Climate change has led to concerns about increasing river floods resulting from the greater water-holding capacity of a warmer atmosphere1. These concerns are reinforced by evidence of increasing economic losses associated with flooding in many parts of the world, including Europe2. Any changes in river floods would have lasting implications for the design of flood protection measures and flood risk zoning. However, existing studies have been unable to identify a consistent continental-scale climatic-change signal in flood discharge observations in Europe3, because of the limited spatial coverage and number of hydrometric stations. Here we demonstrate clear regional patterns of both increases and decreases in observed river flood discharges in the past five decades in Europe, which are manifestations of a changing climate. Our results-arising from the most complete database of European flooding so far-suggest that: increasing autumn and winter rainfall has resulted in increasing floods in northwestern Europe; decreasing precipitation and increasing evaporation have led to decreasing floods in medium and large catchments in southern Europe; and decreasing snow cover and snowmelt, resulting from warmer temperatures, have led to decreasing floods in eastern Europe. Regional flood discharge trends in Europe range from an increase of about 11 per cent per decade to a decrease of 23 per cent. Notwithstanding the spatial and temporal heterogeneity of the observational record, the flood changes identified here are broadly consistent with climate model projections for the next century4,5, suggesting that climate-driven changes are already happening and supporting calls for the consideration of climate change in flood risk management.

In 2013, the International Association of Hydrological Sciences (IAHS) launched the hydrological decade 2013–2022 with the theme “Panta Rhei: Change in Hydrology and Society”. The decade recognizes the urgency of hydrological research to understand and predict the interactions of society and water, to support sustainable water resource use under changing climatic and environmental conditions. This paper reports on the first Panta Rhei biennium 2013–2015, providing a comprehensive resource that describes the scope and direction of Panta Rhei. We bring together the knowledge of all the Panta Rhei working groups, to summarize the most pressing research questions and how the hydrological community is progressing towards those goals. We draw out interconnections between different strands of research, and reflect on the need to take a global view on hydrology in the current era of human impacts and environmental change. Finally, we look back to the six driving science questions identified at the outset of Panta Rhei, to quantify progress towards those aims.

Climate change effects on combined sewer systems efficiency is a great matter of concern. In fact, changes in rainfall regime could significantly affect combined sewer overflows (CSOs) into receiving water bodies. Given that CSOs are a significant source of pollution, a better understanding and modeling of climate change effects on urban drainage systems is a compelling requirement to support design of adaptation strategies. This paper aims at studying the resilience of storm water detention tanks efficiency with respect to changes in rainfall forcing. In detail, an analytical probabilistic model is proposed to assess overflow reduction efficiency and volumetric efficiency of detention tanks depending on behaviors of climate and urban catchment. Sensitivity of tank efficiencies is evaluated under assigned changes in rainfall forcing. Results show that resilience of storm tanks benefits from filtering of climate change effects operated by the urban catchment. © 2012 American Society of Civil Engineers.

The purpose of Panta Rhei is to reach an improved interpretation of the processes governing the water cycle by focusing on their changing dynamics in connection with rapidly changing human systems. The practical aim is to improve our capability to make predictions of water resources dynamics to support sustainable societal development in a changing environment. The concept implies a focus on hydrological systems as a changing interface between environment and society, whose dynamics are essential to determine water security, human safety and development, and to set priorities for environmental management. The Scientific Decade 2013-2022 will devise innovative theoretical blueprints for the representation of processes including change and will focus on advanced monitoring and data analysis techniques. Interdisciplinarity will be sought by increased efforts to connect with the socio-economic sciences and geosciences in general. This paper presents a summary of the Science Plan of Panta Rhei, its targets, research questions and expected outcomes.

Confounding factors like urbanization and land-use change could introduce uncertainty to the estimation of global temperature trends related to climate change. In this work, we introduce a new way to investigate the nexus between temporal trends of temperature and urbanization data at the global scale in the period from 1992 to 2013. We analyze air temperature data recorded from more than 5000 weather stations worldwide and nightlight satellite measurements as a proxy for urbanization. By means of a range of statistical methods, our results quantify and outline that the temporal evolution of urbanization affects temperature trends at multiple spatial scales with significant differences at regional and continental scales. A statistically significant agreement in temperature and nightlight trends is detected, especially in low and middle-income regions, where urbanization is rapidly growing. Conversely, in continents such as Europe and North America, increases in temperature trends are typically detected along with non-significant nightlight trends.

Abstract. Measuring the impact of climate change on flood frequency is a complex and controversial task. Identifying hydrological changes is difficult given the factors, other than climate variability, which lead to significant variations in runoff series. The catchment filtering role is often overlooked and thus may hinder the correct identification of climate variability signatures on hydrological processes. Does climate variability necessarily imply hydrological variability? This research aims to analytically derive the flood frequency distribution based on realistic hypotheses about the rainfall process and the rainfall–runoff transformation. The annual maximum peak flow probability distribution is analytically derived to quantify the filtering effect of the rainfall–runoff process on climate change. A sensitivity analysis is performed according to typical semi-arid Mediterranean climatic and hydrological conditions, assuming a simple but common scheme for the rainfall–runoff transformation in small-size ungauged catchments, i.e. the CN-SCS model. Variability in annual maximum peak flows and its statistical significance are analysed when changes in the climatic input are introduced. Results show that depending on changes in the annual number of rainfall events, the catchment filtering role is particularly significant, especially when the event rainfall volume distribution is not strongly skewed. Results largely depend on the return period: for large return periods, peak flow variability is significantly affected by the climatic input, while for lower return periods, infiltration processes smooth out the impact of climate change.

