AbstractConstraints and limits to adaptation are critical to understanding the extent to which human and natural systems can successfully adapt to climate change. We conduct a systematic review of 1,682 academic studies on human adaptation responses to identify patterns in constraints and limits to adaptation for different regions, sectors, hazards, adaptation response types, and actors. Using definitions of constraints and limits provided by the Intergovernmental Panel on Climate Change (IPCC), we find that most literature identifies constraints to adaptation but that there is limited literature focused on limits to adaptation. Central and South America and Small Islands generally report greater constraints and both hard and soft limits to adaptation. Technological, infrastructural, and ecosystem-based adaptation suggest more evidence of constraints and hard limits than other types of responses. Individuals and households face economic and socio-cultural constraints which also inhibit behavioral adaptation responses and may lead to limits. Finance, governance, institutional, and policy constraints are most prevalent globally. These findings provide early signposts for boundaries of human adaptation and are of high relevance for guiding proactive adaptation financing and governance from local to global scales.

Abstract Agriculture in West Africa faces the challenge of meeting the rising demand for food as national incomes and populations increase while production becomes more uncertain due to climate change. Crop production models can provide helpful information on agricultural yields under a range of climate change scenarios and on the impact of adaptation strategies. Here, we report a systematic review of the impact of climate change on the yield of major staple crops in West Africa. Unlike earlier reviews we pay particular attention to the potential of common agricultural adaptation strategies (such as optimised planting dates, use of fertilisers and climate-resilient crop varieties) to mitigate the effects of climate change on crop yields. We systematically searched two databases for literature published between 2005 and 2020 and identified 35 relevant studies. We analysed yield changes of major staple crops (maize, sorghum, rice, millet, yam, cassava and groundnuts) caused by different climate change and field management scenarios. Yields declined by a median of 6% (−8% to +2% depending on the crop) due to climate change in all scenarios analysed. We show that the common adaptation strategies could increase crop yields affected by climate change by 13% (−4% to +19% depending on the strategy) as compared to business-as-usual field management practices, and that optimised planting dates and cultivars with longer crop cycle duration could in fact offset the negative effects of climate change on crop yields. Increased fertiliser use has not mitigated the impact of climate change on crops but could substantially increase yields now and in the future. Our results suggest that a combination of increased fertiliser use and adopting cropping practices that take advantage of favourable climate conditions have great potential to protect and enhance future crop production in West Africa.

Building on farmer’s agroecological knowledge to design environmental-friendly agricultural systems is crucial given the environmental impact of industrial agriculture. We investigated the drivers of farmers’ knowledge of agrobiodiversity management and analyzed how farmers’ knowledge and their current farming contexts may guide future farming systems in sub-humid (Bassila) and semi-arid (Boukoumbé) areas of Benin. We conducted structured interviews with 180 farmers and used generalized linear models and correlation analyses to understand the spatio-temporal dynamics of farmers’ knowledge and perception. Land tenure, ecological conditions and sociolinguistic membership were the main drivers of farmers’ knowledge of agroforestry systems, practices, species diversity and current farming systems. Sociolinguistic membership also significantly predicted farmers’ knowledge of livestock management. Farmers in the semi-arid area were more involved in integrated crop-tree-livestock systems than those in the sub-humid area. However, all farmers indicated a willingness to adopt this integrated farming system regardless of socioeconomic and ecological factors. Farmer’s knowledge of agrobiodiversity (crops, agroforestry species and livestock diversity) management was correlated with the involvement in integrated crop-livestock-tree and agroforestry systems. These findings provide insights into how farmers’ knowledge can serve as basis in optimizing agricultural and livelihoods systems. Investigating the ecological, economic and social performance of the most desired integration/diversification options using a system approach involving a co-innovation process can further our mechanistic understanding of farmers decision making process.

