Based on face‐to‐face interview survey data collected in Central China, taking the biogas CCER scheme as an example, we discuss the effects of internet access on farmers' willingness to participate in the PCT scheme and desired carbon price. Our findings revealed that internet access improved the willingness of farmers to participate in the PCT scheme. We also found that it was likely to further increase the desired carbon price for those willing to participate. Further analysis demonstrated that male, young and middle‐aged, and low‐educated farmers were more likely to show greater motivation for participation in the PCT scheme due to internet access influence compared to other farmers. Additionally, we identified that the longer duration of internet access, the more likely farmers are to show a higher willingness to participate in the PCT scheme and hence the desired carbon price. In summary, the findings from this study imply that rural internet building exhibits a significant role in promoting the spread of PCT scheme and also helps to alleviate rural poverty.

Many studies have been conducted on agricultural waste management, especially review articles; however, there are few literature analyses from the scientometric and bibliometric perspective. This study is one of the first to offer insights into the research topics and trend evaluation in terms of agricultural waste management over time. Our main findings are as follows: For nearly half a century, the United States has maintained the leading position in research on agricultural waste management. Many core research institutions or scholars are also from the United States. There are four major areas in this field: the research on the low-carbon and energy utilization of agricultural waste, the influence of agricultural waste emissions, the material and energy flow of agricultural waste and the prevention and control of agricultural waste pollution. As time progresses and with the development of environment, economy and society, the popular research topics in different stages vary, but on the whole, the research on agricultural waste management has emerged in the early stage. With the change of global natural resource conditions and political and economic background, there are more space for the future. We believe that research on greenhouse gas emission reduction from agricultural waste management based on specific social policies is extremely urgent, and will be of great significance in reducing agricultural greenhouse gas emission.

In this paper, based on the beneficiary pays principle, we use biogas production from crop straw as an example and analyze households' willingness to pay (WTP) for the local government-led project on energy utilization of crop straw. “Interpersonal trust” and “institutional trust” variables are introduced to improve the unified theory of acceptance and use of technology (UTAUT) model, on the basis of which, Probit and Interval Regression Models are employed to explore the determinants of households' WTP. Results show that: 1) Most households are willing to pay for biogas utilization of crop straw, and the average expected value of households' WTP is about 20.72 RMB per household monthly; 2) Crop straw program cost and benefit trade-offs, convenience of logistics and technology, and trust factors all play an important role in households’ WTP; 3) If the cultivation of trust is neglected, even if households have high expectations for the ecological performance of biogas production from crop straw, their WTP will not be improved. Conclusions are summarized to provide an important reference for the formulation of policies to improve energy utilization of crop straw in developing countries or regions.

Then, “interpersonal trust” and “institutional trust” variables are introduced to improve Zeithaml’s perceived value model to explore the key factors influencing rural households’ perceived value of energy utilization of crop residues. The results show that although the value of energy utilization of crop residues has been recognized by most rural households, there is still some room for improvement. We believe that strengthening the technical service level and creating an atmosphere of mutual trust in rural society will help to improve rural households’ perceived value of energy utilization of crop residues. This paper demonstrates the feasibility of the improved perceived value model as a powerful method for better prediction of human psychological perception, and our findings have significant policy implications given that the government can take measures to improve rural households’ perceived value to make energy utilization of crop residues more competitive, thus hastening its deployment.

Particularly, to address estimation errors caused by possible sample self-selection biases, propensity score matching is employed to further ensure the robustness of the regression results obtained by Binary Logistic model. The empirical results highlight that, in contrast to the significantly negative impact of conformity to rich villagers, conformity to relatives, neighbors and village cadres all have positive and statistically significant influences on households’ willingness to adopt energy utilization of crop straw exampled by biogas. These findings suggest the potential importance of providing households with quick and convenient access to the relatives’, neighbors’ and village cadres’ adoption information of energy utilization of crop straw exampled by biogas but carefully filtering out rich villagers’ adoption information in promoting energy utilization of crop straw exampled by biogas in rural areas.

