The objective of this paper is to identify the determinants of decarbonization processes in Poland by urban and rural areas. It also presents directions for knowledge diffusion on decarbonization to develop a sustainable energy strategy for Poland, particularly for local governments and cities. Despite extensive research on the determinants of decarbonization and sustainable energy development, there is a lack of specific solutions in this area. The authors of this paper investigated which determinants, according to the respondents, would lead to better decarbonization solutions in cities and villages in terms of sustainability. The studied sample was purposefully selected and an online questionnaire was used with the use of the “snowball” method. The authors conducted surveys that allowed the concerned parties themselves (respondents) to indicate which factors they believe best influence decarbonization. Such measures are helpful in terms of the understanding public acceptance of decarbonization in terms of the energy transition. This is of particular importance in terms of green governance globally and in Europe. The results of the authors’ research indicate that despite the reduction in the share of coal in residential and domestic heating, coal remains the main source of electricity generation and that the potential for low-carbon policy to have an impact on solving urban challenges is underestimated. From the findings, it can be concluded that more in-depth research is needed on public acceptance of decarbonization in its broadest sense and its implications.

This article presents the development of the Metropolis GZM cities within the scope of the concept of a Smart City and 4T capitals. The subject matter discussed herein is also related to the search for municipal authorities’ new models and tools to shape sustainable development in order to improve citizens’ access to municipal services and facilities, as well as to increase citizens’ impact on the future of their cities. The main objective of the research was to identify the way in which authorities of the selected cities consider the subject matter related to the Smart City and 4T capitals when formulating local policies. The aim of this article is to analyse the innovative potential in selected cities of the Metropolis GZM, in the light of academic entrepreneurship, the innovativeness of citizens, entities supporting innovativeness, and soliciting talent. The research was based on a systematic literature review and the analysis of local documents, supplemented by direct interviews with local managers and participant observation.

Sustainable City solutions can become an essential element of the development of contemporary urban communities. This development path can also provide opportunities for organisations operating in cities and metropolises. An inherent feature of the organisation which a city constitutes is that it enables the people who make it up to cooperate. Climate packages, including the Green Deal and Fit for 55, are implemented in Europe, while in Poland decarbonisation processes are underway. The main challenges in this area include, on the one hand, a search for savings of energy consumed, and, on the other hand, a reduction in pollution resulting from the use of transport or heat or energy sources. Cities and metropolises will become green only when they manage to cope with these problems. The article aims at showing various facets of sustainable smart city management. With relations, information and knowledge gaining importance as the key organisational resource, cities have become, as organisations, an essential element of contemporary societies and organisations. In recent times, the harmful emissions from heating installations have drawn the attention of the public opinion in Poland. Polish municipalities distribute heat which mostly comes from local, most often district heating systems where energy is generated on a wide scale from coal combustion. This study compares the results of an air quality survey and those of a case study to assess the potential for the implementation of an automated heat control system in cities. On the basis of solutions implemented in the Warsaw Metropolis, the possibility of their implementation in the Upper Silesian (GZM) and Poznań Metropolises, too, was also assessed. Throughout Poland, there is a large potential for the application of innovative smart technologies in district heating systems to reduce the levels of harmful emissions. These reductions, which are still possible, could translate into a significant improvement in the attractiveness and competitiveness of municipalities. Finally, practical recommendations are being provided.

This paper aims to identify the determinants of the decarbonisation processes in Poland within the scope of energy transformation. The purpose of the study is to identify how the public perceives decarbonisation determinants in order to develop a sustainable energy strategy for Poland. The transition of the energy market to low-carbon technology is a policy challenge. Governments must implement policies that are environmentally friendly, cost-effective, but, most of all, socially acceptable. Social acceptance risk plays a significant role in Poland, influencing the decarbonisation process. In Poland’s case, the coal share is decreasing, but it is still the most important fuel for electricity production. This process of decarbonisation is a fundamental influence on the transformation of the energy sector in Poland. The social perception of solutions that can be applied was examined. The Polish natural environment is poisoned. Poles suffer from diseases related to the burning of coal for energy production. Societal awareness, how people perceive the government’s actions, and what they expect in this regard is crucial.

