Operators increasingly take tourists to destinations threatened by climate change, with Antarctica and other polar regions as favourites and cruise ship and aircraft as main transport modes. The selling point is to see a destination before it disappears, a form of last chance tourism. This has been claimed to increase the environmental awareness of tourists and make them “ambassadors” for conservation and the visited destination. Antarctic cruise ship passengers tripled from 2000 to 2007. The paper finds that high levels of greenhouse gas emissions are created by cruise ship tourists in general, and especially high levels for those visiting the Antarctic, up to approximately eight times higher per capita and per day than average international tourism trips. A survey found no evidence for the hypothesis that the trips develop greater environmental awareness, change attitudes or encourage more sustainable future travel choices. Of the Antarctic cruise passengers surveyed, 59% felt that their travel did not impact on climate change; fewer than 7% had or might offset their emissions. Alternative opportunities for visitation to glacial/polar destinations that comply with the desire to reduce future emissions are discussed.

This paper responds to those claims by stressing that the extent of scientific consensus suggests that human-induced warming of the climate system is unequivocal. Second, it responds in the context of tourism research and ACC, highlighting tourism’s significant contribution to greenhouse gas emissions, as well as climate change’s potential impacts on tourism at different scales. The paper exposes the tactics used in ACC denial papers to question climate change science by referring to non-peer-reviewed literature, outlier studies, and misinterpretation of research, as well as potential links to think tanks and interest groups. The paper concludes that climate change science does need to improve its communication strategies but that the world-view of some individuals and interests likely precludes acceptance. The connection between ACC and sustainability illustrates the need for debate on adaptation and mitigation strategies, but that debate needs to be grounded in scientific principles not unsupported skepticism.

This introductory article to the special issues on ‘Desirable Tourism Transport Futures’ explores approaches to transitioning the tourism sector to a sustainable emissions path. It starts by describing an undesirable tourism transport future associated with a business-as-usual scenario, which will inevitably cause the climate mitigation goals outlined in the Paris Climate Accord to soon become unattainable. We then outline a scenario for a climatically desirable future, and its social and economic implications. It is important that desirable tourism transport futures are critically considered in terms of both spatial and temporal scale. The scenarios that inform this editorial provide some insights at the long-term macro-scale. These scenarios are associated with desirable and undesirable elements that will no doubt continue to be the subject of much debate and contestation. While these scenarios will represent both opportunities and threats to the full spectrum of tourism industry stakeholders, they should also inform manifold avenues of future research at a critical moment in the evolution of tourism transportation and the pursuit of the UN Sustainable Development Goals.

Several western governments have implemented environmental policies which increase the cost of air travel. Such policies aim to reduce the impact of air travel on climate change, but at the same time they restrict tourists in their travels. This study examines the extent to which the average tourist's happiness is affected by ‘involuntary green travel’, defined as reduced CO2 emission travel imposed by government regulations. This issue was addressed in a study among 588 Dutch citizens who completed a self-report questionnaire containing questions about their happiness. The strongest determinant of tourists' happiness is freedom in choosing a destination. Any policy measure that interferes with tourists' freedom in destination choice will negatively affect tourists' happiness. Six percent of their happiness is at stake and potentially 17% of all holiday trips are affected. The number of tourists involved is possibly much smaller. The best options for governments are to impose taxes on long-haul destinations, which affect only a small share of all tourists, and air routes which can also be travelled by a variety of alternative modes of transport and thus less limiting to destination choice within this market segment

It takes both existing estimates of current tourism GHG emissions and emissions projected in a business-as-usual scenario through to 2035 and contrasts them with the “aspirational” emission reduction targets proclaimed by the sector. Analysis reveals that with current high-growth emission trends in tourism, the sector could become a major global source of GHGs in the future if other economic sectors achieve significant emission reductions. Success in achieving emission reductions in tourism is found to be largely dependent on major policy and practice changes in air travel, and stated tourism emission reduction targets do not appear feasible without volumetric changes considering the limited technical emission reduction potential currently projected for the aviation sector. The opportunities and challenges associated with a shift towards a low-carbon global economy are anticipated to transform tourism globally and in all respects. Much greater consideration and dissemination of these issues is required to inform future tourism development and travel decisions.