Only when pig farmers have consistent intentions and behaviors to participate in bioenergy production, can the intentions play their role in effectively predicting behaviors. Based on the machine learning logistic regression method, taking biogas produced by swine manure as an example, we explore the role of cognition and risk in bridging the intention-behavior gap in bioenergy production. Unlike previous studies, we find that for bioenergy production, a pro-environmental behavior with positive externalities, an individual's perception of environmental policy plays a better role in driving the intention-to-behavior transition than the individual's perception of bioenergy production. From the risk perspective, our results also suggest that the key factor hindering an intention to change behavior is the individual's risk preferences rather than the degree of risk associated with bioenergy production. Policy makers could consider this observed heterogeneity when it comes to aspects such as greater highlight on environmental policy advocacy, and collaboration with insurance companies to develop products for bioenergy production.

AbstractReuse of agricultural waste plays a pivotal role in sustainable development and carbon emission abatement (CEA). We seek to confirm that social capital, which is a sociological concept, can influence farmers' willingness to reuse agricultural waste for CEA. Controlling for human capital and physical capital factors, we prove that social capital significantly affects farmers' willingness to reuse agricultural waste for CEA. In terms of driving farmers' willingness, the marginal utility of social capital varies with the dimension. Specifically, institutional trust is the largest driver, followed by civic engagement, interpersonal trust and norms of reciprocity networks. We also verify that a higher educational level, surplus labor (a human capital variable) and waste facility (a physical capital variable) can enhance farmers' willingness to reuse agricultural waste for CEA. Effective approaches to improve farmers' willingness to reuse agricultural waste for CEA include establishing a learning organization, strengthening the adaptability of environmental regulations in rural areas and forming strong social mores of mutual trust, mutual reciprocity and mutual benefit. An effective measure to solve this problem is to implement the compensation policy so as to encourage people to participate in agricultural waste recycling. This paper seeks to estimate households' willingness to accept compensation in terms of agricultural waste recycling adopting the contingent valuation method, and to calculate the compensation standard for households' participation in agricultural waste recycling by methods of non-parametric and parametric estimate. It aims to answer two questions: how much the compensation should be given for encouraging households to participate in agricultural waste recycling? Which factors would affect willingness to accept compensation value of households for participating in agricultural waste recycling? The results show that most households recognize the value of agricultural waste recycling and a certain amount of compensation which is about 1.08%–1.31% of average family annual income does encourage households to participate in agricultural waste recycling. Household's willingness to accept compensation and household's expected value of compensation are affected by personal or family characteristics (such as gender, household income) as well as the non-economic variables (such as environmental knowledge and environmental attitude). According to this research, reasonable compensation standard is the cornerstone of the effectiveness and efficiency of compensation policies. Household income inequality and capital allocation in terms of households' willingness to accept compensation should be taken into consideration when compensation policies about agricultural waste recycling are formulated. Environmental education for households is an effective measure to enhance their environmental consciousness, while raising the strength of government's waste management is turned out to be effective for improving the rural ecological environment. Conclusions of this study provide an important scientific basis for developing countries and regions to formulate compensation policies in terms of inspiring their agricultural waste recycling.

In the industrialization process, the difficulty in implementing environmental protection and enhancing the effect of environmental emission reduction are common problems to the developing countries, which are directly related to the quality of social development. This paper takes environmental centralization as the solution idea, takes the vertical management reform of environmental protection agencies implemented in China as the research object, and evaluates the environmental emission reduction effect and mechanism of action of centralized reform based on provincial environmental economic panel data using difference-in-differences model and intermediary model. The following conclusions are drawn: (1) The environmental centralization has significantly improved the provincial environmental emission reduction effect. After China’s vertical management reforms were implemented, per capita CO2 emissions decreased by 11.1%, and industrial source SO2 emissions fell by 35.7%. (2) By increasing investment in urban environmental infrastructure construction, the reform has raised the level of investment and regulation in environmental protection construction, which in turn has effectively improved the ability to reduce environmental emissions. (3) After the implementation of the reform, the emission reduction effects of the reform on per capita CO2 and industrial source SO2 are 10.1% and 14.2% higher in provinces with lower industrial output value compared to those with higher industrial output value. At the same time, the effect of reform in provinces with a strong degree of local government intervention was significantly lower than that in provinces with a weak degree of local government intervention. The emission reduction effects of the reform implementation are 10.2% (per capita CO2) and 30.5% (industrial source SO2) lower, respectively. Based on the above findings, this paper argues that environmental centralization is an effective measure to advance the improvement of environmental quality and efficiency. In addition, China’s reform experience has implications for other developing countries.