The purpose of this article is to answer the question of whether it is economically justified to use natural gas as an interim fuel on the way to creating a low-emission energy sector from the perspective of Poland in comparison to other countries in the European Community. Despite the existence of numerous scientific studies concerning natural gas as a ‘bridge’ fuel, there is a lack of precise references to the situation of Poland in this respect, especially considering its specific situation in the historical development of energy, as well as the ongoing energy crisis caused by the Russia–Ukraine war. The study suggests that from Poland’s point of view, given the changes in natural gas prices resulting from a series of events of an international nature, gas investments are not economically justified in the economic climate (NPV of −891 million EUR) at present and will not be justified in the event of their anticipated changes (NPV of −691 million EUR), having its justification only in the presence of unlikely global changes (NPV of 2.37 billion EUR).

Harmful emissions from heating installations have recently received public attention in Poland. Polish municipalities mainly take their heat from local district heating networks with large-scale coal-fired heat sources. Today, transition to nonemissive sources on this scale would be impractical. The easiest way to reduce carbon emissions is to limit heat consumption, but at the same time, to preserve thermal comfort, the application of smart technologies is necessary. Veolia operates on 71 district heating systems in Poland, including Warsaw, Lodz, and Poznan. Since heat consumption in Warsaw and Metropolis GZM is at a similar level, this is a case study of Hubgrade automation system application within the Warsaw district heating network. This paper also presents results of simulation of harmful emission reduction potential in Metropolis GZM. Simulation results show that there is a potential for saving approximately 275 kt of CO2 for the whole Metropolis GZM.

The article uses the case study of a polycentric metropolitan area as a starting point for a debate about the available tools for managing the network aspects of intelligent cities. We show that the construction of talents, the development of knowledge among officials and inhabitants, and technological tools such as Hubgrade (which allows for heat delivery process control, supervision, inspection, and results in emission reduction) are prerequisites for the sustainable development of cities. It is critical to understand that technological solutions are insufficient to accomplish such a task. Relevant stakeholders need to consciously take advantage of technological tools and build and utilise 4T potential and the self-learning capabilities of the organisations. An inherent feature of an organisation, such as a city, is cooperation between the people who build it. The main challenges of cities includes the reduction of pollutants resulting from the use of transport, heat sources, or energy production. In many cities, an efficient manner of reducing carbon dioxide emissions is to limit the consumption of thermal energy. In order to simultaneously maintain thermal comfort, in this situation, it is necessary to use intelligent technologies. The paper includes research related to the knowledge and development of 4T potentials (technology, trust, talent, tolerance) and to networking expansion by introducing the automated Hubgrade system, used in Warsaw district heating, into a similar metropolitan area. Along with an increase in the significance of relations, information, and knowledge as a key organisational resource, cities, as organisations, have become an important element of contemporary communities and organisations. They have the possibility of a positive climate change. The possibility of cooperation and networking between people forming an organisation is its inherent feature, such as in the Hubgrade project. Conclusions and recommendations are drawn for the analysed case—linking 4T potentials and the Hubgrade system—with the potential for future generalisations and extrapolations. The authors performed a simulation of possible energy savings and the reduction of harmful emissions in Metropolis GZM.

The COVID-19 pandemic has caused changes in electricity demand and, consequently, electricity consumption profiles. Given the rapid changes in energy prices, it is significant from the perspective of energy companies, and forecasting consumed energy volume. A necessity for accurate energy volume planning forces the need for analyzing consumers’ behaviors during the pandemic, especially under lockdowns, to prepare for the possibility of another pandemic wave. Many business clients analyzed in the paper are economic entities functioning in sectors under restrictions. That is why analyzing the pandemic’s impact on the change in energy consumption profiles and volume of these entities is particularly meaningful. The article analyzes the pandemic and restrictions’ impact on the total change of energy consumption volume and demand profiles. The analysis was conducted basing on data collected from a Polish energy trading and sales company. It focused on the energy consumption of its corporate clients. Analyzed data included aggregated energy consumption volumes for all company’s customers and key groups of economic entities under restrictions. The analysis demonstrates the influence of pandemic restrictions on energy consumption in the group of business clients. Significant differences are observable among various sectors of the economy. The research proves that the largest drops in energy consumption are related to shopping centers and offices. Altogether, the restrictions have caused a 15–23% energy consumption drop during the first lockdown and a maximum 11% during the second against expected values.