Climate change has led to concerns about increasing river floods resulting from the greater water-holding capacity of a warmer atmosphere1. These concerns are reinforced by evidence of increasing economic losses associated with flooding in many parts of the world, including Europe2. Any changes in river floods would have lasting implications for the design of flood protection measures and flood risk zoning. However, existing studies have been unable to identify a consistent continental-scale climatic-change signal in flood discharge observations in Europe3, because of the limited spatial coverage and number of hydrometric stations. Here we demonstrate clear regional patterns of both increases and decreases in observed river flood discharges in the past five decades in Europe, which are manifestations of a changing climate. Our results-arising from the most complete database of European flooding so far-suggest that: increasing autumn and winter rainfall has resulted in increasing floods in northwestern Europe; decreasing precipitation and increasing evaporation have led to decreasing floods in medium and large catchments in southern Europe; and decreasing snow cover and snowmelt, resulting from warmer temperatures, have led to decreasing floods in eastern Europe. Regional flood discharge trends in Europe range from an increase of about 11 per cent per decade to a decrease of 23 per cent. Notwithstanding the spatial and temporal heterogeneity of the observational record, the flood changes identified here are broadly consistent with climate model projections for the next century4,5, suggesting that climate-driven changes are already happening and supporting calls for the consideration of climate change in flood risk management.

In 2013, the International Association of Hydrological Sciences (IAHS) launched the hydrological decade 2013–2022 with the theme “Panta Rhei: Change in Hydrology and Society”. The decade recognizes the urgency of hydrological research to understand and predict the interactions of society and water, to support sustainable water resource use under changing climatic and environmental conditions. This paper reports on the first Panta Rhei biennium 2013–2015, providing a comprehensive resource that describes the scope and direction of Panta Rhei. We bring together the knowledge of all the Panta Rhei working groups, to summarize the most pressing research questions and how the hydrological community is progressing towards those goals. We draw out interconnections between different strands of research, and reflect on the need to take a global view on hydrology in the current era of human impacts and environmental change. Finally, we look back to the six driving science questions identified at the outset of Panta Rhei, to quantify progress towards those aims.

Climate change effects on combined sewer systems efficiency is a great matter of concern. In fact, changes in rainfall regime could significantly affect combined sewer overflows (CSOs) into receiving water bodies. Given that CSOs are a significant source of pollution, a better understanding and modeling of climate change effects on urban drainage systems is a compelling requirement to support design of adaptation strategies. This paper aims at studying the resilience of storm water detention tanks efficiency with respect to changes in rainfall forcing. In detail, an analytical probabilistic model is proposed to assess overflow reduction efficiency and volumetric efficiency of detention tanks depending on behaviors of climate and urban catchment. Sensitivity of tank efficiencies is evaluated under assigned changes in rainfall forcing. Results show that resilience of storm tanks benefits from filtering of climate change effects operated by the urban catchment. © 2012 American Society of Civil Engineers.

The practical aim is to improve our capability to make predictions of water resources dynamics to support sustainable societal development in a changing environment. The concept implies a focus on hydrological systems as a changing interface between environment and society, whose dynamics are essential to determine water security, human safety and development, and to set priorities for environmental management. The Scientific Decade 2013-2022 will devise innovative theoretical blueprints for the representation of processes including change and will focus on advanced monitoring and data analysis techniques. Interdisciplinarity will be sought by increased efforts to connect with the socio-economic sciences and geosciences in general. This paper presents a summary of the Science Plan of Panta Rhei, its targets, research questions and expected outcomes.

Confounding factors like urbanization and land-use change could introduce uncertainty to the estimation of global temperature trends related to climate change. In this work, we introduce a new way to investigate the nexus between temporal trends of temperature and urbanization data at the global scale in the period from 1992 to 2013. We analyze air temperature data recorded from more than 5000 weather stations worldwide and nightlight satellite measurements as a proxy for urbanization. By means of a range of statistical methods, our results quantify and outline that the temporal evolution of urbanization affects temperature trends at multiple spatial scales with significant differences at regional and continental scales. A statistically significant agreement in temperature and nightlight trends is detected, especially in low and middle-income regions, where urbanization is rapidly growing. Conversely, in continents such as Europe and North America, increases in temperature trends are typically detected along with non-significant nightlight trends.

Abstract. Measuring the impact of climate change on flood frequency is a complex and controversial task. Identifying hydrological changes is difficult given the factors, other than climate variability, which lead to significant variations in runoff series. The catchment filtering role is often overlooked and thus may hinder the correct identification of climate variability signatures on hydrological processes. Does climate variability necessarily imply hydrological variability? This research aims to analytically derive the flood frequency distribution based on realistic hypotheses about the rainfall process and the rainfall–runoff transformation. The annual maximum peak flow probability distribution is analytically derived to quantify the filtering effect of the rainfall–runoff process on climate change. A sensitivity analysis is performed according to typical semi-arid Mediterranean climatic and hydrological conditions, assuming a simple but common scheme for the rainfall–runoff transformation in small-size ungauged catchments, i.e. the CN-SCS model. Variability in annual maximum peak flows and its statistical significance are analysed when changes in the climatic input are introduced. Results show that depending on changes in the annual number of rainfall events, the catchment filtering role is particularly significant, especially when the event rainfall volume distribution is not strongly skewed. Results largely depend on the return period: for large return periods, peak flow variability is significantly affected by the climatic input, while for lower return periods, infiltration processes smooth out the impact of climate change.
