Consequently, management of uneven-aged forests can only be optimized correctly if changes in climatic conditions are considered. This article determines the optimal management regime of uneven-aged forests in the presence of climatic changes affecting windstorm occurrence probabilities, and takes into account the risk preferences of the forest owner. This study analyzes optimal harvesting of uneven-aged stands by applying a Markov Decision Processes (MDP) framework and an economic description of uneven-aged forestry. Two management types are considered: the exact uneven-aged forest management model in which the forest owner jointly manages all the different stand plots, and the independent uneven-aged forest management model that assumes that the forest owner separately and independently manages each plot of the forest. The MDP framework is applied to a non-industrial private forest owner located in North-East of France. We show that the forest owner tends to converge toward a forest structure which is very close to a normal forest. We also find that the independent model can be seen as a poor approximation of the exact model because of strong incidence in terms of optimal harvesting policy. We also show that the optimal decisions depend on risk preferences but not on the considered levels of windstorm probability possibly resulting from climate change.

Pour cette même année 2018, les dommages économiques qui leur sont imputables sont estimés à 155 milliards USD (soit 0,19 % du PIB mondial) dont 76 milliards étaient assurés contre ces catastrophes. 181 natural disasters were recorded worldwide in 2018, according to the reinsurer Swiss Re. By natural disaster, we consider all events of natural origin, occurring suddenly and generating significant material and human damage. For the same year 2018, the economic damage attributable to them is estimated at 155 billion USD (i.e. 0.19% of world GDP), of which 76 billion was insured against these disasters.

An empirical application is provided for a forest owner producing maritime pine in Southwest of France. Our results indicate that a higher risk of fire will decrease the optimal rotation period. On the contrary, higher carbon prices increase the optimal harvesting age. To investigate the contradictory effects of fire risk and carbon price on forest rotation, we identify the set of carbon prices and fire risks that lead to a given rotation age. We also show that forest owner's willingness to pay for a risk reduction can be substantial (37.33 euros by ha and by year to reduce the annual fire risk from 1.26% to 0.07%).

Climate change threatens the sustainability of agriculture and natural resources. Adaptive solutions must be designed locally with stakeholders. We developed the Approach for Building Adaptation Scenarios with Stakeholders (ABASS), which aims to identify adaptation policies and corresponding scenarios of natural resource management in the context of climate change. Its originality is the combination of different existing participatory methods, organized in three phases. In step 1, experts identify local environmental problems on a map and build the assumption tree of local climate change effects. In step 2, experts identify stakeholders. Step 3 leads to the construction of adaptation scenarios with stakeholders in two phases. First, in a participatory workshop gathering numerous stakeholders, the assumption tree is presented to help stakeholders identify potential policies that address the effects of climate change. Then, using the map produced in step 1, each group of stakeholders separately translates each potential policy into a detailed scenario. We applied ABASS to the context of groundwater overexploitation in South India. Two policies at the farm level emerged as consensual: (i) ponds to harvest runoff water and (ii) drip irrigation to conserve water; but their implementation highlights the differences of opinion among stakeholders.

A theoretical model under uncertainty is proposed to highlight the effect, on adaptation decisions, of considering adaptation efforts in forest insurance contracts. Results show that insurance is relevant to increase adaptation efforts under some realistic conditions on forest owner’s uncertainty and risk preferences, and on the observability or not of adaptation efforts. • Context One of the challenges of forest adaptation to climate change is to encourage private forest owners to implement adaptation strategies. • Aims We suggest the analysis of forest insurance contracts against natural hazards as a vector to promote the implementation of adaptation efforts by private forest owners. • Methods We propose a theoretical model of insurance economics under risk and under uncertainty. • Results Our results indicate that when climate change makes the probability of the occurrence of the natural event uncertain, then it may be relevant to include adaptation efforts in the insurance contract, leading to an increase in the adaptation efforts of risk-averse and uncertainty-averse forest owners. The choice concerning the energy used for heating is modeled, stressing the combination between one type of energy used as a main source and another one used as a back-up. This endogenous decision has an impact on fuelwood consumption and is taken into account to avoid biased estimates of price and income elasticities. The results show that the choice of energy mix is determined by the income and the socio-economic characteristics of households, and that fuelwood consumption is price-sensitive in the case where wood is the main source of energy.

Consequently, management of uneven-aged forests can only be optimized correctly if changes in climatic conditions are considered. This article determines the optimal management regime of uneven-aged forests in the presence of climatic changes affecting windstorm occurrence probabilities, and takes into account the risk preferences of the forest owner. This study analyzes optimal harvesting of uneven-aged stands by applying a Markov Decision Processes (MDP) framework and an economic description of uneven-aged forestry. Two management types are considered: the exact uneven-aged forest management model in which the forest owner jointly manages all the different stand plots, and the independent uneven-aged forest management model that assumes that the forest owner separately and independently manages each plot of the forest. The MDP framework is applied to a non-industrial private forest owner located in North-East of France. We show that the forest owner tends to converge toward a forest structure which is very close to a normal forest. We also find that the independent model can be seen as a poor approximation of the exact model because of strong incidence in terms of optimal harvesting policy. We also show that the optimal decisions depend on risk preferences but not on the considered levels of windstorm probability possibly resulting from climate change.