Currently, one of the main directions of agricultural development in Poland is the pursuit of sustainable development, rational management of material resources, and striving for energy self-sufficiency, while maintaining low greenhouse gas emissions. It is an alternative to constantly supported coal solutions. Sustainable development in the sense of processes taking place in enterprises affects many key areas of their activity. One of them is the measurement of efficiency, another is the compatibility with nature and the environment, and the perception of humans and their role. Measures of enterprises’ effectiveness should be considered in relation to the objectives of the enterprise. Biorefineries play a special role in shaping the new energy reality, being a system that connects various devices and biomass conversion processes to produce energy, fuel, and other valuable products. The essence of the functioning of biorefineries is as value chains; that is, a series of interrelated activities of specific importance and market value. The study aims to identify the determinants and efficiency of value chains in agricultural biorefineries according to the concept of sustainable development and the use of biomass resources in biorefining processes. Identifying and analyzing individual stages allows one to demonstrate the effectiveness of the implementation of technology using renewable energy sources, according to the concept of sustainable development and the implementation of the direction of the circular economy.

Capacity remuneration mechanisms operate in many European countries. In 2018, Poland implemented a centralized capacity market to ensure appropriate funding for the existing and new power generation units to improve long-term energy security. One of the declarations made while the mechanism was deployed was its beneficial influence on incentives for investments in new units. In this context, this paper aims to analyze the effects of the capacity mechanism adopted for investments in new power generation units that may be financed under the capacity market mechanism in Poland. The analysis is conducted for four types of capacity market units, the existing, refurbishing, planned, and demand-side response types, and includes the final results of capacity auctions. The results prove that the primary beneficiaries of the capacity market in Poland have been the existing units (including the refurbishing ones) responsible for more than 80% of capacity obligation volumes contracted for 2021–2025. Moreover, during the implementation of the capacity market in Poland, the planned units that signed long-term capacity contracts with a total share of 12% of the whole market were already at the advanced phases of construction, and the investment decisions were made long before the implementation of the capacity market mechanism. Therefore, they were not associated with the financial support from the capacity market. The study indicates that the capacity market did not bring incentives for investments in new power generation units in the investigated period.

The objective of this paper is to identify the determinants of decarbonization processes in Poland by urban and rural areas. It also presents directions for knowledge diffusion on decarbonization to develop a sustainable energy strategy for Poland, particularly for local governments and cities. Despite extensive research on the determinants of decarbonization and sustainable energy development, there is a lack of specific solutions in this area. The authors of this paper investigated which determinants, according to the respondents, would lead to better decarbonization solutions in cities and villages in terms of sustainability. The studied sample was purposefully selected and an online questionnaire was used with the use of the “snowball” method. The authors conducted surveys that allowed the concerned parties themselves (respondents) to indicate which factors they believe best influence decarbonization. Such measures are helpful in terms of the understanding public acceptance of decarbonization in terms of the energy transition. This is of particular importance in terms of green governance globally and in Europe. The results of the authors’ research indicate that despite the reduction in the share of coal in residential and domestic heating, coal remains the main source of electricity generation and that the potential for low-carbon policy to have an impact on solving urban challenges is underestimated. From the findings, it can be concluded that more in-depth research is needed on public acceptance of decarbonization in its broadest sense and its implications.

This article presents the development of the Metropolis GZM cities within the scope of the concept of a Smart City and 4T capitals. The subject matter discussed herein is also related to the search for municipal authorities’ new models and tools to shape sustainable development in order to improve citizens’ access to municipal services and facilities, as well as to increase citizens’ impact on the future of their cities. The main objective of the research was to identify the way in which authorities of the selected cities consider the subject matter related to the Smart City and 4T capitals when formulating local policies. The aim of this article is to analyse the innovative potential in selected cities of the Metropolis GZM, in the light of academic entrepreneurship, the innovativeness of citizens, entities supporting innovativeness, and soliciting talent. The research was based on a systematic literature review and the analysis of local documents, supplemented by direct interviews with local managers and participant observation.