Farmers in the semi-arid area were more involved in integrated crop-tree-livestock systems than those in the sub-humid area. However, all farmers indicated a willingness to adopt this integrated farming system regardless of socioeconomic and ecological factors. Farmer’s knowledge of agrobiodiversity (crops, agroforestry species and livestock diversity) management was correlated with the involvement in integrated crop-livestock-tree and agroforestry systems. These findings provide insights into how farmers’ knowledge can serve as basis in optimizing agricultural and livelihoods systems. Investigating the ecological, economic and social performance of the most desired integration/diversification options using a system approach involving a co-innovation process can further our mechanistic understanding of farmers decision making process.

Governments, businesses, and civil society organizations have diverse policy tools to incentivize adaptation. Policy tools can shape the type and extent of adaptation, and therefore, function either as barriers or enablers for reducing risk and vulnerability. Using data from a systematic review of academic literature on global adaptation responses to climate change (n = 1549 peer-reviewed articles), we categorize the types of policy tools used to shape climate adaptation. We apply qualitative and quantitative analyses to assess the contexts where particular tools are used, along with equity implications for groups targeted by the tools, and the tools’ relationships with transformational adaptation indicators such as the depth, scope, and speed of adaptation. We find diverse types of tools documented across sectors and geographic regions. We also identify a mismatch between the tools that consider equity and those that yield more transformational adaptations. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation (thus transformational adaptation), while economic instruments, information provisioning, and networks are not; the latter tools, however, are more likely to target marginalized groups in their design and implementation. We identify multiple research gaps, including a need to assess instrument mixes rather than single tools and to assess adaptations that result from policy implementation. Key policy insights Information-based approaches, networks, and economic instruments are the most frequently documented adaptation policy tools worldwide. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation, and thus more transformational adaptation. Capacity building, economic instruments, networks, and information provisioning approaches are more likely to target specific marginalized groups and thus equity challenges. There are many regions and sectors where certain tools are not widely documented (e.g. regulations and plans in Africa and Asia), representing a key research gap.

AbstractWith rising demand for food and the threats posed by climate change, The Gambia faces significant challenges in ensuring sufficient and nutritious food for its population. To address these challenges, there is a need to increase domestic food production while limiting deforestation and land degradation. In this study, we modified the FABLE Calculator, a food and land-use system model, to focus on The Gambia to simulate scenarios for future food demand and increasing domestic food production. We considered the impacts of climate change on crops, the adoption of climate change adaptation techniques, as well as the potential of enhanced fertiliser use and irrigation to boost crop productivity, and assessed whether these measures would be sufficient to meet the projected increase in food demand. Our results indicate that domestic food production on existing cropland will not be sufficient to meet national food demand by 2050, leading to a significant supply–demand gap. However, investments in fertiliser availability and the development of sustainable irrigation infrastructure, coupled with climate change adaptation strategies like the adoption of climate-resilient crop varieties and optimised planting dates, could halve this gap. Addressing the remaining gap will require additional strategies, such as increasing imports, expanding cropland, or prioritising the production of domestic food crops over export crops. Given the critical role imports play in The Gambia’s food supply, it is essential to ensure a robust flow of food imports by diversifying partners and addressing regional trade barriers. Our study highlights the urgent need for sustained investment and policy support to enhance domestic food production and food imports to secure sufficient and healthy food supplies amidst growing demand and climate change challenges.

We assessed deviation of the Gambian diet from the EAT-Lancet guidelines for healthy and sustainable diets and identified leverage points to improve nutritional and planetary health. We analysed the 2015/16 Gambian Integrated Household Survey dataset comprising food consumption data from 12 713 households. Consumption of different food groups was compared against the EAT-Lancet reference diet targets to assess deviation from the guidelines. We computed a ‘sustainable and healthy diet index (SHDI)’ based on deviation of different food groups from the EAT-Lancet recommendations and modelled the socio-economic and geographic determinants of households that achieved higher scores on this index, using multivariable mixed effects regression. The average Gambian diet had very low adherence to EAT-Lancet recommendations. The diet was dominated by refined grains and added sugars which exceeded the recommendations. SHDI scores for nutritionally important food groups such as fruits, vegetables, nuts, dairy, poultry, and beef and lamb were low. Household characteristics associated with higher SHDI scores included: being a female-headed household, having a relatively small household size, having a schooled head of the household, having a high wealth index, and residing in an urban settlement. Furthermore, diets reported in the dry season and households with high crop production diversity showed increased adherence to the targets. While average Gambian diets include lower amounts of food groups with harmful environmental footprint, they are also inadequate in healthy food groups and are high in sugar. There are opportunities to improve diets without increasing their environmental footprint by focusing on the substitution of refined grains by wholegrains, reducing sugar and increasing fruit and vegetables consumption.

