A recent IPCC report emphasized bioenergy with carbon capture storage (BECCS) as a key technology for staying below 1.5°C or 2°C global warming, yet another IPCC report highlights high risks of BECCS in the land domain. Here, we contrast insights from these reports with other recent literature and demonstrate that BECCS bears additional risks for biodiversity, livelihoods, and intertemporal carbon balances. We point out that the majority of scenarios that meet the goals of the Paris agreements exceed sustainability and precautionary thresholds in land and BECCS potentials. Risks may be best avoided by demand-side- driven rapid decarbonization and less land-intensive carbon dioxide removal technologies.

Drawing on published evidence on performance, contributing papers to this Special Section question assumptions commonly attributed to biofuels: their carbon neutrality, their positive effect on rural livelihoods, and policymakers’ ability to effectively govern for sustainability. This paper takes these findings as its starting point and asks, “What next?” for countries wishing to advance biofuels as one option for the necessary divestment from fossil fuels. Deriving recommendations for national biofuel programs from past performance is no easy task. Context, complexity, power dynamics and scaling pose significant challenges to achieving policy aims. We are nevertheless able to distill a set of sine qua nons (indispensables) for sustainable biofuel governance from the evidence and change management literatures. They are put forward not as recipes for success, but minimum conditions and “best bet” approaches requiring testing, deliberation, and refinement. Perhaps the most fundamental sine qua non is to pursue options that downscale global demand – as current levels of global energy consumption, if only in the transport sector, cannot be met by biomass-derived agrofuels in a way that meets social and environmental sustainability goals.

The paper draws on the national biofuel policies of ten countries and the EU, selected to represent a diverse sample of regions, producers and consumers, and pioneers and latecomers. It proceeds in two steps: firstly, it identifies three risk categories most frequently mentioned across the investigated national policies. Secondly, it conducts a systematic review of available empirical research about biofuels’ effects in these risk categories. Findings are discussed regarding the empirical conditions under which related expectations to do no harm have materialized or failed; and concerning the challenges of risks perception and management in actual policies. We observe issues of crop selection and inadequate sectoral governance of biofuels, but also challenges of large-scale modes of intensive production. Effective risk mitigation was often the result of risk adverse choices by contract farmers engaged in biofuels production. National policy documents have insufficiently conceptualized ‘do no harm’ concepts and strategies in place to address these performance issues; while remaining silent on the particular risk governance and accountability framework that keeps track of actual developments, commitments and responsibilities.

This paper investigates the values and priorities reflected in a Canadian pipeline review: The National Energy Board (NEB) decision on Line 9. Theories of energy justice guided analysis of evidence presented at NEB hearings, the NEB’s explanation of its decision, and a Supreme Court challenge. We find that several aspects of energy justice were weak in the NEB process. First, a project-specific scope obstructed the pursuit of equity within and between generations: the pipeline’s contributions to climate change, impacts of the oil sands, and cumulative encroachment on Indigenous lands were excluded from review. Second, the NEB created a hierarchy of knowledge: it considered evidence of potential spill impacts as hypothetical while accepting as fact the proponent’s claim that it could prevent and manage spills. Third, recognition of diversity remained elusive: Indigenous nations’ dissatisfaction with the process challenged the NEB’s interpretation of meaningful consultation and procedural fairness. To address the challenges of climate change and reconciliation between Indigenous and settler nations, it is crucial to identify which kinds of evidence decision-makers recognize as valid and which they exclude. Ideas from energy justice can help support actions to improve the public acceptability of energy decisions, as well as to foster greater Indigenous autonomy.

This paper interrogates the expectations attached to biofuels. We begin by examining how policies in consumer and producer countries articulate a series of expectations for biofuels that are “bundled” with the promise of cleaner energy, using the rationales behind these expectations to derive criteria for success. We then review evidence from the published literature on biofuel outcomes against these criteria to assess whether the most prevalent assumptions have been met. We find that policy expectations for biofuels are often expressed in narrow terms, failing to capture important potential impacts – for example focusing on new jobs in the formal sector rather than job quality or whether employment offsets livelihood costs associated with biofuel investments. Some expectations have proven elusive irrespective of the metrics employed, for example using biofuels to improve energy access in remote rural areas. The paper concludes by discussing implications for policy and practice.

