This article conceptualizes power in the context of long-term process of structural change. First, it discusses the field of transition studies, which deals with processes of structural change in societal systems on the basis of certain presumptions about power relations, but still lacks an explicit conceptualization of power. Then the article discusses some prevailing points of contestation in debates on power. It is argued that for the context of transition studies, it is necessary to develop an interdisciplinary framework in which power is explicitly conceptualized in relation to change. Subsequently, such a framework is presented, with reference to existing literature on power. Starting with a philosophical and operational definition of power, a typology is developed of the different ways in which power can be exercised, explicitly including innovative power and transformative power. Finally, the presented power framework is applied to transition studies, redefining pivotal transition concepts in terms of power and formulating hypotheses on the role of power in transitions. By doing so, the article not only offers an interdisciplinary framework to study power in the context of transition studies, but also contributes to power debates more generally by including innovation and transformation as acts of power, and thereby proposes a re-conceptualization of the relation between power and structural change.

In its current process of becoming mainstream, numerous challenges and doubts have arisen whether it will live up to these. Building on insights from sustainability transitions research and institutional theory, this article unpacks the mainstreaming by considering the range of institutional arrangements and logics through which these contributions might be secured. Taking a Multi-actor Perspective, it analyses the differences, combinations, and tensions between institutional logics, associated actor roles and power relations. Firstly, it unpacks how mainstreaming occurs through mechanisms of bureaucratisation and standardisation (state logic), marketisation and commodification (market logic), as well as socialisation and communalisation (community logic). Secondly, it highlights the concomitant hybridisation of institutional logics and actor roles. Such hybrid institutional arrangements try to reconcile not only the more known trade-offs and tensions between for-profit/non-profit logics (regarding the distribution of benefits for energy activities and resources), but also between formal/informal logics (gaining recognition) and public/private logics (delineating access). This institutional concreteness moves the scholarly discussion and policy debate beyond idealistic discussions of ethical principles and abstract discussions about power: Simplistic framings of ‘prosumerism vs incumbents’ are dropped in favour of a critical discussion of hybrid institutional arrangements and their capacity to safeguard particular transformative ideals and normative commitments.

It can refer to alternative business models, novel policy instruments, financing schemes, participatory governance approaches to energy questions, or new discourses. This paper explores how power relations are manifested, altered and/or reproduced in processes of social innovations in energy transitions (SIE). We explore this research question by developing an interdisciplinary and transdisciplinary power heuristic building on different dimensions of power: power to, power over and power with. This conceptual framework helps us analyse the power dynamics in multiple types of SIEs that aim to contribute to sustainable energy transitions across three different national contexts: Germany, Poland, and the United Kingdom (UK). Our findings show how social innovation involves different dimensions of power to/over/with, and how power relations are both altered and reproduced. The cases under study also lead us to argue that understanding how power dynamics develop requires the analysis of the interplay between different power dimensions across the multiplicity of actors within different SIE-fields and their initiatives.

This paper explores how power relations are manifested, altered and/or reproduced in processes of social innovations in energy transitions (SIE). We explore this research question by developing an interdisciplinary and transdisciplinary power heuristic building on different dimensions of power: power to, power over and power with. This conceptual framework helps us analyse the power dynamics in multiple types of SIEs that aim to contribute to sustainable energy transitions across three different national contexts: Germany, Poland, and the United Kingdom (UK). Our findings show how social innovation involves different dimensions of power to/over/with, and how power relations are both altered and reproduced. The cases under study also lead us to argue that understanding how power dynamics develop requires the analysis of the interplay between different power dimensions across the multiplicity of actors within different SIE-fields and their initiatives.

This article provides an extensive review and an updated research agenda for the field, classified into nine main themes: understanding transitions; power, agency and politics; governing transitions; civil society, culture and social movements; businesses and industries; transitions in practice and everyday life; geography of transitions; ethical aspects; and methodologies. The review shows that the scope of sustainability transitions research has broadened and connections to established disciplines have grown stronger. At the same time, we see that the grand challenges related to sustainability remain unsolved, calling for continued efforts and an acceleration of ongoing transitions. Transition studies can play a key role in this regard by creating new perspectives, approaches and understanding and helping to move society in the direction of sustainability.

