Rising temperatures due to climate change are expected to have a greater impact on cities, compared to rural areas, due to the Urban Heat Island (UHI) effect. In cities of the Mediterranean Basin, cooling of the urban microclimate is becoming a priority for practitioners, stakeholders, citizens and public authorities. The use of Nature-based Solutions (NbS) to address the UHI effect is often advocated in the literature but there are few accounts of these interventions in high-density historical cities. This study focuses on Cottonera, a densely populated urban area with extensive soil sealing and low natural cooling capacity on the island of Malta. Since many residents already place potted plants in the streetscape outside their homes, this informal urban greening of public space provides a currently untapped resource which could be maximised to form coordinated NbS interventions to cool the streetscape. To explore this possibility, the vegetation placed in the streetscape is surveyed for its current and potential capacity to provide shading to pedestrians, whilst an analysis of the spatial constraints of the urban fabric informs appropriate interventions for the case study area. Residents are asked for their thoughts on urban greening and their willingness to participate in such a project as an initial step towards a participatory planning approach. Three types of NbS are proposed that could be co-implemented alongside the community to achieve place-based hybrid NbS.

The concept of tipping points, frequently used in the natural sciences and increasingly in the social sciences, can help elucidate processes underlying major social–environmental transitions. We develop the notion of interlinked ‘social–climatic tipping points’ in which desirability and intentionality are key constitutive features alongside stable states, feedbacks, reversibility and abruptness. We demonstrate the new insights that our interdisciplinary framework can provide by analysing the slowdown of the Atlantic Meridional Overturning Circulation and associated flooding of the Ahr Valley in Germany as a social–climatic tipping point. This framework can enable more sustainable and equitable futures by prioritising social–climatic tipping points for interdisciplinary research, identifying opportunities for action, and evaluating the nuanced desirability and acceptability of proposed solutions. Sustainable cultural tourism, understood as heritage-based tourism, can support inclusive and sustainable development, especially in remote or peripheral areas. While participatory processes are mandatory, they are not sufficient to ensure sustainable cultural tourism planning. For the latter, cultural tourism must embrace the four pillars of sustainable development: focusing on economic, cultural, environmental, and social sustainability. Nevertheless, a comprehensive methodology that addresses all the aspects of sustainable planning at each stage of the process through inclusive and diverse participation of local communities is still missing. The paper introduces a specific participatory methodology for cultural tourism developed and tested in eight case studies across Europe and beyond and analyzes how the devised participatory process and tools guarantee proper incorporation of the different pillars for sustainable development at each stage. The methodology and tools presented are based on three replicable steps that aim to enhance cultural tourism in a sustainable, diverse, inclusive, and innovative way. The paper specifically focuses on three activities designed for the participatory workshops: the co-mapping exercise, the Action Co-creation, and an adapted Business Model Canvas, providing an analysis of how those contribute to an innovative participatory process, constantly considering the four pillars of sustainable development.

In recent years, both mapping and assessing urban Ecosystem Services (ESs) to support urban planning has been a topic of great debate. This work aims at contributing to this discussion by developing and testing a methodological approach to first assess and map supply and demand of ESs, and then identify areas of priority of intervention. Starting from the existing models, the work develops a tailored approach to map and assess three ESs (water retention and runoff, PM10 removal, and carbon sequestration and storage) that are tested in the city of Bologna and tailored according to available open data. All data are processed in a GIS environment to allow for spatial distribution and visualization of ESs. These maps facilitate defining supply and demands and, consequently, the presence and distribution of ESs deficiencies. Building on mismatches, this paper proposes four clusters by grouping the city’s districts based on predominant land use (built-up, green urban areas) and tree canopy cover. This classification enabled the identification of intervention priority areas and suggestions of relevant nature-based solutions (NBS) to be implemented. The proposed method can serve other urban areas to perform a rapid assessment of their current needs and challenges in terms of ES provision.

