This paper employs a case study-based approach to demonstrate the significance of local governments’ policy measures in assisting industrial enterprises with energy-saving activities in China. Based on the longitudinal case of the Jasmine Thermal Electric Power Company, this paper hypothesizes that sub-national governments have played a major role in implementing energy-saving policies in China since the 11th Five-year-plan period. A wide range of provincial and municipal agencies collaborated in implementing five types of policy measures – informational policy, skill building, improved enforcement of central directives, price adjustment, and funding – that reduced barriers to energy saving and motivated active pursuit of energy-saving activities at industrial enterprises. The case study demonstrates how an enterprise and local governments work together to achieve the enterprise's energy-saving target. The authors will investigate the hypothesis of this paper in the context of multiple case studies that they plan to undertake in the future.

On 20 July 2021, an extreme rainstorm battered Zhengzhou in China’s Henan Province, killing 302 people, including 14 individuals who drowned in a subway tunnel and 6 who drowned in a road tunnel. As the global climate warms, extreme weather events similar to the Zhengzhou flood will become more frequent, with increasingly catastrophic consequences for society. Taking a case study-based approach by focusing on the record-breaking Zhengzhou flood, this paper examines the governance capacity of inland cities in North China for managing extreme precipitation and flooding events from the perspective of the flood risk management process. Based on in-depth case analysis, our paper hypothesizes that inland cities in North China still have low risk perceptions of extreme weather events, which was manifested in insufficient pre-disaster preparation and prevention, poor risk communication, and slow emergency response. Accordingly, it is recommended that inland cities update their risk perceptions of extreme rainfall and flooding events, which are no longer low-probability, high-impact “black swans”, but turning into high-probability, high-impact “gray rhinos.” In particular, cities must make sufficient preparation for extreme weather events by revising contingency plans and strengthening their implementation, improving risk communication of meteorological warnings, and synchronizing emergency response with meteorological warnings.

Atmospheric pollutants can corrode heritage materials, especially stone, which can cause a great loss that goes far beyond the economic losses of the degraded materials. Over the past decades, conventional air pollutants have been slashed owing to clean air actions in China, which produces a significant co-benefit for heritage conservation. However, the benefits may be offset by increases in the photochemical oxidants in smog, such as ozone, which damage heritage materials. This study employed dose–response functions to quantify the impacts of air pollutants on the surface recession of the limestone of heritage structures in China, and assessed the potential benefits of air quality improvement for heritage conservation. The results show that the annual recession rate decreased from 9.69 μmy−1 in 2006 to 6.71 μmy−1 in 2020, resulting in a 41.4% increase in the number of heritage sites meeting the ICP Materials (International Co-operative Program on Effects on Materials including Historic and Cultural Monuments) control target of 8 µmy−1 for 2020. The air quality improvement avoided CNY 136.2 million in heritage site maintenance costs. The recession risk shows distinct regional differences; the southern and northwest regions are still at a higher material corrosion level than the northern and Qinghai–Tibet regions. Nationwide, PM10 (particles with aerodynamic diameter less than 10 μm) is the main risk factor responsible for the surface recession of limestone material of heritage structures in China. The study provides evidence for the benefits of air quality improvement for heritage conservation. Further, the study also puts forward policy recommendations for heritage conservation, including assessing pollution risk, promoting heritage conservation through social sustainability, and implementing differentiated conservation strategies.

Despite the various policies, laws, and administrative reforms to support energy conservation, China fell behind schedule for meeting its conservation targets in 2006 and 2007. Using a combination of available literature and an interview-based case study, this paper examines the implementation of energy conservation and investigates impediments to achieving China’s conservation goal in the electric power generation sector. Three key impediments are detailed: (1) municipal governments’ incentives to overlook conservation-related central directives primarily because of budget pressures linked to financial decentralization, (2) procedural obstacles in the form of time required to obtain project approvals for high-efficiency power generation units, and (3) financial obstacles making it difficult for power generation enterprises to raise capital for energy conservation projects. An interview-based case study of a state-owned coal-fired electric power generation company demonstrates the influence of the aforementioned obstacles. While procedural obstacles are notable, they can be managed. However, electricity pricing reforms and/or stronger subsidy programs will be needed to address the financial obstacles facing Chinese power generation companies.

