Este informe presenta el resumen de las principales actividades y logros del proceso de capacitación en herramientas de análisis de mercados con valor agregado, bajo la estructura de la Metodología LINK1. El CRRH y el CAC se complacen en compartir con los usuarios del sector agropecuario el primer Boletín Centroamericano, Clima y Agricultura, a través del cual se comparte información sobre el comportamiento esperado del Clima para el trimestre mayo a julio y los impactos esperados, así como las recomendaciones para el sector agrícola. El comportamiento esperado para el trimestre es producto del LXI Foro del Clima de América Central, realizado del 15 al 17, en el mismo participaron expertos de México, Belize, Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panamá y República Dominicana. Utilizando la Perspectiva del Clima como insumo se desarrolló el LX Foro de Aplicaciones de los Pronósticos Climáticos a la Seguridad Alimentaria y Nutricional, coordinado por PROGRESAN-SICA, durante este Foro se desarrolló la mesa de Agricultura y Café en la cual se discutieron los impactos que las condiciones pronosticadas del clima para los próximos 3 meses podían producir y se generaron recomendaciones para el sector agrícola, particularmente en el contexto de COVID19.

On April 21, the Colombia team of the CGIAR Initiative on National Policies and Strategies (NPS) received a visit from a group of students from the University of the Andes. These students are enrolled in the course “Politics and Food Policies” and visited the Palmira Campus of the Alliance of Bioversity International & CIAT. The students, representing various undergraduate and graduate fields such as medicine, political science, government and public affairs, law, international relations, ecology, economics, and industrial engineering, among others, gained insights into the significance of research and innovation in agrifood systems. They also learned how science is applied in Colombian public policy, with specific examples related to climate change and the management of pests and diseases in crops of great importance to the country.

El estudio “Presente y futuro de las juventudes rurales en la región SICA ante el escenario de COVID-19: Análisis de género, de opiniones, valores, expectativas, vivencias y proyectos de vida” fue realizado, entre marzo y mayo de 2021, en El Salvador, Guatemala y Honduras, busca: a) Recabar información y analizar las opiniones, valores, vivencias y conductas de los y las jóvenes rurales de tres países de la región del SICA (El Salvador, Guatemala y Honduras) en relación con la pandemia COVID-19 y su incidencia en distintos planos: educación, trabajo, salud, violencia, relaciones entre los géneros, participación ciudadana/política y asociativismo, medioambiente, cambio climático y desastres naturales, b) Indagar, en particular, de qué manera esta pandemia influye en las expectativas y proyectos a futuro de los y las jóvenes a nivel personal, educativo y laboral y c) Analizar la información relevada desde un análisis de género e interseccional que permita identificar y sistematizar las diferencias y desigualdades entre los géneros en todos los aspectos seleccionados. El estudio, además, indagó acerca de las opiniones y explicaciones de los/as jóvenes rurales sobre distintos aspectos de la pandemia COVID 19, entre otros, ideas sobre su “origen”, consecuencias a nivel social, ambiental y medios priorizados para informarse, con el propósito de relevar los marcos de sentido que se construyen sobre esta etapa.

Los perfiles de país son más que una simple compilación de indicadores nacionales. Se construyen y diseñan en torno a un marco y una metodología comunes para identificar los puntos críticos de insostenibilidad en los sistemas alimentarios de los países y priorizar las intervenciones a múltiples escalas, para abordarlos mediante acciones e inversiones específicas. Una característica importante de estos perfiles nacionales es que se elaboran juntamente con las principales partes interesadas públicas y privadas de los sistemas alimentarios, quienes participan tanto en la identificación de los datos como en la validación de los resultados y los mensajes clave que surgen. El uso de un marco común ofrece una nueva oportunidad para realizar un análisis comparativo global de las transiciones y transformaciones del sistema alimentario, generando así ideas y lecciones para los responsables de la toma de decisiones no sólo a nivel nacional sino también internacional. Esperamos que estos perfiles contribuyan a los procesos internacionales pertinentes, a raíz de la Cumbre de las Naciones Unidas sobre Sistemas Alimentarios de 2021. El presente perfil del sistema alimentario hondureño está conformado por tres grandes bloques de información: (a) los motores del sistema; (b) los componentes del sistema, y (c) los resultados del sistema.

