Earth Observation (EO) can play a valuable role in sustainable urban development and planning, since it represents a powerful data source with the potential to provide a number of relevant urban sustainability indicators. To this end, in this paper we propose a conceptual list of EO-based indicators capable of supporting urban planning and management. Three cities with different typologies, namely Basel, Switzerland; Tel Aviv, Israel; and Tyumen, Russia were selected as case studies. The EO-based indicators are defined to effectively record the physical properties of the urban environment in a diverse range of environmental sectors such as energy efficiency, air pollution and public health, water, transportation and vulnerability to hazards. The results assess the potential of EO to support the development of a set of urban environmental indicators towards sustainable urban planning and management.

In the production of gridded population maps, remotely sensed, human settlement datasets rank among the most important geographical factors to estimate population densities and distributions at regional and global scales. Within this context, the German Aerospace Centre (DLR) has developed a new suite of global layers, which accurately describe the built-up environment and its characteristics at high spatial resolution: (i) the World Settlement Footprint 2015 layer (WSF-2015), a binary settlement mask; and (ii) the experimental World Settlement Footprint Density 2015 layer (WSF-2015-Density), representing the percentage of impervious surface. This research systematically compares the effectiveness of both layers for producing population distribution maps through a dasymetric mapping approach in nine low-, middle-, and highly urbanised countries. Results indicate that the WSF-2015-Density layer can produce population distribution maps with higher qualitative and quantitative accuracies in comparison to the already established binary approach, especially in those countries where a good percentage of building structures have been identified within the rural areas. Moreover, our results suggest that population distribution accuracies could substantially improve through the dynamic preselection of the input layers and the correct parameterisation of the Settlement Size Complexity (SSC) index.

Disaster losses are increasing and evidence is mounting that climate change is driving up the probability of extreme natural shocks1-3. Yet it has also proved politically expedient to invoke climate change as an exogenous force that supposedly places disasters beyond the influence of local and national authorities4,5. However, locally determined patterns of urbanization and spatial development are key factors to the exposure and vulnerability of people to climatic shocks6. Using high-resolution annual data, this study shows that, since 1985, human settlements around the world-from villages to megacities-have expanded continuously and rapidly into present-day flood zones. In many regions, growth in the most hazardous flood zones is outpacing growth in non-exposed zones by a large margin, particularly in East Asia, where high-hazard settlements have expanded 60% faster than flood-safe settlements. These results provide systematic evidence of a divergence in the exposure of countries to flood hazards. Instead of adapting their exposure, many countries continue to actively amplify their exposure to increasingly frequent climatic shocks.

These changes will affect physical infrastructure, water supply, energy provision, transport and industrial production, hence resulting in a variety of ripple effects across different sectors of the city life. In this context, Earth observation (EO) has proven to be an effective tool for supporting decision makers in facing climate change; nevertheless, gaps still exist between the current state-of-the-art and the users' requirements. The FP7 DECUMANUS project aims at bridging this gap also by a direct strong engagement of city users. In particular, DECUMANUS has a principal objective to develop and consolidate a set of sustainable services that allows city managers to incorporate EO-based geo-spatial products and geo-information services in their climate and environmental change strategies to support the sustainable management of the cities in Europe. In this paper, we present three advanced products generated in the framework of the DECUMANUS land monitoring services, namely spatiotemporal urbanization mapping, imperviousness estimation and settlement patterns analysis. In particular, all of them have been generated according with the requirements of the project users' community and will allow supporting their environmental change adaptation strategies at the district level.

In recent years, the advent of global datasets with 3D information derived from Earth Observation (EO) technologies has revolutionised our ability to study and analyse these two aspects of urbanisation, providing information that is essential for designing cities that can accommodate the needs of their residents while minimizing their environmental impact. One such dataset is the novel World Settlement Footprint 3D (WSF3D) produced by the German Aerospace Center (DLR). The WSF3D was the first global dataset providing detailed information of the fraction, area, average height and total volume of buildings, at unprecedented spatial resolution, coverage and consistency. Since its development, researchers from different organizations (e.g. WorldBank, United Nations, WorldPop) have employed the dataset as input data for large-scale studies in urban morphology and population distribution, with a level of detail that was previously impossible. In this paper we present a selection of WSF3D-driven applications with the objective of demonstrating how the new data can be used to support urban planning and management. First, the WSF3D has been employed to demonstrate how the four layers of the dataset can be used to determine a building's functional use, and how this information can be leveraged to improve large-scale models of population distribution at large-scale. Thereafter, the WSF3D has been used to determine the relationships among building height/volume, population density and income, which can provide insights into the efficient use of space (e.g. crowding vs layering) on the one hand, and shed light into infrastructure disparities and variations, on the other. With that being said, due to the global nature of the WSF3D dataset, the previous analyses were conducted from local to regional scales, which can also help identify opportunities for interventions that can be replicated across different locations. Overall, with the results of this research, the authors aim to provide planners and policy-makers with valuable insights into usability of the globally available WSF3D dataset. By demonstrating its potential as reliable and robust input data, this study seeks not only to empower evidence-based decision-making, but also to advocate for the widespread adoption of geospatial layers in the implementation of strategies towards sustainable development strategies of the built environment. Earth Observation (EO) can play a valuable role in sustainable urban development and planning, since it represents a powerful data source with the potential to provide a number of relevant urban sustainability indicators. To this end, in this paper we propose a conceptual list of EO-based indicators capable of supporting urban planning and management. Three cities with different typologies, namely Basel, Switzerland; Tel Aviv, Israel; and Tyumen, Russia were selected as case studies. The EO-based indicators are defined to effectively record the physical properties of the urban environment in a diverse range of environmental sectors such as energy efficiency, air pollution and public health, water, transportation and vulnerability to hazards. The results assess the potential of EO to support the development of a set of urban environmental indicators towards sustainable urban planning and management.

