Archer Van Garderen;AbstractThe need to adapt to climate change is now widely recognised as evidence of its impacts on social and natural systems grows and greenhouse gas emissions continue unabated. Yet efforts to adapt to climate change, as reported in the literature over the last decade and in selected case studies, have not led to substantial rates of implementation of adaptation actions despite substantial investments in adaptation science. Moreover, implemented actions have been mostly incremental and focused on proximate causes; there are far fewer reports of more systemic or transformative actions. We found that the nature and effectiveness of responses was strongly influenced by framing. Recent decision-oriented approaches that aim to overcome this situation are framed within a “pathways” metaphor to emphasise the need for robust decision making within adaptive processes in the face of uncertainty and inter-temporal complexity. However, to date, such “adaptation pathways” approaches have mostly focused on contexts with clearly identified decision-makers and unambiguous goals; as a result, they generally assume prevailing governance regimes are conducive for adaptation and hence constrain responses to proximate causes of vulnerability. In this paper, we explore a broader conceptualisation of “adaptation pathways” that draws on ‘pathways thinking’ in the sustainable development domain to consider the implications of path dependency, interactions between adaptation plans, vested interests and global change, and situations where values, interests, or institutions constrain societal responses to change. This re-conceptualisation of adaptation pathways aims to inform decision makers about integrating incremental actions on proximate causes with the transformative aspects of societal change. Case studies illustrate what this might entail. The paper ends with a call for further exploration of theory, methods and procedures to operationalise this broader conceptualisation of adaptation.

Abstract This paper analyzes the challenges and opportunities entailed in the design, implementation and dissemination of an interdisciplinary project that evolved into a knowledge co-production effort. The project explored the livelihood strategies of coffee growers in Mexico, Guatemala, Honduras and Costa Rica facing multiple stressors of economic (market shocks and price volatility) and physical nature (climate variability and pest incidence). Our objective was to determine the factors that influence farmers’ decisions and the implications of those decisions for the people and the landscapes of the region. To achieve this objective, we intended to engage farm communities and sector representatives in the research process, and to a large extent this intent was realized. Nevertheless, the project illustrates the difficulties in achieving knowledge “co-production” with stakeholders whose day-to-day existence focuses on issues largely outside the domain of the research program. We adopted decision-analysis tools to integrate our knowledge and hypotheses to find a common language and structure for our research design. In relation to regional and national policy makers and sector experts, we aimed to communicate the decision–environment of the smallholder producer to enhance awareness of the institutional opportunities and constraints in the adaptation process. For the farmers themselves, we aimed to serve as conduits and mirrors of their own knowledge, rather than serving as external authorities on issues that appeared to be of little interest to them. Through the course of the project, we experimented with diverse modes of stakeholder interaction and, through collaboration with local experts in communication strategies, identified a set of tools for successful dissemination of results. The credibility and direct ties of the participating research organizations and collaborating institutes with the local communities were often an asset, sometimes a complication, but always a critical factor in the process of stakeholder interaction. The messages constructed from the collective knowledge of local farmers in distinct regions in four countries with different social and institutional histories represent crucial information for policy makers who are looking to support the adaptation processes of rural people facing changes of a global nature. However, communicating these messages in a usable and useful way to decision makers at various levels proved to be challenging.

In this paper we analyze how new actors, interests, and resources become salient to food system governance and how the domain of food system governance transforms as a result. Specifically, we focus on how the boundaries of food systems are redefined and new institutions are developed through the explicit recognition of distal interactions and feedbacks - telecoupling - operating in the food system space. Telecoupling can stimulate new forms of governance, such as the development of codes of conduct and certification schemes, with positive impacts on food and livelihood security; when ignored, telecouplings can exacerbate undesirable social and ecological outcomes in linked systems. We present a typology of telecoupled food systems, highlighting three dimensions of distance that can be present in systems that become telecoupled: social, institutional, and physical. We use that typology to explore the evolution of telecoupling and governance change in two case studies. We associate the tendency for changes in governance that occur in each case with the nature of "distance" in the systems in question: whether the systems are distal in terms of social and/or institutional ties, or in the resource base, or some combination of all three dimensions of distance. The challenge of overcoming distance is not the only issue that affects the possibility of governance change; the cases illustrate that the cultural and economic conditions of the connected systems, the agency of actors involved, and their political and social relations and networks all come to play in enabling governance transformation in telecoupled systems.