Based on face‐to‐face interview survey data collected in Central China, taking the biogas CCER scheme as an example, we discuss the effects of internet access on farmers' willingness to participate in the PCT scheme and desired carbon price. Our findings revealed that internet access improved the willingness of farmers to participate in the PCT scheme. We also found that it was likely to further increase the desired carbon price for those willing to participate. Further analysis demonstrated that male, young and middle‐aged, and low‐educated farmers were more likely to show greater motivation for participation in the PCT scheme due to internet access influence compared to other farmers. Additionally, we identified that the longer duration of internet access, the more likely farmers are to show a higher willingness to participate in the PCT scheme and hence the desired carbon price. In summary, the findings from this study imply that rural internet building exhibits a significant role in promoting the spread of PCT scheme and also helps to alleviate rural poverty.

Many studies have been conducted on agricultural waste management, especially review articles; however, there are few literature analyses from the scientometric and bibliometric perspective. This study is one of the first to offer insights into the research topics and trend evaluation in terms of agricultural waste management over time. Our main findings are as follows: For nearly half a century, the United States has maintained the leading position in research on agricultural waste management. Many core research institutions or scholars are also from the United States. There are four major areas in this field: the research on the low-carbon and energy utilization of agricultural waste, the influence of agricultural waste emissions, the material and energy flow of agricultural waste and the prevention and control of agricultural waste pollution. As time progresses and with the development of environment, economy and society, the popular research topics in different stages vary, but on the whole, the research on agricultural waste management has emerged in the early stage. With the change of global natural resource conditions and political and economic background, there are more space for the future. We believe that research on greenhouse gas emission reduction from agricultural waste management based on specific social policies is extremely urgent, and will be of great significance in reducing agricultural greenhouse gas emission.

In this paper, based on the beneficiary pays principle, we use biogas production from crop straw as an example and analyze households' willingness to pay (WTP) for the local government-led project on energy utilization of crop straw. “Interpersonal trust” and “institutional trust” variables are introduced to improve the unified theory of acceptance and use of technology (UTAUT) model, on the basis of which, Probit and Interval Regression Models are employed to explore the determinants of households' WTP. Results show that: 1) Most households are willing to pay for biogas utilization of crop straw, and the average expected value of households' WTP is about 20.72 RMB per household monthly; 2) Crop straw program cost and benefit trade-offs, convenience of logistics and technology, and trust factors all play an important role in households’ WTP; 3) If the cultivation of trust is neglected, even if households have high expectations for the ecological performance of biogas production from crop straw, their WTP will not be improved. Conclusions are summarized to provide an important reference for the formulation of policies to improve energy utilization of crop straw in developing countries or regions.

Then, “interpersonal trust” and “institutional trust” variables are introduced to improve Zeithaml’s perceived value model to explore the key factors influencing rural households’ perceived value of energy utilization of crop residues. The results show that although the value of energy utilization of crop residues has been recognized by most rural households, there is still some room for improvement. We believe that strengthening the technical service level and creating an atmosphere of mutual trust in rural society will help to improve rural households’ perceived value of energy utilization of crop residues. This paper demonstrates the feasibility of the improved perceived value model as a powerful method for better prediction of human psychological perception, and our findings have significant policy implications given that the government can take measures to improve rural households’ perceived value to make energy utilization of crop residues more competitive, thus hastening its deployment.

Particularly, to address estimation errors caused by possible sample self-selection biases, propensity score matching is employed to further ensure the robustness of the regression results obtained by Binary Logistic model. The empirical results highlight that, in contrast to the significantly negative impact of conformity to rich villagers, conformity to relatives, neighbors and village cadres all have positive and statistically significant influences on households’ willingness to adopt energy utilization of crop straw exampled by biogas. These findings suggest the potential importance of providing households with quick and convenient access to the relatives’, neighbors’ and village cadres’ adoption information of energy utilization of crop straw exampled by biogas but carefully filtering out rich villagers’ adoption information in promoting energy utilization of crop straw exampled by biogas in rural areas.