We undertook a systematic review of the scientific literature to illuminate this relationship and found a limited scientific basis for policymaking. Our results indicate that knowledge on the sustainable development impacts of bioenergy production is concentrated in a few well‐studied countries, focuses on environmental and economic impacts, and mostly relates to dedicated agricultural biomass plantations. The scope and methodological approaches in studies differ widely and only a small share of the studies sufficiently reports on context and/or baseline conditions, which makes it difficult to get a general understanding of the attribution of impacts. Nevertheless, we identified regional patterns of positive or negative impacts for all categories – environmental, economic, institutional, social and technological. In general, economic and technological impacts were more frequently reported as positive, while social and environmental impacts were more frequently reported as negative (with the exception of impacts on direct substitution of GHG emission from fossil fuel). More focused and transparent research is needed to validate these patterns and develop a strong science underpinning for establishing policies and governance agreements that prevent/mitigate negative and promote positive impacts from bioenergy production.

Papers address the extent to which policy expectations related to climate change mitigation, energy security, rural livelihoods and risk mitigation have been achieved, and the effectiveness of public and private governance in advancing sector sustainability. Building on these findings, the synthesis paper asks, "What next?" for countries wishing to advance national biofuel programmes as one option for the necessary divestment from fossil fuels. Among other sine qua nons, the special issue highlights the urgent need to downscale global energy demand, and to stop treating biofuels as an isolated sector. Goldemberg et al. (2018) query several aspects of our approach, from research design, data collection, to our recommendation to apply the "precautionary principle" in research as well as policy making. Unfortunately, Goldemberg et al. (2018) incorrectly portray our main argument. Moreover, they claim bias in our approach and mistakes in our empirical evidence, however, without bringing forward an evenhanded critique of research philosophy, methodology or referencing different empirical literature. We fully stand behind our research philosophy and findings presented.

Policy and governance measures aimed at improving the social effects of biofuels have proliferated but questions remain about their effectiveness across the value chain. This paper performs three tasks building on emerging insights from social science research on the deployment of biofuel crops. First, we identify livelihood dimensions that are particularly likely to be affected by their cultivation in the global South – income, food security, access to land-based resources, and social assets – revealing that distributional effects are crucial to evaluating the outcomes of biofuel production across these dimensions. Second, we ask how well selected biofuel governance mechanisms address livelihood and equity concerns. Third, we draw insights from literature on non-energy agricultural value chains to provide one set of ideas for improving livelihood outcomes. Our analysis demonstrates that biofuel policies treat livelihoods as a second-degree problem, specifying livelihoods as an afterthought to other goals. We suggest integrating livelihoods into a multi-criteria policy framework from the start – one that prioritizes equity issues as well as overall outcomes. We also show that the instruments with strongest provisions for safeguarding livelihoods and equity appear least likely to be implemented. Together, shifting both the priorities and the relative hierarchy of biofuel governance instruments could help produce strategies that more effectively address livelihood and equity concerns.

This paper explores the use of universalizing language as a discursive strategy to promote shifts in energy policy. Building on scholarship that seeks to understand the political nature of energy transitions, including resistance to transitions, the role of the state, and implications for justice, we examine three phases of energy transition in Ontario in the period 2009–2019, focusing on the ways that three successive ruling coalitions used the first plural pronoun “we” to promote contrasting energy policy orientations. Our analysis of policy documents and government news releases confirms that all three coalitions used the “we” form as a strategic device to define priorities, prescribe courses of action, and broadcast achievements. However, they also used the ambiguity of the “we” form to obscure alternative perspectives, claim credit for rivals’ accomplishments, and gloss over harmful and differentiated impacts of policy choices. The paper concludes by reflecting on broader questions about power and justice relevant to energy transition scholars.