Realising the Sustainable Development Goals (SDGs) will require transformative changes at micro, meso and macro levels and across diverse geographies. Collaborative, transdisciplinary research has a role to play in documenting, understanding and contributing to such transformations. Previous work has investigated the role of this research in Europe and North America, however the dynamics of transdisciplinary research on ‘transformations to sustainability’ in other parts of the world are less well-understood. This paper reports on an international project that involved transdisciplinary research in six different hubs across the globe and was strategically designed to enable mutual learning and exchange. It draws on surveys, reports and research outputs to analyse the processes of transdisciplinary collaboration for sustainability that took place between 2015–2019. The paper illustrates how the project was structured in order to enable learning across disciplines, cultures and contexts and describes how it also provided for the negotiation of epistemological frameworks and different normative commitments between members across the network. To this end, it discusses lessons regarding the use of theoretical and methodological anchors, multi-loop learning and evaluating emergent change (including the difficulties encountered). It offers insights for the design and implementation of future international transdisciplinary collaborations that address locally-specific sustainability challenges within the universal framework of the 2030 Agenda for Sustainable Development.

AbstractCreating a just and sustainable planet will require not only small changes, but also systemic transformations in how humans relate to the planet and to each other, i.e., social–ecological transformations. We suggest there is a need for collaborative environments where experimentation with new configurations of social–ecological systems can occur, and we refer to these as transformative spaces. In this paper, we seek a better understanding of how to design and enable the creation of transformative spaces in a development context. We analyse nine case studies from a previous special issue on Designing Transformative Spaces that aimed to collect examples of cutting-edge action-oriented research on transformations from the Global South. The analysis showed five design phases as being essential: Problem Definition Phase; Operationalisation Phase; Tactical Phase; Outcome Phase; and Reflection Phase. From this synthesis, we distilled five key messages that should be considered when designing research, including: (a) there are ethical dilemmas associated with creating a transformative space in a system; (b) it is important to assess the readiness of the system for change before engaging in it; (c) there is a need to balance between ‘safe’ and ‘safe-enough’ spaces for transformation; (d) convening a transformative space requires an assemblage of diverse methodological frameworks and tools; and (e) transformative spaces can act as a starting point for institutionalising transformative change. Many researchers are now engaging in transdisciplinary transformations research, and are finding themselves at the knowledge–action interface contributing to transformative space-making. We hope that by analysing experiences from across different geographies we can contribute towards better understanding of how to navigate the processes needed for the urgent global transformations that are being called for to create a more equitable and sustainable planet Earth.

How these transitions are managed is likely to affect the feasibility, timing and scope of transition policy. Recognizing the existing maldistribution of the benefits and burdens of fossil fuel-based extraction, energy generation, and distribution, advocates and scholars increasingly call for policies that not only support decarbonization goals, but also those of equity. Proposals that do not contain such goals may be met with resistance. This review examines the politics of achieving more just outcomes by asking, what is our current understanding of justice advocacy and the impacts of such advocacy on the energy transition? In this study, we systematically review articles that include the key concepts of ‘just transition’ or ‘energy justice’ and that examine advocacy in energy transition contexts. We find advocates from diverse communities and affiliated with varied organizational types are involved in advocacy. Diverse issues motivate advocates and the most common advocate type in the literature are residents that are affected by local impacts of energy transition decisions. Extra-institutional tactics are the most common means of advocate action. We also find that advocacy is often motivated by issues related to decision-making processes and environmental degradation. These findings illuminate that: (a) energy systems and transitions are governed by processes and institutions that are often inaccessible, (b) advocates often attempt to affect change using tactics external to such processes and institutions, and (c) issues of environmental degradation are often prominent in advocacy discourse concerning the energy transition. Future research should seek to more clearly determine advocates’ primary motivations and the tactics and actions that ultimately aid or hinder more equitable outcomes.

Disasters are catalysts for change: they are increasingly recognized as offering opportunities to direct and navigate change towards aspired outcomes, such as sustainable development goals. However, we know little about how to leverage the opportunities created by disasters to achieve sustainability objectives. Learning from existing case studies is challenging, partly because there is no framework that integrates concepts of change from both sustainability science and disaster recovery literatures. This study develops a unified analytical framework to facilitate the documentation and analysis of case studies of sustainability transitions following disasters. Our aim is to enhance the potential for theory-building, and to draw lessons that can be used to help leverage opportunities presented by disasters in the future. We apply the framework to available empirical cases and identify specific conditions, resources, social relations and constraints that affect disaster-to-sustainability transitions. Our expectation is that this framework will serve professionals and researchers in the fields of sustainable development and disaster mitigation to enhance the effectiveness of their research and applied activities.

