Il contributo propone un breve sorvolo sulla Convenzione quadro sul cambiamento climatico e l’Accordo di Parigi, oltre che sulla giurisprudenza dei tribunali internazionali relativa agli obblighi degli Stati con riguardo alla prevenzione del cambiamento climatico e alla mitigazione dei suoi effetti. Affaccia, su questa base, qualche qualche considerazione generale sul contributo che il diritto internazionale ha vocazione a fornire al contrasto al cambiamento climatico condotto in altri contesti, in special modo nel contesto del diritto civile.

The chemical and toxicological characteristics of emissions from two urban bus engines were studied: a diesel engine fueled with both diesel oil and biodiesel blend and an equivalent spark-ignition one fuelled with compressed natural gas, operating in steady-state conditions. Regulated and unregulated pollutants, such as carcinogenic polycyclic aromatic hydrocarbons and nitrated derivatives, carbonyl compounds and light aromatic hydrocarbons were quantified. Mutagenicity of the emissions was evaluated by the Salmonella typhimurium/mammalian microsome assay. The effect of the fuels under study on the size distribution of particulate matter was also evaluated. The impact of diesel-powered transport on urban air quality, and the potential benefits for human health deriving from the use of natural gas for public transport, are discussed.

Scientific literature about energy retrofit focuses on single buildings, but the investigation of whole building stocks is particularly worthy because it can yield substantial energy, environmental and economic benefits. Hence, how to address large-scale energy retrofit of a building stock? The paper handles this issue by employing a methodology that provides the robust energy assessment of building categories. This is denoted as SLABE, “Simulation-based Large-scale uncertainty/sensitivity Analysis of Building Energy performance”. It was presented by the same authors to address the energy retrofit of a building category and is here enhanced to investigate a whole and heterogeneous building stock that includes various categories. Each category is represented by a Representative Building Sample (RBS), which is defined through Latin hypercube sampling and uncertainty analysis. Hence, optimal retrofit packages are found in function of buildings’ location, intended use and construction type. Two families of optimal solutions are achieved. The first one collects the most energy-efficient (and thus sustainable) solutions, among the ones that produce global cost savings, thereby addressing the collective perspective. The second one collects cost-optimal solutions thereby addressing the private perspective. EnergyPlus is employed as simulation tool and coupled with MATLAB® for data analysis and processing. The methodology is applied to a significant segment of the Italian public administration building stock, which includes several building categories depending on location, use destination and construction type. The outcomes show huge potential energy and economic savings, and could support a deep energy renovation of the Italian building stock

Con la normativa sul contratto di rete - introdotta dall’art. 3, comma 4-ter della Legge 33/2009 - sono stati disciplinati alcuni interessanti aspetti concernenti il governo dei network aziendali. In particolare, con il nuovo istituto, la funzionalità del network è affidata alla progettualità delle parti che, di fatto, sottoscrivono un accordo per accrescere la propria capacità innovativa o la propria competitività sul mercato. Tali obiettivi si perfezionano attuando un programma comune, fondato sulla collaborazione, sullo scambio di informazioni e prestazioni di diverso tipo (industriale, commerciale, tecnico o tecnologico), o ancora, sull’esercizio in comune di una o più attività coerenti con l’oggetto sociale delle imprese coinvolte. Superando l’istintivo individualismo, senza però dover rinunciare alla propria autonomia giuridica, i membri del network definiscono nel contratto di rete la governance che si intende adottare e gli aspetti di carattere patrimoniale che l’aggregato dovrà assumere. Il ricorso a tale istituto è incentivato da numerose agevolazioni (amministrative fiscali e finanziarie) che - coniugate con i vantaggi di natura strategica ed organizzativa derivanti dall’adesione al network - fanno del contratto di rete uno strumento idoneo per la diffusione dei fenomeni associativi tra imprese.

We report the results of a multicenter study on the diagnosis and interventional therapy of hepatocellular carcinoma (HCC). The first aim--diagnosis--was to evaluate the sensitivity of 4 imaging techniques, namely ultrasonography (US), Computed Tomography (CT), digital arteriography (DSA) and Lipiodol CT (LCT), in HCC detection. The accuracy of these techniques was also investigated in tumor staging, which is important for treatment planning. Two hundred ninety patients underwent this imaging protocol. The patients were classified by tumor spread into three groups, namely group 1 (single HCCs 80 cc). US and CT diagnosed more cases as group 1 and fewer cases as group 3 than DSA and LCT; the latter two techniques gave a similar classification. With LCT as the gold standard, US and CT understaged 27.9% and 26.5% of cases, respectively. Even though LCT is known to have 53% sensitivity, it is currently the most sensitive preoperative investigation and therefore the best tool for treatment planning. In surgical patients, however, intraoperative US, with its nearly 100% sensitivity, is suggested. The second aim--treatment--consisted in assessing the therapeutic efficacy of intraarterial chemoembolization (CEAT) versus percutaneous ethanol injection (PEI) in non advanced HCC and of CEAT versus no treatment (NT) in advanced HCC. Treatment efficacy was evaluated with the following randomized protocols: PEI versus CEAT in group 1, PEI versus CEAT in group 2 and CEAT versus NT in group 3. The data were analyzed relative to 215 patients for 6 to 30 months. The Kaplan-Meier method was used to calculate survival rates, which were, at 24 and 30 months, 72% and 72% for PEI and 72% and 52% for CEAT in group 1, 52% and 28% for PEI and 70% and 50% for CEAT in group 2 and finally 30% and 20% for NT and 45% and 30% for CEAT in group 3. In group 1, PEI appeared markedly superior to CEAT. In group 2, the difference between PEI and CEAT was not statistically significant; the results in this group indicate that CEAT should be considered when three nodules are present because of PEI invasiveness in these cases. In group 3, CEAT results were definitely better in the first two years, but there was no difference with NT patients at the end of the third year. Therefore, CEAT is indicated in advanced HCC because it improves the survival rate in the first 24 months. After this period, the survival time is not modified by treatment.