AbstractAccelerating energy transitions that are both sustainable and just remains an important challenge, and social innovation can have a key role in this transition. Here, we examine the diversity and potential of social innovation in energy systems transformation, synthesizing original mixed methods data from expert interviews, document analysis, social innovation experiments, a representative survey, and an expert survey. Based on a thematic analysis of these data, we advance four key findings: (1) the diversity of social innovation in energy is best understood when recognizing core social practices (thinking, doing, and organizing) and accounting for changes in social relations (cooperation, exchange, competition, and conflict); (2) governance, policy networks, and national context strongly shape social innovation dynamics; (3) processes of social innovation are implicated by multidimensional power relations that can result in transformative changes; and (4) social innovation in energy generally has strong social acceptance among citizens, benefits local communities and is legitimized in key community and city organizations. We discuss an agenda for 9 future research directions on social innovation in energy, and conclude with insights related to national context, governance, and acceleration.

This paper develops a conceptual understanding of transformative innovations as shared activities, ideas and objects across locally rooted sustainability initiatives that explore and develop alternatives to incumbent and (perceived) unsustainable regimes that they seek to challenge, alter or replace. We synthesize empirical work from two European research projects (TRANSIT and ARTS), in which initiatives and networks were empirically studied, to develop a broader conceptual understanding of the emergence of transformative innovation. The development of initiatives can occur through growing, replicating, partnering, instrumentalising and embedding. This is supported through translocal networks that connect initiatives by sharing ideas, objects and activities across local contexts. This translocal characteristic of transformative innovations harnesses an enormous potential for sustainability transitions, but requires further understanding as well as

This concept refers to different social phenomena relating to changes in socio-technical systems. Moving beyond narrow perspectives on social innovation, this article asks how we can capture the diversity of social innovation, taking the example of the energy sector. It proposes a comprehensive typology of social innovation that allows to capture the phenomenon in its empirical diversity, and to more systematically investigate processes of social innovation and their contributions to making socio-technical systems more sustainable. The typology is based on a conceptual understanding of social innovation in energy (SIE) as comprising changing social relations involving new ways of doing, thinking and/or organising energy. It is empirically grounded in mapping and analysing 500 SIE-initiatives across eight European countries. Such a conceptually-informed and empirically-grounded understanding of SIE sheds light on the ‘social’ as an object of innovation, the agency of a multitude of actors, and the different types of social relations and activities pursued by energy system actors. It also opens the possibility to publicly discuss the diverse social innovations and their interdependencies, (un)desirability, as well as transformative potentials in energy transitions.

textabstractTo date, the field of transition research lacks a suitable vocabulary to analyse the (changing) interactions and relations of actors as part of a sustainability transition. This article addresses this knowledge gap by exploring the potential of the concept of 'roles' from social interaction research. The role concept is operationalized for transition research to allow the analysis of (changing) roles and relations between actor roles as indicative of changes in the social fabric and shared values, norms and beliefs. It also allows considering the use of roles as a transition governance intervention. This includes creating new roles, breaking down or altering existing ones and explicitly negotiating or purposefully assigning roles, as well as the flexible use of roles as resources.

However, examples of concrete methods that put this into practice are sparse. This paper presents a conceptual and methodological framework that develops a better understanding of the power phenomenon, while providing actionable knowledge. By focussing on the context of social innovation in energy transitions, we demonstrate how different theoretical conceptualisations of power can be translated into a collaborative, transdisciplinary research design. In a facilitated process, researchers, policy workers and practitioners from diverse social innovation fields developed and tested the Transformative Power Lab approach and co-wrote a ‘Power Guide’ as a strategic exploration of power dynamics in sustainability transitions, specifically regarding social innovation in energy transitions. Based on the insights that emerged during this process, we discuss how transdisciplinary and action-oriented approaches in sustainability transition studies might benefit from this approach and, potentially, develop it further.

