Abstract The scientific community is developing new global, regional, and sectoral scenarios to facilitate interdisciplinary research and assessment to explore the range of possible future climates and related physical changes that could pose risks to human and natural systems; how these changes could interact with social, economic, and environmental development pathways; the degree to which mitigation and adaptation policies can avoid and reduce risks; the costs and benefits of various policy mixes; and the relationship of future climate change adaptation and mitigation policy responses with sustainable development. This paper provides the background to and process of developing the conceptual framework for these scenarios, as described in the three subsequent papers in this Special Issue (Van Vuuren et al., 2013; O’Neill et al., 2013; Kriegler et al., Submitted for publication in this special issue). The paper also discusses research needs to further develop, apply, and revise this framework in an iterative and open-ended process. A key goal of the framework design and its future development is to facilitate the collaboration of climate change researchers from a broad range of perspectives and disciplines to develop policy- and decision-relevant scenarios and explore the challenges and opportunities human and natural systems could face with additional climate change.

COVID-19 has revealed how challenging it is to manage global, systemic and compounding crises. Like COVID-19, climate change impacts, and maladaptive responses to them, have potential to disrupt societies at multiple scales via networks of trade, finance, mobility and communication, and to impact hardest on the most vulnerable. However, these complex systems can also facilitate resilience if managed effectively. This review aims to distil lessons related to the transboundary management of systemic risks from the COVID-19 experience, to inform climate change policy and resilience building. Evidence from diverse fields is synthesised to illustrate the nature of systemic risks and our evolving understanding of resilience. We describe research methods that aim to capture systemic complexity to inform better management practices and increase resilience to crises. Finally, we recommend specific, practical actions for improving transboundary climate risk management and resilience building. These include mapping the direct, cross-border and cross-sectoral impacts of potential climate extremes, adopting adaptive risk management strategies that embrace heterogenous decision-making and uncertainty, and taking a broader approach to resilience which elevates human wellbeing, including societal and ecological resilience.

Advances in the science and observation of climate change are providing a clearer understanding of the inherent variability of Earth's climate system and its likely response to human and natural influences. The implications of climate change for the environment and society will depend not only on the response of the Earth system to changes in radiative forcings, but also on how humankind responds through changes in technology, economies, lifestyle and policy. Extensive uncertainties exist in future forcings of and responses to climate change, necessitating the use of scenarios of the future to explore the potential consequences of different response options. To date, such scenarios have not adequately examined crucial possibilities, such as climate change mitigation and adaptation, and have relied on research processes that slowed the exchange of information among physical, biological and social scientists. Here we describe a new process for creating plausible scenarios to investigate some of the most challenging and important questions about climate change confronting the global community.

AbstractShared socioeconomic pathways (SSPs), developed at global scale, comprise narrative descriptions and quantifications of future world developments that are intended for climate change scenario analysis. However, their extension to national and regional scales can be challenging. Here, we present SSP narratives co-developed with stakeholders for the agriculture and food sector in Finland. These are derived from intensive discussions at a workshop attended by approximately 39 participants offering a range of sectoral perspectives. Using general background descriptions of the SSPs for Europe, facilitated discussions were held in parallel for each of four SSPs reflecting very different contexts for the development of the sector up to 2050 and beyond. Discussions focused on five themes from the perspectives of consumers, producers and policy-makers, included a joint final session and allowed for post-workshop feedback. Results reflect careful sector-based, national-level interpretations of the global SSPs from which we have constructed consensus narratives. Our results also show important critical remarks and minority viewpoints. Interesting features of the Finnish narratives compared to the global SSP narratives include greater emphasis on environmental quality; significant land abandonment in SSPs with reduced livestock production and increased plant-based diets; continued need for some farm subsidies across all SSPs and opportunities for diversifying domestic production under scenarios of restricted trade. Our results can contribute to the development of more detailed national long-term scenarios for food and agriculture that are both relevant for local stakeholders and researchers as well as being consistent with global scenarios being applied internationally.

Over the past ten years, the climate change research community has developed a scenario framework combining alternative futures of climate and society to facilitate integrated research and consistent assessment to inform policy. Here we assess how well this framework is working and what challenges it faces. We synthesize insights from scenario-based literature, community discussions and recent experience in assessments, concluding that the framework has been widely adopted across research communities and is largely meeting immediate needs. However, some mixed successes and a changing policy and research landscape present key challenges, and we recommend several new directions for the development and use of this framework.

