description Publicationkeyboard_double_arrow_right Article , Journal 2018Publisher:Elsevier BV Authors: Carolin Märker; Sandra Venghaus; Jürgen-Friedrich Hake;Abstract Despite a major, policy-driven increase in research on the food–energy–water (FEW) nexus in recent years, research addressing the required changes in policy structures and processes for an effective, integrated governance of FEW nexus resources is still in its infancy. This paper adapts the Institutional Analysis and Development Framework to the requirements and challenges of FEW nexus governance and sets a special focus on action situations, actors, and institutions. The analysis thus contributes to the debate about the practicality and benefits of a comprehensive FEW nexus policy approach. Two different conceptual FEW nexus frameworks are developed, which span the spectrum of possible integration options. The first one describes a holistic integration framework that defines the FEW nexus as a single, fully integrated system. The second one represents vertical policy integration and is largely based on existing structures and a reframing of the present institutional setting. After their theoretical derivation, the two hypothetical frameworks are analyzed with respect to their strengths and weaknesses in governing the FEW nexus using two sample cases of integrated FEW nexus governance in Germany. The results show that effective FEW nexus governance requires a combination of both integration options.

Against the backdrop of climate and environmental pressures, as well as limited resource availability and trade conflicts, devising policies for energy and the use of natural resources in general becomes exceedingly complex. Moreover, policies are required to account for interrelations between individual resources and between different sectors and policy fields, but implementation often lacks. To evaluate the current state of integrated policy design in the EU, a review of European energy, water, and agricultural policies was conducted. Using a qualitative comparative research approach, the objective was to identify and explain the differing degrees and variations in policy integration among them. To this aim, the concepts “Environmental Policy Integration” and “Water-Energy-Land Nexus” were jointly applied as analytical frameworks. The analysis revealed that currently, different authorities are endowed with largely sectoral mandates. Accordingly, the respective sectoral policy sets are historically grown based on differing sets of formal and informal rules and processes, thus making policy integration among the sectors, let alone within the nexus, a highly challenging task.

Given the complex feedbacks and interdependencies among them, fulfilling these goals requires a holistic approach leading to profound transitions. The food-energy-water nexus is often proposed to be one such holistic approach. However, to date no consistent definition of the nexus concept exists, while research interest in the nexus rapidly grows. Therefore, in this paper, the nexus is defined as a concept of systems thinking. A nexus systems thinking test is developed that can be used as a new way of categorizing nexus research. To examine the test's viability and suitability, it is applied to a sample data set of nexus-related research papers. By means of a multi- and mixed methods document analysis it is analyzed if the papers conceptualize the nexus approach as a systems thinking concept. The results show that all papers meet the four system criteria. Different emphasis, however, is put on certain aspects. The nexus systems thinking test proved to be a viable systematic method to investigate if and in which way nexus research incorporates a systems thinking perspective. It does not only offer a new way of categorizing nexus related research, but also allows assessing its quality from a comprehensive nexus perspective. The test thus provides valuable and systematic understanding of a rapidly developing, central research field within sustainability science.

The density of urban areas concentrates these pressures especially on water, energy and food (i.e., the nexus) resources as if in a ‘burning glass’.The integrated assessment approach is used to frame, study and solve issues such as climate change, water and air quality, land and public health challenges, which are at the core of the nexus approach. To meet these targets, in the last few decades a wide array of assessment tools has been developed. Most of these approaches, however, pursue national or at best regional perspectives and only rudimentarily provide for considerations of local effects. In our integrated assessment approach based on the Nexus City Index we combine an ethical derivation with participatory and accounting tools to grasp and operationalize the complexity of urban areas from a bottom-up and top-down perspective in order to derive a holistic picture of the nexus challenges in urban areas.

In accordance with these objectives, the ‘food–energy–water’ (FEW) nexus developed as an integrative concept to optimize the interdependent uses of the different nexus resources in order to achieve a sustainable, fair allocation of these resources while enabling economic growth. Addressing this challenge, various FEW nexus indices have been published to allow the global comparison of countries’ nexus statuses. Given the complexity of nexus thinking, measuring the state of the nexus is a challenging task in need of a clear methodology. Based on the comparative analysis of selected nexus indices – including our own nexus index (the STE FEW Security Index) – and their underlying methodical approaches, in this paper we discuss the consistency and inconsistencies among these indices as well as their resulting implications.

