Emissions trading is a hot issue. At national as well as supranational levels, proposals for introduction of emissions trading schemes have been made. This paper assesses alternative emissions trading schemes at domestic level: (1) schemes where the total level of emissions is fixed (absolute cap-and-trade), (2) schemes where the allowable level of emissions per firm is related to some firm-specific indicator (relative cap-and-trade), and (3) mixed schemes which combine elements of the above alternatives. We present a quantitative assessment of these alternatives for climate change policy in the Netherlands. It is concluded that while relative cap-and-trade would avoid negative effects on competitiveness, it would not reduce emissions at the lowest costs. Besides, the addition of a trade system to existing relative standards does not result in additional emission reduction; it should be combined with other policy measures, such as energy taxes, in order to realise further reduction. Absolute cap-and-trade leads to efficient emissions reduction, but, implemented at the national level, its overall macroeconomic costs may be significant. The mixed scheme has as drawback that it treats firms unequal, which leads to high administrative costs. We conclude that none of the trading schemes is an advisable instrument for domestic climate policy. © 2003 Elsevier Science Ltd. All rights reserved.

Impacts on carbon\nflows between the EU and FSU and on the external energy dependency\nof the EU are assessed with an applied general equilibrium model,\nGTAP-E, whose set of energy commodities is expanded with combustible\nbiomass as a renewable and carbon-neutral energy commodity. The results\nshow that there is a trade-off between economic efficiency, energy\nsecurity and carbon dependency for the EU. The FSU would unambiguously\nprefer cooperation.

It is well known that a unilateral CO2 abatement policy in one region may cause CO2 emissions to increase in non-abating regions because of the relocation of CO2-intensive firms and because of energy market effects. If, however, the CO2 mitigation policy induces energy-saving technological innovation in the home region and this innovation can freely spill-over to energy users abroad, carbon leakage may be offset by induced efficiency gains in foreign firms. In this paper we develop a simple mathematical model of carbon leakage and technological spillovers and perform numerical simulations with an adjusted CGE model to illustrate the potential importance of international technology spillovers. We show that carbon leakage can become negative at moderate levels of technology spillover.

The study reveals that climate change adversely affects mainly downstream Egypt and to a lesser extent Sudan, while it results in a limited impact in the upstream countries Ethiopia and the Equatorial Lakes region, where irrigated agriculture is still limited. The economic consequences for Egypt are especially substantial if the river basin countries pursue a unilateral irrigation development strategy. In order to prevent water use conflicts and ease water scarcity conditions, a cooperative water development strategy is needed as well as economic diversification in favor of less water-intensive sectors, combined with investments in water-saving infrastructure and improved irrigation efficiency.

This paper develops a static computational game theoretic model. Illustrative results for the liberalising European electricity market are given to demonstrate the type of economic and environmental results that can be generated with the model. The model is empirically calibrated to eight Northwestern European countries, namely Belgium, Denmark, Finland, France, Germany, The Netherlands, Norway, and Sweden. Different market structures are compared, depending on the ability of firms to exercise market power, ranging from perfect competition without market power to strategic competition where large firms exercise market power. In addition, a market power reduction policy is studied where the near-monopolies in France and Belgium are demerged into smaller firms. To analyse environmental impacts, a fixed greenhouse gas emission reduction target is introduced under different market structures. The results indicate that the effects of liberalisation depend on the resulting market structure, but that a reduction in market power of large producers may be beneficial for both the consumer (i.e. lower prices) and the environment (i.e. lower greenhouse gas permit price and lower acidifying and smog emissions).

This paper develops a static computational game theoretic model. Illustrative results for the liberalising European electricity market are given to demonstrate the type of economic and environmental results that can be generated with the model. The model is empirically calibrated to eight Northwestern European countries, namely Belgium, Denmark, Finland, France, Germany, The Netherlands, Norway, and Sweden. Different market structures are compared, depending on the ability of firms to exercise market power, ranging from perfect competition without market power to strategic competition where large firms exercise market power. In addition, a market power reduction policy is studied where the near-monopolies in France and Belgium are demerged into smaller firms. To analyse environmental impacts, a fixed greenhouse gas emission reduction target is introduced under different market structures. The results indicate that the effects of liberalisation depend on the resulting market structure, but that a reduction in market power of large producers may be beneficial for both the consumer (i.e. lower prices) and the environment (i.e. lower greenhouse gas permit price and lower acidifying and smog emissions).