Despite a vast literature on regulatory agencies, compliance behavior of the regulated parties, especially business firms, is much less understood. The existing compliance literature draws on evidence from western societies and has predominantly focused on compliance in rule of law systems. However, in China where the rule of law remains weak, many regulations take the form of administrative regulative documents and administrative orders, some of which are extra-legal yet widely used as the basis for enforcing policies. Therefore, it is of particular importance to extend the scope of compliance research to the broader domain of government requirements. The “pervasive threat” model of compliance represents a potentially promising attempt to capture how businesses factor regulatory officials’ discretion into compliance decision-making. Future research should investigate the relationship between “pervasive threat” and other explanations for compliance, the sensitivity of different types of firms to pervasive threat, as well as the applicability of this model across policy areas.

Concurrently, they have also been given more lenient energy intensity reduction targets to provide latitude for continued growth. The regional unevenness of economic development and energy policy has implications for the ability of the country to achieve its energy savings target – an objective that has become the key part of China's climate change mitigation strategy. This study shows that there is an explicit trend in which changes in regional economic structure is moving towards increasing national energy intensity. This is due, in large part, to carbon leakage between provinces. Changes in regional economic structure increased national energy intensity by 0.13% during the 11th five-year plans (FYP) period, and is on track to cause a further increase of 1.35% during the 12th FYP period. In formulating national energy policy, the existing “Target Responsibility System” (TRS) of policy implementation may need to be improved. Regional economic disparities must be taken directly into account in policymaking, as inland provinces should be assigned higher, not lower, energy intensity reduction targets. This will increase the likelihood that national targets, and hence China's broader climate change mitigation goals, will be met.

However, the social justice concerns accompanying hydropower development are in danger of being overlooked. This study focuses on arguably the most pressing social problem associated with hydropower development, namely, the displacement and resettlement of communities. Employing a case study based approach, this study investigates the extent to which hydropower development-induced resettlement process and its impacts on the resettled households respond to three different tenets of energy justice, i.e., distributional, recognition, and procedural justice. Based on fieldwork conducted at the Hongjiang and Wanmipo Hydropower Stations in Hunan Province, China for two months in 2008, this paper demonstrates that although hydropower development generated significant economic and developmental benefits by alleviating power shortages, improving grid stability, and increasing local tax revenues, these benefits came at the cost of the social exclusion of more than 20,000 resettlers. Specifically, the resettled communities experienced 1) distributional injustice from hydropower due to the low affordability of electricity and water, reduced access to land and food, and an unbalanced distribution of costs and benefits from hydropower development; 2) recognition injustice due to the lack of fairness, transparency, and accountability on the part of the hydropower developer and at all levels of government in energy decision-making; and 3) procedural injustice due to the very limited participatory rights in the decision-making process before, during, and after resettlement and the lack of viable channels through which to seek redress and remedies.

The existing literature highlights the importance of systemic risk induced by climate change, but there are still deficiencies in understanding its dynamics and assessing the risk. Aiming to bridge this gap, this study develops a theoretical framework and employs two cases to illustrate the concept, origin, occurrence, propagation, evolution, and assessment framework of systemic risk induced by climate change. The key findings include: 1) systemic risk induced by climate change derives from the rapid growth of greenhouse gas emissions, increasingly complex connections among different socioeconomic systems, and continuous changes in exposure and vulnerability; 2) systemic risk induced by climate change is a holistic risk generated by the interconnection, interaction, and dynamic evolution of different types of single risks, and its fundamental, defining feature is cascading effects. The extent of risk propagation and its duration depend on the characteristics of the various discrete risks that are connected to make up the systemic risk; 3) impact domains, severity of impact, and probability of occurrences are three core indicators in systemic risk assessment, and the impact domains should include the economy, society, homeland security, human health, and living conditions. We propose to deepen systemic risk research from three aspects: to develop theories to understand the mechanism of systemic risk; to conduct empirical research to assess future risks; and to develop countermeasures to mitigate the risk.