In recent years, both mapping and assessing urban Ecosystem Services (ESs) to support urban planning has been a topic of great debate. This work aims at contributing to this discussion by developing and testing a methodological approach to first assess and map supply and demand of ESs, and then identify areas of priority of intervention. Starting from the existing models, the work develops a tailored approach to map and assess three ESs (water retention and runoff, PM10 removal, and carbon sequestration and storage) that are tested in the city of Bologna and tailored according to available open data. All data are processed in a GIS environment to allow for spatial distribution and visualization of ESs. These maps facilitate defining supply and demands and, consequently, the presence and distribution of ESs deficiencies. Building on mismatches, this paper proposes four clusters by grouping the city’s districts based on predominant land use (built-up, green urban areas) and tree canopy cover. This classification enabled the identification of intervention priority areas and suggestions of relevant nature-based solutions (NBS) to be implemented. The proposed method can serve other urban areas to perform a rapid assessment of their current needs and challenges in terms of ES provision.

Despite the recognized potential of nature-based solutions (NBSs) to support climate adaptation, there are still wide barriers for a wider uptake of such NBS in urban areas. While tailored NBS tools could facilitate and accelerate this process, a comprehensive mapping of their availability and capacity to respond to cities’ challenges is missing. This research aims to provide an overview of tools that intend to facilitate the uptake of NBS for urban climate adaptation supporting cities in overcoming their challenges. To do so, this paper (i) presents the results of interviews and workshops with municipal officers and decision-makers from different European cities that identified the challenges they experience with NBS uptake; (ii) selects and reviews NBS tools and (iii) analyzes them on their capacity to address these implementation challenges. Our research revealed four key challenges that municipal officers experience: resources availability; level of expertise, know-how or competence; the institutional setting, and collaborative governance and planning. The results from the tools’ review show that existing tools can support overcoming a lack of expertise (31), but, to a smaller extent, can also be of use when experiencing the institutional setting (13), availability of resources (11), and collaborative governance and planning (10) as a challenge. This work provides researchers and tool developers with insights into potential market saturation as well as scarcity of certain types of tools that would match cities’ challenges, highlighting needs and opportunities for new tool development.

In accordance with SDG N11.7, each city should work on providing “by 2030, universal access to safe, inclusive and accessible, green and public spaces, in particular for women and children, older persons and persons with disabilities”. This target became even more crucial during the COVID-19 pandemic restrictions. This paper presents and discuss a method for (i) assessing the current distribution and accessibility of urban green spaces (UGSs) in a city using hierarchical network distances; and (ii) quantifying the per capita values of accessible UGSs, also in light of the restrictions in place, namely social distancing during the COVID-19 pandemic. The methods have been tested in the city of Bologna, and the results highlight urban areas that suffer from a scarcity of accessible UGSs and identify potentially overcrowded UGSs, assessing residents’ pressure over diverse UGSs of the city in question. Based on our results, this work allows for the identification of priorities of intervention to overcome these issues, while also considering temporary solutions for facing the eventual scarce provision of UGSs and related health and wellbeing benefits in periods of movement restrictions.

Sustainable urban planning (SUP) is crucial in the development of sustainable cities, as also underlined by the New Urban Agenda. Nature-based solutions (NBS) are increasingly being recognized for their potential to offer multiple benefits that are necessary in order to cope with present and future urban challenges. The European policy framework, including the recently released European Green Deal, could strongly boost the role and recognition of NBS and SUP as drivers of sustainable and inclusive urban transition. Through a content analysis of current environmental European policies, strategies and agreements, this paper provides (i) an overview of the state of the art of the environmental European policy framework and the recognized role of NBS and SUP in reaching defined objectives, and (ii) insights on where NBS and SUP could play a larger role within this framework. On this basis, the paper identifies gaps and develops recommendations for a better integration of such concepts into the current framework.

The aim of this paper is to form an analytical and critical framework to consider the uses of digital platforms in heritage field and practices and to provide methodologies for user profiling based on the identification of local stakeholders and their needs. Within the context of the EU H2020 research project RURITAGE, a resource ecosystem (RRE) of various integrated tools was created for shaping and addressing heritage-led knowledge and bottom-up strategies of local regeneration. More specifically, the RRE was conceived to provide local stakeholders with new methodologies and user-friendly tools based on bottom-up processes for identifying and actioning heritage and territorial features and turning these cultural natural values—as well as the gaps—into opportunities. This paper undertakes a comparative analysis of the integration of tools in other digital platforms for heritage practices and/or regeneration processes to explore the holistic approach to heritage knowledge and the effectiveness in engaging local stakeholders. In addition, it frames methodologies for local stakeholder and related needs identification. Through this comparative analysis among digital heritage platforms and through user profiling to target the needs of users by using the RRE as a case study, the paper explores the challenge of helping communities to shape a local heritage-led collaborative knowledge supported by integrated and user-friendly digital tools and to activate them in preserving and exploiting their territories and building shared and plural cultural heritage understandings, considering cultural heritage as a social need.

