compliance and to this extent can be seen as enhancing accountability in the sense of answerability. At the same time, we find that the policies in both cases are not more demanding, nor enforced strictly, the latter putting into question their potential to coerce companies. Further, a “hardening” of accountability is at least obscured as both EUTR and EU‐RED have stripped private authority they employ in their hybrid transnational governance from the need to establish legitimacy with a broader audience. This makes legal compliance and cost‐effectiveness the core factor for companies’ efforts to demonstrate compliance. Our findings hence question whether the EUTR and EU‐RED have led to “hardened” accountability compared to private transnational governance, and ask for an empirical, more nuanced understanding of what there is to gain or lose from hybridizing private and state authority in transnational governance.

Vermeulen; Dominik Wiedenhofer; Bing Xue;AbstractThe current enthusiasm for the circular economy (CE) offers a unique opportunity to advance the impact of research on sustainability transitions. Diverse interpretations of CE by scholars, however, produce partly opposing assessments of its potential benefits, which can hinder progress. Here, we synthesize policy‐relevant lessons and research directions for a sustainable CE and identify three narratives—optimist, reformist, and skeptical—that underpin the ambiguity in CE assessments. Based on 54 key CE scholars’ insights, we identify three research needs: the articulation and discussion of ontologically distinct CE narratives; bridging of technical, managerial, socio‐economic, environmental, and political CE perspectives; and critical assessment of opportunities and limits of CE science–policy interactions. Our findings offer practical guidance for scholars to engage reflexively with the rapid expansion of CE knowledge, identify and pursue high‐impact research directions, and communicate more effectively with practitioners and policymakers.

We study the transition politics of the shift to a circular economy in the German packaging sector, particularly the curious case of the 2019 German Packaging Act. While the policy was born out of the unanimous wish for radical regulatory change, all actors evaluate the outcome as incremental. Following the Discursive Agency Approach and drawing upon actor interviews and documents, we show that actors’ perceived fears of radical changes are critical for transition politics. This fear created a lock-in of two narratives, proposing conflicting organizational designs of packaging waste management. While the narrative lock-in was resolved by trading radical for incremental change, it left many conflicts and challenges unresolved. Our findings suggest that actors’ fears not only prevent radical regulatory change but also create incremental change that may intensify unresolved conflicts and, thus, further weaken the actors’ capacities for future transition politics.

As fossil fuels are phased out in favour of renewable energy, electric cars and other low-carbon technologies, the future clean energy system is likely to require less overall mining than the current fossil-fuelled system. However, material extraction and waste flows, new infrastructure development, land-use change, and the provision of new types of goods and services associated with decarbonization will produce social and environmental pressures at localized to regional scales. Demand-side solutions can achieve the important outcome of reducing both the scale of the climate challenge and material resource requirements. Interdisciplinary systems modelling and analysis are needed to identify opportunities and trade-offs for demand-led mitigation strategies that explicitly consider planetary boundaries associated with Earth’s material resources.

In this context, cities are implementing a number of initiatives that aim to turn them into sustainable circular systems. Whether these initiatives achieve their sustainability goals, however, is largely unknown. Nevertheless, as the application of CE strategies is actively encouraged by many policies across the globe, there is a need to quantify the environmental impacts and to identify the strategies that support urban sustainability. This paper analyses the extent to which research focuses on quantifying the environmental balance of CE initiatives promoted at the municipal level. To this end, the analysis scanned CE initiatives reported in cities around the globe and classi&#64257;ed them into urban targets and CE strategies. In parallel, the paper conducted a review of the literature that uses industrial ecology tools to account for the environmental impacts of CE strategies. Results show a diverse geographical representation, as reported cities concentrated in Europe, whereas for environmental research, the main results came from China. In general, cities encourage strategies relating to urban infrastructure (47%), with and additional focus on social consumption aspects, such as repair and reuse actions. In comparison, research mainly addressed industrial and business practices (58%), but the approach to infrastructure was similar to that of cities, both with a special interest in waste management. Research has yet to assess social consumption and urban planning strategies, the latter essential for de&#64257;ning the impacts of other urban elements. Hence, there is a need to de&#64257;ne the environmental impacts of the strategies that cities select in their quest for circularity. Research and practice can also bene&#64257;t from working collaboratively so as to prioritize the CE strategies that best &#64257;t into the features of each urban area.</p>

The concept of tipping points, frequently used in the natural sciences and increasingly in the social sciences, can help elucidate processes underlying major social–environmental transitions. We develop the notion of interlinked ‘social–climatic tipping points’ in which desirability and intentionality are key constitutive features alongside stable states, feedbacks, reversibility and abruptness. We demonstrate the new insights that our interdisciplinary framework can provide by analysing the slowdown of the Atlantic Meridional Overturning Circulation and associated flooding of the Ahr Valley in Germany as a social–climatic tipping point. This framework can enable more sustainable and equitable futures by prioritising social–climatic tipping points for interdisciplinary research, identifying opportunities for action, and evaluating the nuanced desirability and acceptability of proposed solutions. Therefore we studied four Austrian and two German Benedictine monasteries religious ethics and spirituality as a means of a driving force for initiating EP. We draw upon theories of organizational learning processes and capacity-building of sustainability to interpret our empirical findings. The majority of monasteries are highly engaged in EP, initiated either as an outcome of individual activities or through a specific mostly informally acting group, but rarely an organizationally or systematically integrated goal of the monasteries, or a focus of capacity building. Monasteries follow a technical and economic decision-making process in implementing EP. Spirituality plays a limited role in the initiation of EP. The environment of monasteries–acceptance or critique against ecological practices–influences the monasteries decisions. Institutionalization of ecological practices into the monasteries organizational structure is rare.