Effective allocation of energy-saving targets is key to achieving China’s reduction targets for energy intensity. Despite growing research interest in the energy-saving target allocation system, details regarding the logic and rationale behind the modifications to the system since the 11th FYP period remain unclear. This paper contributes to the previous literature by applying the concept of policy learning to an analysis of how and from what sources the Chinese government has learned to improve its energy-saving target allocation system over the 2006–13 period. Our study finds that the Chinese government has developed a distinct policy style of “learning from multiple sources” that involves three primary sources: previous experience, local practice, and expert knowledge. Although the extant literature has previously identified these three sources of learning, most of this literature has focused on only one—or at most two—sources of learning at any given time. The uniqueness of policy learning in the energy-saving target allocation system consists of the co-existence of these three sources of learning in one case. This learning-oriented policy style is characterized by reflexivity, which allows current policies to be adjusted in a timely manner in order to alleviate prospective risks.

Climate policymaking in China has gone through three major phases over the course of three decades. This paper applies the concept of policy learning to an analysis of what the Chinese government has learned about climate policymaking during this period. Our analysis shows that this thirty-year history of climate policymaking can be viewed as a conceptual learning process because the Chinese government has continuously adjusted the problem definition of climate change, redefined climate policy goals, and updated climate strategies. First, the Chinese leadership has redefined climate change from a scientific and diplomatic problem, to a developmental and strategic issue, and finally to an overarching grand strategy guiding national development in the next forty years. Second, the Chinese government has fundamentally redefined its climate policy goal from avoiding climate action so as to foster economic development to reinvigorating economic development through climate action. Third, the Chinese government has updated its climate change strategy from solely emphasizing climate mitigation to a more balanced consideration of mitigation and adaptation, and from state-dominant governance processes to more diversified governance processes that involve the participation of the corporate sector and a greater a role of the law.

This paper employs a case study-based approach to demonstrate the significance of local governments’ policy measures in assisting industrial enterprises with energy-saving activities in China. Based on the longitudinal case of the Jasmine Thermal Electric Power Company, this paper hypothesizes that sub-national governments have played a major role in implementing energy-saving policies in China since the 11th Five-year-plan period. A wide range of provincial and municipal agencies collaborated in implementing five types of policy measures – informational policy, skill building, improved enforcement of central directives, price adjustment, and funding – that reduced barriers to energy saving and motivated active pursuit of energy-saving activities at industrial enterprises. The case study demonstrates how an enterprise and local governments work together to achieve the enterprise's energy-saving target. The authors will investigate the hypothesis of this paper in the context of multiple case studies that they plan to undertake in the future.

On 20 July 2021, an extreme rainstorm battered Zhengzhou in China’s Henan Province, killing 302 people, including 14 individuals who drowned in a subway tunnel and 6 who drowned in a road tunnel. As the global climate warms, extreme weather events similar to the Zhengzhou flood will become more frequent, with increasingly catastrophic consequences for society. Taking a case study-based approach by focusing on the record-breaking Zhengzhou flood, this paper examines the governance capacity of inland cities in North China for managing extreme precipitation and flooding events from the perspective of the flood risk management process. Based on in-depth case analysis, our paper hypothesizes that inland cities in North China still have low risk perceptions of extreme weather events, which was manifested in insufficient pre-disaster preparation and prevention, poor risk communication, and slow emergency response. Accordingly, it is recommended that inland cities update their risk perceptions of extreme rainfall and flooding events, which are no longer low-probability, high-impact “black swans”, but turning into high-probability, high-impact “gray rhinos.” In particular, cities must make sufficient preparation for extreme weather events by revising contingency plans and strengthening their implementation, improving risk communication of meteorological warnings, and synchronizing emergency response with meteorological warnings.

