The factors making the regional investments possible. The authors argue, that social-and-economic development of regions is connected with the formation of the financial mechanism, representing the set of forms and methods of the organization, planning and stimulation of financial-and-economic activity in the certain social-and-economic space. The proper mechanism of formation of favorable investment attractiveness are offered. Besides, the ways of elimination of limiting factors in formation of favorable investment attractiveness are offered. © Published under licence by IOP Publishing Ltd.

Alexandra Ryattel in OpenAIREThe relevance of the presented research is determined by the absence of any generally accepted methodology for assessing the economic results of the implementation of ecological management at the Russian enterprises. The introduction of the environmental management system at the enterprises is due to the demand of the world market, which main prerequisites are the tightening of requirements for goods, caused by the globalization processes by foreign consumers. The authors have defined the types of effects obtained by the industrial enterprise as the result of the implementation of the environmental management system. Three main types of effects were analyzed: social, economic, ecological. The research assessed the existing methods of calculating the economic efficiency of environmental measures and determined the possibility of their application for calculating the economic efficiency of the implementation of the environmental management system at the industrial enterprise. The author ’s hypothesis on the existence of an image component of the economic effect in the implementation of the environmental management system at the enterprise is proposed. Prerequisites for implementation of environmental management are considered and comparative analysis of environmental management and environmental control is carried out. The model of the system of implementation and confirmation of environmental management is proposed.

Sustainable transport and transport links allow to determine the direction of development of modern economy in the regions. Ensuring the availability of strategically important resources for many economic entities is one of the priorities of economic development of regions. the article presents the author's approach to determination of perspective directions of development of relations of economic systems of regions and regional infrastructure. Important role in the processes of spatial integration of the regions transport infrastructure plays, which, on the one hand, determines the level of development of intra-regional production of goods and services, the availability of social welfare for the entire population, on the other hand, helps to establish strong intra-regional ties, thereby bringing together the socio-economic situation of neighbouring regions. Technological solutions for the transportation may be different in Russia, the developed network of Railways, efficiently functioning system of inter-regional pipelines, experiencing a rebirth water transport, however, a special place is occupied by road transportation. © Published under licence by IOP Publishing Ltd.

Angela Mottaeva in OpenAIREThe author believes that the problems connected with the impact on the environment are very relevant, including the matters of the assessment of damage caused to it and the matters of the assessment of risk from this damage for the users of nature, as well as for the state institutes, which are carrying out control, for private and public organizations. The current situation in Russia is characterized by the need of introduction of new ecologic-and-economic concepts, such as ecological audit and revision of the role and value of old economic tools in the state policy. The scheme of ecological audit, its main directions in Russia at the level of the enterprise, regions and the country in general as well as within the international cooperation are considered in the article. At the same time, some problems connected with legislation shortcomings exist. Besides, the author emphasizes the inadmissibility to solve the environmental problems at the expense of detriment of economic interests, the need of balanced and reasonable decisions.

The mechanism and structural model of management of housing-and-communal services were developed. It will allow increasing the management quality in the organizations of housing-and-communal services in the context of its sustainable development, structural dynamics, features of manifestation of interrelations of its elements, and also to resolve some contradictions. Such contradictions exist among the purposes of the state (development of the competition in the market of housing-and-communal services), purposes of commercial organization (making maximum profit), and purposes of population (receiving high-quality and cheap services). Moreover, the contradictions exist among the economical purposes, social interests and environmental priorities. The results of the research can be useful for the improvement of management in the housing-and-communal sphere according to the principles of green economy.

