While land serves numerous societal functions and contributes to sustainable development, it is often unclear how these functions are affected by political decisions and common drivers of land use change, such as economic development, climate change and demographic change. This study evaluates alternative land use scenarios in reference to a rural region of Inner Mongolia Autonomous Region (China), where various processes and decisions have historically triggered unsustainable development. The scientifically tested “Framework for Participatory Impact Assessment (FoPIA)” method is developed further to address specific features of the case study region, and its function as a knowledge-brokerage (KB) tool is evaluated. Three scenarios are developed and analysed in expert workshops. “Land intensification: Agriculture” and “Land intensification: Mining” scenarios are found to have mainly negative environmental and social effects and positive economic impacts, while the “Environmental conservation and tourism” scenario is found to more positively affect all three sustainability dimensions. Assessments of methodological phases show that the FoPIA primarily serves to establish the KB process and that the framework particularly benefits from early examinations of scientific results by policy makers.

The use of science-based tools for impact assessment has increasingly gained focus in addressing the complexity of interactions between environment, society, and economy. For integrated assessment of policies affecting land use, an analytical framework was developed. The aim of our work was to apply the analytical framework for specific scenario cases and in combination with quantitative and qualitative application methods. The analytical framework was tested for two cases involving the ex ante impact assessment of: (1) a European Common Agricultural Policy (CAP) financial reform scenario employing a modeling approach and combined with a comprehensive indicator analysis and valuation; and (2) a regional bioenergy policy scenario, employing a fully participatory approach. The results showed that European land use in general is less sensitive to changes in the Common Agricultural Policy, but in the context of regions there can be significant impacts on the functions of land use. In general, the implementation of the analytical framework for impact assessment proved to be doable with both methods, i.e., with the quantitative modeling and with the qualitative participatory approach. A key advantage of using the system of linked quantitative models is that it makes possible the simultaneous consideration of all relevant sectors of the economy without abstaining from a great level of detail for sectors of particular interest. Other advantages lie in the incontestable character of the results. Based on neutral, existing data with a fixed set of settings and regions, an absolute comparability and reproducibility throughout Europe can be maintained. Analyzing the pros and cons of both approaches showed that they could be used complementarily rather than be seen as competing alternatives.

Moving towards a more sustainable future requires concerted actions, particularly in the context of global climate change. Integrated assessments of agricultural systems (IAAS) are considered valuable tools to provide sound information for policy and decision-making. IAAS use storylines to define socio-economic and environmental framework assumptions. While a set of qualitative global storylines, known as the Shared Socio-economic Pathways (SSPs), is available to inform integrated assessments at large scales, their spatial resolution and scope is insufficient for regional studies in agriculture. We present a protocol to operationalize the development of Shared Socio-economic Pathways for European agriculture - Eur-Agri-SSPs - to support IAAS. The proposed design of the storyline development process is based on six quality criteria: plausibility, vertical and horizontal consistency, salience, legitimacy, richness and creativity. Trade-offs between these criteria may occur. The process is science-driven and iterative to enhance plausibility and horizontal consistency. A nested approach is suggested to link storylines across scales while maintaining vertical consistency. Plausibility, legitimacy, salience, richness and creativity shall be stimulated in a participatory and interdisciplinary storyline development process. The quality criteria and process design requirements are combined in the protocol to increase conceptual and methodological transparency. The protocol specifies nine working steps. For each step, suitable methods are proposed and the intended level and format of stakeholder engagement are discussed. A key methodological challenge is to link global SSPs with regional perspectives provided by the stakeholders, while maintaining vertical consistency and stakeholder buy-in. We conclude that the protocol facilitates systematic development and evaluation of storylines, which can be transferred to other regions, sectors and scales and supports inter-comparisons of IAAS.