More research in this area will shed light on consumer choices and help policymakers to better direct the food industry toward social sustainability. In this paper, we carry out a Discrete Choice Experiment among Dutch consumers to measure consumer WTP for five social sustainability benefits; (1) no child labor; (2) liveable wage and safe working environment; (3) project for the education of workers; (4) equal wages for men and women; and (5) freedom to join a trade union. The novelty of our research in comparison with previous studies is that we aim to differentiate the WTP for various social standards instead of estimating an overall WTP for fair-trade labels. In addition to average price premiums per social standard, our latent class models also give insight into heterogeneity in WTP, or more specifically, stated price premiums by different groups (or market segments) in society. The results suggest that substantial price premiums for social sustainability benefits may exist, which currently are not reflected in food prices. Including price premiums for market products that fully incorporate societal costs of those products, so-called true prices or shadow prices, will decrease consumer demand for less-sustainable products and will lead to a fairer and more sustainable economic system. Our results also show that the price premiums may vary substantially between the various categories of social sustainability benefits and across products and market segments. Further research on assessing the motivations behind consumer choices for more-sustainable products is crucial here, especially for campaigns aimed at enhancing their market shares.

Wouter Botzen; Timothy Tiggeloven; Francisco Estrada; Francisco Estrada;This study aims to improve the estimates of the economic impacts of climate change by developing a river flood risk model CLIMRISK-RIVER and introducing it into an existing climate-economy integrated assessment model (IAM). It operates on a local scale and can project climate change-related river flood damage for various socioeconomic, climate and flood adaptation scenarios. Whereas other IAMs have relied on temperature as a climate change proxy, we show that precipitation is a key variable in projecting river flood damage. The way adaptation is accounted for in our flood damage functions has a large influence on the results, highlighting the relevance of modelling local level adaptation in IAMs. Results presented at different spatial scales demonstrate the relevance of river flood damage functions for estimating the economic impacts of climate change and allows for exploration of the spatial distribution of impacts through local estimates.

Such an increased access calls for substantial investment, and hence India has been gradually liberalising the electricity sector since 1991. This paper addresses the question: What are the opportunities for accessing the foreign funding available to India and how can it use this funding to modernise its electricity sector in a sustainable manner? Based on a two year research programme, this paper examines the international institutional context and draws conclusions regarding the different mechanisms for India and the strengths, weaknesses, opportunities and threats facing India. It argues that since foreign funding is flowing into the country with enhanced liberalisation, the climate change mechanisms should be used to steer electricity generation in a sustainable direction, and aid funds should be used to focus on access for the rural poor to energy.

We first develop and analyse two simple competing models for carbon leakage. The first model represents the pollution haven hypothesis. It focuses on the international competition between firms that produce energy-intensive goods. The second model highlights the role of a globally integrated carbon-energy market. We calculate formulas for the leakage rates in both models and, through meta-analysis, show that the second model captures best the major mechanisms reported in the CGE literature on carbon leakage. We extend this model with endogenous energy-saving technology and international technology spillovers. This feature is shown to decrease carbon leakage. We build-in the endogenous energy-saving technology in a large CGE model and verify that the results from the formal model carry over. Carbon leakage becomes negative for moderate levels of international technology spillover.

We first develop and analyse two simple competing models for carbon leakage. The first model represents the pollution haven hypothesis. It focuses on the international competition between firms that produce energy-intensive goods. The second model highlights the role of a globally integrated carbon-energy market. We calculate formulas for the leakage rates in both models and, through meta-analysis, show that the second model captures best the major mechanisms reported in the CGE literature on carbon leakage. We extend this model with endogenous energy-saving technology and international technology spillovers. This feature is shown to decrease carbon leakage. We build-in the endogenous energy-saving technology in a large CGE model and verify that the results from the formal model carry over. Carbon leakage becomes negative for moderate levels of international technology spillover.

We believe that these proposals will serve as a basis for debates about how to configure post-2012 climate policy. The article characterizes and assesses the policy proposals along the lines of five key policy dilemmas. We argue that (1) many proposals have ideas on how to reduce emissions, but fewer have a solution on how to stimulate technical innovation; (2) many proposals formulate climate policy in isolation, while there are fewer proposals that try to mainstream climate policies in other policy areas; (3) many proposals advocate market-based solutions, while fewer realize that there are certain drawbacks to this solution especially at the international level; (4) most proposals have a preference for a UN-based regime, while a more fragmented regime, based on regional and sectoral arrangements may be emerging; and (5) most proposals have ideas about mitigation, but not many have creative ideas on how to integrate mitigation with adaptation. © 2008 Earthscan.