It is based on papers presented at the Freiburg 2012 workshop. Specifically, it reviews climate change attitudes and perceptions, the psychological benefits of tourism mobilities, addictive elements of mobility and social norming effects, the attitude–behaviour gap (i.e. cognitive dissonance between understandings of, and responses to, climate change), the psychology of modal shifts, the psychology of travel speed/time and psychological explanations for the perceived importance of long distance travel. It notes that anthropogenic climate change is an inescapable reality and that tourism's share of greenhouse gas emissions appears set to rise substantially. There is little prospect of technical solutions adequately addressing this problem. The paper concludes that, while a comprehensive understanding of tourist psychology is necessary to inform policy-makers, it alone will be insufficient to achieve emission reductions, and bring tourism to a climatically sustainable pathway, if treated in isolation. Radical change in the structures of provision is also necessary. That change may take the form of infrastructure planning, including financial and economic infrastructure (e.g. taxation regimes and emission trading schemes) for sustainable mobility.

Moreover climate change mitigation will be more and more in conflict with other sustainability objectives such as poverty alleviation and biodiversity conservation through tourism. Indeed, tourism increasingly contributes to global GHG emissions. Transport, and in particular air transport, have the largest share in those emissions, with respectively 75 per cent and 40 per cent of the tourism 5 per cent share of global carbon dioxide (CO2) emissions estimated for 2005 (UNWTO et al. 2008). In terms of the actual contribution to climate change, measured in radiative forcing, the share of air transport is between 54 per cent and 83 per cent of tourism, depending on assumptions made on non-CO2 effects of aviation (Scott et al. 2010). Projections show a strong growth, with more than a doubling by 2035 (UNWTO et al. 2008). In a context where climate policies try to maintain global warming within the limit of +2 °C, this current tourism growth is apparently at odds with global emission reduction targets (Bows, Anderson and Peeters, 2007; Gössling et al. 2010).

However, a number of recent publications indicate that emission reductions may also have been achieved because production has been shifted to other countries, and in particular China. If a consumption perspective is applied, emissions in industrialized countries are substantially higher, and may not have declined at all. Significantly, emissions from transports are omitted in consumption-based calculations. As all trade involves transport, mostly by cargo ship, but also by air, transports add considerably to overall emissions growth incurred in production shifts. Consequently, this article studies the role of transports in creating emissions of CO2, based on the example of exports from China. Results are discussed with regard to their implications for global emission reductions and post-Kyoto negotiations.

As tourism is a dynamic growth system, characterized by rapidly increasing tourist numbers, understanding its past, current, and future contributions to global resource use is a central requirement for sustainable tourism assessments. The paper introduces the concept of resource use intensities (RUIs), which represent tourism's resource needs per unit of consumption (e.g. energy per guest night). Based on estimates of RUIs, a first assessment of tourism's global resource use and emissions is provided for the period 1900–2050, utilizing the Peeters Global Tourism Transport Model. Results indicate that the current (2010) global tourism system may require c.16,700 PJ of energy, 138 km3 of fresh water, 62,000 km2 of land, and 39.4 Mt of food, also causing emissions of 1.12 Gt CO2. Despite efforts to implement more sustainable forms of tourism, analysis indicates that tourism's overall resource consumption may grow by between 92% (water) and 189% (land use) in the period 2010–2050. To maintain the global tourism system consequently requires rapidly growing resource inputs, while the system is simultaneously becoming increasingly vulnerable to disruptions in resource flows.

The current development of tourism is environmentally unsustainable. Specifically, tourism’s contribution to climate change is increasing while other sectors are reducing their greenhouse gas emissions. This paper has two goals: reveal the main structural cause for tourism’s emission growth and show the consequences thereof for (mitigation) policies. It is reasoned that the main cause for tourism’s strong emission growth is the time-space expansion of global tourism behavior. Contemporary tourism theory and geography fail to clearly describe this geographical development, making it difficult to understand this expansion and develop effective policies to mitigate environmental impacts. Therefore, this paper explores some elements of a ‘new tourism geography’ and shows how this may help to better understand the causes of the environmentally unsustainable development of tourism with respect to climate change and devise mitigation policies.

