Yet, introducing electric buses brings novel challenges, such as requirements for operational changes, new forms of institutional collaboration, increased investment costs and technological concerns. This paper investigates these challenges and strategies for managing them by comparing experiences of electric bus implementation in English and Swedish cities. The comparative approach enabled us to understand the influence of governance context, organisational practices and relations between stakeholders. The comparison shows that experiences by involved stakeholders are highly context dependant. Financial and regulatory support from the national government, along with passenger demand and route characteristics had significant influence on the implementation. However, the relationship between stakeholders involved and the division of responsibility emerged as central factors to overcome challenges – the most important being the development of functioning collaboration between the stakeholders.

Public transport systems in different parts of the world are currently undergoing a change characterised by the introduction of battery-powered electric buses in everyday operations. The introduction of electric buses brings new challenges such as high investment costs and technology concerns, as well as new forms of collaboration between both established and new actors. The aim of this paper is to disentangle different actors’ rationale for the transition, identifying underlying interests in and expectations of the electric bus system. With a focus on the Swedish context, we found that whilst common rationales exist, these are influenced by collective expectations and different underlying interests for the actor groups. We found that the interests of the actors are grounded in expectations of future developments, but also relate to the experience that the transition is occurring faster than previously anticipated. The results show a high degree of consensus regarding the transition to electric buses, although the actors have varying resources and action spaces with which to influence the transition, which is largely determined by the institutional and local context.

The creation of an efficient public transport system requires collaborations between formal independent organizations. This paper examines collaborations between public and private organizations and passengers, with the aim of contributing to the conceptual understanding of collaborations on public transport. The study begins by describing previous research on collaboration in the public transport area and in other research fields analytically relevant for public transport. Accordingly, collaboration is defined as an attempt to overcome problems with collective action and to transform a situation in which the various organizations operate independently into a situation where they act in concert to achieve shared objectives. The collaboration process involves the establishment of joint rules and structures that govern the relationship and behavior of the organizations. According to this definition, collaboration is a more sophisticated form of collective action than is indicated by terms such as “co-operation” or “coordination”. Fully-functioning collaboration can be described as a form of “co-action”, as opposed to “individual action”. In co-action, formal independent organizations together reap the benefits of working together and achieve more than if they had acted alone. Co-action can be regarded as a gradual trust-building process that requires qualities such as mutual confidence, an understanding of other organizations’ motivations, and joint problem formulation.

During the past few decades, the Swedish spatial planning system has experienced numerous problems and challenges. In particular, there have been changes in legislation and an increased neoliberalisation of planning that gives private actors a larger influence over the planning processes in Sweden. In this article, we analyse these changes through the lenses of collaborative and neoliberal planning in order to illuminate the shifting power relations within spatial planning in Sweden. We analyse the changes of power relations from three dimensions of power based on interviews with different kinds of planners throughout Sweden. We show that power relations in the Swedish spatial planning system have shifted and that neoliberalisation and an increased focus on collaborative planning approaches have made spatial planning more complex in recent decades. This has led to a change of role for planners form actual planners to collaborators. We conclude that market-oriented planning (neoliberal planning) and collaborative planning have made it more difficult for spatial planners in Sweden to work towards sustainable urban futures.

Yet, introducing electric buses brings novel challenges, such as requirements for operational changes, new forms of institutional collaboration, increased investment costs and technological concerns. This paper investigates these challenges and strategies for managing them by comparing experiences of electric bus implementation in English and Swedish cities. The comparative approach enabled us to understand the influence of governance context, organisational practices and relations between stakeholders. The comparison shows that experiences by involved stakeholders are highly context dependant. Financial and regulatory support from the national government, along with passenger demand and route characteristics had significant influence on the implementation. However, the relationship between stakeholders involved and the division of responsibility emerged as central factors to overcome challenges – the most important being the development of functioning collaboration between the stakeholders.

Public transport systems in different parts of the world are currently undergoing a change characterised by the introduction of battery-powered electric buses in everyday operations. The introduction of electric buses brings new challenges such as high investment costs and technology concerns, as well as new forms of collaboration between both established and new actors. The aim of this paper is to disentangle different actors’ rationale for the transition, identifying underlying interests in and expectations of the electric bus system. With a focus on the Swedish context, we found that whilst common rationales exist, these are influenced by collective expectations and different underlying interests for the actor groups. We found that the interests of the actors are grounded in expectations of future developments, but also relate to the experience that the transition is occurring faster than previously anticipated. The results show a high degree of consensus regarding the transition to electric buses, although the actors have varying resources and action spaces with which to influence the transition, which is largely determined by the institutional and local context.

The creation of an efficient public transport system requires collaborations between formal independent organizations. This paper examines collaborations between public and private organizations and passengers, with the aim of contributing to the conceptual understanding of collaborations on public transport. The study begins by describing previous research on collaboration in the public transport area and in other research fields analytically relevant for public transport. Accordingly, collaboration is defined as an attempt to overcome problems with collective action and to transform a situation in which the various organizations operate independently into a situation where they act in concert to achieve shared objectives. The collaboration process involves the establishment of joint rules and structures that govern the relationship and behavior of the organizations. According to this definition, collaboration is a more sophisticated form of collective action than is indicated by terms such as “co-operation” or “coordination”. Fully-functioning collaboration can be described as a form of “co-action”, as opposed to “individual action”. In co-action, formal independent organizations together reap the benefits of working together and achieve more than if they had acted alone. Co-action can be regarded as a gradual trust-building process that requires qualities such as mutual confidence, an understanding of other organizations’ motivations, and joint problem formulation.

During the past few decades, the Swedish spatial planning system has experienced numerous problems and challenges. In particular, there have been changes in legislation and an increased neoliberalisation of planning that gives private actors a larger influence over the planning processes in Sweden. In this article, we analyse these changes through the lenses of collaborative and neoliberal planning in order to illuminate the shifting power relations within spatial planning in Sweden. We analyse the changes of power relations from three dimensions of power based on interviews with different kinds of planners throughout Sweden. We show that power relations in the Swedish spatial planning system have shifted and that neoliberalisation and an increased focus on collaborative planning approaches have made spatial planning more complex in recent decades. This has led to a change of role for planners form actual planners to collaborators. We conclude that market-oriented planning (neoliberal planning) and collaborative planning have made it more difficult for spatial planners in Sweden to work towards sustainable urban futures.