Little research, however, has systematically analyzed the behavioral impact of this development. Using Germany as a case study, we therefore scrutinize whether the recent increase in climate change awareness triggered mainly changes in public perceptions concerning environmental and sustainability issues or whether it has led to sustainable behavioral shifts. Based on previous research, we considered two routes through which an increase in climate change awareness can instigate changes: (a) directly by leading to behavioral changes towards more sustainable consumption decisions, or (b) indirectly by exerting pressure on the political process. Results The analyzed data in the three consumption sectors of mobility, food consumption and housing confirm the continuing prevalence of an attitude–behavior gap: although there is a broad, strongly positive attitude towards climate protection and increasingly high problem awareness of climate change, so far this attitude does not immediately translate into notable behavioral changes. With regard to effects on political agenda setting, however, the effects are much more immediate. The results confirm strong pressure on the political process mainly through shifts in voter behavior. Conclusions The results show that the increase in climate change awareness has spurred dynamics in the debate around climate change both among the population and in the political realm. Fueled by the intense media coverage of the Fridays For Future movement and related activities, a snowball effect has been set off, opening a window of opportunity for significant shifts towards more effective and rigorous climate policies. Politicians and decision-makers now have the opportunity to implement sustainability measures with strong support of the population, even if these imply higher costs. Whether there will be further shifts in the current lifestyle towards a more sustainable one, lifestyle changes should be carefully monitored in the coming years, as relevant data are only now becoming available.

Technological innovations can play an important role in countering errant developments of the past and can support the transformation process towards a green economy in pursuit of the Sustainable Development Goals. On the other hand, they pose challenges to the social control of technology and represent a methodical quandary known as the Collingridge dilemma. The core statement of the dilemma is that the implications of new technologies will only be fully visible once they are embedded in socio-economic-ecological systems when the possibilities to control diminish. The main objective of this study is thus to develop a monitoring framework enabling the ex ante assessment of related technological shifts and their implications for sustainable development. Results To approach the resulting difficulties for sustainability monitoring, digitization indicators should be accounted for in the German Sustainable Development Strategy. An enhanced strategy complemented by related Global Competitiveness Index 4.0 indicators, for which the Word Economic Forum assumes a modest link between competitiveness and inequality, illustrates the feasibility of linking research regarding the Fourth Industrial Revolution and sustainable development to measure its social and environmental consequences. The newly developed Sustainable Digital Socio-Economic-Ecological Indicator System categorizes the sustainability indicators into one index covering all Sustainable Development Goals along with four sub-indices emphasizing crucial aspects relevant to navigating a successful transformation. This novel and innovative approach is illustrated using the examples of Germany. Conclusions The Fourth Industrial Revolution is fundamentally driven by introducing renewable energy resources as a new energy regime. However, the effects extend beyond energy and necessitate comprehensive measurement frameworks for assessing sustainable development implications. This work contributes by analyzing the related impact on sustainable development and providing decision-makers with new insights for early recognition. Preliminary results for Germany expose a discrepancy between the status quo and the desired pathway, indicating emerging effects of the Fourth Industrial Revolution on inequality, employment, and education. While none of the sectors are sustainable, the sub-index analysis highlights distinct disparities among economic, social, and ecological sectors.

Energy systems therefore play a special part in realizing visions of future sustainable societies. In Germany, successive governments have specified their ideas on sustainable development and the related energy system. Detailed objectives make the vision of the Energiewende – the transformation of the energy sector – more concrete. Many Germans hope that the country sets a positive example for other nations whose energy systems also heavily rely on fossil fuels. A glance at the historical dimensions of this transformation shows that the origins of German energy objectives lie more than thirty years in the past. The realization of these goals has not been free from tensions and conflicts. This article aims at explaining Germany's pioneering role in the promotion of an energy system largely built on renewable energy sources by disclosing the drivers that have successively led to the Energiewende. To reveal these drivers, the historical emergence of energy politics in Germany was analyzed especially with respect to path dependencies and discourses (and their underlying power relations) as well as exogenous events that have enabled significant shifts in the political energy strategy of Germany.

The UN Sustainable Development Goals formulated in 2016 confirmed the sustainability concept of the Earth Summit of 1992 and supported UNEP's green economy transition concept. The transformation of the energy system (Energiewende) is the keystone of Germany's sustainability strategy and of the German green economy concept. We use ten updated energy-related indicators of the German sustainability strategy to analyse the German energy system. The development of the sustainable indicators is examined in the monitoring process by a vector analysis performed in two-dimensional Euclidean space (Euclidean plane). The aim of the novel vector analysis is to measure the current status of the Energiewende in Germany and thereby provide decision makers with information about the strains for the specific remaining pathway of the single indicators and of the total system in order to meet the sustainability targets of the Energiewende. Within this vector model, three vectors (the normative sustainable development vector, the real development vector, and the green economy vector) define the resilience space of our analysis. The resilience space encloses a number of vectors representing different pathways with different technological and socio-economic strains to achieve a sustainable development of the green economy. In this space, the decision will be made as to whether the government measures will lead to a resilient energy system or whether a readjustment of indicator targets or political measures is necessary. The vector analysis enables us to analyse both the government's ambitiousness, which is expressed in the sustainability target for the indicators at the start of the sustainability strategy representing the starting preference order of the German government (SPO) and, secondly, the current preference order of German society in order to bridge the remaining distance to reach the specific sustainability goals of the strategy summarized in the current preference order (CPO).