The food systems upon which humanity depends face multiple interdependent environmental, social and economic threats in the 21st Century. Yet, the governance of these systems, which determines to a large extent the ability to adapt and transform in response to these challenges, is underresearched. This perspective piece synthesises the findings of two recent reviews of food systems governance and transformations and proposes a comprehensive research agenda for the coming years. These reviews highlight the influence of governance on food systems, methodological obstacles to explaining the effectiveness of governance in realising food sustainability, and conditions that have historically supported food system transformations. We argue that the following steps are key to improving our knowledge of the role of governance in food systems: (1) developing more comparable research designs for building generalisable explanations of the governance elements that are most effective in realising food systems goals; (2) using the lens of polycentricity to help disentangle complex governance networks; (3) giving greater attention to the conditions and pre-conditions associated with historical food system transformations; (4) identifying adaptations that strengthen or weaken path dependency; and, (5) focusing research on how transformations can be supported by institutions that facilitate collective action and stakeholder agency.

Urban adaptation to climate change is likely to emerge from the responses of residents, authorities, and infrastructure providers to the impact of flooding, water scarcity, and other climate-related hazards. These responses are, in part, modulated by political relationships under cultural norms that dominate the institutional and collective decisions of public and private actors. The legacy of these decisions, which are often associated with investment in hard and soft infrastructure, has lasting consequences that influence current and future vulnerabilities. Making those decisions visible, and tractable is, therefore, an urgent research and political challenge in vulnerability assessments. In this work, we present a modeling framework to explore scenarios of institutional decision-making and socio-political processes and the resultant effects on spatial patterns of vulnerability. The approach entails using multi-criteria decision analysis, agent-based models, and geographic information simulation. The approach allows for the exploration of uncertainties, spatial patterns, thresholds, and the sensitivities of vulnerability outcomes to different policy scenarios. Here, we present the operationalization of the framework through an intentionally simplified model example of the governance of water in Mexico City. We discuss results from this example as part of a larger effort to empirically implement the framework to explore sociohydrological risk patterns and trade-offs of vulnerability in real urban landscapes.

Archer Van Garderen;AbstractThe need to adapt to climate change is now widely recognised as evidence of its impacts on social and natural systems grows and greenhouse gas emissions continue unabated. Yet efforts to adapt to climate change, as reported in the literature over the last decade and in selected case studies, have not led to substantial rates of implementation of adaptation actions despite substantial investments in adaptation science. Moreover, implemented actions have been mostly incremental and focused on proximate causes; there are far fewer reports of more systemic or transformative actions. We found that the nature and effectiveness of responses was strongly influenced by framing. Recent decision-oriented approaches that aim to overcome this situation are framed within a “pathways” metaphor to emphasise the need for robust decision making within adaptive processes in the face of uncertainty and inter-temporal complexity. However, to date, such “adaptation pathways” approaches have mostly focused on contexts with clearly identified decision-makers and unambiguous goals; as a result, they generally assume prevailing governance regimes are conducive for adaptation and hence constrain responses to proximate causes of vulnerability. In this paper, we explore a broader conceptualisation of “adaptation pathways” that draws on ‘pathways thinking’ in the sustainable development domain to consider the implications of path dependency, interactions between adaptation plans, vested interests and global change, and situations where values, interests, or institutions constrain societal responses to change. This re-conceptualisation of adaptation pathways aims to inform decision makers about integrating incremental actions on proximate causes with the transformative aspects of societal change. Case studies illustrate what this might entail. The paper ends with a call for further exploration of theory, methods and procedures to operationalise this broader conceptualisation of adaptation.