In the production of gridded population maps, remotely sensed, human settlement datasets rank among the most important geographical factors to estimate population densities and distributions at regional and global scales. Within this context, the German Aerospace Centre (DLR) has developed a new suite of global layers, which accurately describe the built-up environment and its characteristics at high spatial resolution: (i) the World Settlement Footprint 2015 layer (WSF-2015), a binary settlement mask; and (ii) the experimental World Settlement Footprint Density 2015 layer (WSF-2015-Density), representing the percentage of impervious surface. This research systematically compares the effectiveness of both layers for producing population distribution maps through a dasymetric mapping approach in nine low-, middle-, and highly urbanised countries. Results indicate that the WSF-2015-Density layer can produce population distribution maps with higher qualitative and quantitative accuracies in comparison to the already established binary approach, especially in those countries where a good percentage of building structures have been identified within the rural areas. Moreover, our results suggest that population distribution accuracies could substantially improve through the dynamic preselection of the input layers and the correct parameterisation of the Settlement Size Complexity (SSC) index.

Disaster losses are increasing and evidence is mounting that climate change is driving up the probability of extreme natural shocks1-3. Yet it has also proved politically expedient to invoke climate change as an exogenous force that supposedly places disasters beyond the influence of local and national authorities4,5. However, locally determined patterns of urbanization and spatial development are key factors to the exposure and vulnerability of people to climatic shocks6. Using high-resolution annual data, this study shows that, since 1985, human settlements around the world-from villages to megacities-have expanded continuously and rapidly into present-day flood zones. In many regions, growth in the most hazardous flood zones is outpacing growth in non-exposed zones by a large margin, particularly in East Asia, where high-hazard settlements have expanded 60% faster than flood-safe settlements. These results provide systematic evidence of a divergence in the exposure of countries to flood hazards. Instead of adapting their exposure, many countries continue to actively amplify their exposure to increasingly frequent climatic shocks.

Disaster losses are increasing and evidence is mounting that climate change is driving up the probability of extreme natural shocks1-3. Yet it has also proved politically expedient to invoke climate change as an exogenous force that supposedly places disasters beyond the influence of local and national authorities4,5. However, locally determined patterns of urbanization and spatial development are key factors to the exposure and vulnerability of people to climatic shocks6. Using high-resolution annual data, this study shows that, since 1985, human settlements around the world-from villages to megacities-have expanded continuously and rapidly into present-day flood zones. In many regions, growth in the most hazardous flood zones is outpacing growth in non-exposed zones by a large margin, particularly in East Asia, where high-hazard settlements have expanded 60% faster than flood-safe settlements. These results provide systematic evidence of a divergence in the exposure of countries to flood hazards. Instead of adapting their exposure, many countries continue to actively amplify their exposure to increasingly frequent climatic shocks.

These changes will affect physical infrastructure, water supply, energy provision, transport and industrial production, hence resulting in a variety of ripple effects across different sectors of the city life. In this context, Earth observation (EO) has proven to be an effective tool for supporting decision makers in facing climate change; nevertheless, gaps still exist between the current state-of-the-art and the users' requirements. The FP7 DECUMANUS project aims at bridging this gap also by a direct strong engagement of city users. In particular, DECUMANUS has a principal objective to develop and consolidate a set of sustainable services that allows city managers to incorporate EO-based geo-spatial products and geo-information services in their climate and environmental change strategies to support the sustainable management of the cities in Europe. In this paper, we present three advanced products generated in the framework of the DECUMANUS land monitoring services, namely spatiotemporal urbanization mapping, imperviousness estimation and settlement patterns analysis. In particular, all of them have been generated according with the requirements of the project users' community and will allow supporting their environmental change adaptation strategies at the district level.

In recent years, the advent of global datasets with 3D information derived from Earth Observation (EO) technologies has revolutionised our ability to study and analyse these two aspects of urbanisation, providing information that is essential for designing cities that can accommodate the needs of their residents while minimizing their environmental impact. One such dataset is the novel World Settlement Footprint 3D (WSF3D) produced by the German Aerospace Center (DLR). The WSF3D was the first global dataset providing detailed information of the fraction, area, average height and total volume of buildings, at unprecedented spatial resolution, coverage and consistency. Since its development, researchers from different organizations (e.g. WorldBank, United Nations, WorldPop) have employed the dataset as input data for large-scale studies in urban morphology and population distribution, with a level of detail that was previously impossible. In this paper we present a selection of WSF3D-driven applications with the objective of demonstrating how the new data can be used to support urban planning and management. First, the WSF3D has been employed to demonstrate how the four layers of the dataset can be used to determine a building's functional use, and how this information can be leveraged to improve large-scale models of population distribution at large-scale. Thereafter, the WSF3D has been used to determine the relationships among building height/volume, population density and income, which can provide insights into the efficient use of space (e.g. crowding vs layering) on the one hand, and shed light into infrastructure disparities and variations, on the other. With that being said, due to the global nature of the WSF3D dataset, the previous analyses were conducted from local to regional scales, which can also help identify opportunities for interventions that can be replicated across different locations. Overall, with the results of this research, the authors aim to provide planners and policy-makers with valuable insights into usability of the globally available WSF3D dataset. By demonstrating its potential as reliable and robust input data, this study seeks not only to empower evidence-based decision-making, but also to advocate for the widespread adoption of geospatial layers in the implementation of strategies towards sustainable development strategies of the built environment.
