Plater;Abstract Service providers and policymakers require data on the value of a service to consumers to justify investment. Due to the high reliability of electricity services in Europe, data on the value of constant electricity supply is not available. A choice experiment framework is used to estimate the welfare cost to households of power outages in northwest England. The willingness to pay (WTP) estimates obtained suggest that a household in northwest England is WTP; £5.29 to avoid having power outages in peak periods, £7.37 to have outages during the week rather than the weekend or bank holiday, and £31.37 to avoid power outages in winter. Households are also WTP between £1.17 (20 min) and £0.05 (480 min) to avoid a power outage depending on the length of the power outage. The use of a mixed logit model also demonstrated the impact of different socio-demographic and household characteristics on respondents WTP to avoid a power outage. From a policy perspective, the results provide data or a 'price' on the importance of constant electricity supply to domestic customers. Through engagement with policy makers and industry, these 'price signals' may be used to justify future investment and policy in the electricity sector.

The rapidly evolving ocean economy, driven by human needs for food, energy, transportation and recreation, has led to unprecedented pressures on the ocean that are further amplified by climate change, loss of biodiversity and pollution. The need for better governance of human activities in the ocean space has been widely recognized for years, and is now also incorporated in the United Nations Sustainable Development Goals. Even so, many challenges relating to the implementation of existing governance frameworks exist. Here, we argue that integrated ocean management (IOM) should be the key overarching approach-building upon and connecting existing sectoral governance efforts-for achieving a sustainable ocean economy. IOM is a holistic, ecosystem-based and knowledge-based approach that aims to ensure the sustainability and resilience of marine ecosystems while integrating and balancing different ocean uses to optimize the overall ocean economy. We discuss examples of IOM in practice from areas where preconditions differ substantially, and identify six universal opportunities for action that can help achieve a sustainable ocean economy.

Publishing updated, new, and improved indicators each year, the Lancet Countdown represents the consensus of leading researchers from 43 academic institutions and UN agencies. The 44 indicators of this report expose an unabated rise in the health impacts of climate change and the current health consequences of the delayed and inconsistent response of countries around the globe—providing a clear imperative for accelerated action that puts the health of people and planet above all else.\ud \ud The 2021 report coincides with the UN Framework Convention on Climate Change 26th Conference of the Parties (COP26), at which countries are facing pressure to realise the ambition of the Paris Agreement to keep the global average temperature rise to 1·5°C and to mobilise the financial resources required for all countries to have an effective climate response. These negotiations unfold in the context of the COVID-19 pandemic—a global health crisis that has claimed millions of lives, affected livelihoods and communities around the globe, and exposed deep fissures and inequities in the world's capacity to cope with, and respond to, health emergencies. Yet, in its response to both crises, the world is faced with an unprecedented opportunity to ensure a healthy future for all.

Aiming to add a greater understanding of intention to adopt Rooftop Photovoltaic (PV), this paper utilised an established population segmentation tool, the Sinus-Milieus and the Theory of Planned Behaviour (TPB) to account for population heterogeneity of the sample of German homeowners (n = 1800). By employing partial least squares structural equation modelling, we confirmed that attitudes, social norms, and financial evaluation significantly influence adoption intention at the population level. A multi-group analysis revealed noteworthy variations in the relative impact of attitudes and social norms on adoption intention across different milieugroups. Notably, even milieugroups sharing the same broad social status and/or values, as defined by the Sinus-Milieu tool, exhibited significant differences in the influence of attitudes and social norms on adoption intention. Moreover, a Kruskal–Wallis H-test indicated significant differences in the reported level of adoption intention among milieugroups, with the Leading milieus showing the highest intention and the Deprived the lowest. Differences were also observed for the determinants of social norms, attitudes, environmental concern, and novelty-seeking behaviour. Our findings confirm the relevance of considering potential adopters as a heterogeneous group in terms of overall lifestyle characteristics. Tailoring communication strategies to target the underlying motivations of specific milieus can lead to more effective interventions.

