Jovanovic; Xiaofan Wu; Florian Dörfler;Local and inter-area oscillations in bulk power systems are typically identified using spatial profiles of poorly damped modes, and they are mitigated via carefully tuned decentralized controllers. In this paper, we employ non-modal tools to analyze and control inter-area oscillations. Our input-output analysis examines power spectral density and variance amplification of stochastically forced systems and offers new insights relative to modal approaches. To improve upon the limitations of conventional wide-area control strategies, we also study the problem of signal selection and optimal design of sparse and block-sparse wide-area controllers. In our design, we preserve rotational symmetry of the power system by allowing only relative angle measurements in the distributed controllers. For the IEEE 39 New England model, we examine performance tradeoffs and robustness of different control architectures and show that optimal retuning of fully-decentralized control strategies can effectively guard against local and inter-area oscillations. In this work, the coordination of conventional (slow) frequency containment reserves (FCR) with FFR is treated as a decentralized model matching problem. The design results in a dynamic virtual power plant (DVPP) whose aggregated output fulfills the system operator (SO) requirements in all time scales, while accounting for the capacity and bandwidth limitation of participating devices. This is illustrated in a 5-machine representation of the Nordic synchronous grid. In the Nordic grid, stability issues and bandwidth limitations associated with non-minimum phase zeros of hydropower is a well-known problem. By simulating the disconnection of a 1400 MW importing dc link, it is shown that the proposed DVPP design allows for coordinating fast FFR from wind, with slow FCR from hydro, while respecting dynamic limitations of all participating devices. The SO requirements are fulfilled in a realistic low-inertia scenario without the need to install battery storage or to waste wind energy by curtailing the wind turbines.

We propose a decentralized switched controller to curtail excess active power in order to avoid overvoltage while considering the active power constraints. Under different power constraints the system will take different forms: LTI, switched or hybrid system. Convergence to the voltage limit is shown for all three cases.

In particular, this paper reviews distributed algorithms for offline solution of optimal power flow (OPF) problems as well as online algorithms for real-time solution of OPF, optimal frequency control, optimal voltage control, and optimal wide-area control problems.

In this paper, we propose a systematic closed-loop approach to provide optimal dynamic ancillary services with converter-interfaced generation systems based on local power grid perception. In particular, we structurally encode dynamic ancillary services such as fast frequency and voltage regulation in the form of a parametric transfer function matrix, which includes several parameters to define a set of different feasible response behaviors, among which we aim to find the optimal one to be realized by the converter system. Our approach is based on a so-called "perceive-and-optimize" (P&O) strategy: First, we identify a grid dynamic equivalent at the interconnection terminals of the converter system. Second, we consider the closed-loop interconnection of the identified grid equivalent and the parametric transfer function matrix, which we optimize for the set of transfer function parameters, resulting in a stable and optimal closed-loop performance for ancillary services provision. In the process, we ensure that grid-code and device-level requirements are satisfied. Finally, we demonstrate the effectiveness of our approach in different numerical case studies based on a modified Kundur two-area test system. 15 pages, 20 Figures

In this paper, we present a novel control approach for dynamic virtual power plants (DVPPs). In particular, we consider a group of heterogeneous distributed energy resources (DERs) which collectively provide desired dynamic ancillary services such as fast frequency and voltage control. Our control approach relies on an adaptive divide-and-conquer strategy: first, we disaggregate the desired frequency and voltage control specifications of the aggregate DVPP via adaptive dynamic participation matrices (ADPMs) to obtain the desired local behavior for each device. Second, we design local linear parameter-varying (LPV) $\mathcal{H}_\infty$ controllers to optimally match this local behaviors. In the process, the control design also incorporates the physical and engineered limits of each DVPP device. Furthermore, our adaptive control design can properly respond to fluctuating device capacities, and thus include weather-driven DERs into the DVPP setup. Finally, we demonstrate the effectiveness of our control strategy in a case study based on the IEEE nine-bus system. 13 pages, 16 figures

Using this passivity property, we derive decentralized stability conditions for the transient stability of dVOC in multi-converter grid-connected systems, beyond prior small-signal stability results. The decentralized conditions are of practical significance, particularly for ensuring the transient stability of renewable power plants under grid disturbances.