Attempts to improve model representations are hampered by a shortage of systematic descriptions of adaptation processes and their relevance to models. This paper reviews the scientific literature to investigate conceptualisations and models of climate change adaptation, and the ways in which representation of adaptation in models can be improved. The review shows that real-world adaptive responses can be differentiated along a number of dimensions including intent or purpose, timescale, spatial scale, beneficiaries and providers, type of action, and sector. However, models of climate change consequences for land use and water management currently provide poor coverage of these dimensions, instead modelling adaptation in an artificial and subjective manner. While different modelling approaches do capture distinct aspects of the adaptive process, they have done so in relative isolation, without producing improved unified representations. Furthermore, adaptation is often assumed to be objective, effective and consistent through time, with only a minority of models taking account of the human decisions underpinning the choice of adaptation measures (14%), the triggers that motivate actions (38%) or the time-lags and constraints that may limit their uptake and effectiveness (14%). No models included adaptation to take advantage of beneficial opportunities of climate change. Based on these insights, transferable recommendations are made on directions for future model development that may enhance realism within models, while also advancing our understanding of the processes and effectiveness of adaptation to a changing climate.

Abstract. This paper describes the motivation for the creation of the Vulnerability, Impacts, Adaptation and Climate Services (VIACS) Advisory Board for the Sixth Phase of the Coupled Model Intercomparison Project (CMIP6), its initial activities, and its plans to serve as a bridge between climate change applications experts and climate modelers. The climate change application community comprises researchers and other specialists who use climate information (alongside socioeconomic and other environmental information) to analyze vulnerability, impacts, and adaptation of natural systems and society in relation to past, ongoing, and projected future climate change. Much of this activity is directed toward the co-development of information needed by decision-makers for managing projected risks. CMIP6 provides a unique opportunity to facilitate a two-way dialog between climate modelers and VIACS experts who are looking to apply CMIP6 results for a wide array of research and climate services objectives. The VIACS Advisory Board convenes leaders of major impact sectors, international programs, and climate services to solicit community feedback that increases the applications relevance of the CMIP6-Endorsed Model Intercomparison Projects (MIPs). As an illustration of its potential, the VIACS community provided CMIP6 leadership with a list of prioritized climate model variables and MIP experiments of the greatest interest to the climate model applications community, indicating the applicability and societal relevance of climate model simulation outputs. The VIACS Advisory Board also recommended an impacts version of Obs4MIPs and indicated user needs for the gridding and processing of model output.

This study explored the utility of the impact response surface (IRS) approach for investigating model ensemble crop yield responses under a large range of changes in climate. IRSs of spring and winter wheat Triticum aestivum yields were constructed from a 26-member ensemble of process-based crop simulation models for sites in Finland, Germany and Spain across a latitudinal transect. The sensitivity of modelled yield to systematic increments of changes in temperature (-2 to +9°C) and precipitation (-50 to +50%) was tested by modifying values of baseline (1981 to 2010) daily weather, with CO2 concentration fixed at 360 ppm. The IRS approach offers an effective method of portraying model behaviour under changing climate as well as advantages for analysing, comparing and presenting results from multi-model ensemble simulations. Though individual model behaviour occasionally departed markedly from the average, ensemble median responses across sites and crop varieties indicated that yields decline with higher temperatures and decreased precipitation and increase with higher precipitation. Across the uncertainty ranges defined for the IRSs, yields were more sensitive to temperature than precipitation changes at the Finnish site while sensitivities were mixed at the German and Spanish sites. Precipitation effects diminished under higher temperature changes. While the bivariate and multi-model characteristics of the analysis impose some limits to interpretation, the IRS approach nonetheless provides additional insights into sensitivities to inter-model and inter-annual variability. Taken together, these sensitivities may help to pinpoint processes such as heat stress, vernalisation or drought effects requiring refinement in future model development.

The start, end, duration and intensity of the thermal growing season (the period with mean daily temperatures exceeding 5°C) during the past century (1890-1995) was analysed at nine sites in the Nordic region. Statistical comparisons were made between three adjacent 35-year periods. The results indicate that the growing season lengthened considerably at all sites between 1891-1925 and 1926-1960. Lengthening has continued at a slower rate up to the present at the eight Fennoscandian sites but not at the Icelandic site. In contrast, the intensity of the growing season, expressed by effective temperature sum above 5°C, which increased at all sites between the first two periods, has decreased slightly at all locations except Turku in recent decades. Under three scenarios, representing the range of estimated greenhouse gas-induced warming by the 2050s, the growing season is expected to lengthen at all sites. For a “Central” scenario, the greatest lengthening is computed for southern and western Scandinavia (7-8 weeks) with smaller changes in Finland (4 weeks) and Iceland (3 weeks). With a lengthening growing season during the past century in Fennoscandia, there are likely to have been impacts on natural and managed ecosystems. Some evidence of recent biotic and abiotic effects already exists, but other indicators of long-term change remain to be analysed.