The aim of this paper is to form an analytical and critical framework to consider the uses of digital platforms in heritage field and practices and to provide methodologies for user profiling based on the identification of local stakeholders and their needs. Within the context of the EU H2020 research project RURITAGE, a resource ecosystem (RRE) of various integrated tools was created for shaping and addressing heritage-led knowledge and bottom-up strategies of local regeneration. More specifically, the RRE was conceived to provide local stakeholders with new methodologies and user-friendly tools based on bottom-up processes for identifying and actioning heritage and territorial features and turning these cultural natural values—as well as the gaps—into opportunities. This paper undertakes a comparative analysis of the integration of tools in other digital platforms for heritage practices and/or regeneration processes to explore the holistic approach to heritage knowledge and the effectiveness in engaging local stakeholders. In addition, it frames methodologies for local stakeholder and related needs identification. Through this comparative analysis among digital heritage platforms and through user profiling to target the needs of users by using the RRE as a case study, the paper explores the challenge of helping communities to shape a local heritage-led collaborative knowledge supported by integrated and user-friendly digital tools and to activate them in preserving and exploiting their territories and building shared and plural cultural heritage understandings, considering cultural heritage as a social need.

This paper presents the result of the analysis of the data gathered from 20 Role Models (RM) case studies regarding their successful heritage-led rural regeneration models. For the study and comparison of the narratives of these Role Models two tools were used: the Community Capitals Framework, which studied the transference of capitals in each process and the identification of six Systemic Innovation Areas that allow this capital transference. A multilevel repository of best practices has been developed allowing the identification of common features, mechanisms for mobilisation of capitals and required resources that will facilitate the replication in other rural areas. The results of this work support the acknowledgement of the contribution of culture, together with cultural and natural heritage, to economic growth, social inclusion and environmental sustainability in rural areas reinforcing the role of culture as the fourth pillar of sustainable development.

Rural areas in Europe host more than 55% of the overall population and embed a unique and peculiar cultural and natural heritage. Nevertheless, they are facing common issues of disengagement, depopulation and economic and social crises. Rural communities are increasingly interested in setting up inclusive and participatory regeneration processes, but participatory planning experiences in rural areas are still limited. This paper introduces the Community-based Heritage Management and Planning methodology (CHMP) developed within the RURITAGE project, and analyzes and presents the results of its implementation in six demonstrators around Europe and beyond. The methodology is based on the establishment of Rural Heritage Hubs (RHH), intended as the community of local stakeholders and a physical place to run the co-creation activities. We used four types of feedback—online survey, in-presence survey, consultations and interviews with RHH Coordinators—to analyze the implementation of the CHMP. The research findings show that through built capital (RHH places activated) and through the activation of local social and human capitals (RHH communities engaged in the process), participatory processes can attract local communities and engage them into the development and the implementation of local regeneration plans, fostering heritage ownership and inclusion.

Rising temperatures due to climate change are expected to have a greater impact on cities, compared to rural areas, due to the Urban Heat Island (UHI) effect. In cities of the Mediterranean Basin, cooling of the urban microclimate is becoming a priority for practitioners, stakeholders, citizens and public authorities. The use of Nature-based Solutions (NbS) to address the UHI effect is often advocated in the literature but there are few accounts of these interventions in high-density historical cities. This study focuses on Cottonera, a densely populated urban area with extensive soil sealing and low natural cooling capacity on the island of Malta. Since many residents already place potted plants in the streetscape outside their homes, this informal urban greening of public space provides a currently untapped resource which could be maximised to form coordinated NbS interventions to cool the streetscape. To explore this possibility, the vegetation placed in the streetscape is surveyed for its current and potential capacity to provide shading to pedestrians, whilst an analysis of the spatial constraints of the urban fabric informs appropriate interventions for the case study area. Residents are asked for their thoughts on urban greening and their willingness to participate in such a project as an initial step towards a participatory planning approach. Three types of NbS are proposed that could be co-implemented alongside the community to achieve place-based hybrid NbS.