The average Gambian diet had very low adherence to EAT-Lancet recommendations. The diet was dominated by refined grains and added sugars which exceeded the recommendations. SHDI scores for nutritionally important food groups such as fruits, vegetables, nuts, dairy, poultry, and beef and lamb were low. Household characteristics associated with higher SHDI scores included: being a female-headed household, having a relatively small household size, having a schooled head of the household, having a high wealth index, and residing in an urban settlement. Furthermore, diets reported in the dry season and households with high crop production diversity showed increased adherence to the targets. While average Gambian diets include lower amounts of food groups with harmful environmental footprint, they are also inadequate in healthy food groups and are high in sugar. There are opportunities to improve diets without increasing their environmental footprint by focusing on the substitution of refined grains by wholegrains, reducing sugar and increasing fruit and vegetables consumption.

This article provides a stocktake of the adaptation literature between 2013 and 2019 to better understand how adaptation responses affect risk under the particularly challenging conditions of compound climate events. Across 39 countries, 45 response types to compound hazards display anticipatory (9%), reactive (33%), and maladaptive (41%) characteristics, as well as hard (18%) and soft (68%) limits to adaptation. Low income, food insecurity, and access to institutional resources and finance are the most prominent of 23 vulnerabilities observed to negatively affect responses. Risk for food security, health, livelihoods, and economic outputs are commonly associated risks driving responses. Narrow geographical and sectoral foci of the literature highlight important conceptual, sectoral, and geographic areas for future research to better understand the way responses shape risk. AbstractClimate change impacts are being felt across sectors in all regions of the world, and adaptation projects are being implemented to reduce climate risks and existing vulnerabilities. Climate adaptation actions also have significant synergies and tradeoffs with the Sustainable Development Goals (SDGs), including SDG 5 on gender equality. Questions are increasingly being raised about the gendered and climate justice implications of different adaptation options. This paper investigates if reported climate change adaptation actions are contributing to advancing the goal of gender equality (SDG 5) or not. It focuses on linkages between individual targets of SDG 5 and climate change adaptation actions for nine major sectors where transformative climate actions are envisaged. The assessment is based on evidence of adaptation actions documented in 319 relevant research publications published during 2014–2020. Positive links to nine targets under SDG 5 are found in adaptation actions that are consciously designed to advance gender equality. However, in four sectors—ocean and coastal ecosystems; mountain ecosystems; poverty, livelihood, sustainable development; and industrial system transitions, we find more negative links than positive links. For adaptation actions to have positive impacts on gender equality, gender-focused targets must be intentionally brought in at the prioritisation, designing, planning, and implementation stages. An SDG 5+ approach, which takes into consideration intersectionality and gender aspects beyond women alone, can help adaptation actions move towards meeting gender equality and other climate justice goals. This reflexive approach is especially critical now, as we approach the mid-point in the timeline for achieving the SDGs.

Abstract Agricultural land reforms are crucial to promote investments in sustainable land management and food production amidst accelerating urbanization and increasing population growth. However, notable gaps remain in the literature regarding how land reforms designed at the national level are implemented in localized contexts, especially as they interplay with customary tenure regimes. Adopting an institutional bricolage perspective, we explore interactions between local tenure arrangements and government land reforms and the resulting implications for food production in rural Mali. We show that specific market-based land tenure arrangements in the study area emerged from a combination of urbanization pressures and government-designed land reform. We find that tenure security is linked to agricultural investment decisions, as also documented by previous studies. We likewise show that anxieties and ambiguities stemming from state-mandated land registration foster the emergence of monetized forms of access to collective land. These new market-based systems drive greater out-migration of productive community members, leading to labour shortages and weakening the social cohesion and mutual support systems upon which the most vulnerable depend. The findings show that top-down land reforms in rural Mali lead to disruptions of the social fabric, along with re-organizations of tenure systems to accommodate social norms and priorities. We illustrate how, in the context of centralized policy making with limited local consultation, community members resist cooperating and creatively search for alternatives to achieve their social goals. Empirical investigations of socio-institutional challenges such as land tenure arrangements are critical for effective scaling of agricultural innovations and sustainable food production.