Alongside environmental benefits, renewable energy deployment is often evaluated on grounds of regional development. Focusing on wave energy deployment in Ireland, this paper quantifies employment‐related welfare change net of associated subsidy costs. Although the added employment reduces inter‐regional inequality, certain subsidies increase total income inequality by a greater extent. Total inequality increases by 0.25% in the preferred scenario. This pattern of incidence persists under an optimistic scenario where all manufacturing activity is carried out locally. This finding highlights that policies of regional development should consider the spatial distribution of associated subsidy costs. Centrandose en la captacion de la energia procedente de las olas en Irlanda, este articulo cuantifica el cambio de bienestar relacionado con el empleo, una vez descontados los costos asociados de los subsidios. Si bien el empleo anadido reduce la desigualdad interregional, ciertos subsidios aumentan en mayor medida la desigualdad total de los ingresos. La desigualdad total aumenta en un 0,25% en el escenario preferido. Esta pauta de incidencia persiste en un escenario optimista en el que toda la actividad manufacturera se lleva a cabo localmente. Abstract Using micro-simulation modelling techniques this paper examines methane emissions across Irish farms. The effects of a carbon equivalent tax on average family farm income are analysed at both the farm and regional level. The spatial micro-simulation model developed uses a technique called simulated annealing to match the Irish Census of Agriculture data to a National Farm Survey. The main advantage of the spatial micro-simulation approach is the fact that it allows one to account for the heterogeneity in the farm population across space. The results of the modelling process are presented using GIS mapping techniques and highlight the fact that there would be significant regional variation in the burden of an agricultural tax that was based on a rate per unit of methane emissions. The results also demonstrate that if the methane tax revenue raised was redistributed in the form of an environmental subsidy to farmers participating in an agri-environmental scheme (the Rural Environment Protection Scheme (REPS)) it would encourage farmers to participate in the scheme and could also have the effect of moving low income farms up the earnings distribution ladder.

The report represents the findings and consensus of 35 leading academic institutions and UN agencies from every continent. Each year, the methods and data that underpin the Lancet Countdown's indicators are further developed and improved, with updates described at each stage of this report. The collaboration draws on the world-class expertise of climate scientists; ecologists; mathematicians; engineers; energy, food, and transport experts; economists; social and political scientists; public health professionals; and doctors, to generate the quality and diversity of data required.\ud The science of climate change describes a range of possible futures, which are largely dependent on the degree of action or inaction in the face of a warming world. The policies implemented will have far-reaching effects in determining these eventualities, with the indicators tracked here monitoring both the present-day effects of climate change, as well as the worldwide response. Understanding these decisions as a choice between one of two pathways—one that continues with the business as usual response and one that redirects to a future that remains “well below 2°C”—helps to bring the importance of recognising the effects of climate change and the necessary response to the forefront.\ud Evidence provided by the Intergovernmental Panel on Climate Change, the International Energy Agency, and the US National Aeronautics and Space Administration clarifies the degree and magnitude of climate change experienced today and contextualises these two pathways.

Plater;Abstract Service providers and policymakers require data on the value of a service to consumers to justify investment. Due to the high reliability of electricity services in Europe, data on the value of constant electricity supply is not available. A choice experiment framework is used to estimate the welfare cost to households of power outages in northwest England. The willingness to pay (WTP) estimates obtained suggest that a household in northwest England is WTP; £5.29 to avoid having power outages in peak periods, £7.37 to have outages during the week rather than the weekend or bank holiday, and £31.37 to avoid power outages in winter. Households are also WTP between £1.17 (20 min) and £0.05 (480 min) to avoid a power outage depending on the length of the power outage. The use of a mixed logit model also demonstrated the impact of different socio-demographic and household characteristics on respondents WTP to avoid a power outage. From a policy perspective, the results provide data or a 'price' on the importance of constant electricity supply to domestic customers. Through engagement with policy makers and industry, these 'price signals' may be used to justify future investment and policy in the electricity sector.

The rapidly evolving ocean economy, driven by human needs for food, energy, transportation and recreation, has led to unprecedented pressures on the ocean that are further amplified by climate change, loss of biodiversity and pollution. The need for better governance of human activities in the ocean space has been widely recognized for years, and is now also incorporated in the United Nations Sustainable Development Goals. Even so, many challenges relating to the implementation of existing governance frameworks exist. Here, we argue that integrated ocean management (IOM) should be the key overarching approach-building upon and connecting existing sectoral governance efforts-for achieving a sustainable ocean economy. IOM is a holistic, ecosystem-based and knowledge-based approach that aims to ensure the sustainability and resilience of marine ecosystems while integrating and balancing different ocean uses to optimize the overall ocean economy. We discuss examples of IOM in practice from areas where preconditions differ substantially, and identify six universal opportunities for action that can help achieve a sustainable ocean economy.

Publishing updated, new, and improved indicators each year, the Lancet Countdown represents the consensus of leading researchers from 43 academic institutions and UN agencies. The 44 indicators of this report expose an unabated rise in the health impacts of climate change and the current health consequences of the delayed and inconsistent response of countries around the globe—providing a clear imperative for accelerated action that puts the health of people and planet above all else.\ud \ud The 2021 report coincides with the UN Framework Convention on Climate Change 26th Conference of the Parties (COP26), at which countries are facing pressure to realise the ambition of the Paris Agreement to keep the global average temperature rise to 1·5°C and to mobilise the financial resources required for all countries to have an effective climate response. These negotiations unfold in the context of the COVID-19 pandemic—a global health crisis that has claimed millions of lives, affected livelihoods and communities around the globe, and exposed deep fissures and inequities in the world's capacity to cope with, and respond to, health emergencies. Yet, in its response to both crises, the world is faced with an unprecedented opportunity to ensure a healthy future for all.