Abstract This paper analyzes the challenges and opportunities entailed in the design, implementation and dissemination of an interdisciplinary project that evolved into a knowledge co-production effort. The project explored the livelihood strategies of coffee growers in Mexico, Guatemala, Honduras and Costa Rica facing multiple stressors of economic (market shocks and price volatility) and physical nature (climate variability and pest incidence). Our objective was to determine the factors that influence farmers’ decisions and the implications of those decisions for the people and the landscapes of the region. To achieve this objective, we intended to engage farm communities and sector representatives in the research process, and to a large extent this intent was realized. Nevertheless, the project illustrates the difficulties in achieving knowledge “co-production” with stakeholders whose day-to-day existence focuses on issues largely outside the domain of the research program. We adopted decision-analysis tools to integrate our knowledge and hypotheses to find a common language and structure for our research design. In relation to regional and national policy makers and sector experts, we aimed to communicate the decision–environment of the smallholder producer to enhance awareness of the institutional opportunities and constraints in the adaptation process. For the farmers themselves, we aimed to serve as conduits and mirrors of their own knowledge, rather than serving as external authorities on issues that appeared to be of little interest to them. Through the course of the project, we experimented with diverse modes of stakeholder interaction and, through collaboration with local experts in communication strategies, identified a set of tools for successful dissemination of results. The credibility and direct ties of the participating research organizations and collaborating institutes with the local communities were often an asset, sometimes a complication, but always a critical factor in the process of stakeholder interaction. The messages constructed from the collective knowledge of local farmers in distinct regions in four countries with different social and institutional histories represent crucial information for policy makers who are looking to support the adaptation processes of rural people facing changes of a global nature. However, communicating these messages in a usable and useful way to decision makers at various levels proved to be challenging.

In this paper we analyze how new actors, interests, and resources become salient to food system governance and how the domain of food system governance transforms as a result. Specifically, we focus on how the boundaries of food systems are redefined and new institutions are developed through the explicit recognition of distal interactions and feedbacks - telecoupling - operating in the food system space. Telecoupling can stimulate new forms of governance, such as the development of codes of conduct and certification schemes, with positive impacts on food and livelihood security; when ignored, telecouplings can exacerbate undesirable social and ecological outcomes in linked systems. We present a typology of telecoupled food systems, highlighting three dimensions of distance that can be present in systems that become telecoupled: social, institutional, and physical. We use that typology to explore the evolution of telecoupling and governance change in two case studies. We associate the tendency for changes in governance that occur in each case with the nature of "distance" in the systems in question: whether the systems are distal in terms of social and/or institutional ties, or in the resource base, or some combination of all three dimensions of distance. The challenge of overcoming distance is not the only issue that affects the possibility of governance change; the cases illustrate that the cultural and economic conditions of the connected systems, the agency of actors involved, and their political and social relations and networks all come to play in enabling governance transformation in telecoupled systems.

Realising the Sustainable Development Goals (SDGs) will require transformative changes at micro, meso and macro levels and across diverse geographies. Collaborative, transdisciplinary research has a role to play in documenting, understanding and contributing to such transformations. Previous work has investigated the role of this research in Europe and North America, however the dynamics of transdisciplinary research on ‘transformations to sustainability’ in other parts of the world are less well-understood. This paper reports on an international project that involved transdisciplinary research in six different hubs across the globe and was strategically designed to enable mutual learning and exchange. It draws on surveys, reports and research outputs to analyse the processes of transdisciplinary collaboration for sustainability that took place between 2015–2019. The paper illustrates how the project was structured in order to enable learning across disciplines, cultures and contexts and describes how it also provided for the negotiation of epistemological frameworks and different normative commitments between members across the network. To this end, it discusses lessons regarding the use of theoretical and methodological anchors, multi-loop learning and evaluating emergent change (including the difficulties encountered). It offers insights for the design and implementation of future international transdisciplinary collaborations that address locally-specific sustainability challenges within the universal framework of the 2030 Agenda for Sustainable Development.

AbstractCreating a just and sustainable planet will require not only small changes, but also systemic transformations in how humans relate to the planet and to each other, i.e., social–ecological transformations. We suggest there is a need for collaborative environments where experimentation with new configurations of social–ecological systems can occur, and we refer to these as transformative spaces. In this paper, we seek a better understanding of how to design and enable the creation of transformative spaces in a development context. We analyse nine case studies from a previous special issue on Designing Transformative Spaces that aimed to collect examples of cutting-edge action-oriented research on transformations from the Global South. The analysis showed five design phases as being essential: Problem Definition Phase; Operationalisation Phase; Tactical Phase; Outcome Phase; and Reflection Phase. From this synthesis, we distilled five key messages that should be considered when designing research, including: (a) there are ethical dilemmas associated with creating a transformative space in a system; (b) it is important to assess the readiness of the system for change before engaging in it; (c) there is a need to balance between ‘safe’ and ‘safe-enough’ spaces for transformation; (d) convening a transformative space requires an assemblage of diverse methodological frameworks and tools; and (e) transformative spaces can act as a starting point for institutionalising transformative change. Many researchers are now engaging in transdisciplinary transformations research, and are finding themselves at the knowledge–action interface contributing to transformative space-making. We hope that by analysing experiences from across different geographies we can contribute towards better understanding of how to navigate the processes needed for the urgent global transformations that are being called for to create a more equitable and sustainable planet Earth.