AbstractConstraints and limits to adaptation are critical to understanding the extent to which human and natural systems can successfully adapt to climate change. We conduct a systematic review of 1,682 academic studies on human adaptation responses to identify patterns in constraints and limits to adaptation for different regions, sectors, hazards, adaptation response types, and actors. Using definitions of constraints and limits provided by the Intergovernmental Panel on Climate Change (IPCC), we find that most literature identifies constraints to adaptation but that there is limited literature focused on limits to adaptation. Central and South America and Small Islands generally report greater constraints and both hard and soft limits to adaptation. Technological, infrastructural, and ecosystem-based adaptation suggest more evidence of constraints and hard limits than other types of responses. Individuals and households face economic and socio-cultural constraints which also inhibit behavioral adaptation responses and may lead to limits. Finance, governance, institutional, and policy constraints are most prevalent globally. These findings provide early signposts for boundaries of human adaptation and are of high relevance for guiding proactive adaptation financing and governance from local to global scales.

AbstractConstraints and limits to adaptation are critical to understanding the extent to which human and natural systems can successfully adapt to climate change. We conduct a systematic review of 1,682 academic studies on human adaptation responses to identify patterns in constraints and limits to adaptation for different regions, sectors, hazards, adaptation response types, and actors. Using definitions of constraints and limits provided by the Intergovernmental Panel on Climate Change (IPCC), we find that most literature identifies constraints to adaptation but that there is limited literature focused on limits to adaptation. Central and South America and Small Islands generally report greater constraints and both hard and soft limits to adaptation. Technological, infrastructural, and ecosystem-based adaptation suggest more evidence of constraints and hard limits than other types of responses. Individuals and households face economic and socio-cultural constraints which also inhibit behavioral adaptation responses and may lead to limits. Finance, governance, institutional, and policy constraints are most prevalent globally. These findings provide early signposts for boundaries of human adaptation and are of high relevance for guiding proactive adaptation financing and governance from local to global scales.

Crop production models can provide helpful information on agricultural yields under a range of climate change scenarios and on the impact of adaptation strategies. Here, we report a systematic review of the impact of climate change on the yield of major staple crops in West Africa. Unlike earlier reviews we pay particular attention to the potential of common agricultural adaptation strategies (such as optimised planting dates, use of fertilisers and climate-resilient crop varieties) to mitigate the effects of climate change on crop yields. We systematically searched two databases for literature published between 2005 and 2020 and identified 35 relevant studies. We analysed yield changes of major staple crops (maize, sorghum, rice, millet, yam, cassava and groundnuts) caused by different climate change and field management scenarios. Yields declined by a median of 6% (−8% to +2% depending on the crop) due to climate change in all scenarios analysed. We show that the common adaptation strategies could increase crop yields affected by climate change by 13% (−4% to +19% depending on the strategy) as compared to business-as-usual field management practices, and that optimised planting dates and cultivars with longer crop cycle duration could in fact offset the negative effects of climate change on crop yields. Increased fertiliser use has not mitigated the impact of climate change on crops but could substantially increase yields now and in the future. Our results suggest that a combination of increased fertiliser use and adopting cropping practices that take advantage of favourable climate conditions have great potential to protect and enhance future crop production in West Africa.