The concept of tipping points, frequently used in the natural sciences and increasingly in the social sciences, can help elucidate processes underlying major social–environmental transitions. We develop the notion of interlinked ‘social–climatic tipping points’ in which desirability and intentionality are key constitutive features alongside stable states, feedbacks, reversibility and abruptness. We demonstrate the new insights that our interdisciplinary framework can provide by analysing the slowdown of the Atlantic Meridional Overturning Circulation and associated flooding of the Ahr Valley in Germany as a social–climatic tipping point. This framework can enable more sustainable and equitable futures by prioritising social–climatic tipping points for interdisciplinary research, identifying opportunities for action, and evaluating the nuanced desirability and acceptability of proposed solutions. Sustainable cultural tourism, understood as heritage-based tourism, can support inclusive and sustainable development, especially in remote or peripheral areas. While participatory processes are mandatory, they are not sufficient to ensure sustainable cultural tourism planning. For the latter, cultural tourism must embrace the four pillars of sustainable development: focusing on economic, cultural, environmental, and social sustainability. Nevertheless, a comprehensive methodology that addresses all the aspects of sustainable planning at each stage of the process through inclusive and diverse participation of local communities is still missing. The paper introduces a specific participatory methodology for cultural tourism developed and tested in eight case studies across Europe and beyond and analyzes how the devised participatory process and tools guarantee proper incorporation of the different pillars for sustainable development at each stage. The methodology and tools presented are based on three replicable steps that aim to enhance cultural tourism in a sustainable, diverse, inclusive, and innovative way. The paper specifically focuses on three activities designed for the participatory workshops: the co-mapping exercise, the Action Co-creation, and an adapted Business Model Canvas, providing an analysis of how those contribute to an innovative participatory process, constantly considering the four pillars of sustainable development.

In recent years, both mapping and assessing urban Ecosystem Services (ESs) to support urban planning has been a topic of great debate. This work aims at contributing to this discussion by developing and testing a methodological approach to first assess and map supply and demand of ESs, and then identify areas of priority of intervention. Starting from the existing models, the work develops a tailored approach to map and assess three ESs (water retention and runoff, PM10 removal, and carbon sequestration and storage) that are tested in the city of Bologna and tailored according to available open data. All data are processed in a GIS environment to allow for spatial distribution and visualization of ESs. These maps facilitate defining supply and demands and, consequently, the presence and distribution of ESs deficiencies. Building on mismatches, this paper proposes four clusters by grouping the city’s districts based on predominant land use (built-up, green urban areas) and tree canopy cover. This classification enabled the identification of intervention priority areas and suggestions of relevant nature-based solutions (NBS) to be implemented. The proposed method can serve other urban areas to perform a rapid assessment of their current needs and challenges in terms of ES provision.

Despite the recognized potential of nature-based solutions (NBSs) to support climate adaptation, there are still wide barriers for a wider uptake of such NBS in urban areas. While tailored NBS tools could facilitate and accelerate this process, a comprehensive mapping of their availability and capacity to respond to cities’ challenges is missing. This research aims to provide an overview of tools that intend to facilitate the uptake of NBS for urban climate adaptation supporting cities in overcoming their challenges. To do so, this paper (i) presents the results of interviews and workshops with municipal officers and decision-makers from different European cities that identified the challenges they experience with NBS uptake; (ii) selects and reviews NBS tools and (iii) analyzes them on their capacity to address these implementation challenges. Our research revealed four key challenges that municipal officers experience: resources availability; level of expertise, know-how or competence; the institutional setting, and collaborative governance and planning. The results from the tools’ review show that existing tools can support overcoming a lack of expertise (31), but, to a smaller extent, can also be of use when experiencing the institutional setting (13), availability of resources (11), and collaborative governance and planning (10) as a challenge. This work provides researchers and tool developers with insights into potential market saturation as well as scarcity of certain types of tools that would match cities’ challenges, highlighting needs and opportunities for new tool development.

