The aim of the study is to assess the competitive prospects for digitalization of the Russian logistics block of the Northern Sea and New Silk ways as a set of international logistics and digital hubs, as well as exhibition complexes and educational sites. The research is focused on combining the logistics sections of the Northern Sea Route and the New Silk way into a single logistics system with its further registration in digital space. The main goal of this system is to unite all available resources of the Russian Federation in its block of the international logistics system to attract the largest number of partners and customers. It is considering the possibility of combining the Northern Sea and New Silk way sections into a single system on the territory of the Russian Federation. The authors investigated the ways of digitalization of the logistics block of the NSR-NSW with the subsequent creation of a virtual space for the control and redistribution of trade throughout the Russian Federation. During the research, studies were conducted in the field of public administration, which use modern digital communications and digital security systems. Possibilities of implementing a system of digital hubs based on the results. As a result of the study, potential positive results from the implementation of the project of digital inter-hub networks in both the economic and social sectors were highlighted.

Marine ecosystems contribute to the regulation of the Earth’s climate, but their degradation releases large quantities of greenhouse gases (GHGs) such as carbon dioxide (CO2) into the atmosphere. This paper aimed to map and model changes in carbon storage and sequestration for coastal habitats using the INVEST model, using the Sidi Moussa-Oualidia lagoon complex as a case study. To achieve this objective, several data were used, namely, land use and land cover maps between 2003 and 2020, as well as data on the amount of carbon stored in the three basins; biomass, sediment carbon (soil) and dead carbon (litter), and the annual rate of carbon accumulation in biomass and sediment. The results obtained in this work allowed us to compare the two former and current carbon stock and net sequestration scenarios and to evaluate the social cost of carbon in the study area. This study can facilitate the development of a coastal rehabilitation strategy to take advantage of the benefits of these wetlands and, at the same time, to conserve the ecosystem services provided by these environments, including the CBCS.

To achieve this objective, monitoring of the phytoplankton community and water physicochemical parameters was conducted at three stations along this coastline and during the winter and fall seasons of two different annual cycles (2014-2016). The first cycle experienced heavy flooding while the second cycle experienced severe drought. This study revealed spatial and temporal variability in phytoplankton composition and the relative abundance of its major groups. Temporal variability may be due to changes in the physicochemical characteristics of water masses as a function of continental inputs and wave intensity, which differ from cycle to cycle and season to another. Whereas the spatial variability would be due to the modification of these physicochemical characteristics from one station to another under the influence of the morphology of the coast in this zone, which curves westwards and carries Cape Aglou at its northern end, thus making the station of Sidi Ifni more exposed to currents than the other two stations which are somewhat sheltered.

The energy sector has a great influence on the economic and sustainable development of the regions. The studying problem of the influence level in electricity consumption, the electrical equipment of labour, the volume of industry shipped products on the level of GRP is relevant. The main indicator of ensuring economic security in the region is a high level of GRP per capita. The factors affecting this indicator are revealed. The paper considers the degree of GRP dependence on the following indicators: electricity consumption in industry, the volume of goods shipped by manufacturing industries, the electrical equipment in industrial work (manufacturing industries). By the method of factor analysis, generalized characteristics of regional development are made.

Research methods are theoretical analysis and empirical study. The object of analysis is the enterprises of the construction complex in the conditions of the formation of the factor space at all stages of the life cycle. Quantification of factors influences the outcome. The article proposes new scientific, practical approaches to the functioning and development of enterprises of the construction complex in conditions of risk, as well as factors of uncertainty in construction production based on the use of information modeling technology, the use of effective models for managing the construction of facilities. A flexible management model is proposed that allows you to respond to all changes in the external environment, timely manage costs, including the timing of work, which allows you to quickly adjust the progress of production processes in space and time when any types of risks occur.

Menshchikova; Elena Merkulova; Oleg Kondrakov; Yulia Vertakova;Gross regional product (GRP) per capita is the main indicator of the development level in a region, determining budgetary economic security and living standards of the population in the region.