Atmospheric pollutants can corrode heritage materials, especially stone, which can cause a great loss that goes far beyond the economic losses of the degraded materials. Over the past decades, conventional air pollutants have been slashed owing to clean air actions in China, which produces a significant co-benefit for heritage conservation. However, the benefits may be offset by increases in the photochemical oxidants in smog, such as ozone, which damage heritage materials. This study employed dose–response functions to quantify the impacts of air pollutants on the surface recession of the limestone of heritage structures in China, and assessed the potential benefits of air quality improvement for heritage conservation. The results show that the annual recession rate decreased from 9.69 μmy−1 in 2006 to 6.71 μmy−1 in 2020, resulting in a 41.4% increase in the number of heritage sites meeting the ICP Materials (International Co-operative Program on Effects on Materials including Historic and Cultural Monuments) control target of 8 µmy−1 for 2020. The air quality improvement avoided CNY 136.2 million in heritage site maintenance costs. The recession risk shows distinct regional differences; the southern and northwest regions are still at a higher material corrosion level than the northern and Qinghai–Tibet regions. Nationwide, PM10 (particles with aerodynamic diameter less than 10 μm) is the main risk factor responsible for the surface recession of limestone material of heritage structures in China. The study provides evidence for the benefits of air quality improvement for heritage conservation. Further, the study also puts forward policy recommendations for heritage conservation, including assessing pollution risk, promoting heritage conservation through social sustainability, and implementing differentiated conservation strategies.

Despite the various policies, laws, and administrative reforms to support energy conservation, China fell behind schedule for meeting its conservation targets in 2006 and 2007. Using a combination of available literature and an interview-based case study, this paper examines the implementation of energy conservation and investigates impediments to achieving China’s conservation goal in the electric power generation sector. Three key impediments are detailed: (1) municipal governments’ incentives to overlook conservation-related central directives primarily because of budget pressures linked to financial decentralization, (2) procedural obstacles in the form of time required to obtain project approvals for high-efficiency power generation units, and (3) financial obstacles making it difficult for power generation enterprises to raise capital for energy conservation projects. An interview-based case study of a state-owned coal-fired electric power generation company demonstrates the influence of the aforementioned obstacles. While procedural obstacles are notable, they can be managed. However, electricity pricing reforms and/or stronger subsidy programs will be needed to address the financial obstacles facing Chinese power generation companies.

Despite a vast literature on regulatory agencies, compliance behavior of the regulated parties, especially business firms, is much less understood. The existing compliance literature draws on evidence from western societies and has predominantly focused on compliance in rule of law systems. However, in China where the rule of law remains weak, many regulations take the form of administrative regulative documents and administrative orders, some of which are extra-legal yet widely used as the basis for enforcing policies. Therefore, it is of particular importance to extend the scope of compliance research to the broader domain of government requirements. The “pervasive threat” model of compliance represents a potentially promising attempt to capture how businesses factor regulatory officials’ discretion into compliance decision-making. Future research should investigate the relationship between “pervasive threat” and other explanations for compliance, the sensitivity of different types of firms to pervasive threat, as well as the applicability of this model across policy areas.

Concurrently, they have also been given more lenient energy intensity reduction targets to provide latitude for continued growth. The regional unevenness of economic development and energy policy has implications for the ability of the country to achieve its energy savings target – an objective that has become the key part of China's climate change mitigation strategy. This study shows that there is an explicit trend in which changes in regional economic structure is moving towards increasing national energy intensity. This is due, in large part, to carbon leakage between provinces. Changes in regional economic structure increased national energy intensity by 0.13% during the 11th five-year plans (FYP) period, and is on track to cause a further increase of 1.35% during the 12th FYP period. In formulating national energy policy, the existing “Target Responsibility System” (TRS) of policy implementation may need to be improved. Regional economic disparities must be taken directly into account in policymaking, as inland provinces should be assigned higher, not lower, energy intensity reduction targets. This will increase the likelihood that national targets, and hence China's broader climate change mitigation goals, will be met.