Only when pig farmers have consistent intentions and behaviors to participate in bioenergy production, can the intentions play their role in effectively predicting behaviors. Based on the machine learning logistic regression method, taking biogas produced by swine manure as an example, we explore the role of cognition and risk in bridging the intention-behavior gap in bioenergy production. Unlike previous studies, we find that for bioenergy production, a pro-environmental behavior with positive externalities, an individual's perception of environmental policy plays a better role in driving the intention-to-behavior transition than the individual's perception of bioenergy production. From the risk perspective, our results also suggest that the key factor hindering an intention to change behavior is the individual's risk preferences rather than the degree of risk associated with bioenergy production. Policy makers could consider this observed heterogeneity when it comes to aspects such as greater highlight on environmental policy advocacy, and collaboration with insurance companies to develop products for bioenergy production.

AbstractReuse of agricultural waste plays a pivotal role in sustainable development and carbon emission abatement (CEA). We seek to confirm that social capital, which is a sociological concept, can influence farmers' willingness to reuse agricultural waste for CEA. Controlling for human capital and physical capital factors, we prove that social capital significantly affects farmers' willingness to reuse agricultural waste for CEA. In terms of driving farmers' willingness, the marginal utility of social capital varies with the dimension. Specifically, institutional trust is the largest driver, followed by civic engagement, interpersonal trust and norms of reciprocity networks. We also verify that a higher educational level, surplus labor (a human capital variable) and waste facility (a physical capital variable) can enhance farmers' willingness to reuse agricultural waste for CEA. Effective approaches to improve farmers' willingness to reuse agricultural waste for CEA include establishing a learning organization, strengthening the adaptability of environmental regulations in rural areas and forming strong social mores of mutual trust, mutual reciprocity and mutual benefit. An effective measure to solve this problem is to implement the compensation policy so as to encourage people to participate in agricultural waste recycling. This paper seeks to estimate households' willingness to accept compensation in terms of agricultural waste recycling adopting the contingent valuation method, and to calculate the compensation standard for households' participation in agricultural waste recycling by methods of non-parametric and parametric estimate. It aims to answer two questions: how much the compensation should be given for encouraging households to participate in agricultural waste recycling? Which factors would affect willingness to accept compensation value of households for participating in agricultural waste recycling? The results show that most households recognize the value of agricultural waste recycling and a certain amount of compensation which is about 1.08%–1.31% of average family annual income does encourage households to participate in agricultural waste recycling. Household's willingness to accept compensation and household's expected value of compensation are affected by personal or family characteristics (such as gender, household income) as well as the non-economic variables (such as environmental knowledge and environmental attitude). According to this research, reasonable compensation standard is the cornerstone of the effectiveness and efficiency of compensation policies. Household income inequality and capital allocation in terms of households' willingness to accept compensation should be taken into consideration when compensation policies about agricultural waste recycling are formulated. Environmental education for households is an effective measure to enhance their environmental consciousness, while raising the strength of government's waste management is turned out to be effective for improving the rural ecological environment. Conclusions of this study provide an important scientific basis for developing countries and regions to formulate compensation policies in terms of inspiring their agricultural waste recycling.

In the industrialization process, the difficulty in implementing environmental protection and enhancing the effect of environmental emission reduction are common problems to the developing countries, which are directly related to the quality of social development. This paper takes environmental centralization as the solution idea, takes the vertical management reform of environmental protection agencies implemented in China as the research object, and evaluates the environmental emission reduction effect and mechanism of action of centralized reform based on provincial environmental economic panel data using difference-in-differences model and intermediary model. The following conclusions are drawn: (1) The environmental centralization has significantly improved the provincial environmental emission reduction effect. After China’s vertical management reforms were implemented, per capita CO2 emissions decreased by 11.1%, and industrial source SO2 emissions fell by 35.7%. (2) By increasing investment in urban environmental infrastructure construction, the reform has raised the level of investment and regulation in environmental protection construction, which in turn has effectively improved the ability to reduce environmental emissions. (3) After the implementation of the reform, the emission reduction effects of the reform on per capita CO2 and industrial source SO2 are 10.1% and 14.2% higher in provinces with lower industrial output value compared to those with higher industrial output value. At the same time, the effect of reform in provinces with a strong degree of local government intervention was significantly lower than that in provinces with a weak degree of local government intervention. The emission reduction effects of the reform implementation are 10.2% (per capita CO2) and 30.5% (industrial source SO2) lower, respectively. Based on the above findings, this paper argues that environmental centralization is an effective measure to advance the improvement of environmental quality and efficiency. In addition, China’s reform experience has implications for other developing countries.