Emissions trading is a hot issue. At national as well as supranational levels, proposals for introduction of emissions trading schemes have been made. This paper assesses alternative emissions trading schemes at domestic level: (1) schemes where the total level of emissions is fixed (absolute cap-and-trade), (2) schemes where the allowable level of emissions per firm is related to some firm-specific indicator (relative cap-and-trade), and (3) mixed schemes which combine elements of the above alternatives. We present a quantitative assessment of these alternatives for climate change policy in the Netherlands. It is concluded that while relative cap-and-trade would avoid negative effects on competitiveness, it would not reduce emissions at the lowest costs. Besides, the addition of a trade system to existing relative standards does not result in additional emission reduction; it should be combined with other policy measures, such as energy taxes, in order to realise further reduction. Absolute cap-and-trade leads to efficient emissions reduction, but, implemented at the national level, its overall macroeconomic costs may be significant. The mixed scheme has as drawback that it treats firms unequal, which leads to high administrative costs. We conclude that none of the trading schemes is an advisable instrument for domestic climate policy. © 2003 Elsevier Science Ltd. All rights reserved.

It is well known that a unilateral CO2 abatement policy in one region may cause CO2 emissions to increase in non-abating regions because of the relocation of CO2-intensive firms and because of energy market effects. If, however, the CO2 mitigation policy induces energy-saving technological innovation in the home region and this innovation can freely spill-over to energy users abroad, carbon leakage may be offset by induced efficiency gains in foreign firms. In this paper we develop a simple mathematical model of carbon leakage and technological spillovers and perform numerical simulations with an adjusted CGE model to illustrate the potential importance of international technology spillovers. We show that carbon leakage can become negative at moderate levels of technology spillover.

It is well known that a unilateral CO2 abatement policy in one region may cause CO2 emissions to increase in non-abating regions because of the relocation of CO2-intensive firms and because of energy market effects. If, however, the CO2 mitigation policy induces energy-saving technological innovation in the home region and this innovation can freely spill-over to energy users abroad, carbon leakage may be offset by induced efficiency gains in foreign firms. In this paper we develop a simple mathematical model of carbon leakage and technological spillovers and perform numerical simulations with an adjusted CGE model to illustrate the potential importance of international technology spillovers. We show that carbon leakage can become negative at moderate levels of technology spillover.

The study reveals that climate change adversely affects mainly downstream Egypt and to a lesser extent Sudan, while it results in a limited impact in the upstream countries Ethiopia and the Equatorial Lakes region, where irrigated agriculture is still limited. The economic consequences for Egypt are especially substantial if the river basin countries pursue a unilateral irrigation development strategy. In order to prevent water use conflicts and ease water scarcity conditions, a cooperative water development strategy is needed as well as economic diversification in favor of less water-intensive sectors, combined with investments in water-saving infrastructure and improved irrigation efficiency.

This paper develops a static computational game theoretic model. Illustrative results for the liberalising European electricity market are given to demonstrate the type of economic and environmental results that can be generated with the model. The model is empirically calibrated to eight Northwestern European countries, namely Belgium, Denmark, Finland, France, Germany, The Netherlands, Norway, and Sweden. Different market structures are compared, depending on the ability of firms to exercise market power, ranging from perfect competition without market power to strategic competition where large firms exercise market power. In addition, a market power reduction policy is studied where the near-monopolies in France and Belgium are demerged into smaller firms. To analyse environmental impacts, a fixed greenhouse gas emission reduction target is introduced under different market structures. The results indicate that the effects of liberalisation depend on the resulting market structure, but that a reduction in market power of large producers may be beneficial for both the consumer (i.e. lower prices) and the environment (i.e. lower greenhouse gas permit price and lower acidifying and smog emissions).