Building on farmer’s agroecological knowledge to design environmental-friendly agricultural systems is crucial given the environmental impact of industrial agriculture. We investigated the drivers of farmers’ knowledge of agrobiodiversity management and analyzed how farmers’ knowledge and their current farming contexts may guide future farming systems in sub-humid (Bassila) and semi-arid (Boukoumbé) areas of Benin. We conducted structured interviews with 180 farmers and used generalized linear models and correlation analyses to understand the spatio-temporal dynamics of farmers’ knowledge and perception. Land tenure, ecological conditions and sociolinguistic membership were the main drivers of farmers’ knowledge of agroforestry systems, practices, species diversity and current farming systems. Sociolinguistic membership also significantly predicted farmers’ knowledge of livestock management. Farmers in the semi-arid area were more involved in integrated crop-tree-livestock systems than those in the sub-humid area. However, all farmers indicated a willingness to adopt this integrated farming system regardless of socioeconomic and ecological factors. Farmer’s knowledge of agrobiodiversity (crops, agroforestry species and livestock diversity) management was correlated with the involvement in integrated crop-livestock-tree and agroforestry systems. These findings provide insights into how farmers’ knowledge can serve as basis in optimizing agricultural and livelihoods systems. Investigating the ecological, economic and social performance of the most desired integration/diversification options using a system approach involving a co-innovation process can further our mechanistic understanding of farmers decision making process.

Governments, businesses, and civil society organizations have diverse policy tools to incentivize adaptation. Policy tools can shape the type and extent of adaptation, and therefore, function either as barriers or enablers for reducing risk and vulnerability. Using data from a systematic review of academic literature on global adaptation responses to climate change (n = 1549 peer-reviewed articles), we categorize the types of policy tools used to shape climate adaptation. We apply qualitative and quantitative analyses to assess the contexts where particular tools are used, along with equity implications for groups targeted by the tools, and the tools’ relationships with transformational adaptation indicators such as the depth, scope, and speed of adaptation. We find diverse types of tools documented across sectors and geographic regions. We also identify a mismatch between the tools that consider equity and those that yield more transformational adaptations. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation (thus transformational adaptation), while economic instruments, information provisioning, and networks are not; the latter tools, however, are more likely to target marginalized groups in their design and implementation. We identify multiple research gaps, including a need to assess instrument mixes rather than single tools and to assess adaptations that result from policy implementation. Key policy insights Information-based approaches, networks, and economic instruments are the most frequently documented adaptation policy tools worldwide. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation, and thus more transformational adaptation. Capacity building, economic instruments, networks, and information provisioning approaches are more likely to target specific marginalized groups and thus equity challenges. There are many regions and sectors where certain tools are not widely documented (e.g. regulations and plans in Africa and Asia), representing a key research gap.

Governments, businesses, and civil society organizations have diverse policy tools to incentivize adaptation. Policy tools can shape the type and extent of adaptation, and therefore, function either as barriers or enablers for reducing risk and vulnerability. Using data from a systematic review of academic literature on global adaptation responses to climate change (n = 1549 peer-reviewed articles), we categorize the types of policy tools used to shape climate adaptation. We apply qualitative and quantitative analyses to assess the contexts where particular tools are used, along with equity implications for groups targeted by the tools, and the tools’ relationships with transformational adaptation indicators such as the depth, scope, and speed of adaptation. We find diverse types of tools documented across sectors and geographic regions. We also identify a mismatch between the tools that consider equity and those that yield more transformational adaptations. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation (thus transformational adaptation), while economic instruments, information provisioning, and networks are not; the latter tools, however, are more likely to target marginalized groups in their design and implementation. We identify multiple research gaps, including a need to assess instrument mixes rather than single tools and to assess adaptations that result from policy implementation. Key policy insights Information-based approaches, networks, and economic instruments are the most frequently documented adaptation policy tools worldwide. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation, and thus more transformational adaptation. Capacity building, economic instruments, networks, and information provisioning approaches are more likely to target specific marginalized groups and thus equity challenges. There are many regions and sectors where certain tools are not widely documented (e.g. regulations and plans in Africa and Asia), representing a key research gap.