However, the social justice concerns accompanying hydropower development are in danger of being overlooked. This study focuses on arguably the most pressing social problem associated with hydropower development, namely, the displacement and resettlement of communities. Employing a case study based approach, this study investigates the extent to which hydropower development-induced resettlement process and its impacts on the resettled households respond to three different tenets of energy justice, i.e., distributional, recognition, and procedural justice. Based on fieldwork conducted at the Hongjiang and Wanmipo Hydropower Stations in Hunan Province, China for two months in 2008, this paper demonstrates that although hydropower development generated significant economic and developmental benefits by alleviating power shortages, improving grid stability, and increasing local tax revenues, these benefits came at the cost of the social exclusion of more than 20,000 resettlers. Specifically, the resettled communities experienced 1) distributional injustice from hydropower due to the low affordability of electricity and water, reduced access to land and food, and an unbalanced distribution of costs and benefits from hydropower development; 2) recognition injustice due to the lack of fairness, transparency, and accountability on the part of the hydropower developer and at all levels of government in energy decision-making; and 3) procedural injustice due to the very limited participatory rights in the decision-making process before, during, and after resettlement and the lack of viable channels through which to seek redress and remedies.

The existing literature highlights the importance of systemic risk induced by climate change, but there are still deficiencies in understanding its dynamics and assessing the risk. Aiming to bridge this gap, this study develops a theoretical framework and employs two cases to illustrate the concept, origin, occurrence, propagation, evolution, and assessment framework of systemic risk induced by climate change. The key findings include: 1) systemic risk induced by climate change derives from the rapid growth of greenhouse gas emissions, increasingly complex connections among different socioeconomic systems, and continuous changes in exposure and vulnerability; 2) systemic risk induced by climate change is a holistic risk generated by the interconnection, interaction, and dynamic evolution of different types of single risks, and its fundamental, defining feature is cascading effects. The extent of risk propagation and its duration depend on the characteristics of the various discrete risks that are connected to make up the systemic risk; 3) impact domains, severity of impact, and probability of occurrences are three core indicators in systemic risk assessment, and the impact domains should include the economy, society, homeland security, human health, and living conditions. We propose to deepen systemic risk research from three aspects: to develop theories to understand the mechanism of systemic risk; to conduct empirical research to assess future risks; and to develop countermeasures to mitigate the risk.

Effective allocation of energy-saving targets is key to achieving China’s reduction targets for energy intensity. Despite growing research interest in the energy-saving target allocation system, details regarding the logic and rationale behind the modifications to the system since the 11th FYP period remain unclear. This paper contributes to the previous literature by applying the concept of policy learning to an analysis of how and from what sources the Chinese government has learned to improve its energy-saving target allocation system over the 2006–13 period. Our study finds that the Chinese government has developed a distinct policy style of “learning from multiple sources” that involves three primary sources: previous experience, local practice, and expert knowledge. Although the extant literature has previously identified these three sources of learning, most of this literature has focused on only one—or at most two—sources of learning at any given time. The uniqueness of policy learning in the energy-saving target allocation system consists of the co-existence of these three sources of learning in one case. This learning-oriented policy style is characterized by reflexivity, which allows current policies to be adjusted in a timely manner in order to alleviate prospective risks.

Climate policymaking in China has gone through three major phases over the course of three decades. This paper applies the concept of policy learning to an analysis of what the Chinese government has learned about climate policymaking during this period. Our analysis shows that this thirty-year history of climate policymaking can be viewed as a conceptual learning process because the Chinese government has continuously adjusted the problem definition of climate change, redefined climate policy goals, and updated climate strategies. First, the Chinese leadership has redefined climate change from a scientific and diplomatic problem, to a developmental and strategic issue, and finally to an overarching grand strategy guiding national development in the next forty years. Second, the Chinese government has fundamentally redefined its climate policy goal from avoiding climate action so as to foster economic development to reinvigorating economic development through climate action. Third, the Chinese government has updated its climate change strategy from solely emphasizing climate mitigation to a more balanced consideration of mitigation and adaptation, and from state-dominant governance processes to more diversified governance processes that involve the participation of the corporate sector and a greater a role of the law.
