This commitment has become stricter in light of the ambitious climate neutrality target set by the European Green Deal for 2050. Water, Energy and Food are the key variables of the “Nexus Thinking” which face the sustainability challenge with a multi-sectoral approach. The aim of the paper is to show the methodological path toward the implementation of an integrated modeling platform based on the Nexus approach and consolidated energy system analysis methods to represent the agri-food system in a circular economy perspective (from the use of water, energy, biomass, and land to food production). The final aim is to support decision-making connected to climate change mitigation. The IEA-The Integrated MARKAL-EFOM System (TIMES) model generator was used to build up the Basilicata Water, Energy and Food model (TIMES-WEF model), which allows users a comprehensive evaluation of the impacts of climate change on the Basilicata agri-food system in terms of land use, yields and water availability and a critical comparison of these indicators in different scenarios. The paper focuses on the construction of the model’s Reference Energy and Material System of the TIMES model, which integrates water and agricultural commodities into the energy framework, and on the results obtained through the calibration of the model β version to statistical data on agricultural activities.

The PrioritEE project aimed to strengthen the policy-making and strategic planning competencies of local and regional public authorities in the energy management of Municipal Public Buildings, gaining experience in five local pilots in the Mediterranean area. This paper focuses on the PrioritEE toolbox, describing both the "soft components" and the technical components. These components are widely applicable and replicable in all European cities for supporting local administrations in improving energy efficiency and the use of renewable energy sources in municipal public buildings. The Energy Technologies and Building Retrofit Database is a technology repository of energy efficiency measures and renewable energy technologies, providing the main reference data on costs, technical performance and lifetime. With the Decision Support Tool users can assess current building stock energy performance, evaluate different efficiency and renewable interventions, and compare, rank, and prioritize technical options through a set of key performance indicators. A sample of the results to date in the five partner regions are also presented, comparing the main individual characteristics in order to derive replicable solutions for local authorities. This project also highlighted how crucial stakeholder involvement is for tool improvement, capacity building and enabling knowledge transfer.

The positive energy district (PED) is a rather recent concept that aims to contribute to the main objectives of the Energy Union strategy. It is based on an integrated multi-sectoral approach in response to Europe’s most complex challenges. But to what extent have its development and implementation been supported by research and innovation programs? And what is the state of the art of its implementation and effective penetration into the current energy systems of European cities, according to the evidence provided by the scientific literature? This study aims to investigate these issues, providing a critical overview of the PED situation by means of a systematic literature review based on the use of open-access bibliometric software supplemented with content analysis. The results show that less than half of the documents analyzed refer to actual case studies, 80% of which were funded as part of research projects. This seems to lead to the conclusion that although PEDs have been strongly encouraged by the scientific community and policy initiatives at the European level, their implementation in cities is still limited. Moreover, an uneven distribution among countries can be observed. To overcome the existing barriers to PED diffusion and implementation, it would be useful to provide more ad hoc funding and, above all, facilitate its accessibility also by municipalities not yet well integrated into European projects, initiatives, and networks.

As recognized by the Paris Climate Agreement of the United Nations Framework Convention on Climate Change (UNFCCC), local and subnational regions are crucial actors to achieve international mitigation and adaptation commitments. Scientific literature and empirical evidence point at multi-level climate governance as a crucial factor to engage subnational levels in the achievement of national and international objectives. This work focuses on the multi-level climate governance arrangements in Italy to investigate how Italian regions/provinces/cities are contributing to the achievement of national commitments. To this purpose, the paper undertakes a review of the climate policies of different tiers of government adopted to date and of the interrelationships among them. The results of the analysis show that the effective coordination between the different government levels should be strengthened to further incentivize and support initiatives at the local level. Results also show the relevant role played by international regional and city climate networks in boosting local and regional climate planning in Italy.