A recent IPCC report emphasized bioenergy with carbon capture storage (BECCS) as a key technology for staying below 1.5°C or 2°C global warming, yet another IPCC report highlights high risks of BECCS in the land domain. Here, we contrast insights from these reports with other recent literature and demonstrate that BECCS bears additional risks for biodiversity, livelihoods, and intertemporal carbon balances. We point out that the majority of scenarios that meet the goals of the Paris agreements exceed sustainability and precautionary thresholds in land and BECCS potentials. Risks may be best avoided by demand-side- driven rapid decarbonization and less land-intensive carbon dioxide removal technologies.

Drawing on published evidence on performance, contributing papers to this Special Section question assumptions commonly attributed to biofuels: their carbon neutrality, their positive effect on rural livelihoods, and policymakers’ ability to effectively govern for sustainability. This paper takes these findings as its starting point and asks, “What next?” for countries wishing to advance biofuels as one option for the necessary divestment from fossil fuels. Deriving recommendations for national biofuel programs from past performance is no easy task. Context, complexity, power dynamics and scaling pose significant challenges to achieving policy aims. We are nevertheless able to distill a set of sine qua nons (indispensables) for sustainable biofuel governance from the evidence and change management literatures. They are put forward not as recipes for success, but minimum conditions and “best bet” approaches requiring testing, deliberation, and refinement. Perhaps the most fundamental sine qua non is to pursue options that downscale global demand – as current levels of global energy consumption, if only in the transport sector, cannot be met by biomass-derived agrofuels in a way that meets social and environmental sustainability goals.

The paper draws on the national biofuel policies of ten countries and the EU, selected to represent a diverse sample of regions, producers and consumers, and pioneers and latecomers. It proceeds in two steps: firstly, it identifies three risk categories most frequently mentioned across the investigated national policies. Secondly, it conducts a systematic review of available empirical research about biofuels’ effects in these risk categories. Findings are discussed regarding the empirical conditions under which related expectations to do no harm have materialized or failed; and concerning the challenges of risks perception and management in actual policies. We observe issues of crop selection and inadequate sectoral governance of biofuels, but also challenges of large-scale modes of intensive production. Effective risk mitigation was often the result of risk adverse choices by contract farmers engaged in biofuels production. National policy documents have insufficiently conceptualized ‘do no harm’ concepts and strategies in place to address these performance issues; while remaining silent on the particular risk governance and accountability framework that keeps track of actual developments, commitments and responsibilities.

This paper investigates the values and priorities reflected in a Canadian pipeline review: The National Energy Board (NEB) decision on Line 9. Theories of energy justice guided analysis of evidence presented at NEB hearings, the NEB’s explanation of its decision, and a Supreme Court challenge. We find that several aspects of energy justice were weak in the NEB process. First, a project-specific scope obstructed the pursuit of equity within and between generations: the pipeline’s contributions to climate change, impacts of the oil sands, and cumulative encroachment on Indigenous lands were excluded from review. Second, the NEB created a hierarchy of knowledge: it considered evidence of potential spill impacts as hypothetical while accepting as fact the proponent’s claim that it could prevent and manage spills. Third, recognition of diversity remained elusive: Indigenous nations’ dissatisfaction with the process challenged the NEB’s interpretation of meaningful consultation and procedural fairness. To address the challenges of climate change and reconciliation between Indigenous and settler nations, it is crucial to identify which kinds of evidence decision-makers recognize as valid and which they exclude. Ideas from energy justice can help support actions to improve the public acceptability of energy decisions, as well as to foster greater Indigenous autonomy.

This paper interrogates the expectations attached to biofuels. We begin by examining how policies in consumer and producer countries articulate a series of expectations for biofuels that are “bundled” with the promise of cleaner energy, using the rationales behind these expectations to derive criteria for success. We then review evidence from the published literature on biofuel outcomes against these criteria to assess whether the most prevalent assumptions have been met. We find that policy expectations for biofuels are often expressed in narrow terms, failing to capture important potential impacts – for example focusing on new jobs in the formal sector rather than job quality or whether employment offsets livelihood costs associated with biofuel investments. Some expectations have proven elusive irrespective of the metrics employed, for example using biofuels to improve energy access in remote rural areas. The paper concludes by discussing implications for policy and practice.

