International markets can provide higher revenues that benefit small-scale fishing communities but can also drive a decline in fished populations. Collective action in collective organizations such as fishing cooperatives is thought to enhance the sustainability of fished populations. However, our knowledge of how collective action enables fishing cooperatives to achieve positive social-ecological outcomes is dispersed across case studies. Here, we present a quantitative, national-level analysis exploring the relationship between different levels of collective action and social-ecological outcomes. We found that strong collective action in Mexican lobster cooperatives was related to both sustaining their fisheries and benefiting from international trade. In the 15 year study period, lobster cooperatives that demonstrate characteristics associated with strong collective action captured benefits from trade through high catch volumes and revenue. Despite lower (but stable) average prices, the biomass of their lobster populations was not compromised to reap these benefits. Individual case studies previously found that fishing cooperatives can support both positive social and ecological outcomes in small-scale fisheries. Our results confirm these findings at a national level and highlight the importance of strong collective action. Thus, our work contributes to a better understanding of the governance arrangements to promote fishing communities’ welfare and benefits from international trade and, therefore, will be invaluable to advancing small-scale fisheries governance.

In recent years, there has been an increased interest in harvesting the mesopelagic zone to produce fish feed for aquaculture. However, great uncertainties exist in how the mesopelagic zone interacts with the climate and food webs, presenting a dilemma for policy. Here, we investigate the consequences of potential policies relating to mesopelagic harvest quotas with a dynamic social-ecological modeling approach, combining system dynamics and global sensitivity analyses informed by participatory modeling. Our analyses reveal that, in simulations of mesopelagic fishing scenarios, uncertainties about mesopelagic fish population dynamics have the most pronounced influence on potential outcomes. The analysis also shows that prioritizing the development of the fishing industry over environmental protection would lead to a significantly higher social cost of climate change to society. Given the large uncertainties and the potential large impacts on oceanic carbon sequestration, a precautionary approach to developing mesopelagic fisheries is warranted.

Abstract Social-ecological systems dependent on fisheries must be resilient or adapt to remain viable in the face of change. Here, we identified possible interventions (termed “adaptation options”) from published literature, aimed at supporting social or ecological resilience and/or aiding adaptation to changes induced by environmental or social stressors. Our searches centered on nations/regions across North America, Europe, and the South Pacific, encompassing fisheries literature with and without a climate change focus, to compare how, when, and by whom interventions are currently or potentially implemented. We expected that adaptation options within a climate change context would have a greater focus on enhancing social resilience due to a connection with climate change adaptation assessment methodology. Instead, we found a greater focus on ecological resilience, likely indicating a focus on management adaptation. This pattern, along with the more extensive use of social adaptation options responsively and outside the context of climate change, along with an importance in bottom-up influences in implementing them, suggests a general lack of centralized planning and organization with regards to adaptation of stakeholders. Determining how adaptation options are created, chosen, and implemented is a crucial step within or external to ecosystem-based management, especially if planned stakeholder adaption is the goal.

The roles that fish and other marine vertebrates play in the biological pump are increasingly attracting scientific and policy attention. In this paper, we investigated the interest in and possibilities for the international governance of open ocean and fish carbon ecosystem services. We used semi-structured interviews with representatives from environmental non-governmental organisations (ENGOs), policy makers, and policy experts, along with an exploratory review of grey and peer-reviewed literature to: 1) trace the pathway of important milestones, key actors, and their strategies to influence governance of ocean carbon, and, 2) investigate which frameworks might be used to govern open ocean and fish carbon. Strategies of key actors to direct attention to open ocean and fish carbon included collaborating with scientists, organising side events at climate and biodiversity negotiations and seminars to engage policy makers, as well as educational campaigns directed to the public and policy makers about the co-benefits of open ocean and fish carbon. While we found a strong focus of ENGO activities related to the UN Framework Convention on Climate Change, we also found strong opposition against active governance of open ocean and fish carbon by key Intergovernmental actors in this forum. Opposition stems from a lack of scientific information on how long open ocean and fish carbon is stored, difficulties in attributing carbon flows with individual countries mitigation actions, and fewer perceived co-benefits (e.g. coastal protection in the case of coastal blue carbon) for coastal communities. More viable routes for the future governance of open ocean and fish carbon may lie in international fisheries management and in current negotiations of a treaty for biodiversity conservation in the high seas.

The roles that fish and other marine vertebrates play in the biological pump are increasingly attracting scientific and policy attention. In this paper, we investigated the interest in and possibilities for the international governance of open ocean and fish carbon ecosystem services. We used semi-structured interviews with representatives from environmental non-governmental organisations (ENGOs), policy makers, and policy experts, along with an exploratory review of grey and peer-reviewed literature to: 1) trace the pathway of important milestones, key actors, and their strategies to influence governance of ocean carbon, and, 2) investigate which frameworks might be used to govern open ocean and fish carbon. Strategies of key actors to direct attention to open ocean and fish carbon included collaborating with scientists, organising side events at climate and biodiversity negotiations and seminars to engage policy makers, as well as educational campaigns directed to the public and policy makers about the co-benefits of open ocean and fish carbon. While we found a strong focus of ENGO activities related to the UN Framework Convention on Climate Change, we also found strong opposition against active governance of open ocean and fish carbon by key Intergovernmental actors in this forum. Opposition stems from a lack of scientific information on how long open ocean and fish carbon is stored, difficulties in attributing carbon flows with individual countries mitigation actions, and fewer perceived co-benefits (e.g. coastal protection in the case of coastal blue carbon) for coastal communities. More viable routes for the future governance of open ocean and fish carbon may lie in international fisheries management and in current negotiations of a treaty for biodiversity conservation in the high seas.