In light of possible future restrictions on the use of fossil fuel, due to climate change obligations and continuous depletion of global fossil fuel reserves, the search for alternative renewable energy sources is expected to be an issue of great concern for policy stakeholders. This study assessed the feasibility of bioenergy production under relatively low-intensity conservative, eco-agricultural settings (as opposed to those produced under high-intensity, fossil fuel based industrialized agriculture). Estimates of the net energy gain (NEG) and the energy return on energy invested (EROEI) obtained from a life cycle inventory of the energy inputs and outputs involved reveal that the energy efficiency of bioenergy produced in low-intensity eco-agricultural systems could be as much as much as 448.5–488.3 GJ·ha−1 of NEG and an EROEI of 5.4–5.9 for maize ethanol production systems, and as much as 155.0–283.9 GJ·ha−1 of NEG and an EROEI of 14.7–22.4 for maize biogas production systems. This is substantially higher than for industrialized agriculture with a NEG of 2.8–52.5 GJ·ha−1 and an EROEI of 1.2–1.7 for maize ethanol production systems, as well as a NEG of 59.3–188.7 GJ·ha−1 and an EROEI of 2.2–10.2 for maize biogas production systems. Bioenergy produced in low-intensity eco-agricultural systems could therefore be an important source of energy with immense net benefits for local and regional end-users, provided a more efficient use of the co-products is ensured.

Soils are under increasing utilization pressure, and soil governance is an important element to maintain soil functions and prevent the degradation of soil quality. However, scientific studies about soil governance are rare. In this paper, we focus on the governance mechanism of land rent. Here, a major theoretical assumption is that landowners have higher incentives to maintain soil quality than leaseholders. By using data for German arable land at the county level, we contrast theoretical assumptions about the relationships between landowners, leaseholders and soil quality with empirical evidence based on correlations between arable land rent prices, rent proportions and yield potential. The main finding is that the empirical data contradict the theoretical assumptions to a large degree, i.e., no clear relationship could be discerned between the three parameters of arable land soil quality, rent price and rent proportion. We discuss possible explanations for the revealed contradictions based on the state of research and highlight the need for future research to better understand the potential of arable land tenancy as a governance mechanism for sustainable soil management.

There is currently no legislation at the European level that focuses exclusively on soil conservation. A cross-policy analysis was carried out to identify gaps and overlaps in existing EU legislation that is related to soil threats and functions. We found that three soil threats, namely compaction, salinization and soil sealing, were not addressed in any of the 19 legislative policies that were analyzed. Other soil threats, such as erosion, decline in organic matter, loss of biodiversity and contamination, were covered in existing legislation, but only a few directives provided targets for reducing the soil threats. Existing legislation addresses the reduction of the seven soil functions that were analyzed, but there are very few directives for improving soil functions. Because soil degradation is ongoing in Europe, it raises the question whether existing legislation is sufficient for maintaining soil resources. Addressing soil functions individually in various directives fails to account for the multifunctionality of soil. This paper suggests that a European Soil Framework Directive would increase the effectiveness of conserving soil functions in the EU.

This paper presents an analytical framework for ex ante assessment of economic, social, and environmental impacts of policy driven land use changes that can be used as an aid to policy making. The tasks were to (1) link policy scenarios with land use change simulations, (2) link land use change simulations with environmental, social, and economic impacts through indicators, and (3) valuate the impacts in the context of sustainable development. The outcome was a basis for dialogue at the science-policy interface in the process of developing new policies on the European level that impact on land and land use. The analytical approach provides a logical thread for ex ante impact assessment within the context of sustainable development, land use multifunctionality, and land use change and it provides a thorough discussion of achievements and open challenges related to the framework. It concludes with considerations on the potential for using evidence based ex ante assessments in the process of policy development. The paper is complemented by a B-paper providing exemplary results from two applications of the framework: a financial reform scenario of the Common Agricultural Policy of the European Union, and a bioenergy policy scenario for the case of Poland (Helming et al. 2011).

It is thus a key to sustainable development of land and rural areas. Land use policies seek to support the economic competitiveness and sustainable development of rural areas. For efficient impact assessment, policy makers require tools for assessment of anticipated policy impacts on a wide range of sustainability issues across European regions. The European Union funded Integrated Project SENSOR develops ex-ante Sustainability Impact Assessment Tools (SIAT) to support decision making on policies related to multifunctional land use in European regions. SENSOR directly responds to the European sustainability objectives as applied to land use and rural development. This book provides an overview on the analytical approach in SENSOR and documents preliminary results. This includes the identification of end user needs for SIAT and the development of a first SIAT prototype. Methodological frameworks for scenario development and land use modelling including indicator analysis and web-based data management were established. Surveys of European sensitive areas and a regional spatial reference framework for socio-economic and environmental assessment were drafted.