AbstractWith rising demand for food and the threats posed by climate change, The Gambia faces significant challenges in ensuring sufficient and nutritious food for its population. To address these challenges, there is a need to increase domestic food production while limiting deforestation and land degradation. In this study, we modified the FABLE Calculator, a food and land-use system model, to focus on The Gambia to simulate scenarios for future food demand and increasing domestic food production. We considered the impacts of climate change on crops, the adoption of climate change adaptation techniques, as well as the potential of enhanced fertiliser use and irrigation to boost crop productivity, and assessed whether these measures would be sufficient to meet the projected increase in food demand. Our results indicate that domestic food production on existing cropland will not be sufficient to meet national food demand by 2050, leading to a significant supply–demand gap. However, investments in fertiliser availability and the development of sustainable irrigation infrastructure, coupled with climate change adaptation strategies like the adoption of climate-resilient crop varieties and optimised planting dates, could halve this gap. Addressing the remaining gap will require additional strategies, such as increasing imports, expanding cropland, or prioritising the production of domestic food crops over export crops. Given the critical role imports play in The Gambia’s food supply, it is essential to ensure a robust flow of food imports by diversifying partners and addressing regional trade barriers. Our study highlights the urgent need for sustained investment and policy support to enhance domestic food production and food imports to secure sufficient and healthy food supplies amidst growing demand and climate change challenges.

We assessed deviation of the Gambian diet from the EAT-Lancet guidelines for healthy and sustainable diets and identified leverage points to improve nutritional and planetary health. We analysed the 2015/16 Gambian Integrated Household Survey dataset comprising food consumption data from 12 713 households. Consumption of different food groups was compared against the EAT-Lancet reference diet targets to assess deviation from the guidelines. We computed a ‘sustainable and healthy diet index (SHDI)’ based on deviation of different food groups from the EAT-Lancet recommendations and modelled the socio-economic and geographic determinants of households that achieved higher scores on this index, using multivariable mixed effects regression. The average Gambian diet had very low adherence to EAT-Lancet recommendations. The diet was dominated by refined grains and added sugars which exceeded the recommendations. SHDI scores for nutritionally important food groups such as fruits, vegetables, nuts, dairy, poultry, and beef and lamb were low. Household characteristics associated with higher SHDI scores included: being a female-headed household, having a relatively small household size, having a schooled head of the household, having a high wealth index, and residing in an urban settlement. Furthermore, diets reported in the dry season and households with high crop production diversity showed increased adherence to the targets. While average Gambian diets include lower amounts of food groups with harmful environmental footprint, they are also inadequate in healthy food groups and are high in sugar. There are opportunities to improve diets without increasing their environmental footprint by focusing on the substitution of refined grains by wholegrains, reducing sugar and increasing fruit and vegetables consumption.