Knowing whether cities set ambitious climate and energy targets is critical for determining their contribution towards the global 1.5 °C target, partly because it helps to identify areas where further action is necessary. This paper presents a comparative analysis of the mitigation targets of 327 European cities, as declared in their local climate plans. The sample encompasses over 25% of the EU population and includes cities of all sizes across all Member States, plus the UK. The study analyses whether the type of plan, city size, membership of climate networks, and its regional location are associated with different levels of mitigation ambition. Results reveal that 78% of the cities have a GHG emissions reduction target. However, with an average target of 47%, European cities are not on track to reach the Paris Agreement: they need to roughly double their ambitions and efforts. Some cities are ambitious, e.g. 25% of our sample (81) aim to reach carbon neutrality, with the earliest target date being 2020.90% of these cities are members of the Climate Alliance and 75% of the Covenant of Mayors. City size is the strongest predictor for carbon neutrality, whilst climate network(s) membership, combining adaptation and mitigation into a single strategy, and local motivation also play a role. The methods, data, results and analysis of this study can serve as a reference and baseline for tracking climate mitigation ambitions across European and global cities.

The implementation of resource management strategies aimed at reducing the impacts of the anthropogenic activities system requires a comprehensive approach to evaluate on the whole the environmental burdens of productive processes and to identify the best recovery strategies from both an environmental and an economic point of view. In this framework, an analytical methodology based on the integration of Life Cycle Assessment (LCA), ExternE and Comprehensive Analysis was developed to perform an in-depth investigation of energy systems. The LCA methodology, largely utilised by the international scientific community for the assessment of the environmental performances of technologies, combined with Comprehensive Analysis allows modelling the overall system of anthropogenic activities, as well as sub-systems, the economic consequences of the whole set of environmental damages. Moreover, internalising external costs into partial equilibrium models, as those utilised by Comprehensive Analysis, can be useful to identify the best paths for implementing technology innovation and strategies aimed to a more sustainable energy supply and use. This paper presents an integrated application of these three methodologies to a local scale case study (the Val D'Agri area in Basilicata, Southern Italy), aimed to better characterise the environmental impacts of the energy system, with particular reference to extraction activities. The innovative methodological approach utilised takes advantage from the strength points of each methodology with an added value coming from their integration as emphasised by the main results obtained by the scenario analysis.

Here, we assess the progress of urban adaptation planning in 327 European cities between 2005 and 2020 using three ‘ADAptation plan Quality Assessment’ indices, called ADAQA-1/ 2/ 3, that combine six plan quality principles. Half of the cities have an adaptation plan and its quality significantly increased over time. However, generally, plan quality is still low in many cities. Participation and monitoring and evaluation are particularly weak aspects in urban adaptation policy, together with plan ‘consistency’. Consistency connects impacts and vulnerabilities with adaptation goals, planned measures, actions, monitoring and evaluation, and participation processes. Consistency is a key factor in the overall quality of plans. To help evaluate the quality of plans and policies and promote learning, we suggest incorporating our ADAptation plan Quality Assessment indices into the portfolio of adaptation progress assessments and tracking methodologies.

A comprehensive model (MARKAL-VdA) was implemented to investigate on the main sectors responsible of air pollution in the area, providing a full picture of the main energy and material flows and their feedback throughout the system. A scenario by scenario analysis was performed to analyse the reactions of the modelled system to the introduction of an exogenous constraint on carbon dioxide (CO2) emissions. A comparison of the optimal solutions for the main scenarios is provided, analysing the effects of the environmental constraint on the total system cost and the side-effects on the emission level of other pollutants. The main changes in the technological configuration are discussed with reference to fuel mix, technology choice, real market prices and reduced costs of competing options. The resulting solutions were compared to those obtained performing a multiobjective optimisation with combined constraints on CO2 and TSP (Total Suspended Particulates). In this case there were evaluated the overall external costs of achieving the desired environmental quality for emissions of both the pollutants.