Operators increasingly take tourists to destinations threatened by climate change, with Antarctica and other polar regions as favourites and cruise ship and aircraft as main transport modes. The selling point is to see a destination before it disappears, a form of last chance tourism. This has been claimed to increase the environmental awareness of tourists and make them “ambassadors” for conservation and the visited destination. Antarctic cruise ship passengers tripled from 2000 to 2007. The paper finds that high levels of greenhouse gas emissions are created by cruise ship tourists in general, and especially high levels for those visiting the Antarctic, up to approximately eight times higher per capita and per day than average international tourism trips. A survey found no evidence for the hypothesis that the trips develop greater environmental awareness, change attitudes or encourage more sustainable future travel choices. Of the Antarctic cruise passengers surveyed, 59% felt that their travel did not impact on climate change; fewer than 7% had or might offset their emissions. Alternative opportunities for visitation to glacial/polar destinations that comply with the desire to reduce future emissions are discussed.

This paper responds to those claims by stressing that the extent of scientific consensus suggests that human-induced warming of the climate system is unequivocal. Second, it responds in the context of tourism research and ACC, highlighting tourism’s significant contribution to greenhouse gas emissions, as well as climate change’s potential impacts on tourism at different scales. The paper exposes the tactics used in ACC denial papers to question climate change science by referring to non-peer-reviewed literature, outlier studies, and misinterpretation of research, as well as potential links to think tanks and interest groups. The paper concludes that climate change science does need to improve its communication strategies but that the world-view of some individuals and interests likely precludes acceptance. The connection between ACC and sustainability illustrates the need for debate on adaptation and mitigation strategies, but that debate needs to be grounded in scientific principles not unsupported skepticism.

This introductory article to the special issues on ‘Desirable Tourism Transport Futures’ explores approaches to transitioning the tourism sector to a sustainable emissions path. It starts by describing an undesirable tourism transport future associated with a business-as-usual scenario, which will inevitably cause the climate mitigation goals outlined in the Paris Climate Accord to soon become unattainable. We then outline a scenario for a climatically desirable future, and its social and economic implications. It is important that desirable tourism transport futures are critically considered in terms of both spatial and temporal scale. The scenarios that inform this editorial provide some insights at the long-term macro-scale. These scenarios are associated with desirable and undesirable elements that will no doubt continue to be the subject of much debate and contestation. While these scenarios will represent both opportunities and threats to the full spectrum of tourism industry stakeholders, they should also inform manifold avenues of future research at a critical moment in the evolution of tourism transportation and the pursuit of the UN Sustainable Development Goals.

Several western governments have implemented environmental policies which increase the cost of air travel. Such policies aim to reduce the impact of air travel on climate change, but at the same time they restrict tourists in their travels. This study examines the extent to which the average tourist's happiness is affected by ‘involuntary green travel’, defined as reduced CO2 emission travel imposed by government regulations. This issue was addressed in a study among 588 Dutch citizens who completed a self-report questionnaire containing questions about their happiness. The strongest determinant of tourists' happiness is freedom in choosing a destination. Any policy measure that interferes with tourists' freedom in destination choice will negatively affect tourists' happiness. Six percent of their happiness is at stake and potentially 17% of all holiday trips are affected. The number of tourists involved is possibly much smaller. The best options for governments are to impose taxes on long-haul destinations, which affect only a small share of all tourists, and air routes which can also be travelled by a variety of alternative modes of transport and thus less limiting to destination choice within this market segment

It takes both existing estimates of current tourism GHG emissions and emissions projected in a business-as-usual scenario through to 2035 and contrasts them with the “aspirational” emission reduction targets proclaimed by the sector. Analysis reveals that with current high-growth emission trends in tourism, the sector could become a major global source of GHGs in the future if other economic sectors achieve significant emission reductions. Success in achieving emission reductions in tourism is found to be largely dependent on major policy and practice changes in air travel, and stated tourism emission reduction targets do not appear feasible without volumetric changes considering the limited technical emission reduction potential currently projected for the aviation sector. The opportunities and challenges associated with a shift towards a low-carbon global economy are anticipated to transform tourism globally and in all respects. Much greater consideration and dissemination of these issues is required to inform future tourism development and travel decisions.