Sustainable City solutions can become an essential element of the development of contemporary urban communities. This development path can also provide opportunities for organisations operating in cities and metropolises. An inherent feature of the organisation which a city constitutes is that it enables the people who make it up to cooperate. Climate packages, including the Green Deal and Fit for 55, are implemented in Europe, while in Poland decarbonisation processes are underway. The main challenges in this area include, on the one hand, a search for savings of energy consumed, and, on the other hand, a reduction in pollution resulting from the use of transport or heat or energy sources. Cities and metropolises will become green only when they manage to cope with these problems. The article aims at showing various facets of sustainable smart city management. With relations, information and knowledge gaining importance as the key organisational resource, cities have become, as organisations, an essential element of contemporary societies and organisations. In recent times, the harmful emissions from heating installations have drawn the attention of the public opinion in Poland. Polish municipalities distribute heat which mostly comes from local, most often district heating systems where energy is generated on a wide scale from coal combustion. This study compares the results of an air quality survey and those of a case study to assess the potential for the implementation of an automated heat control system in cities. On the basis of solutions implemented in the Warsaw Metropolis, the possibility of their implementation in the Upper Silesian (GZM) and Poznań Metropolises, too, was also assessed. Throughout Poland, there is a large potential for the application of innovative smart technologies in district heating systems to reduce the levels of harmful emissions. These reductions, which are still possible, could translate into a significant improvement in the attractiveness and competitiveness of municipalities. Finally, practical recommendations are being provided.

This paper aims to identify the determinants of the decarbonisation processes in Poland within the scope of energy transformation. The purpose of the study is to identify how the public perceives decarbonisation determinants in order to develop a sustainable energy strategy for Poland. The transition of the energy market to low-carbon technology is a policy challenge. Governments must implement policies that are environmentally friendly, cost-effective, but, most of all, socially acceptable. Social acceptance risk plays a significant role in Poland, influencing the decarbonisation process. In Poland’s case, the coal share is decreasing, but it is still the most important fuel for electricity production. This process of decarbonisation is a fundamental influence on the transformation of the energy sector in Poland. The social perception of solutions that can be applied was examined. The Polish natural environment is poisoned. Poles suffer from diseases related to the burning of coal for energy production. Societal awareness, how people perceive the government’s actions, and what they expect in this regard is crucial.

The purpose of this article is to answer the question of whether it is economically justified to use natural gas as an interim fuel on the way to creating a low-emission energy sector from the perspective of Poland in comparison to other countries in the European Community. Despite the existence of numerous scientific studies concerning natural gas as a ‘bridge’ fuel, there is a lack of precise references to the situation of Poland in this respect, especially considering its specific situation in the historical development of energy, as well as the ongoing energy crisis caused by the Russia–Ukraine war. The study suggests that from Poland’s point of view, given the changes in natural gas prices resulting from a series of events of an international nature, gas investments are not economically justified in the economic climate (NPV of −891 million EUR) at present and will not be justified in the event of their anticipated changes (NPV of −691 million EUR), having its justification only in the presence of unlikely global changes (NPV of 2.37 billion EUR).

Harmful emissions from heating installations have recently received public attention in Poland. Polish municipalities mainly take their heat from local district heating networks with large-scale coal-fired heat sources. Today, transition to nonemissive sources on this scale would be impractical. The easiest way to reduce carbon emissions is to limit heat consumption, but at the same time, to preserve thermal comfort, the application of smart technologies is necessary. Veolia operates on 71 district heating systems in Poland, including Warsaw, Lodz, and Poznan. Since heat consumption in Warsaw and Metropolis GZM is at a similar level, this is a case study of Hubgrade automation system application within the Warsaw district heating network. This paper also presents results of simulation of harmful emission reduction potential in Metropolis GZM. Simulation results show that there is a potential for saving approximately 275 kt of CO2 for the whole Metropolis GZM.