Koetse; Sander M. de Bruyn; Onno Kuik;A relatively large number of studies has shown that consumers are willing to pay more for products that are certified as being environmentally or socially responsible, but most of these studies focus on the willingness to pay (WTP) for environmental benefits, while insights into the WTP for social benefits are limited. More research in this area will shed light on consumer choices and help policymakers to better direct the food industry toward social sustainability. In this paper, we carry out a Discrete Choice Experiment among Dutch consumers to measure consumer WTP for five social sustainability benefits; (1) no child labor; (2) liveable wage and safe working environment; (3) project for the education of workers; (4) equal wages for men and women; and (5) freedom to join a trade union. The novelty of our research in comparison with previous studies is that we aim to differentiate the WTP for various social standards instead of estimating an overall WTP for fair-trade labels. In addition to average price premiums per social standard, our latent class models also give insight into heterogeneity in WTP, or more specifically, stated price premiums by different groups (or market segments) in society. The results suggest that substantial price premiums for social sustainability benefits may exist, which currently are not reflected in food prices. Including price premiums for market products that fully incorporate societal costs of those products, so-called true prices or shadow prices, will decrease consumer demand for less-sustainable products and will lead to a fairer and more sustainable economic system. Our results also show that the price premiums may vary substantially between the various categories of social sustainability benefits and across products and market segments. Further research on assessing the motivations behind consumer choices for more-sustainable products is crucial here, especially for campaigns aimed at enhancing their market shares.

Wouter Botzen; Timothy Tiggeloven; Francisco Estrada; Francisco Estrada;This study aims to improve the estimates of the economic impacts of climate change by developing a river flood risk model CLIMRISK-RIVER and introducing it into an existing climate-economy integrated assessment model (IAM). It operates on a local scale and can project climate change-related river flood damage for various socioeconomic, climate and flood adaptation scenarios. Whereas other IAMs have relied on temperature as a climate change proxy, we show that precipitation is a key variable in projecting river flood damage. The way adaptation is accounted for in our flood damage functions has a large influence on the results, highlighting the relevance of modelling local level adaptation in IAMs. Results presented at different spatial scales demonstrate the relevance of river flood damage functions for estimating the economic impacts of climate change and allows for exploration of the spatial distribution of impacts through local estimates.

Wouter Botzen; Timothy Tiggeloven; Francisco Estrada; Francisco Estrada;This study aims to improve the estimates of the economic impacts of climate change by developing a river flood risk model CLIMRISK-RIVER and introducing it into an existing climate-economy integrated assessment model (IAM). It operates on a local scale and can project climate change-related river flood damage for various socioeconomic, climate and flood adaptation scenarios. Whereas other IAMs have relied on temperature as a climate change proxy, we show that precipitation is a key variable in projecting river flood damage. The way adaptation is accounted for in our flood damage functions has a large influence on the results, highlighting the relevance of modelling local level adaptation in IAMs. Results presented at different spatial scales demonstrate the relevance of river flood damage functions for estimating the economic impacts of climate change and allows for exploration of the spatial distribution of impacts through local estimates.

Such an increased access calls for substantial investment, and hence India has been gradually liberalising the electricity sector since 1991. This paper addresses the question: What are the opportunities for accessing the foreign funding available to India and how can it use this funding to modernise its electricity sector in a sustainable manner? Based on a two year research programme, this paper examines the international institutional context and draws conclusions regarding the different mechanisms for India and the strengths, weaknesses, opportunities and threats facing India. It argues that since foreign funding is flowing into the country with enhanced liberalisation, the climate change mechanisms should be used to steer electricity generation in a sustainable direction, and aid funds should be used to focus on access for the rural poor to energy.

We first develop and analyse two simple competing models for carbon leakage. The first model represents the pollution haven hypothesis. It focuses on the international competition between firms that produce energy-intensive goods. The second model highlights the role of a globally integrated carbon-energy market. We calculate formulas for the leakage rates in both models and, through meta-analysis, show that the second model captures best the major mechanisms reported in the CGE literature on carbon leakage. We extend this model with endogenous energy-saving technology and international technology spillovers. This feature is shown to decrease carbon leakage. We build-in the endogenous energy-saving technology in a large CGE model and verify that the results from the formal model carry over. Carbon leakage becomes negative for moderate levels of international technology spillover.

J.;This article assesses a wide range of alternative proposals for post-2012 international climate policy regimes. We believe that these proposals will serve as a basis for debates about how to configure post-2012 climate policy. The article characterizes and assesses the policy proposals along the lines of five key policy dilemmas. We argue that (1) many proposals have ideas on how to reduce emissions, but fewer have a solution on how to stimulate technical innovation; (2) many proposals formulate climate policy in isolation, while there are fewer proposals that try to mainstream climate policies in other policy areas; (3) many proposals advocate market-based solutions, while fewer realize that there are certain drawbacks to this solution especially at the international level; (4) most proposals have a preference for a UN-based regime, while a more fragmented regime, based on regional and sectoral arrangements may be emerging; and (5) most proposals have ideas about mitigation, but not many have creative ideas on how to integrate mitigation with adaptation. © 2008 Earthscan.