In accordance with SDG N11.7, each city should work on providing “by 2030, universal access to safe, inclusive and accessible, green and public spaces, in particular for women and children, older persons and persons with disabilities”. This target became even more crucial during the COVID-19 pandemic restrictions. This paper presents and discuss a method for (i) assessing the current distribution and accessibility of urban green spaces (UGSs) in a city using hierarchical network distances; and (ii) quantifying the per capita values of accessible UGSs, also in light of the restrictions in place, namely social distancing during the COVID-19 pandemic. The methods have been tested in the city of Bologna, and the results highlight urban areas that suffer from a scarcity of accessible UGSs and identify potentially overcrowded UGSs, assessing residents’ pressure over diverse UGSs of the city in question. Based on our results, this work allows for the identification of priorities of intervention to overcome these issues, while also considering temporary solutions for facing the eventual scarce provision of UGSs and related health and wellbeing benefits in periods of movement restrictions.

Sustainable urban planning (SUP) is crucial in the development of sustainable cities, as also underlined by the New Urban Agenda. Nature-based solutions (NBS) are increasingly being recognized for their potential to offer multiple benefits that are necessary in order to cope with present and future urban challenges. The European policy framework, including the recently released European Green Deal, could strongly boost the role and recognition of NBS and SUP as drivers of sustainable and inclusive urban transition. Through a content analysis of current environmental European policies, strategies and agreements, this paper provides (i) an overview of the state of the art of the environmental European policy framework and the recognized role of NBS and SUP in reaching defined objectives, and (ii) insights on where NBS and SUP could play a larger role within this framework. On this basis, the paper identifies gaps and develops recommendations for a better integration of such concepts into the current framework.

The aim of this paper is to form an analytical and critical framework to consider the uses of digital platforms in heritage field and practices and to provide methodologies for user profiling based on the identification of local stakeholders and their needs. Within the context of the EU H2020 research project RURITAGE, a resource ecosystem (RRE) of various integrated tools was created for shaping and addressing heritage-led knowledge and bottom-up strategies of local regeneration. More specifically, the RRE was conceived to provide local stakeholders with new methodologies and user-friendly tools based on bottom-up processes for identifying and actioning heritage and territorial features and turning these cultural natural values—as well as the gaps—into opportunities. This paper undertakes a comparative analysis of the integration of tools in other digital platforms for heritage practices and/or regeneration processes to explore the holistic approach to heritage knowledge and the effectiveness in engaging local stakeholders. In addition, it frames methodologies for local stakeholder and related needs identification. Through this comparative analysis among digital heritage platforms and through user profiling to target the needs of users by using the RRE as a case study, the paper explores the challenge of helping communities to shape a local heritage-led collaborative knowledge supported by integrated and user-friendly digital tools and to activate them in preserving and exploiting their territories and building shared and plural cultural heritage understandings, considering cultural heritage as a social need.

This paper presents the result of the analysis of the data gathered from 20 Role Models (RM) case studies regarding their successful heritage-led rural regeneration models. For the study and comparison of the narratives of these Role Models two tools were used: the Community Capitals Framework, which studied the transference of capitals in each process and the identification of six Systemic Innovation Areas that allow this capital transference. A multilevel repository of best practices has been developed allowing the identification of common features, mechanisms for mobilisation of capitals and required resources that will facilitate the replication in other rural areas. The results of this work support the acknowledgement of the contribution of culture, together with cultural and natural heritage, to economic growth, social inclusion and environmental sustainability in rural areas reinforcing the role of culture as the fourth pillar of sustainable development.

Rural areas in Europe host more than 55% of the overall population and embed a unique and peculiar cultural and natural heritage. Nevertheless, they are facing common issues of disengagement, depopulation and economic and social crises. Rural communities are increasingly interested in setting up inclusive and participatory regeneration processes, but participatory planning experiences in rural areas are still limited. This paper introduces the Community-based Heritage Management and Planning methodology (CHMP) developed within the RURITAGE project, and analyzes and presents the results of its implementation in six demonstrators around Europe and beyond. The methodology is based on the establishment of Rural Heritage Hubs (RHH), intended as the community of local stakeholders and a physical place to run the co-creation activities. We used four types of feedback—online survey, in-presence survey, consultations and interviews with RHH Coordinators—to analyze the implementation of the CHMP. The research findings show that through built capital (RHH places activated) and through the activation of local social and human capitals (RHH communities engaged in the process), participatory processes can attract local communities and engage them into the development and the implementation of local regeneration plans, fostering heritage ownership and inclusion.