Climate change mitigation and adaptation along with air pollution are key challenges that require a comprehensive planning approach able to promote win-win strategies and avoid transferring environmental pressures from one sector to another. The joint approach is widely advocated at the policy level while the scientific research investigates the role of co-benefits in planning processes. A methodological framework was developed with the twofold aim of (i) assessing the current integration degree between regional Air Quality Plans and Climate Plans and (ii) providing useful hints for pursuing greater air-climate integration. Its application to the Italian case study provides useful policy implications for strengthening the role of co-benefits as drivers of planning processes. Results show that a greater air-climate integration can be achieved by enhancing the role of regional authorities in supporting the implementation of local-scale plans and actions. This is especially important in contexts where an integrated planning framework is lacking and the mainstreaming within sectoral sub-regional plans turns out to be crucial.

Their climate capacity is being increasingly recognized by international institutions and has been pointed out as crucial in the multi-level government scenario of the European Union (EU). Addressing the challenges of climate change at urban level is a complex issue which requires a holistic approach to strategic urban planning. Understanding why and how cities start action can help to identify the barriers they face when addressing climate change, and how national governments, regions and international bodies can support local authorities in their climate fight. This work aims to contribute to the provision of knowledge necessary to have a better and deeper insight in urban climate action. The study investigates the state-of-art of urban climate plans in two countries, Spain and Italy, which share similarities on many levels (i.e. cultural, geographical, climate vulnerabilities, urban configurations and institutional framework). The research analyses 26 Spanish cities and 32 Italian cities included in the Eurostat Urban Audit (UA), focusing on the actions taken by big and medium municipalities in reducing their contribution to climate change and to become more resilient to changing weather patterns. The results of the analysis show a trend towards an increasing awareness on climate mitigation (highly focused on energy efficiency and the promotion of cleaner energy sources), while adaptation remains an incipient local policy area in both countries. This commitment has become stricter in light of the ambitious climate neutrality target set by the European Green Deal for 2050. Water, Energy and Food are the key variables of the “Nexus Thinking” which face the sustainability challenge with a multi-sectoral approach. The aim of the paper is to show the methodological path toward the implementation of an integrated modeling platform based on the Nexus approach and consolidated energy system analysis methods to represent the agri-food system in a circular economy perspective (from the use of water, energy, biomass, and land to food production). The final aim is to support decision-making connected to climate change mitigation. The IEA-The Integrated MARKAL-EFOM System (TIMES) model generator was used to build up the Basilicata Water, Energy and Food model (TIMES-WEF model), which allows users a comprehensive evaluation of the impacts of climate change on the Basilicata agri-food system in terms of land use, yields and water availability and a critical comparison of these indicators in different scenarios. The paper focuses on the construction of the model’s Reference Energy and Material System of the TIMES model, which integrates water and agricultural commodities into the energy framework, and on the results obtained through the calibration of the model β version to statistical data on agricultural activities.

The PrioritEE project aimed to strengthen the policy-making and strategic planning competencies of local and regional public authorities in the energy management of Municipal Public Buildings, gaining experience in five local pilots in the Mediterranean area. This paper focuses on the PrioritEE toolbox, describing both the "soft components" and the technical components. These components are widely applicable and replicable in all European cities for supporting local administrations in improving energy efficiency and the use of renewable energy sources in municipal public buildings. The Energy Technologies and Building Retrofit Database is a technology repository of energy efficiency measures and renewable energy technologies, providing the main reference data on costs, technical performance and lifetime. With the Decision Support Tool users can assess current building stock energy performance, evaluate different efficiency and renewable interventions, and compare, rank, and prioritize technical options through a set of key performance indicators. A sample of the results to date in the five partner regions are also presented, comparing the main individual characteristics in order to derive replicable solutions for local authorities. This project also highlighted how crucial stakeholder involvement is for tool improvement, capacity building and enabling knowledge transfer.