How these transitions are managed is likely to affect the feasibility, timing and scope of transition policy. Recognizing the existing maldistribution of the benefits and burdens of fossil fuel-based extraction, energy generation, and distribution, advocates and scholars increasingly call for policies that not only support decarbonization goals, but also those of equity. Proposals that do not contain such goals may be met with resistance. This review examines the politics of achieving more just outcomes by asking, what is our current understanding of justice advocacy and the impacts of such advocacy on the energy transition? In this study, we systematically review articles that include the key concepts of ‘just transition’ or ‘energy justice’ and that examine advocacy in energy transition contexts. We find advocates from diverse communities and affiliated with varied organizational types are involved in advocacy. Diverse issues motivate advocates and the most common advocate type in the literature are residents that are affected by local impacts of energy transition decisions. Extra-institutional tactics are the most common means of advocate action. We also find that advocacy is often motivated by issues related to decision-making processes and environmental degradation. These findings illuminate that: (a) energy systems and transitions are governed by processes and institutions that are often inaccessible, (b) advocates often attempt to affect change using tactics external to such processes and institutions, and (c) issues of environmental degradation are often prominent in advocacy discourse concerning the energy transition. Future research should seek to more clearly determine advocates’ primary motivations and the tactics and actions that ultimately aid or hinder more equitable outcomes.

Disasters are catalysts for change: they are increasingly recognized as offering opportunities to direct and navigate change towards aspired outcomes, such as sustainable development goals. However, we know little about how to leverage the opportunities created by disasters to achieve sustainability objectives. Learning from existing case studies is challenging, partly because there is no framework that integrates concepts of change from both sustainability science and disaster recovery literatures. This study develops a unified analytical framework to facilitate the documentation and analysis of case studies of sustainability transitions following disasters. Our aim is to enhance the potential for theory-building, and to draw lessons that can be used to help leverage opportunities presented by disasters in the future. We apply the framework to available empirical cases and identify specific conditions, resources, social relations and constraints that affect disaster-to-sustainability transitions. Our expectation is that this framework will serve professionals and researchers in the fields of sustainable development and disaster mitigation to enhance the effectiveness of their research and applied activities.

The food systems upon which humanity depends face multiple interdependent environmental, social and economic threats in the 21st Century. Yet, the governance of these systems, which determines to a large extent the ability to adapt and transform in response to these challenges, is underresearched. This perspective piece synthesises the findings of two recent reviews of food systems governance and transformations and proposes a comprehensive research agenda for the coming years. These reviews highlight the influence of governance on food systems, methodological obstacles to explaining the effectiveness of governance in realising food sustainability, and conditions that have historically supported food system transformations. We argue that the following steps are key to improving our knowledge of the role of governance in food systems: (1) developing more comparable research designs for building generalisable explanations of the governance elements that are most effective in realising food systems goals; (2) using the lens of polycentricity to help disentangle complex governance networks; (3) giving greater attention to the conditions and pre-conditions associated with historical food system transformations; (4) identifying adaptations that strengthen or weaken path dependency; and, (5) focusing research on how transformations can be supported by institutions that facilitate collective action and stakeholder agency.

Urban adaptation to climate change is likely to emerge from the responses of residents, authorities, and infrastructure providers to the impact of flooding, water scarcity, and other climate-related hazards. These responses are, in part, modulated by political relationships under cultural norms that dominate the institutional and collective decisions of public and private actors. The legacy of these decisions, which are often associated with investment in hard and soft infrastructure, has lasting consequences that influence current and future vulnerabilities. Making those decisions visible, and tractable is, therefore, an urgent research and political challenge in vulnerability assessments. In this work, we present a modeling framework to explore scenarios of institutional decision-making and socio-political processes and the resultant effects on spatial patterns of vulnerability. The approach entails using multi-criteria decision analysis, agent-based models, and geographic information simulation. The approach allows for the exploration of uncertainties, spatial patterns, thresholds, and the sensitivities of vulnerability outcomes to different policy scenarios. Here, we present the operationalization of the framework through an intentionally simplified model example of the governance of water in Mexico City. We discuss results from this example as part of a larger effort to empirically implement the framework to explore sociohydrological risk patterns and trade-offs of vulnerability in real urban landscapes.