Hlavinka;Climate change is expected to severely affect cropping systems and food production in many parts of the world unless local adaptation can ameliorate these impacts. Ensembles of crop simulation models can be useful tools for assessing if proposed adaptation options are capable of achieving target yields, whilst also quantifying the share of uncertainty in the simulated crop impact resulting from the crop models themselves. Although some studies have analysed the influence of ensemble size on model outcomes, the effect of ensemble composition has not yet been properly appraised. Moreover, results and derived recommendations typically rely on averaged ensemble simulation results without accounting sufficiently for the spread of model outcomes. Therefore, we developed an Ensemble Outcome Agreement (EOA) index, which analyses the effect of changes in composition and size of a multi-model ensemble (MME) to evaluate the level of agreement between MME outcomes with respect to a given hypothesis (e.g. that adaptation measures result in positive crop responses). We analysed the recommendations of a previous study performed with an ensemble of 17 crop models and testing 54 adaptation options for rainfed winter wheat (Triticum aestivum L.) at Lleida (NE Spain) under perturbed conditions of temperature, precipitation and atmospheric CO2 concentration. Our results confirmed that most adaptations recommended in the previous study have a positive effect. However, we also showed that some options did not remain recommendable in specific conditions if different ensembles were considered. Using EOA, we were able to identify the adaptation options for which there is high confidence in their effectiveness at enhancing yields, even under severe climate perturbations. These include substituting spring wheat for winter wheat combined with earlier sowing dates and standard or longer duration cultivars, or introducing supplementary irrigation, the latter increasing EOA values in all cases. There is low confidence in recovering yields to baseline levels, although this target could be attained for some adaptation options under moderate climate perturbations. Recommendations derived from such robust results may provide crucial information for stakeholders seeking to implement adaptation measures.

Abstract The scientific community is developing new global, regional, and sectoral scenarios to facilitate interdisciplinary research and assessment to explore the range of possible future climates and related physical changes that could pose risks to human and natural systems; how these changes could interact with social, economic, and environmental development pathways; the degree to which mitigation and adaptation policies can avoid and reduce risks; the costs and benefits of various policy mixes; and the relationship of future climate change adaptation and mitigation policy responses with sustainable development. This paper provides the background to and process of developing the conceptual framework for these scenarios, as described in the three subsequent papers in this Special Issue (Van Vuuren et al., 2013; O’Neill et al., 2013; Kriegler et al., Submitted for publication in this special issue). The paper also discusses research needs to further develop, apply, and revise this framework in an iterative and open-ended process. A key goal of the framework design and its future development is to facilitate the collaboration of climate change researchers from a broad range of perspectives and disciplines to develop policy- and decision-relevant scenarios and explore the challenges and opportunities human and natural systems could face with additional climate change.

COVID-19 has revealed how challenging it is to manage global, systemic and compounding crises. Like COVID-19, climate change impacts, and maladaptive responses to them, have potential to disrupt societies at multiple scales via networks of trade, finance, mobility and communication, and to impact hardest on the most vulnerable. However, these complex systems can also facilitate resilience if managed effectively. This review aims to distil lessons related to the transboundary management of systemic risks from the COVID-19 experience, to inform climate change policy and resilience building. Evidence from diverse fields is synthesised to illustrate the nature of systemic risks and our evolving understanding of resilience. We describe research methods that aim to capture systemic complexity to inform better management practices and increase resilience to crises. Finally, we recommend specific, practical actions for improving transboundary climate risk management and resilience building. These include mapping the direct, cross-border and cross-sectoral impacts of potential climate extremes, adopting adaptive risk management strategies that embrace heterogenous decision-making and uncertainty, and taking a broader approach to resilience which elevates human wellbeing, including societal and ecological resilience.