The article uses the case study of a polycentric metropolitan area as a starting point for a debate about the available tools for managing the network aspects of intelligent cities. We show that the construction of talents, the development of knowledge among officials and inhabitants, and technological tools such as Hubgrade (which allows for heat delivery process control, supervision, inspection, and results in emission reduction) are prerequisites for the sustainable development of cities. It is critical to understand that technological solutions are insufficient to accomplish such a task. Relevant stakeholders need to consciously take advantage of technological tools and build and utilise 4T potential and the self-learning capabilities of the organisations. An inherent feature of an organisation, such as a city, is cooperation between the people who build it. The main challenges of cities includes the reduction of pollutants resulting from the use of transport, heat sources, or energy production. In many cities, an efficient manner of reducing carbon dioxide emissions is to limit the consumption of thermal energy. In order to simultaneously maintain thermal comfort, in this situation, it is necessary to use intelligent technologies. The paper includes research related to the knowledge and development of 4T potentials (technology, trust, talent, tolerance) and to networking expansion by introducing the automated Hubgrade system, used in Warsaw district heating, into a similar metropolitan area. Along with an increase in the significance of relations, information, and knowledge as a key organisational resource, cities, as organisations, have become an important element of contemporary communities and organisations. They have the possibility of a positive climate change. The possibility of cooperation and networking between people forming an organisation is its inherent feature, such as in the Hubgrade project. Conclusions and recommendations are drawn for the analysed case—linking 4T potentials and the Hubgrade system—with the potential for future generalisations and extrapolations. The authors performed a simulation of possible energy savings and the reduction of harmful emissions in Metropolis GZM.

The COVID-19 pandemic has caused changes in electricity demand and, consequently, electricity consumption profiles. Given the rapid changes in energy prices, it is significant from the perspective of energy companies, and forecasting consumed energy volume. A necessity for accurate energy volume planning forces the need for analyzing consumers’ behaviors during the pandemic, especially under lockdowns, to prepare for the possibility of another pandemic wave. Many business clients analyzed in the paper are economic entities functioning in sectors under restrictions. That is why analyzing the pandemic’s impact on the change in energy consumption profiles and volume of these entities is particularly meaningful. The article analyzes the pandemic and restrictions’ impact on the total change of energy consumption volume and demand profiles. The analysis was conducted basing on data collected from a Polish energy trading and sales company. It focused on the energy consumption of its corporate clients. Analyzed data included aggregated energy consumption volumes for all company’s customers and key groups of economic entities under restrictions. The analysis demonstrates the influence of pandemic restrictions on energy consumption in the group of business clients. Significant differences are observable among various sectors of the economy. The research proves that the largest drops in energy consumption are related to shopping centers and offices. Altogether, the restrictions have caused a 15–23% energy consumption drop during the first lockdown and a maximum 11% during the second against expected values.

Currently, one of the main directions of agricultural development in Poland is the pursuit of sustainable development, rational management of material resources, and striving for energy self-sufficiency, while maintaining low greenhouse gas emissions. It is an alternative to constantly supported coal solutions. Sustainable development in the sense of processes taking place in enterprises affects many key areas of their activity. One of them is the measurement of efficiency, another is the compatibility with nature and the environment, and the perception of humans and their role. Measures of enterprises’ effectiveness should be considered in relation to the objectives of the enterprise. Biorefineries play a special role in shaping the new energy reality, being a system that connects various devices and biomass conversion processes to produce energy, fuel, and other valuable products. The essence of the functioning of biorefineries is as value chains; that is, a series of interrelated activities of specific importance and market value. The study aims to identify the determinants and efficiency of value chains in agricultural biorefineries according to the concept of sustainable development and the use of biomass resources in biorefining processes. Identifying and analyzing individual stages allows one to demonstrate the effectiveness of the implementation of technology using renewable energy sources, according to the concept of sustainable development and the implementation of the direction of the circular economy.

Capacity remuneration mechanisms operate in many European countries. In 2018, Poland implemented a centralized capacity market to ensure appropriate funding for the existing and new power generation units to improve long-term energy security. One of the declarations made while the mechanism was deployed was its beneficial influence on incentives for investments in new units. In this context, this paper aims to analyze the effects of the capacity mechanism adopted for investments in new power generation units that may be financed under the capacity market mechanism in Poland. The analysis is conducted for four types of capacity market units, the existing, refurbishing, planned, and demand-side response types, and includes the final results of capacity auctions. The results prove that the primary beneficiaries of the capacity market in Poland have been the existing units (including the refurbishing ones) responsible for more than 80% of capacity obligation volumes contracted for 2021–2025. Moreover, during the implementation of the capacity market in Poland, the planned units that signed long-term capacity contracts with a total share of 12% of the whole market were already at the advanced phases of construction, and the investment decisions were made long before the implementation of the capacity market mechanism. Therefore, they were not associated with the financial support from the capacity market. The study indicates that the capacity market did not bring incentives for investments in new power generation units in the investigated period.