It is based on papers presented at the Freiburg 2012 workshop. Specifically, it reviews climate change attitudes and perceptions, the psychological benefits of tourism mobilities, addictive elements of mobility and social norming effects, the attitude–behaviour gap (i.e. cognitive dissonance between understandings of, and responses to, climate change), the psychology of modal shifts, the psychology of travel speed/time and psychological explanations for the perceived importance of long distance travel. It notes that anthropogenic climate change is an inescapable reality and that tourism's share of greenhouse gas emissions appears set to rise substantially. There is little prospect of technical solutions adequately addressing this problem. The paper concludes that, while a comprehensive understanding of tourist psychology is necessary to inform policy-makers, it alone will be insufficient to achieve emission reductions, and bring tourism to a climatically sustainable pathway, if treated in isolation. Radical change in the structures of provision is also necessary. That change may take the form of infrastructure planning, including financial and economic infrastructure (e.g. taxation regimes and emission trading schemes) for sustainable mobility.

Moreover climate change mitigation will be more and more in conflict with other sustainability objectives such as poverty alleviation and biodiversity conservation through tourism. Indeed, tourism increasingly contributes to global GHG emissions. Transport, and in particular air transport, have the largest share in those emissions, with respectively 75 per cent and 40 per cent of the tourism 5 per cent share of global carbon dioxide (CO2) emissions estimated for 2005 (UNWTO et al. 2008). In terms of the actual contribution to climate change, measured in radiative forcing, the share of air transport is between 54 per cent and 83 per cent of tourism, depending on assumptions made on non-CO2 effects of aviation (Scott et al. 2010). Projections show a strong growth, with more than a doubling by 2035 (UNWTO et al. 2008). In a context where climate policies try to maintain global warming within the limit of +2 °C, this current tourism growth is apparently at odds with global emission reduction targets (Bows, Anderson and Peeters, 2007; Gössling et al. 2010).

However, a number of recent publications indicate that emission reductions may also have been achieved because production has been shifted to other countries, and in particular China. If a consumption perspective is applied, emissions in industrialized countries are substantially higher, and may not have declined at all. Significantly, emissions from transports are omitted in consumption-based calculations. As all trade involves transport, mostly by cargo ship, but also by air, transports add considerably to overall emissions growth incurred in production shifts. Consequently, this article studies the role of transports in creating emissions of CO2, based on the example of exports from China. Results are discussed with regard to their implications for global emission reductions and post-Kyoto negotiations.

As tourism is a dynamic growth system, characterized by rapidly increasing tourist numbers, understanding its past, current, and future contributions to global resource use is a central requirement for sustainable tourism assessments. The paper introduces the concept of resource use intensities (RUIs), which represent tourism's resource needs per unit of consumption (e.g. energy per guest night). Based on estimates of RUIs, a first assessment of tourism's global resource use and emissions is provided for the period 1900–2050, utilizing the Peeters Global Tourism Transport Model. Results indicate that the current (2010) global tourism system may require c.16,700 PJ of energy, 138 km3 of fresh water, 62,000 km2 of land, and 39.4 Mt of food, also causing emissions of 1.12 Gt CO2. Despite efforts to implement more sustainable forms of tourism, analysis indicates that tourism's overall resource consumption may grow by between 92% (water) and 189% (land use) in the period 2010–2050. To maintain the global tourism system consequently requires rapidly growing resource inputs, while the system is simultaneously becoming increasingly vulnerable to disruptions in resource flows.

The current development of tourism is environmentally unsustainable. Specifically, tourism’s contribution to climate change is increasing while other sectors are reducing their greenhouse gas emissions. This paper has two goals: reveal the main structural cause for tourism’s emission growth and show the consequences thereof for (mitigation) policies. It is reasoned that the main cause for tourism’s strong emission growth is the time-space expansion of global tourism behavior. Contemporary tourism theory and geography fail to clearly describe this geographical development, making it difficult to understand this expansion and develop effective policies to mitigate environmental impacts. Therefore, this paper explores some elements of a ‘new tourism geography’ and shows how this may help to better understand the causes of the environmentally unsustainable development of tourism with respect to climate change and devise mitigation policies.