The positive energy district (PED) is a rather recent concept that aims to contribute to the main objectives of the Energy Union strategy. It is based on an integrated multi-sectoral approach in response to Europe’s most complex challenges. But to what extent have its development and implementation been supported by research and innovation programs? And what is the state of the art of its implementation and effective penetration into the current energy systems of European cities, according to the evidence provided by the scientific literature? This study aims to investigate these issues, providing a critical overview of the PED situation by means of a systematic literature review based on the use of open-access bibliometric software supplemented with content analysis. The results show that less than half of the documents analyzed refer to actual case studies, 80% of which were funded as part of research projects. This seems to lead to the conclusion that although PEDs have been strongly encouraged by the scientific community and policy initiatives at the European level, their implementation in cities is still limited. Moreover, an uneven distribution among countries can be observed. To overcome the existing barriers to PED diffusion and implementation, it would be useful to provide more ad hoc funding and, above all, facilitate its accessibility also by municipalities not yet well integrated into European projects, initiatives, and networks.

As recognized by the Paris Climate Agreement of the United Nations Framework Convention on Climate Change (UNFCCC), local and subnational regions are crucial actors to achieve international mitigation and adaptation commitments. Scientific literature and empirical evidence point at multi-level climate governance as a crucial factor to engage subnational levels in the achievement of national and international objectives. This work focuses on the multi-level climate governance arrangements in Italy to investigate how Italian regions/provinces/cities are contributing to the achievement of national commitments. To this purpose, the paper undertakes a review of the climate policies of different tiers of government adopted to date and of the interrelationships among them. The results of the analysis show that the effective coordination between the different government levels should be strengthened to further incentivize and support initiatives at the local level. Results also show the relevant role played by international regional and city climate networks in boosting local and regional climate planning in Italy.

Knowing whether cities set ambitious climate and energy targets is critical for determining their contribution towards the global 1.5 °C target, partly because it helps to identify areas where further action is necessary. This paper presents a comparative analysis of the mitigation targets of 327 European cities, as declared in their local climate plans. The sample encompasses over 25% of the EU population and includes cities of all sizes across all Member States, plus the UK. The study analyses whether the type of plan, city size, membership of climate networks, and its regional location are associated with different levels of mitigation ambition. Results reveal that 78% of the cities have a GHG emissions reduction target. However, with an average target of 47%, European cities are not on track to reach the Paris Agreement: they need to roughly double their ambitions and efforts. Some cities are ambitious, e.g. 25% of our sample (81) aim to reach carbon neutrality, with the earliest target date being 2020.90% of these cities are members of the Climate Alliance and 75% of the Covenant of Mayors. City size is the strongest predictor for carbon neutrality, whilst climate network(s) membership, combining adaptation and mitigation into a single strategy, and local motivation also play a role. The methods, data, results and analysis of this study can serve as a reference and baseline for tracking climate mitigation ambitions across European and global cities.

The implementation of resource management strategies aimed at reducing the impacts of the anthropogenic activities system requires a comprehensive approach to evaluate on the whole the environmental burdens of productive processes and to identify the best recovery strategies from both an environmental and an economic point of view. In this framework, an analytical methodology based on the integration of Life Cycle Assessment (LCA), ExternE and Comprehensive Analysis was developed to perform an in-depth investigation of energy systems. The LCA methodology, largely utilised by the international scientific community for the assessment of the environmental performances of technologies, combined with Comprehensive Analysis allows modelling the overall system of anthropogenic activities, as well as sub-systems, the economic consequences of the whole set of environmental damages. Moreover, internalising external costs into partial equilibrium models, as those utilised by Comprehensive Analysis, can be useful to identify the best paths for implementing technology innovation and strategies aimed to a more sustainable energy supply and use. This paper presents an integrated application of these three methodologies to a local scale case study (the Val D'Agri area in Basilicata, Southern Italy), aimed to better characterise the environmental impacts of the energy system, with particular reference to extraction activities. The innovative methodological approach utilised takes advantage from the strength points of each methodology with an added value coming from their integration as emphasised by the main results obtained by the scenario analysis.