Angela Mottaeva in OpenAIREAuthors analyze the differences between the influence of the foreign direct investments on the economic growth in the developed and developing countries. For the model of the gross domestic product (GDP) on the foreign direct investments for the developed countries the following data are used: observations for the 10 countries during 1983-2013. For the model of the GDP on the foreign direct investments (FDI) for the developing countries the following data are used: observations for the 11 countries during 1994-2013. Investigators conclude that the influence of the foreign direct investments on the economic growthdefinitely has the positive effect in both cases. However, the degree of this influence depends on the type of the country. The developing countries get the smaller effect from the foreign direct investments because of the non-transparent institutional environment and negative influence of other non-economic factors. These findings provide an opportunity to judge that in developed countries, institutional and economic environment and, most of all, human capital allow you to get the full effect of FDI, that is, as capital accumulation and spill-over effects. In developing countries, there should be thresholds to reduce effects of FDI, such as insufficient human capital and poor economic and institutional environment. Thus, the impact of FDI on economic growth is certainly positive, however the level of this effect depends on country characteristics. That is, the hypothesis that FDI affects developing countries less than developed, due to the existence of thresholds in the form of unhealthy institutional and economic environment were confirmed.

Angela Mottaeva in OpenAIREIn the article the need for state regulation of import substitution in the agro-industrial complex of the Russian Federation is founded upon the basis of food self-sufficiency call under conditions of sanctions. It is determined that when forming the mechanism of import substitution, an integrated approach is necessary, taking into account the peculiarities of the state development and the use of all types of potential. The existing trends in the functioning of the Russian Federation agricultural sector are noted. The main problem of the agro-industrial complex of the Russian Federation is revealed to be the lack of state support and funding, as well as the drawbacks of state regulation. It was revealed that, despite the identified positive tendencies in the development of the agro-industrial complex, with the purpose of stabilization it is necessary to upgrade the technical and technological spheres on the basis of an innovative approach to scientific and technological developments in all sectors of the agroindustrial complex. It was also pointed out to the fact in the sphere of food supply, an effective import substitution policy is possible provided that conditions for the development of Russian production of competitive food products are created. It is advisable to form import substitution on the basis of a closed production cycle within the state, in which producers are involved in supply and delivery chains directly to trading enterprises, and that requires improvements of the interaction system of all market actors. At the same time, producers are supposed to be able to significantly increase income, and consumers are supposed to have favorable food prices. A model of import substitution state regulation mechanism in the agro-industrial complex of the Russian Federation on the basis of selfsufficiency need in food is proposed, which is a set of stages for the implementation of a certain sequence of actions where each of the twelve stages is specified. In the process of implementation of the proposed model significant advantages can be achieved in the economic, technical and organizational spheres of the agriculturalsector.

The author finds out the factors of the internal and external environment, restrictions and conditions, influencing the processes of formation of mechanisms of programme management for the development of the organizations of the medical sphere. The activity of the leading Russian organizations of the medical sphere was analysed. It was proved, that these organizations has low medical and economic efficiency, when forming their mechanisms of programme management for the development of the organizations of the medical sphere. The author has developed some recommendations for the improvement of processes of formation of mechanisms of programme management, in order to provide the organizations of the medical sphere and the Municipal Healthcare System as whole with sustainable development. At the same time, the importance of such development for social stability and comfort of cities is emphasized.

No country is in a position to ignore or discard this conspicuous legacy of the post-war and mass housing period. Nevertheless, high-rise residential buildings are still less widespread, than offices. According to the author, there are certain problems and reasons for limitation of high-rise construction in the housing sector. The author summarizes successful experience of high-rise housing construction in the world and considers some social-and-economic prerequisites of its development in the modern city. These concrete examples, given in article, prove that the existing problems are being solved. The most effective option of construction is the combination of inhabited and commercial chambers in the high-rise building and also the creation of specific infrastructure. In that case housing high-rise estates will promote the increase in investment attractiveness and investment activity in the district and in the city as whole.

Through the research we established limiting factors in development of social accountability in functioning of the agribusiness entities and estimated the level of social accountability among biggest agribusiness holding companies as well as its impact on rural development. As a result of the study we developed measures for expanding corporate social accountability of agribusiness and enlarging its social orientation. The motives of the socially accountable agribusiness are as followed: employee development, working efficiency growth in the company, better company image, reputation growth, stable company growth in the long term, possibility of additional investments.