This paper adapts the Institutional Analysis and Development Framework to the requirements and challenges of FEW nexus governance and sets a special focus on action situations, actors, and institutions. The analysis thus contributes to the debate about the practicality and benefits of a comprehensive FEW nexus policy approach. Two different conceptual FEW nexus frameworks are developed, which span the spectrum of possible integration options. The first one describes a holistic integration framework that defines the FEW nexus as a single, fully integrated system. The second one represents vertical policy integration and is largely based on existing structures and a reframing of the present institutional setting. After their theoretical derivation, the two hypothetical frameworks are analyzed with respect to their strengths and weaknesses in governing the FEW nexus using two sample cases of integrated FEW nexus governance in Germany. The results show that effective FEW nexus governance requires a combination of both integration options.

Against the backdrop of climate and environmental pressures, as well as limited resource availability and trade conflicts, devising policies for energy and the use of natural resources in general becomes exceedingly complex. Moreover, policies are required to account for interrelations between individual resources and between different sectors and policy fields, but implementation often lacks. To evaluate the current state of integrated policy design in the EU, a review of European energy, water, and agricultural policies was conducted. Using a qualitative comparative research approach, the objective was to identify and explain the differing degrees and variations in policy integration among them. To this aim, the concepts “Environmental Policy Integration” and “Water-Energy-Land Nexus” were jointly applied as analytical frameworks. The analysis revealed that currently, different authorities are endowed with largely sectoral mandates. Accordingly, the respective sectoral policy sets are historically grown based on differing sets of formal and informal rules and processes, thus making policy integration among the sectors, let alone within the nexus, a highly challenging task.

Given the complex feedbacks and interdependencies among them, fulfilling these goals requires a holistic approach leading to profound transitions. The food-energy-water nexus is often proposed to be one such holistic approach. However, to date no consistent definition of the nexus concept exists, while research interest in the nexus rapidly grows. Therefore, in this paper, the nexus is defined as a concept of systems thinking. A nexus systems thinking test is developed that can be used as a new way of categorizing nexus research. To examine the test's viability and suitability, it is applied to a sample data set of nexus-related research papers. By means of a multi- and mixed methods document analysis it is analyzed if the papers conceptualize the nexus approach as a systems thinking concept. The results show that all papers meet the four system criteria. Different emphasis, however, is put on certain aspects. The nexus systems thinking test proved to be a viable systematic method to investigate if and in which way nexus research incorporates a systems thinking perspective. It does not only offer a new way of categorizing nexus related research, but also allows assessing its quality from a comprehensive nexus perspective. The test thus provides valuable and systematic understanding of a rapidly developing, central research field within sustainability science.

The density of urban areas concentrates these pressures especially on water, energy and food (i.e., the nexus) resources as if in a ‘burning glass’.The integrated assessment approach is used to frame, study and solve issues such as climate change, water and air quality, land and public health challenges, which are at the core of the nexus approach. To meet these targets, in the last few decades a wide array of assessment tools has been developed. Most of these approaches, however, pursue national or at best regional perspectives and only rudimentarily provide for considerations of local effects. In our integrated assessment approach based on the Nexus City Index we combine an ethical derivation with participatory and accounting tools to grasp and operationalize the complexity of urban areas from a bottom-up and top-down perspective in order to derive a holistic picture of the nexus challenges in urban areas.

In accordance with these objectives, the ‘food–energy–water’ (FEW) nexus developed as an integrative concept to optimize the interdependent uses of the different nexus resources in order to achieve a sustainable, fair allocation of these resources while enabling economic growth. Addressing this challenge, various FEW nexus indices have been published to allow the global comparison of countries’ nexus statuses. Given the complexity of nexus thinking, measuring the state of the nexus is a challenging task in need of a clear methodology. Based on the comparative analysis of selected nexus indices – including our own nexus index (the STE FEW Security Index) – and their underlying methodical approaches, in this paper we discuss the consistency and inconsistencies among these indices as well as their resulting implications.