Here, we assess the progress of urban adaptation planning in 327 European cities between 2005 and 2020 using three ‘ADAptation plan Quality Assessment’ indices, called ADAQA-1/ 2/ 3, that combine six plan quality principles. Half of the cities have an adaptation plan and its quality significantly increased over time. However, generally, plan quality is still low in many cities. Participation and monitoring and evaluation are particularly weak aspects in urban adaptation policy, together with plan ‘consistency’. Consistency connects impacts and vulnerabilities with adaptation goals, planned measures, actions, monitoring and evaluation, and participation processes. Consistency is a key factor in the overall quality of plans. To help evaluate the quality of plans and policies and promote learning, we suggest incorporating our ADAptation plan Quality Assessment indices into the portfolio of adaptation progress assessments and tracking methodologies.

Cosmi; Filomena Pietrapertosa; Filomena Pietrapertosa; Maria Macchiato;The case study presented in this paper was aimed to evaluate the strategic actions to be taken in the local communities of Val d’Agri (Basilicata region, Italy) in order to contribute to the national objectives derived by the Kyoto Protocol. A comprehensive model (MARKAL-VdA) was implemented to investigate on the main sectors responsible of air pollution in the area, providing a full picture of the main energy and material flows and their feedback throughout the system. A scenario by scenario analysis was performed to analyse the reactions of the modelled system to the introduction of an exogenous constraint on carbon dioxide (CO2) emissions. A comparison of the optimal solutions for the main scenarios is provided, analysing the effects of the environmental constraint on the total system cost and the side-effects on the emission level of other pollutants. The main changes in the technological configuration are discussed with reference to fuel mix, technology choice, real market prices and reduced costs of competing options. The resulting solutions were compared to those obtained performing a multiobjective optimisation with combined constraints on CO2 and TSP (Total Suspended Particulates). In this case there were evaluated the overall external costs of achieving the desired environmental quality for emissions of both the pollutants.

Climate change mitigation and adaptation along with air pollution are key challenges that require a comprehensive planning approach able to promote win-win strategies and avoid transferring environmental pressures from one sector to another. The joint approach is widely advocated at the policy level while the scientific research investigates the role of co-benefits in planning processes. A methodological framework was developed with the twofold aim of (i) assessing the current integration degree between regional Air Quality Plans and Climate Plans and (ii) providing useful hints for pursuing greater air-climate integration. Its application to the Italian case study provides useful policy implications for strengthening the role of co-benefits as drivers of planning processes. Results show that a greater air-climate integration can be achieved by enhancing the role of regional authorities in supporting the implementation of local-scale plans and actions. This is especially important in contexts where an integrated planning framework is lacking and the mainstreaming within sectoral sub-regional plans turns out to be crucial.

Their climate capacity is being increasingly recognized by international institutions and has been pointed out as crucial in the multi-level government scenario of the European Union (EU). Addressing the challenges of climate change at urban level is a complex issue which requires a holistic approach to strategic urban planning. Understanding why and how cities start action can help to identify the barriers they face when addressing climate change, and how national governments, regions and international bodies can support local authorities in their climate fight. This work aims to contribute to the provision of knowledge necessary to have a better and deeper insight in urban climate action. The study investigates the state-of-art of urban climate plans in two countries, Spain and Italy, which share similarities on many levels (i.e. cultural, geographical, climate vulnerabilities, urban configurations and institutional framework). The research analyses 26 Spanish cities and 32 Italian cities included in the Eurostat Urban Audit (UA), focusing on the actions taken by big and medium municipalities in reducing their contribution to climate change and to become more resilient to changing weather patterns. The results of the analysis show a trend towards an increasing awareness on climate mitigation (highly focused on energy efficiency and the promotion of cleaner energy sources), while adaptation remains an incipient local policy area in both countries. The analysis identifies also the beneficial influence of national and international climate city networks. Tema.
