The main purpose of the paper is to present a methodical approach to differences in changes in intra-national potential accessibility. Research concerns level of accessibility and its dispersion, both for freight and passenger transport regarding four transport modes. The main added value of the paper is an indication of how to monitor changes in the accessibility of many modes of transport at the municipal level, as a result of investment processes, while taking into account the available data sources, both on the land use data and travel times, with the support of regional and central offices. We focus on the intensive development of transport infrastructure after Poland’s accession to the EU. We conclude that outcomes of reducing territorial differences in accessibility are diverse depending on the transport mode: from a generally positive effect in passenger transport to varied effects in freight transport, including particularly highly polarising effects in rail transport. The research method provides the possibility of analysing multimodal changes in accessibility concerning numerous transport modes for any large country or group of countries. Certain development opportunities of the model to be implemented in the future are discussed.

The main purpose of the paper is to provide an overview of methods used to research the relationship between transport infrastructure investments and regional development, with a focus on wider impacts both in the traditional economic context (wider economic impacts or WEIs) and—which is a methodological novelty proposed by this paper—in the spatial context (wider spatial impacts or WSIs). In terms of methodology, research may be conducted using the following methods: cost benefit analysis (CBA) and multi-criteria analysis (MCA), accessibility and potential models, econometric production function estimates, regional modelling, trade and input-output (IO) modelling, Land Use-Transport Interaction (LUTI) or spatial computable general equilibrium (SCGE) models. In the European Union, approaches based on cost-benefit analysis (CBA), or possibly multi-criteria analysis (MCA), continue to prevail. Notwithstanding the availability of a wide range of methods for quantifying socio-economic impacts, the European Union recommends that wider economic impacts at the regional and national levels be assessed by means of qualitative approaches. This being the case, it is recommendable for the European Commission to take broad-ranging action towards ensuring that the effects of transport infrastructure investments are assessed by means of a broader range of approaches.

The purpose of this study is to compare (1) technological factors (the ranges offered by the batteries of three popular electric vehicles in Poland); (2) infrastructure improvements; and (3) demographic changes and their impact on accessibility in the context of the ranges of labor markets within the 30, 60, and 90 min isochrones in moderate driving mode for the five largest cities in Poland using cumulative accessibility. We conclude that technological developments result in a much greater improvement in accessibility than demographic and infrastructural change. This is already visible with the 30 to 60 min isochrones, in particular when using the BMW in Cracow (with a more than 36% improvement in accessibility). Even greater changes, reaching as much as over 90%, are observed for the 60–90 min isochrones. The analysis shows that the shift in electromobility may be constrained by parallel demographic processes, dispersion of population in suburban areas, and the development of road infrastructure. The novelty of the approach stems from the fact that it is based on three above mentioned key factors that influence the accessibility of labor markets for EV users in the largest cities up to 2030.