We undertook a systematic review of the scientific literature to illuminate this relationship and found a limited scientific basis for policymaking. Our results indicate that knowledge on the sustainable development impacts of bioenergy production is concentrated in a few well‐studied countries, focuses on environmental and economic impacts, and mostly relates to dedicated agricultural biomass plantations. The scope and methodological approaches in studies differ widely and only a small share of the studies sufficiently reports on context and/or baseline conditions, which makes it difficult to get a general understanding of the attribution of impacts. Nevertheless, we identified regional patterns of positive or negative impacts for all categories – environmental, economic, institutional, social and technological. In general, economic and technological impacts were more frequently reported as positive, while social and environmental impacts were more frequently reported as negative (with the exception of impacts on direct substitution of GHG emission from fossil fuel). More focused and transparent research is needed to validate these patterns and develop a strong science underpinning for establishing policies and governance agreements that prevent/mitigate negative and promote positive impacts from bioenergy production.

Papers address the extent to which policy expectations related to climate change mitigation, energy security, rural livelihoods and risk mitigation have been achieved, and the effectiveness of public and private governance in advancing sector sustainability. Building on these findings, the synthesis paper asks, "What next?" for countries wishing to advance national biofuel programmes as one option for the necessary divestment from fossil fuels. Among other sine qua nons, the special issue highlights the urgent need to downscale global energy demand, and to stop treating biofuels as an isolated sector. Goldemberg et al. (2018) query several aspects of our approach, from research design, data collection, to our recommendation to apply the "precautionary principle" in research as well as policy making. Unfortunately, Goldemberg et al. (2018) incorrectly portray our main argument. Moreover, they claim bias in our approach and mistakes in our empirical evidence, however, without bringing forward an evenhanded critique of research philosophy, methodology or referencing different empirical literature. We fully stand behind our research philosophy and findings presented.

Policy and governance measures aimed at improving the social effects of biofuels have proliferated but questions remain about their effectiveness across the value chain. This paper performs three tasks building on emerging insights from social science research on the deployment of biofuel crops. First, we identify livelihood dimensions that are particularly likely to be affected by their cultivation in the global South – income, food security, access to land-based resources, and social assets – revealing that distributional effects are crucial to evaluating the outcomes of biofuel production across these dimensions. Second, we ask how well selected biofuel governance mechanisms address livelihood and equity concerns. Third, we draw insights from literature on non-energy agricultural value chains to provide one set of ideas for improving livelihood outcomes. Our analysis demonstrates that biofuel policies treat livelihoods as a second-degree problem, specifying livelihoods as an afterthought to other goals. We suggest integrating livelihoods into a multi-criteria policy framework from the start – one that prioritizes equity issues as well as overall outcomes. We also show that the instruments with strongest provisions for safeguarding livelihoods and equity appear least likely to be implemented. Together, shifting both the priorities and the relative hierarchy of biofuel governance instruments could help produce strategies that more effectively address livelihood and equity concerns.

This paper explores the use of universalizing language as a discursive strategy to promote shifts in energy policy. Building on scholarship that seeks to understand the political nature of energy transitions, including resistance to transitions, the role of the state, and implications for justice, we examine three phases of energy transition in Ontario in the period 2009–2019, focusing on the ways that three successive ruling coalitions used the first plural pronoun “we” to promote contrasting energy policy orientations. Our analysis of policy documents and government news releases confirms that all three coalitions used the “we” form as a strategic device to define priorities, prescribe courses of action, and broadcast achievements. However, they also used the ambiguity of the “we” form to obscure alternative perspectives, claim credit for rivals’ accomplishments, and gloss over harmful and differentiated impacts of policy choices. The paper concludes by reflecting on broader questions about power and justice relevant to energy transition scholars.