However, these calculators often fail in their ability to take into account the differences in pedoclimatic conditions, agricultural management practices and characteristics of perennial crops and crop rotations. As a result, the predictions of GHG emissions by these calculators are characterized by a high level of uncertainty, and calculators may fail in their ability to detect mitigation options along the production chain. The aim of this study was to analyze the available calculators for calculating GHG emissions from energy crop cultivation based on Carbon Footprint (CFP) approaches according to the goal and scope of the calculator, the methodology used to account for GHG emissions from energy crop cultivation, energy crop cultivation management practices and the ability to model crop rotation. Out of 44 environmental assessment calculators for agricultural products, we identified 18 calculators which are capable of assessing GHG emissions from energy crop cultivation. These calculators differ in their goal and scope and which farming operations related to crop management are taken into account; this makes it difficult to compare and interpret the results from these CFP assessments. Only seven calculators out of 18 can calculate GHG emissions from energy crop rotations. At the moment, none of these calculators are able to consider actual effects from energy crops in rotation in the context of nutrient shifts, reductions in the use of agricultural operating needs, or the sequence and composition of crop rotations. However, by expanding the system boundaries of the CFP study, by taking the whole energy crop rotation and local agricultural management practices into account, the opportunity to identify more GHG mitigation options increases.

A number of tools and models have been developed to assess farm-level sustainability. However, it is unclear how well they potentially incorporate ecosystem services (ES), or how they may contribute to attaining the United Nations Sustainable Development Goals (SDGs). Understanding how farm-level assessment tools and models converge on these new paradigms of sustainability is important for drawing comparison on sustainability performances of farming systems, conducting meta-analyses and upscaling local responses to global driving forces. In this study, a coverage analysis was performed for several farm-level sustainability assessment (SA) tools (SAFA, RISE, KSNL, DLG) and models (MODAM, MONICA, APSIM), in regard to their potential for incorporating ES and contribution to attaining the SDGs. Lists of agricultural-relevant CICES classes and SDG targets were compiled and matched against the indicators of the tools and models. The results showed that SAFA possessed the most comprehensive coverage of ES and SDGs, followed by RISE and KSNL. In comparison to models, SA tools were observed to have a higher degree of potential for covering ES and SDGs, which was attributed to larger and broader indicators sets. However, this study also suggested that, overall, current tools and models do not sufficiently articulate the concept of ecosystem services.

While land serves numerous societal functions and contributes to sustainable development, it is often unclear how these functions are affected by political decisions and common drivers of land use change, such as economic development, climate change and demographic change. This study evaluates alternative land use scenarios in reference to a rural region of Inner Mongolia Autonomous Region (China), where various processes and decisions have historically triggered unsustainable development. The scientifically tested “Framework for Participatory Impact Assessment (FoPIA)” method is developed further to address specific features of the case study region, and its function as a knowledge-brokerage (KB) tool is evaluated. Three scenarios are developed and analysed in expert workshops. “Land intensification: Agriculture” and “Land intensification: Mining” scenarios are found to have mainly negative environmental and social effects and positive economic impacts, while the “Environmental conservation and tourism” scenario is found to more positively affect all three sustainability dimensions. Assessments of methodological phases show that the FoPIA primarily serves to establish the KB process and that the framework particularly benefits from early examinations of scientific results by policy makers.

The use of science-based tools for impact assessment has increasingly gained focus in addressing the complexity of interactions between environment, society, and economy. For integrated assessment of policies affecting land use, an analytical framework was developed. The aim of our work was to apply the analytical framework for specific scenario cases and in combination with quantitative and qualitative application methods. The analytical framework was tested for two cases involving the ex ante impact assessment of: (1) a European Common Agricultural Policy (CAP) financial reform scenario employing a modeling approach and combined with a comprehensive indicator analysis and valuation; and (2) a regional bioenergy policy scenario, employing a fully participatory approach. The results showed that European land use in general is less sensitive to changes in the Common Agricultural Policy, but in the context of regions there can be significant impacts on the functions of land use. In general, the implementation of the analytical framework for impact assessment proved to be doable with both methods, i.e., with the quantitative modeling and with the qualitative participatory approach. A key advantage of using the system of linked quantitative models is that it makes possible the simultaneous consideration of all relevant sectors of the economy without abstaining from a great level of detail for sectors of particular interest. Other advantages lie in the incontestable character of the results. Based on neutral, existing data with a fixed set of settings and regions, an absolute comparability and reproducibility throughout Europe can be maintained. Analyzing the pros and cons of both approaches showed that they could be used complementarily rather than be seen as competing alternatives.