Aiming to add a greater understanding of intention to adopt Rooftop Photovoltaic (PV), this paper utilised an established population segmentation tool, the Sinus-Milieus and the Theory of Planned Behaviour (TPB) to account for population heterogeneity of the sample of German homeowners (n = 1800). By employing partial least squares structural equation modelling, we confirmed that attitudes, social norms, and financial evaluation significantly influence adoption intention at the population level. A multi-group analysis revealed noteworthy variations in the relative impact of attitudes and social norms on adoption intention across different milieugroups. Notably, even milieugroups sharing the same broad social status and/or values, as defined by the Sinus-Milieu tool, exhibited significant differences in the influence of attitudes and social norms on adoption intention. Moreover, a Kruskal–Wallis H-test indicated significant differences in the reported level of adoption intention among milieugroups, with the Leading milieus showing the highest intention and the Deprived the lowest. Differences were also observed for the determinants of social norms, attitudes, environmental concern, and novelty-seeking behaviour. Our findings confirm the relevance of considering potential adopters as a heterogeneous group in terms of overall lifestyle characteristics. Tailoring communication strategies to target the underlying motivations of specific milieus can lead to more effective interventions.

Alongside environmental benefits, renewable energy deployment is often evaluated on grounds of regional development. Focusing on wave energy deployment in Ireland, this paper quantifies employment‐related welfare change net of associated subsidy costs. Although the added employment reduces inter‐regional inequality, certain subsidies increase total income inequality by a greater extent. Total inequality increases by 0.25% in the preferred scenario. This pattern of incidence persists under an optimistic scenario where all manufacturing activity is carried out locally. This finding highlights that policies of regional development should consider the spatial distribution of associated subsidy costs. Centrandose en la captacion de la energia procedente de las olas en Irlanda, este articulo cuantifica el cambio de bienestar relacionado con el empleo, una vez descontados los costos asociados de los subsidios. Si bien el empleo anadido reduce la desigualdad interregional, ciertos subsidios aumentan en mayor medida la desigualdad total de los ingresos. La desigualdad total aumenta en un 0,25% en el escenario preferido. Esta pauta de incidencia persiste en un escenario optimista en el que toda la actividad manufacturera se lleva a cabo localmente. Abstract Using micro-simulation modelling techniques this paper examines methane emissions across Irish farms. The effects of a carbon equivalent tax on average family farm income are analysed at both the farm and regional level. The spatial micro-simulation model developed uses a technique called simulated annealing to match the Irish Census of Agriculture data to a National Farm Survey. The main advantage of the spatial micro-simulation approach is the fact that it allows one to account for the heterogeneity in the farm population across space. The results of the modelling process are presented using GIS mapping techniques and highlight the fact that there would be significant regional variation in the burden of an agricultural tax that was based on a rate per unit of methane emissions. The results also demonstrate that if the methane tax revenue raised was redistributed in the form of an environmental subsidy to farmers participating in an agri-environmental scheme (the Rural Environment Protection Scheme (REPS)) it would encourage farmers to participate in the scheme and could also have the effect of moving low income farms up the earnings distribution ladder.

The report represents the findings and consensus of 35 leading academic institutions and UN agencies from every continent. Each year, the methods and data that underpin the Lancet Countdown's indicators are further developed and improved, with updates described at each stage of this report. The collaboration draws on the world-class expertise of climate scientists; ecologists; mathematicians; engineers; energy, food, and transport experts; economists; social and political scientists; public health professionals; and doctors, to generate the quality and diversity of data required.\ud The science of climate change describes a range of possible futures, which are largely dependent on the degree of action or inaction in the face of a warming world. The policies implemented will have far-reaching effects in determining these eventualities, with the indicators tracked here monitoring both the present-day effects of climate change, as well as the worldwide response. Understanding these decisions as a choice between one of two pathways—one that continues with the business as usual response and one that redirects to a future that remains “well below 2°C”—helps to bring the importance of recognising the effects of climate change and the necessary response to the forefront.\ud Evidence provided by the Intergovernmental Panel on Climate Change, the International Energy Agency, and the US National Aeronautics and Space Administration clarifies the degree and magnitude of climate change experienced today and contextualises these two pathways.