Advances in the science and observation of climate change are providing a clearer understanding of the inherent variability of Earth's climate system and its likely response to human and natural influences. The implications of climate change for the environment and society will depend not only on the response of the Earth system to changes in radiative forcings, but also on how humankind responds through changes in technology, economies, lifestyle and policy. Extensive uncertainties exist in future forcings of and responses to climate change, necessitating the use of scenarios of the future to explore the potential consequences of different response options. To date, such scenarios have not adequately examined crucial possibilities, such as climate change mitigation and adaptation, and have relied on research processes that slowed the exchange of information among physical, biological and social scientists. Here we describe a new process for creating plausible scenarios to investigate some of the most challenging and important questions about climate change confronting the global community.

AbstractShared socioeconomic pathways (SSPs), developed at global scale, comprise narrative descriptions and quantifications of future world developments that are intended for climate change scenario analysis. However, their extension to national and regional scales can be challenging. Here, we present SSP narratives co-developed with stakeholders for the agriculture and food sector in Finland. These are derived from intensive discussions at a workshop attended by approximately 39 participants offering a range of sectoral perspectives. Using general background descriptions of the SSPs for Europe, facilitated discussions were held in parallel for each of four SSPs reflecting very different contexts for the development of the sector up to 2050 and beyond. Discussions focused on five themes from the perspectives of consumers, producers and policy-makers, included a joint final session and allowed for post-workshop feedback. Results reflect careful sector-based, national-level interpretations of the global SSPs from which we have constructed consensus narratives. Our results also show important critical remarks and minority viewpoints. Interesting features of the Finnish narratives compared to the global SSP narratives include greater emphasis on environmental quality; significant land abandonment in SSPs with reduced livestock production and increased plant-based diets; continued need for some farm subsidies across all SSPs and opportunities for diversifying domestic production under scenarios of restricted trade. Our results can contribute to the development of more detailed national long-term scenarios for food and agriculture that are both relevant for local stakeholders and researchers as well as being consistent with global scenarios being applied internationally.

Over the past ten years, the climate change research community has developed a scenario framework combining alternative futures of climate and society to facilitate integrated research and consistent assessment to inform policy. Here we assess how well this framework is working and what challenges it faces. We synthesize insights from scenario-based literature, community discussions and recent experience in assessments, concluding that the framework has been widely adopted across research communities and is largely meeting immediate needs. However, some mixed successes and a changing policy and research landscape present key challenges, and we recommend several new directions for the development and use of this framework.

Attempts to improve model representations are hampered by a shortage of systematic descriptions of adaptation processes and their relevance to models. This paper reviews the scientific literature to investigate conceptualisations and models of climate change adaptation, and the ways in which representation of adaptation in models can be improved. The review shows that real-world adaptive responses can be differentiated along a number of dimensions including intent or purpose, timescale, spatial scale, beneficiaries and providers, type of action, and sector. However, models of climate change consequences for land use and water management currently provide poor coverage of these dimensions, instead modelling adaptation in an artificial and subjective manner. While different modelling approaches do capture distinct aspects of the adaptive process, they have done so in relative isolation, without producing improved unified representations. Furthermore, adaptation is often assumed to be objective, effective and consistent through time, with only a minority of models taking account of the human decisions underpinning the choice of adaptation measures (14%), the triggers that motivate actions (38%) or the time-lags and constraints that may limit their uptake and effectiveness (14%). No models included adaptation to take advantage of beneficial opportunities of climate change. Based on these insights, transferable recommendations are made on directions for future model development that may enhance realism within models, while also advancing our understanding of the processes and effectiveness of adaptation to a changing climate.

Abstract. This paper describes the motivation for the creation of the Vulnerability, Impacts, Adaptation and Climate Services (VIACS) Advisory Board for the Sixth Phase of the Coupled Model Intercomparison Project (CMIP6), its initial activities, and its plans to serve as a bridge between climate change applications experts and climate modelers. The climate change application community comprises researchers and other specialists who use climate information (alongside socioeconomic and other environmental information) to analyze vulnerability, impacts, and adaptation of natural systems and society in relation to past, ongoing, and projected future climate change. Much of this activity is directed toward the co-development of information needed by decision-makers for managing projected risks. CMIP6 provides a unique opportunity to facilitate a two-way dialog between climate modelers and VIACS experts who are looking to apply CMIP6 results for a wide array of research and climate services objectives. The VIACS Advisory Board convenes leaders of major impact sectors, international programs, and climate services to solicit community feedback that increases the applications relevance of the CMIP6-Endorsed Model Intercomparison Projects (MIPs). As an illustration of its potential, the VIACS community provided CMIP6 leadership with a list of prioritized climate model variables and MIP experiments of the greatest interest to the climate model applications community, indicating the applicability and societal relevance of climate model simulation outputs. The VIACS Advisory Board also recommended an impacts version of Obs4MIPs and indicated user needs for the gridding and processing of model output.