Little research, however, has systematically analyzed the behavioral impact of this development. Using Germany as a case study, we therefore scrutinize whether the recent increase in climate change awareness triggered mainly changes in public perceptions concerning environmental and sustainability issues or whether it has led to sustainable behavioral shifts. Based on previous research, we considered two routes through which an increase in climate change awareness can instigate changes: (a) directly by leading to behavioral changes towards more sustainable consumption decisions, or (b) indirectly by exerting pressure on the political process. Results The analyzed data in the three consumption sectors of mobility, food consumption and housing confirm the continuing prevalence of an attitude–behavior gap: although there is a broad, strongly positive attitude towards climate protection and increasingly high problem awareness of climate change, so far this attitude does not immediately translate into notable behavioral changes. With regard to effects on political agenda setting, however, the effects are much more immediate. The results confirm strong pressure on the political process mainly through shifts in voter behavior. Conclusions The results show that the increase in climate change awareness has spurred dynamics in the debate around climate change both among the population and in the political realm. Fueled by the intense media coverage of the Fridays For Future movement and related activities, a snowball effect has been set off, opening a window of opportunity for significant shifts towards more effective and rigorous climate policies. Politicians and decision-makers now have the opportunity to implement sustainability measures with strong support of the population, even if these imply higher costs. Whether there will be further shifts in the current lifestyle towards a more sustainable one, lifestyle changes should be carefully monitored in the coming years, as relevant data are only now becoming available.

Technological innovations can play an important role in countering errant developments of the past and can support the transformation process towards a green economy in pursuit of the Sustainable Development Goals. On the other hand, they pose challenges to the social control of technology and represent a methodical quandary known as the Collingridge dilemma. The core statement of the dilemma is that the implications of new technologies will only be fully visible once they are embedded in socio-economic-ecological systems when the possibilities to control diminish. The main objective of this study is thus to develop a monitoring framework enabling the ex ante assessment of related technological shifts and their implications for sustainable development. Results To approach the resulting difficulties for sustainability monitoring, digitization indicators should be accounted for in the German Sustainable Development Strategy. An enhanced strategy complemented by related Global Competitiveness Index 4.0 indicators, for which the Word Economic Forum assumes a modest link between competitiveness and inequality, illustrates the feasibility of linking research regarding the Fourth Industrial Revolution and sustainable development to measure its social and environmental consequences. The newly developed Sustainable Digital Socio-Economic-Ecological Indicator System categorizes the sustainability indicators into one index covering all Sustainable Development Goals along with four sub-indices emphasizing crucial aspects relevant to navigating a successful transformation. This novel and innovative approach is illustrated using the examples of Germany. Conclusions The Fourth Industrial Revolution is fundamentally driven by introducing renewable energy resources as a new energy regime. However, the effects extend beyond energy and necessitate comprehensive measurement frameworks for assessing sustainable development implications. This work contributes by analyzing the related impact on sustainable development and providing decision-makers with new insights for early recognition. Preliminary results for Germany expose a discrepancy between the status quo and the desired pathway, indicating emerging effects of the Fourth Industrial Revolution on inequality, employment, and education. While none of the sectors are sustainable, the sub-index analysis highlights distinct disparities among economic, social, and ecological sectors.

Energy systems therefore play a special part in realizing visions of future sustainable societies. In Germany, successive governments have specified their ideas on sustainable development and the related energy system. Detailed objectives make the vision of the Energiewende – the transformation of the energy sector – more concrete. Many Germans hope that the country sets a positive example for other nations whose energy systems also heavily rely on fossil fuels. A glance at the historical dimensions of this transformation shows that the origins of German energy objectives lie more than thirty years in the past. The realization of these goals has not been free from tensions and conflicts. This article aims at explaining Germany's pioneering role in the promotion of an energy system largely built on renewable energy sources by disclosing the drivers that have successively led to the Energiewende. To reveal these drivers, the historical emergence of energy politics in Germany was analyzed especially with respect to path dependencies and discourses (and their underlying power relations) as well as exogenous events that have enabled significant shifts in the political energy strategy of Germany.

The UN Sustainable Development Goals formulated in 2016 confirmed the sustainability concept of the Earth Summit of 1992 and supported UNEP's green economy transition concept. The transformation of the energy system (Energiewende) is the keystone of Germany's sustainability strategy and of the German green economy concept. We use ten updated energy-related indicators of the German sustainability strategy to analyse the German energy system. The development of the sustainable indicators is examined in the monitoring process by a vector analysis performed in two-dimensional Euclidean space (Euclidean plane). The aim of the novel vector analysis is to measure the current status of the Energiewende in Germany and thereby provide decision makers with information about the strains for the specific remaining pathway of the single indicators and of the total system in order to meet the sustainability targets of the Energiewende. Within this vector model, three vectors (the normative sustainable development vector, the real development vector, and the green economy vector) define the resilience space of our analysis. The resilience space encloses a number of vectors representing different pathways with different technological and socio-economic strains to achieve a sustainable development of the green economy. In this space, the decision will be made as to whether the government measures will lead to a resilient energy system or whether a readjustment of indicator targets or political measures is necessary. The vector analysis enables us to analyse both the government's ambitiousness, which is expressed in the sustainability target for the indicators at the start of the sustainability strategy representing the starting preference order of the German government (SPO) and, secondly, the current preference order of German society in order to bridge the remaining distance to reach the specific sustainability goals of the strategy summarized in the current preference order (CPO).
