Ce document cherche à faire le point sur les objectifs et trajectoires bas-carbone chiffrés dans les établissements de l’enseignement supérieur et la recherche en France et dans le monde. Il a été créé dans le cadre d’un groupe de travail (GT) sur les scénarios du groupement de recherche (GDR) Labos 1point5. Son objectif est double : permettre aux lecteurs de comprendre les engagements bas carbone des établissements et d’en avoir une analyse critique ; et donner des éléments et fournir des recommandations aux lecteurs pour définir l’engagement bas-carbone de leur établissement. On a national or international scale, several publications or reports focus on the carbon footprint of higher education and research and the measures implemented to reduce this footprint, but few details are given on the reduction targets themselves. This document therefore seeks to to review the quantified low-carbon targets and trajectories in higher education and research (ESR) organizations in France and around the world. It was created within the framework of a working group (WG) on scenarios of the Labos 1point5 research group (GDR). Its aim is twofold: to enable readers to understand and critically analyze the low-carbon commitments of institutions; and to provide readers with elements and recommendations for defining their organization's low-carbon commitment.

Abstract. Climate change increases the occurrence and severity of droughts due to increasing temperatures, altered circulation patterns, and reduced snow occurrence. While Europe has suffered from drought events in the last decade unlike ever seen since the beginning of weather recordings, harmonized long-term datasets across the continent are needed to monitor change and support predictions. Here we present soil moisture data from 66 cosmic-ray neutron sensors (CRNSs) in Europe (COSMOS-Europe for short) covering recent drought events. The CRNS sites are distributed across Europe and cover all major land use types and climate zones in Europe. The raw neutron count data from the CRNS stations were provided by 24 research institutions and processed using state-of-the-art methods. The harmonized processing included correction of the raw neutron counts and a harmonized methodology for the conversion into soil moisture based on available in situ information. In addition, the uncertainty estimate is provided with the dataset, information that is particularly useful for remote sensing and modeling applications. This paper presents the current spatiotemporal coverage of CRNS stations in Europe and describes the protocols for data processing from raw measurements to consistent soil moisture products. The data of the presented COSMOS-Europe network open up a manifold of potential applications for environmental research, such as remote sensing data validation, trend analysis, or model assimilation. The dataset could be of particular importance for the analysis of extreme climatic events at the continental scale. Due its timely relevance in the scope of climate change in the recent years, we demonstrate this potential application with a brief analysis on the spatiotemporal soil moisture variability. The African continent is facing one of the driest periods in the past three decades as well as continued deforestation. These disturbances threaten vegetation carbon (C) stocks and highlight the need for improved capabilities of monitoring large-scale aboveground carbon stock dynamics. Here we use a satellite dataset based on vegetation optical depth derived from low-frequency passive microwaves (L-VOD) to quantify annual aboveground biomass-carbon changes in sub-Saharan Africa between 2010 and 2016. L-VOD is shown not to saturate over densely vegetated areas. The overall net change in drylands (53% of the land area) was -0.05 petagrams of C per year (Pg C yr-1) associated with drying trends, and a net change of -0.02 Pg C yr-1 was observed in humid areas. These trends reflect a high inter-annual variability with a very dry year in 2015 (net change, -0.69 Pg C) with about half of the gross losses occurring in drylands. This study demonstrates, first, the applicability of L-VOD to monitor the dynamics of carbon loss and gain due to weather variations, and second, the importance of the highly dynamic and vulnerable carbon pool of dryland savannahs for the global carbon balance, despite the relatively low carbon stock per unit area.

This product relies on a two-parameter inversion of the L-MEB model (L-band Microwave Emission of the Biosphere) which requires little ancillary information and was found to be accurate, making it very well-suited for application in agriculture, hydrology, climate and vegetation monitoring. In this communication we present recent improvements in the SMOS-IC retrieval algorithm and recent applications using the soil moisture or VOD retrievals from the SMOS-IC data set. SMOS-IC SM is available at the French CATDS center.

Nevertheless, its coarse spatial resolution (~ 40 km) can be limiting for a number of applications. This study is devoted to the downscaling of the SMOS LVOD using high spatial resolution L-Band backscatter data from ALOS1 synthetic aperture radar. The goal is to improve the spatial resolution of the LVOD to estimate AGB at 1 km.

Abstract. Climate change increases the occurrence and severity of droughts due to increasing temperatures, altered circulation patterns, and reduced snow occurrence. While Europe has suffered from drought events in the last decade unlike ever seen since the beginning of weather recordings, harmonized long-term datasets across the continent are needed to monitor change and support predictions. Here we present soil moisture data from 66 cosmic-ray neutron sensors (CRNSs) in Europe (COSMOS-Europe for short) covering recent drought events. The CRNS sites are distributed across Europe and cover all major land use types and climate zones in Europe. The raw neutron count data from the CRNS stations were provided by 24 research institutions and processed using state-of-the-art methods. The harmonized processing included correction of the raw neutron counts and a harmonized methodology for the conversion into soil moisture based on available in situ information. In addition, the uncertainty estimate is provided with the dataset, information that is particularly useful for remote sensing and modeling applications. This paper presents the current spatiotemporal coverage of CRNS stations in Europe and describes the protocols for data processing from raw measurements to consistent soil moisture products. The data of the presented COSMOS-Europe network open up a manifold of potential applications for environmental research, such as remote sensing data validation, trend analysis, or model assimilation. The dataset could be of particular importance for the analysis of extreme climatic events at the continental scale. Due its timely relevance in the scope of climate change in the recent years, we demonstrate this potential application with a brief analysis on the spatiotemporal soil moisture variability. The African continent is facing one of the driest periods in the past three decades as well as continued deforestation. These disturbances threaten vegetation carbon (C) stocks and highlight the need for improved capabilities of monitoring large-scale aboveground carbon stock dynamics. Here we use a satellite dataset based on vegetation optical depth derived from low-frequency passive microwaves (L-VOD) to quantify annual aboveground biomass-carbon changes in sub-Saharan Africa between 2010 and 2016. L-VOD is shown not to saturate over densely vegetated areas. The overall net change in drylands (53% of the land area) was -0.05 petagrams of C per year (Pg C yr-1) associated with drying trends, and a net change of -0.02 Pg C yr-1 was observed in humid areas. These trends reflect a high inter-annual variability with a very dry year in 2015 (net change, -0.69 Pg C) with about half of the gross losses occurring in drylands. This study demonstrates, first, the applicability of L-VOD to monitor the dynamics of carbon loss and gain due to weather variations, and second, the importance of the highly dynamic and vulnerable carbon pool of dryland savannahs for the global carbon balance, despite the relatively low carbon stock per unit area.

This product relies on a two-parameter inversion of the L-MEB model (L-band Microwave Emission of the Biosphere) which requires little ancillary information and was found to be accurate, making it very well-suited for application in agriculture, hydrology, climate and vegetation monitoring. In this communication we present recent improvements in the SMOS-IC retrieval algorithm and recent applications using the soil moisture or VOD retrievals from the SMOS-IC data set. SMOS-IC SM is available at the French CATDS center.

Nevertheless, its coarse spatial resolution (~ 40 km) can be limiting for a number of applications. This study is devoted to the downscaling of the SMOS LVOD using high spatial resolution L-Band backscatter data from ALOS1 synthetic aperture radar. The goal is to improve the spatial resolution of the LVOD to estimate AGB at 1 km.