Jovanovic; Xiaofan Wu; Florian Dörfler;Local and inter-area oscillations in bulk power systems are typically identified using spatial profiles of poorly damped modes, and they are mitigated via carefully tuned decentralized controllers. In this paper, we employ non-modal tools to analyze and control inter-area oscillations. Our input-output analysis examines power spectral density and variance amplification of stochastically forced systems and offers new insights relative to modal approaches. To improve upon the limitations of conventional wide-area control strategies, we also study the problem of signal selection and optimal design of sparse and block-sparse wide-area controllers. In our design, we preserve rotational symmetry of the power system by allowing only relative angle measurements in the distributed controllers. For the IEEE 39 New England model, we examine performance tradeoffs and robustness of different control architectures and show that optimal retuning of fully-decentralized control strategies can effectively guard against local and inter-area oscillations. In this work, the coordination of conventional (slow) frequency containment reserves (FCR) with FFR is treated as a decentralized model matching problem. The design results in a dynamic virtual power plant (DVPP) whose aggregated output fulfills the system operator (SO) requirements in all time scales, while accounting for the capacity and bandwidth limitation of participating devices. This is illustrated in a 5-machine representation of the Nordic synchronous grid. In the Nordic grid, stability issues and bandwidth limitations associated with non-minimum phase zeros of hydropower is a well-known problem. By simulating the disconnection of a 1400 MW importing dc link, it is shown that the proposed DVPP design allows for coordinating fast FFR from wind, with slow FCR from hydro, while respecting dynamic limitations of all participating devices. The SO requirements are fulfilled in a realistic low-inertia scenario without the need to install battery storage or to waste wind energy by curtailing the wind turbines.

We propose a decentralized switched controller to curtail excess active power in order to avoid overvoltage while considering the active power constraints. Under different power constraints the system will take different forms: LTI, switched or hybrid system. Convergence to the voltage limit is shown for all three cases.

In this paper, we propose a systematic closed-loop approach to provide optimal dynamic ancillary services with converter-interfaced generation systems based on local power grid perception. In particular, we structurally encode dynamic ancillary services such as fast frequency and voltage regulation in the form of a parametric transfer function matrix, which includes several parameters to define a set of different feasible response behaviors, among which we aim to find the optimal one to be realized by the converter system. Our approach is based on a so-called "perceive-and-optimize" (P&O) strategy: First, we identify a grid dynamic equivalent at the interconnection terminals of the converter system. Second, we consider the closed-loop interconnection of the identified grid equivalent and the parametric transfer function matrix, which we optimize for the set of transfer function parameters, resulting in a stable and optimal closed-loop performance for ancillary services provision. In the process, we ensure that grid-code and device-level requirements are satisfied. Finally, we demonstrate the effectiveness of our approach in different numerical case studies based on a modified Kundur two-area test system. 15 pages, 20 Figures

In this paper, we present a novel control approach for dynamic virtual power plants (DVPPs). In particular, we consider a group of heterogeneous distributed energy resources (DERs) which collectively provide desired dynamic ancillary services such as fast frequency and voltage control. Our control approach relies on an adaptive divide-and-conquer strategy: first, we disaggregate the desired frequency and voltage control specifications of the aggregate DVPP via adaptive dynamic participation matrices (ADPMs) to obtain the desired local behavior for each device. Second, we design local linear parameter-varying (LPV) $\mathcal{H}_\infty$ controllers to optimally match this local behaviors. In the process, the control design also incorporates the physical and engineered limits of each DVPP device. Furthermore, our adaptive control design can properly respond to fluctuating device capacities, and thus include weather-driven DERs into the DVPP setup. Finally, we demonstrate the effectiveness of our control strategy in a case study based on the IEEE nine-bus system. 13 pages, 16 figures

Using this passivity property, we derive decentralized stability conditions for the transient stability of dVOC in multi-converter grid-connected systems, beyond prior small-signal stability results. The decentralized conditions are of practical significance, particularly for ensuring the transient stability of renewable power plants under grid disturbances.