Moving towards a more sustainable future requires concerted actions, particularly in the context of global climate change. Integrated assessments of agricultural systems (IAAS) are considered valuable tools to provide sound information for policy and decision-making. IAAS use storylines to define socio-economic and environmental framework assumptions. While a set of qualitative global storylines, known as the Shared Socio-economic Pathways (SSPs), is available to inform integrated assessments at large scales, their spatial resolution and scope is insufficient for regional studies in agriculture. We present a protocol to operationalize the development of Shared Socio-economic Pathways for European agriculture - Eur-Agri-SSPs - to support IAAS. The proposed design of the storyline development process is based on six quality criteria: plausibility, vertical and horizontal consistency, salience, legitimacy, richness and creativity. Trade-offs between these criteria may occur. The process is science-driven and iterative to enhance plausibility and horizontal consistency. A nested approach is suggested to link storylines across scales while maintaining vertical consistency. Plausibility, legitimacy, salience, richness and creativity shall be stimulated in a participatory and interdisciplinary storyline development process. The quality criteria and process design requirements are combined in the protocol to increase conceptual and methodological transparency. The protocol specifies nine working steps. For each step, suitable methods are proposed and the intended level and format of stakeholder engagement are discussed. A key methodological challenge is to link global SSPs with regional perspectives provided by the stakeholders, while maintaining vertical consistency and stakeholder buy-in. We conclude that the protocol facilitates systematic development and evaluation of storylines, which can be transferred to other regions, sectors and scales and supports inter-comparisons of IAAS.

In light of possible future restrictions on the use of fossil fuel, due to climate change obligations and continuous depletion of global fossil fuel reserves, the search for alternative renewable energy sources is expected to be an issue of great concern for policy stakeholders. This study assessed the feasibility of bioenergy production under relatively low-intensity conservative, eco-agricultural settings (as opposed to those produced under high-intensity, fossil fuel based industrialized agriculture). Estimates of the net energy gain (NEG) and the energy return on energy invested (EROEI) obtained from a life cycle inventory of the energy inputs and outputs involved reveal that the energy efficiency of bioenergy produced in low-intensity eco-agricultural systems could be as much as much as 448.5–488.3 GJ·ha−1 of NEG and an EROEI of 5.4–5.9 for maize ethanol production systems, and as much as 155.0–283.9 GJ·ha−1 of NEG and an EROEI of 14.7–22.4 for maize biogas production systems. This is substantially higher than for industrialized agriculture with a NEG of 2.8–52.5 GJ·ha−1 and an EROEI of 1.2–1.7 for maize ethanol production systems, as well as a NEG of 59.3–188.7 GJ·ha−1 and an EROEI of 2.2–10.2 for maize biogas production systems. Bioenergy produced in low-intensity eco-agricultural systems could therefore be an important source of energy with immense net benefits for local and regional end-users, provided a more efficient use of the co-products is ensured.

Soils are under increasing utilization pressure, and soil governance is an important element to maintain soil functions and prevent the degradation of soil quality. However, scientific studies about soil governance are rare. In this paper, we focus on the governance mechanism of land rent. Here, a major theoretical assumption is that landowners have higher incentives to maintain soil quality than leaseholders. By using data for German arable land at the county level, we contrast theoretical assumptions about the relationships between landowners, leaseholders and soil quality with empirical evidence based on correlations between arable land rent prices, rent proportions and yield potential. The main finding is that the empirical data contradict the theoretical assumptions to a large degree, i.e., no clear relationship could be discerned between the three parameters of arable land soil quality, rent price and rent proportion. We discuss possible explanations for the revealed contradictions based on the state of research and highlight the need for future research to better understand the potential of arable land tenancy as a governance mechanism for sustainable soil management.

There is currently no legislation at the European level that focuses exclusively on soil conservation. A cross-policy analysis was carried out to identify gaps and overlaps in existing EU legislation that is related to soil threats and functions. We found that three soil threats, namely compaction, salinization and soil sealing, were not addressed in any of the 19 legislative policies that were analyzed. Other soil threats, such as erosion, decline in organic matter, loss of biodiversity and contamination, were covered in existing legislation, but only a few directives provided targets for reducing the soil threats. Existing legislation addresses the reduction of the seven soil functions that were analyzed, but there are very few directives for improving soil functions. Because soil degradation is ongoing in Europe, it raises the question whether existing legislation is sufficient for maintaining soil resources. Addressing soil functions individually in various directives fails to account for the multifunctionality of soil. This paper suggests that a European Soil Framework Directive would increase the effectiveness of conserving soil functions in the EU.