This article conceptualizes power in the context of long-term process of structural change. First, it discusses the field of transition studies, which deals with processes of structural change in societal systems on the basis of certain presumptions about power relations, but still lacks an explicit conceptualization of power. Then the article discusses some prevailing points of contestation in debates on power. It is argued that for the context of transition studies, it is necessary to develop an interdisciplinary framework in which power is explicitly conceptualized in relation to change. Subsequently, such a framework is presented, with reference to existing literature on power. Starting with a philosophical and operational definition of power, a typology is developed of the different ways in which power can be exercised, explicitly including innovative power and transformative power. Finally, the presented power framework is applied to transition studies, redefining pivotal transition concepts in terms of power and formulating hypotheses on the role of power in transitions. By doing so, the article not only offers an interdisciplinary framework to study power in the context of transition studies, but also contributes to power debates more generally by including innovation and transformation as acts of power, and thereby proposes a re-conceptualization of the relation between power and structural change.

This article conceptualizes power in the context of long-term process of structural change. First, it discusses the field of transition studies, which deals with processes of structural change in societal systems on the basis of certain presumptions about power relations, but still lacks an explicit conceptualization of power. Then the article discusses some prevailing points of contestation in debates on power. It is argued that for the context of transition studies, it is necessary to develop an interdisciplinary framework in which power is explicitly conceptualized in relation to change. Subsequently, such a framework is presented, with reference to existing literature on power. Starting with a philosophical and operational definition of power, a typology is developed of the different ways in which power can be exercised, explicitly including innovative power and transformative power. Finally, the presented power framework is applied to transition studies, redefining pivotal transition concepts in terms of power and formulating hypotheses on the role of power in transitions. By doing so, the article not only offers an interdisciplinary framework to study power in the context of transition studies, but also contributes to power debates more generally by including innovation and transformation as acts of power, and thereby proposes a re-conceptualization of the relation between power and structural change.

In its current process of becoming mainstream, numerous challenges and doubts have arisen whether it will live up to these. Building on insights from sustainability transitions research and institutional theory, this article unpacks the mainstreaming by considering the range of institutional arrangements and logics through which these contributions might be secured. Taking a Multi-actor Perspective, it analyses the differences, combinations, and tensions between institutional logics, associated actor roles and power relations. Firstly, it unpacks how mainstreaming occurs through mechanisms of bureaucratisation and standardisation (state logic), marketisation and commodification (market logic), as well as socialisation and communalisation (community logic). Secondly, it highlights the concomitant hybridisation of institutional logics and actor roles. Such hybrid institutional arrangements try to reconcile not only the more known trade-offs and tensions between for-profit/non-profit logics (regarding the distribution of benefits for energy activities and resources), but also between formal/informal logics (gaining recognition) and public/private logics (delineating access). This institutional concreteness moves the scholarly discussion and policy debate beyond idealistic discussions of ethical principles and abstract discussions about power: Simplistic framings of ‘prosumerism vs incumbents’ are dropped in favour of a critical discussion of hybrid institutional arrangements and their capacity to safeguard particular transformative ideals and normative commitments.

This paper explores how power relations are manifested, altered and/or reproduced in processes of social innovations in energy transitions (SIE). We explore this research question by developing an interdisciplinary and transdisciplinary power heuristic building on different dimensions of power: power to, power over and power with. This conceptual framework helps us analyse the power dynamics in multiple types of SIEs that aim to contribute to sustainable energy transitions across three different national contexts: Germany, Poland, and the United Kingdom (UK). Our findings show how social innovation involves different dimensions of power to/over/with, and how power relations are both altered and reproduced. The cases under study also lead us to argue that understanding how power dynamics develop requires the analysis of the interplay between different power dimensions across the multiplicity of actors within different SIE-fields and their initiatives.