This study explored the utility of the impact response surface (IRS) approach for investigating model ensemble crop yield responses under a large range of changes in climate. IRSs of spring and winter wheat Triticum aestivum yields were constructed from a 26-member ensemble of process-based crop simulation models for sites in Finland, Germany and Spain across a latitudinal transect. The sensitivity of modelled yield to systematic increments of changes in temperature (-2 to +9°C) and precipitation (-50 to +50%) was tested by modifying values of baseline (1981 to 2010) daily weather, with CO2 concentration fixed at 360 ppm. The IRS approach offers an effective method of portraying model behaviour under changing climate as well as advantages for analysing, comparing and presenting results from multi-model ensemble simulations. Though individual model behaviour occasionally departed markedly from the average, ensemble median responses across sites and crop varieties indicated that yields decline with higher temperatures and decreased precipitation and increase with higher precipitation. Across the uncertainty ranges defined for the IRSs, yields were more sensitive to temperature than precipitation changes at the Finnish site while sensitivities were mixed at the German and Spanish sites. Precipitation effects diminished under higher temperature changes. While the bivariate and multi-model characteristics of the analysis impose some limits to interpretation, the IRS approach nonetheless provides additional insights into sensitivities to inter-model and inter-annual variability. Taken together, these sensitivities may help to pinpoint processes such as heat stress, vernalisation or drought effects requiring refinement in future model development.

The start, end, duration and intensity of the thermal growing season (the period with mean daily temperatures exceeding 5°C) during the past century (1890-1995) was analysed at nine sites in the Nordic region. Statistical comparisons were made between three adjacent 35-year periods. The results indicate that the growing season lengthened considerably at all sites between 1891-1925 and 1926-1960. Lengthening has continued at a slower rate up to the present at the eight Fennoscandian sites but not at the Icelandic site. In contrast, the intensity of the growing season, expressed by effective temperature sum above 5°C, which increased at all sites between the first two periods, has decreased slightly at all locations except Turku in recent decades. Under three scenarios, representing the range of estimated greenhouse gas-induced warming by the 2050s, the growing season is expected to lengthen at all sites. For a “Central” scenario, the greatest lengthening is computed for southern and western Scandinavia (7-8 weeks) with smaller changes in Finland (4 weeks) and Iceland (3 weeks). With a lengthening growing season during the past century in Fennoscandia, there are likely to have been impacts on natural and managed ecosystems. Some evidence of recent biotic and abiotic effects already exists, but other indicators of long-term change remain to be analysed.

Hlavinka;Climate change is expected to severely affect cropping systems and food production in many parts of the world unless local adaptation can ameliorate these impacts. Ensembles of crop simulation models can be useful tools for assessing if proposed adaptation options are capable of achieving target yields, whilst also quantifying the share of uncertainty in the simulated crop impact resulting from the crop models themselves. Although some studies have analysed the influence of ensemble size on model outcomes, the effect of ensemble composition has not yet been properly appraised. Moreover, results and derived recommendations typically rely on averaged ensemble simulation results without accounting sufficiently for the spread of model outcomes. Therefore, we developed an Ensemble Outcome Agreement (EOA) index, which analyses the effect of changes in composition and size of a multi-model ensemble (MME) to evaluate the level of agreement between MME outcomes with respect to a given hypothesis (e.g. that adaptation measures result in positive crop responses). We analysed the recommendations of a previous study performed with an ensemble of 17 crop models and testing 54 adaptation options for rainfed winter wheat (Triticum aestivum L.) at Lleida (NE Spain) under perturbed conditions of temperature, precipitation and atmospheric CO2 concentration. Our results confirmed that most adaptations recommended in the previous study have a positive effect. However, we also showed that some options did not remain recommendable in specific conditions if different ensembles were considered. Using EOA, we were able to identify the adaptation options for which there is high confidence in their effectiveness at enhancing yields, even under severe climate perturbations. These include substituting spring wheat for winter wheat combined with earlier sowing dates and standard or longer duration cultivars, or introducing supplementary irrigation, the latter increasing EOA values in all cases. There is low confidence in recovering yields to baseline levels, although this target could be attained for some adaptation options under moderate climate perturbations. Recommendations derived from such robust results may provide crucial information for stakeholders seeking to implement adaptation measures.