Cet article fournit un bilan de la littérature sur l'adaptation entre 2013 et 2019 afin de mieux comprendre comment les réponses d'adaptation affectent le risque dans les conditions particulièrement difficiles des événements climatiques composés. Dans 39 pays, 45 types de réponse aux dangers composés présentent des caractéristiques d'anticipation (9 %), de réaction (33 %) et d'inadaptation (41 %), ainsi que des limites dures (18 %) et molles (68 %) à l'adaptation. Le faible revenu, l'insécurité alimentaire et l'accès aux ressources et aux financements institutionnels sont les 23 vulnérabilités les plus importantes qui affectent négativement les réponses. This article provides a stocktake of the adaptation literature between 2013 and 2019 to better understand how adaptation responses affect risk under the particularly challenging conditions of compound climate events. Across 39 countries, 45 response types to compound hazards display anticipatory (9%), reactive (33%), and maladaptive (41%) characteristics, as well as hard (18%) and soft (68%) limits to adaptation. Low income, food insecurity, and access to institutional resources and finance are the most prominent of 23 vulnerabilities observed to negatively affect responses. Risk for food security, health, livelihoods, and economic outputs are commonly associated risks driving responses. Narrow geographical and sectoral foci of the literature highlight important conceptual, sectoral, and geographic areas for future research to better understand the way responses shape risk. AbstractClimate change impacts are being felt across sectors in all regions of the world, and adaptation projects are being implemented to reduce climate risks and existing vulnerabilities. Climate adaptation actions also have significant synergies and tradeoffs with the Sustainable Development Goals (SDGs), including SDG 5 on gender equality. Questions are increasingly being raised about the gendered and climate justice implications of different adaptation options. This paper investigates if reported climate change adaptation actions are contributing to advancing the goal of gender equality (SDG 5) or not. It focuses on linkages between individual targets of SDG 5 and climate change adaptation actions for nine major sectors where transformative climate actions are envisaged. The assessment is based on evidence of adaptation actions documented in 319 relevant research publications published during 2014–2020. Positive links to nine targets under SDG 5 are found in adaptation actions that are consciously designed to advance gender equality. However, in four sectors—ocean and coastal ecosystems; mountain ecosystems; poverty, livelihood, sustainable development; and industrial system transitions, we find more negative links than positive links. For adaptation actions to have positive impacts on gender equality, gender-focused targets must be intentionally brought in at the prioritisation, designing, planning, and implementation stages. An SDG 5+ approach, which takes into consideration intersectionality and gender aspects beyond women alone, can help adaptation actions move towards meeting gender equality and other climate justice goals. This reflexive approach is especially critical now, as we approach the mid-point in the timeline for achieving the SDGs.

AbstractClimate change impacts are being felt across sectors in all regions of the world, and adaptation projects are being implemented to reduce climate risks and existing vulnerabilities. Climate adaptation actions also have significant synergies and tradeoffs with the Sustainable Development Goals (SDGs), including SDG 5 on gender equality. Questions are increasingly being raised about the gendered and climate justice implications of different adaptation options. This paper investigates if reported climate change adaptation actions are contributing to advancing the goal of gender equality (SDG 5) or not. It focuses on linkages between individual targets of SDG 5 and climate change adaptation actions for nine major sectors where transformative climate actions are envisaged. The assessment is based on evidence of adaptation actions documented in 319 relevant research publications published during 2014–2020. Positive links to nine targets under SDG 5 are found in adaptation actions that are consciously designed to advance gender equality. However, in four sectors—ocean and coastal ecosystems; mountain ecosystems; poverty, livelihood, sustainable development; and industrial system transitions, we find more negative links than positive links. For adaptation actions to have positive impacts on gender equality, gender-focused targets must be intentionally brought in at the prioritisation, designing, planning, and implementation stages. An SDG 5+ approach, which takes into consideration intersectionality and gender aspects beyond women alone, can help adaptation actions move towards meeting gender equality and other climate justice goals. This reflexive approach is especially critical now, as we approach the mid-point in the timeline for achieving the SDGs.

Abstract Agricultural land reforms are crucial to promote investments in sustainable land management and food production amidst accelerating urbanization and increasing population growth. However, notable gaps remain in the literature regarding how land reforms designed at the national level are implemented in localized contexts, especially as they interplay with customary tenure regimes. Adopting an institutional bricolage perspective, we explore interactions between local tenure arrangements and government land reforms and the resulting implications for food production in rural Mali. We show that specific market-based land tenure arrangements in the study area emerged from a combination of urbanization pressures and government-designed land reform. We find that tenure security is linked to agricultural investment decisions, as also documented by previous studies. We likewise show that anxieties and ambiguities stemming from state-mandated land registration foster the emergence of monetized forms of access to collective land. These new market-based systems drive greater out-migration of productive community members, leading to labour shortages and weakening the social cohesion and mutual support systems upon which the most vulnerable depend. The findings show that top-down land reforms in rural Mali lead to disruptions of the social fabric, along with re-organizations of tenure systems to accommodate social norms and priorities. We illustrate how, in the context of centralized policy making with limited local consultation, community members resist cooperating and creatively search for alternatives to achieve their social goals. Empirical investigations of socio-institutional challenges such as land tenure arrangements are critical for effective scaling of agricultural innovations and sustainable food production.