This article provides an extensive review and an updated research agenda for the field, classified into nine main themes: understanding transitions; power, agency and politics; governing transitions; civil society, culture and social movements; businesses and industries; transitions in practice and everyday life; geography of transitions; ethical aspects; and methodologies. The review shows that the scope of sustainability transitions research has broadened and connections to established disciplines have grown stronger. At the same time, we see that the grand challenges related to sustainability remain unsolved, calling for continued efforts and an acceleration of ongoing transitions. Transition studies can play a key role in this regard by creating new perspectives, approaches and understanding and helping to move society in the direction of sustainability.

AbstractAccelerating energy transitions that are both sustainable and just remains an important challenge, and social innovation can have a key role in this transition. Here, we examine the diversity and potential of social innovation in energy systems transformation, synthesizing original mixed methods data from expert interviews, document analysis, social innovation experiments, a representative survey, and an expert survey. Based on a thematic analysis of these data, we advance four key findings: (1) the diversity of social innovation in energy is best understood when recognizing core social practices (thinking, doing, and organizing) and accounting for changes in social relations (cooperation, exchange, competition, and conflict); (2) governance, policy networks, and national context strongly shape social innovation dynamics; (3) processes of social innovation are implicated by multidimensional power relations that can result in transformative changes; and (4) social innovation in energy generally has strong social acceptance among citizens, benefits local communities and is legitimized in key community and city organizations. We discuss an agenda for 9 future research directions on social innovation in energy, and conclude with insights related to national context, governance, and acceleration.

This paper develops a conceptual understanding of transformative innovations as shared activities, ideas and objects across locally rooted sustainability initiatives that explore and develop alternatives to incumbent and (perceived) unsustainable regimes that they seek to challenge, alter or replace. We synthesize empirical work from two European research projects (TRANSIT and ARTS), in which initiatives and networks were empirically studied, to develop a broader conceptual understanding of the emergence of transformative innovation. The development of initiatives can occur through growing, replicating, partnering, instrumentalising and embedding. This is supported through translocal networks that connect initiatives by sharing ideas, objects and activities across local contexts. This concept refers to different social phenomena relating to changes in socio-technical systems. Moving beyond narrow perspectives on social innovation, this article asks how we can capture the diversity of social innovation, taking the example of the energy sector. It proposes a comprehensive typology of social innovation that allows to capture the phenomenon in its empirical diversity, and to more systematically investigate processes of social innovation and their contributions to making socio-technical systems more sustainable. The typology is based on a conceptual understanding of social innovation in energy (SIE) as comprising changing social relations involving new ways of doing, thinking and/or organising energy. It is empirically grounded in mapping and analysing 500 SIE-initiatives across eight European countries. Such a conceptually-informed and empirically-grounded understanding of SIE sheds light on the ‘social’ as an object of innovation, the agency of a multitude of actors, and the different types of social relations and activities pursued by energy system actors. It also opens the possibility to publicly discuss the diverse social innovations and their interdependencies, (un)desirability, as well as transformative potentials in energy transitions.

textabstractTo date, the field of transition research lacks a suitable vocabulary to analyse the (changing) interactions and relations of actors as part of a sustainability transition. This article addresses this knowledge gap by exploring the potential of the concept of 'roles' from social interaction research. The role concept is operationalized for transition research to allow the analysis of (changing) roles and relations between actor roles as indicative of changes in the social fabric and shared values, norms and beliefs. It also allows considering the use of roles as a transition governance intervention. This includes creating new roles, breaking down or altering existing ones and explicitly negotiating or purposefully assigning roles, as well as the flexible use of roles as resources.

However, examples of concrete methods that put this into practice are sparse. This paper presents a conceptual and methodological framework that develops a better understanding of the power phenomenon, while providing actionable knowledge. By focussing on the context of social innovation in energy transitions, we demonstrate how different theoretical conceptualisations of power can be translated into a collaborative, transdisciplinary research design. In a facilitated process, researchers, policy workers and practitioners from diverse social innovation fields developed and tested the Transformative Power Lab approach and co-wrote a ‘Power Guide’ as a strategic exploration of power dynamics in sustainability transitions, specifically regarding social innovation in energy transitions. Based on the insights that emerged during this process, we discuss how transdisciplinary and action-oriented approaches in sustainability transition studies might benefit from this approach and, potentially, develop it further.