AbstractThe voluntary/mandatory divide is a constant feature of scholarly debates on corporate accountability for sustainability in global supply chains. A widely held assumption is that the addition of state authority to private transnational governance in global supply chains will “harden” accountability and, thus, promote more sustainable production. The state's ability to set legally binding requirements is expected to coerce companies into complying. The hybridization of private and state authority is seen to strengthen good practice in private authority. This empirical study questions these assumptions based on an analysis of two hybrid governance arrangements for sustainability in global supply chains: the EU's Timber Regulation (EUTR) and Renewable Energy Directive (RED). The results demonstrate that both EUTR and EU‐RED yield sector wide efforts of compliance and to this extent can be seen as enhancing accountability in the sense of answerability. At the same time, we find that the policies in both cases are not more demanding, nor enforced strictly, the latter putting into question their potential to coerce companies. Further, a “hardening” of accountability is at least obscured as both EUTR and EU‐RED have stripped private authority they employ in their hybrid transnational governance from the need to establish legitimacy with a broader audience. This makes legal compliance and cost‐effectiveness the core factor for companies’ efforts to demonstrate compliance. Our findings hence question whether the EUTR and EU‐RED have led to “hardened” accountability compared to private transnational governance, and ask for an empirical, more nuanced understanding of what there is to gain or lose from hybridizing private and state authority in transnational governance.

Vermeulen; Dominik Wiedenhofer; Bing Xue;AbstractThe current enthusiasm for the circular economy (CE) offers a unique opportunity to advance the impact of research on sustainability transitions. Diverse interpretations of CE by scholars, however, produce partly opposing assessments of its potential benefits, which can hinder progress. Here, we synthesize policy‐relevant lessons and research directions for a sustainable CE and identify three narratives—optimist, reformist, and skeptical—that underpin the ambiguity in CE assessments. Based on 54 key CE scholars’ insights, we identify three research needs: the articulation and discussion of ontologically distinct CE narratives; bridging of technical, managerial, socio‐economic, environmental, and political CE perspectives; and critical assessment of opportunities and limits of CE science–policy interactions. Our findings offer practical guidance for scholars to engage reflexively with the rapid expansion of CE knowledge, identify and pursue high‐impact research directions, and communicate more effectively with practitioners and policymakers.

We study the transition politics of the shift to a circular economy in the German packaging sector, particularly the curious case of the 2019 German Packaging Act. While the policy was born out of the unanimous wish for radical regulatory change, all actors evaluate the outcome as incremental. Following the Discursive Agency Approach and drawing upon actor interviews and documents, we show that actors’ perceived fears of radical changes are critical for transition politics. This fear created a lock-in of two narratives, proposing conflicting organizational designs of packaging waste management. While the narrative lock-in was resolved by trading radical for incremental change, it left many conflicts and challenges unresolved. Our findings suggest that actors’ fears not only prevent radical regulatory change but also create incremental change that may intensify unresolved conflicts and, thus, further weaken the actors’ capacities for future transition politics.

As fossil fuels are phased out in favour of renewable energy, electric cars and other low-carbon technologies, the future clean energy system is likely to require less overall mining than the current fossil-fuelled system. However, material extraction and waste flows, new infrastructure development, land-use change, and the provision of new types of goods and services associated with decarbonization will produce social and environmental pressures at localized to regional scales. Demand-side solutions can achieve the important outcome of reducing both the scale of the climate challenge and material resource requirements. Interdisciplinary systems modelling and analysis are needed to identify opportunities and trade-offs for demand-led mitigation strategies that explicitly consider planetary boundaries associated with Earth’s material resources.

In this context, cities are implementing a number of initiatives that aim to turn them into sustainable circular systems. Whether these initiatives achieve their sustainability goals, however, is largely unknown. Nevertheless, as the application of CE strategies is actively encouraged by many policies across the globe, there is a need to quantify the environmental impacts and to identify the strategies that support urban sustainability. This paper analyses the extent to which research focuses on quantifying the environmental balance of CE initiatives promoted at the municipal level. To this end, the analysis scanned CE initiatives reported in cities around the globe and classi&#64257;ed them into urban targets and CE strategies. In parallel, the paper conducted a review of the literature that uses industrial ecology tools to account for the environmental impacts of CE strategies. Results show a diverse geographical representation, as reported cities concentrated in Europe, whereas for environmental research, the main results came from China. In general, cities encourage strategies relating to urban infrastructure (47%), with and additional focus on social consumption aspects, such as repair and reuse actions. In comparison, research mainly addressed industrial and business practices (58%), but the approach to infrastructure was similar to that of cities, both with a special interest in waste management. Research has yet to assess social consumption and urban planning strategies, the latter essential for de&#64257;ning the impacts of other urban elements. Hence, there is a need to de&#64257;ne the environmental impacts of the strategies that cities select in their quest for circularity. Research and practice can also bene&#64257;t from working collaboratively so as to prioritize the CE strategies that best &#64257;t into the features of each urban area.</p>

The concept of tipping points, frequently used in the natural sciences and increasingly in the social sciences, can help elucidate processes underlying major social–environmental transitions. We develop the notion of interlinked ‘social–climatic tipping points’ in which desirability and intentionality are key constitutive features alongside stable states, feedbacks, reversibility and abruptness. We demonstrate the new insights that our interdisciplinary framework can provide by analysing the slowdown of the Atlantic Meridional Overturning Circulation and associated flooding of the Ahr Valley in Germany as a social–climatic tipping point. This framework can enable more sustainable and equitable futures by prioritising social–climatic tipping points for interdisciplinary research, identifying opportunities for action, and evaluating the nuanced desirability and acceptability of proposed solutions.