This paper presents an analytical framework for ex ante assessment of economic, social, and environmental impacts of policy driven land use changes that can be used as an aid to policy making. The tasks were to (1) link policy scenarios with land use change simulations, (2) link land use change simulations with environmental, social, and economic impacts through indicators, and (3) valuate the impacts in the context of sustainable development. The outcome was a basis for dialogue at the science-policy interface in the process of developing new policies on the European level that impact on land and land use. The analytical approach provides a logical thread for ex ante impact assessment within the context of sustainable development, land use multifunctionality, and land use change and it provides a thorough discussion of achievements and open challenges related to the framework. It concludes with considerations on the potential for using evidence based ex ante assessments in the process of policy development. The paper is complemented by a B-paper providing exemplary results from two applications of the framework: a financial reform scenario of the Common Agricultural Policy of the European Union, and a bioenergy policy scenario for the case of Poland (Helming et al. 2011).

It is thus a key to sustainable development of land and rural areas. Land use policies seek to support the economic competitiveness and sustainable development of rural areas. For efficient impact assessment, policy makers require tools for assessment of anticipated policy impacts on a wide range of sustainability issues across European regions. The European Union funded Integrated Project SENSOR develops ex-ante Sustainability Impact Assessment Tools (SIAT) to support decision making on policies related to multifunctional land use in European regions. SENSOR directly responds to the European sustainability objectives as applied to land use and rural development. This book provides an overview on the analytical approach in SENSOR and documents preliminary results. This includes the identification of end user needs for SIAT and the development of a first SIAT prototype. Methodological frameworks for scenario development and land use modelling including indicator analysis and web-based data management were established. Surveys of European sensitive areas and a regional spatial reference framework for socio-economic and environmental assessment were drafted.

However, these calculators often fail in their ability to take into account the differences in pedoclimatic conditions, agricultural management practices and characteristics of perennial crops and crop rotations. As a result, the predictions of GHG emissions by these calculators are characterized by a high level of uncertainty, and calculators may fail in their ability to detect mitigation options along the production chain. The aim of this study was to analyze the available calculators for calculating GHG emissions from energy crop cultivation based on Carbon Footprint (CFP) approaches according to the goal and scope of the calculator, the methodology used to account for GHG emissions from energy crop cultivation, energy crop cultivation management practices and the ability to model crop rotation. Out of 44 environmental assessment calculators for agricultural products, we identified 18 calculators which are capable of assessing GHG emissions from energy crop cultivation. These calculators differ in their goal and scope and which farming operations related to crop management are taken into account; this makes it difficult to compare and interpret the results from these CFP assessments. Only seven calculators out of 18 can calculate GHG emissions from energy crop rotations. At the moment, none of these calculators are able to consider actual effects from energy crops in rotation in the context of nutrient shifts, reductions in the use of agricultural operating needs, or the sequence and composition of crop rotations. However, by expanding the system boundaries of the CFP study, by taking the whole energy crop rotation and local agricultural management practices into account, the opportunity to identify more GHG mitigation options increases.

A number of tools and models have been developed to assess farm-level sustainability. However, it is unclear how well they potentially incorporate ecosystem services (ES), or how they may contribute to attaining the United Nations Sustainable Development Goals (SDGs). Understanding how farm-level assessment tools and models converge on these new paradigms of sustainability is important for drawing comparison on sustainability performances of farming systems, conducting meta-analyses and upscaling local responses to global driving forces. In this study, a coverage analysis was performed for several farm-level sustainability assessment (SA) tools (SAFA, RISE, KSNL, DLG) and models (MODAM, MONICA, APSIM), in regard to their potential for incorporating ES and contribution to attaining the SDGs. Lists of agricultural-relevant CICES classes and SDG targets were compiled and matched against the indicators of the tools and models. The results showed that SAFA possessed the most comprehensive coverage of ES and SDGs, followed by RISE and KSNL. In comparison to models, SA tools were observed to have a higher degree of potential for covering ES and SDGs, which was attributed to larger and broader indicators sets. However, this study also suggested that, overall, current tools and models do not sufficiently articulate the concept of ecosystem services.