This article determines the optimal management regime of uneven-aged forests in the presence of climatic changes affecting windstorm occurrence probabilities, and takes into account the risk preferences of the forest owner. This study analyzes optimal harvesting of uneven-aged stands by applying a Markov Decision Processes (MDP) framework and an economic description of uneven-aged forestry. Two management types are considered: the exact uneven-aged forest management model in which the forest owner jointly manages all the different stand plots, and the independent uneven-aged forest management model that assumes that the forest owner separately and independently manages each plot of the forest. The MDP framework is applied to a non-industrial private forest owner located in North-East of France. We show that the forest owner tends to converge toward a forest structure which is very close to a normal forest. We also find that the independent model can be seen as a poor approximation of the exact model because of strong incidence in terms of optimal harvesting policy. We also show that the optimal decisions depend on risk preferences but not on the considered levels of windstorm probability possibly resulting from climate change.

An empirical application is provided for a forest owner producing maritime pine in Southwest of France. Our results indicate that a higher risk of fire will decrease the optimal rotation period. On the contrary, higher carbon prices increase the optimal harvesting age. To investigate the contradictory effects of fire risk and carbon price on forest rotation, we identify the set of carbon prices and fire risks that lead to a given rotation age. We also show that forest owner's willingness to pay for a risk reduction can be substantial (37.33 euros by ha and by year to reduce the annual fire risk from 1.26% to 0.07%).

Climate change threatens the sustainability of agriculture and natural resources. Adaptive solutions must be designed locally with stakeholders. We developed the Approach for Building Adaptation Scenarios with Stakeholders (ABASS), which aims to identify adaptation policies and corresponding scenarios of natural resource management in the context of climate change. Its originality is the combination of different existing participatory methods, organized in three phases. In step 1, experts identify local environmental problems on a map and build the assumption tree of local climate change effects. In step 2, experts identify stakeholders. Step 3 leads to the construction of adaptation scenarios with stakeholders in two phases. First, in a participatory workshop gathering numerous stakeholders, the assumption tree is presented to help stakeholders identify potential policies that address the effects of climate change. Then, using the map produced in step 1, each group of stakeholders separately translates each potential policy into a detailed scenario. We applied ABASS to the context of groundwater overexploitation in South India. Two policies at the farm level emerged as consensual: (i) ponds to harvest runoff water and (ii) drip irrigation to conserve water; but their implementation highlights the differences of opinion among stakeholders.

Results show that insurance is relevant to increase adaptation efforts under some realistic conditions on forest owner’s uncertainty and risk preferences, and on the observability or not of adaptation efforts. • Context One of the challenges of forest adaptation to climate change is to encourage private forest owners to implement adaptation strategies. • Aims We suggest the analysis of forest insurance contracts against natural hazards as a vector to promote the implementation of adaptation efforts by private forest owners. • Methods We propose a theoretical model of insurance economics under risk and under uncertainty. • Results Our results indicate that when climate change makes the probability of the occurrence of the natural event uncertain, then it may be relevant to include adaptation efforts in the insurance contract, leading to an increase in the adaptation efforts of risk-averse and uncertainty-averse forest owners. In addition, we show that the relevance of insurance as a vector to promote adaptation efforts is greater when the forest owner’s effort is unobservable by the insurer as compared to a situation of perfectly observable effort. • Conclusion Under some realistic assumptions, the forest insurance contract seems to be a relevant tool to encourage forest owners to adapt to climate change.

Results show that insurance is relevant to increase adaptation efforts under some realistic conditions on forest owner’s uncertainty and risk preferences, and on the observability or not of adaptation efforts. • Context One of the challenges of forest adaptation to climate change is to encourage private forest owners to implement adaptation strategies. • Aims We suggest the analysis of forest insurance contracts against natural hazards as a vector to promote the implementation of adaptation efforts by private forest owners. • Methods We propose a theoretical model of insurance economics under risk and under uncertainty. • Results Our results indicate that when climate change makes the probability of the occurrence of the natural event uncertain, then it may be relevant to include adaptation efforts in the insurance contract, leading to an increase in the adaptation efforts of risk-averse and uncertainty-averse forest owners. In addition, we show that the relevance of insurance as a vector to promote adaptation efforts is greater when the forest owner’s effort is unobservable by the insurer as compared to a situation of perfectly observable effort. • Conclusion Under some realistic assumptions, the forest insurance contract seems to be a relevant tool to encourage forest owners to adapt to climate change.

The choice concerning the energy used for heating is modeled, stressing the combination between one type of energy used as a main source and another one used as a back-up. This endogenous decision has an impact on fuelwood consumption and is taken into account to avoid biased estimates of price and income elasticities. The results show that the choice of energy mix is determined by the income and the socio-economic characteristics of households, and that fuelwood consumption is price-sensitive in the case where wood is the main source of energy.