El cumplimiento de las metas climáticas es un reto que actualmente asume la mayoría de los países a nivel mundial, incrementando sus exigencias de reducción de emisiones y adaptación para responder ante impactos cada vez más recurrentes del clima. Colombia se ha comprometido desde hace años con altos objetivos climáticos. Para ello, el programa ProNDC apoya al Gobierno colombiano en la coordinación efectiva de las medidas relevantes de mitigación y adaptación al cambio climático, en cooperación con actores públicos y privados, para la implementación de sus metas de cambio climático (NDC, por sus siglas en inglés). Esta serie de cinco publicaciones es el resultado del trabajo de investigación desarrollado por los especialistas del Centro Internacional de Agricultura Tropical (CIAT) en coordinación con el equipo ProNDC y sus contrapartes (Ministerio de Ambiente y Desarrollo Sostenible, Ministerio de Agricultura y Desarrollo Rural y el Departamento Nacional de Planeación) para reunir la información de base sobre cinco cadenas de valor y su potencial en materia de adaptación al cambio climático y reducción de emisiones de gases efecto invernadero. Las cadenas seleccionadas por ProNDC y sus contrapartes fueron: cacao, maíz, papa y ganadería bovina tanto para carne como para leche. Para ello, el CIAT reunió y sistematizó la información existente para cada una de las cadenas mencionadas —desde sus eslabones más importantes, los actores involucrados, sus estructuras y experiencias de cooperación existentes—. A partir de ello, analizó tanto el riesgo climático, como la resiliencia y la capacidad adaptativa, así como las emisiones vinculadas y el potencial de reducción en las mismas en la producción, transformación y distribución de cada producto. El resultado ha sido el establecimiento de una línea de base sobre el potencial climático de cada cadena de valor. El taller sobre emisiones por el uso de fertilizantes nitrogenados, línea base y proyecciones de gases de efecto invernadero (GEI) en Colombia, se enmarca dentro del proyecto “Resultados de investigación para informar las estrategias de desarrollo bajo en emisiones en Colombia”, el cual contempla dentro de sus objetivos el fortalecimiento de la construcción de los inventarios de gases de efecto invernadero en el país mediante el mejoramiento de las estimaciones de N2O del suelo asociadas a fertilizantes nitrogenados aplicados en los diferentes sistemas de cultivos. Además, el proyecto busca consolidar el uso de los resultados de la investigación generada para el fortalecimiento de políticas públicas como la Contribución Nacionalmente Determinada (NDC), la Estrategia Colombiana de Desarrollo Bajo en Carbono (ECDBC) y el plan sectorial de mitigación.

El CRRH y el CAC se complacen en compartir con los usuarios del sector agropecuario el primer Boletín Centroamericano, Clima y Agricultura, a través del cual se comparte información sobre el comportamiento esperado del Clima para el trimestre mayo a julio y los impactos esperados, así como las recomendaciones para el sector agrícola. El comportamiento esperado para el trimestre es producto del LXI Foro del Clima de América Central, realizado del 15 al 17, en el mismo participaron expertos de México, Belize, Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panamá y República Dominicana. Utilizando la Perspectiva del Clima como insumo se desarrolló el LX Foro de Aplicaciones de los Pronósticos Climáticos a la Seguridad Alimentaria y Nutricional, coordinado por PROGRESAN-SICA, durante este Foro se desarrolló la mesa de Agricultura y Café en la cual se discutieron los impactos que las condiciones pronosticadas del clima para los próximos 3 meses podían producir y se generaron recomendaciones para el sector agrícola, particularmente en el contexto de COVID19.

On April 21, the Colombia team of the CGIAR Initiative on National Policies and Strategies (NPS) received a visit from a group of students from the University of the Andes. These students are enrolled in the course “Politics and Food Policies” and visited the Palmira Campus of the Alliance of Bioversity International & CIAT. The students, representing various undergraduate and graduate fields such as medicine, political science, government and public affairs, law, international relations, ecology, economics, and industrial engineering, among others, gained insights into the significance of research and innovation in agrifood systems. They also learned how science is applied in Colombian public policy, with specific examples related to climate change and the management of pests and diseases in crops of great importance to the country.

El estudio “Presente y futuro de las juventudes rurales en la región SICA ante el escenario de COVID-19: Análisis de género, de opiniones, valores, expectativas, vivencias y proyectos de vida” fue realizado, entre marzo y mayo de 2021, en El Salvador, Guatemala y Honduras, busca: a) Recabar información y analizar las opiniones, valores, vivencias y conductas de los y las jóvenes rurales de tres países de la región del SICA (El Salvador, Guatemala y Honduras) en relación con la pandemia COVID-19 y su incidencia en distintos planos: educación, trabajo, salud, violencia, relaciones entre los géneros, participación ciudadana/política y asociativismo, medioambiente, cambio climático y desastres naturales, b) Indagar, en particular, de qué manera esta pandemia influye en las expectativas y proyectos a futuro de los y las jóvenes a nivel personal, educativo y laboral y c) Analizar la información relevada desde un análisis de género e interseccional que permita identificar y sistematizar las diferencias y desigualdades entre los géneros en todos los aspectos seleccionados. El estudio, además, indagó acerca de las opiniones y explicaciones de los/as jóvenes rurales sobre distintos aspectos de la pandemia COVID 19, entre otros, ideas sobre su “origen”, consecuencias a nivel social, ambiental y medios priorizados para informarse, con el propósito de relevar los marcos de sentido que se construyen sobre esta etapa.

Los perfiles de país son más que una simple compilación de indicadores nacionales. Se construyen y diseñan en torno a un marco y una metodología comunes para identificar los puntos críticos de insostenibilidad en los sistemas alimentarios de los países y priorizar las intervenciones a múltiples escalas, para abordarlos mediante acciones e inversiones específicas. Una característica importante de estos perfiles nacionales es que se elaboran juntamente con las principales partes interesadas públicas y privadas de los sistemas alimentarios, quienes participan tanto en la identificación de los datos como en la validación de los resultados y los mensajes clave que surgen. El uso de un marco común ofrece una nueva oportunidad para realizar un análisis comparativo global de las transiciones y transformaciones del sistema alimentario, generando así ideas y lecciones para los responsables de la toma de decisiones no sólo a nivel nacional sino también internacional. Esperamos que estos perfiles contribuyan a los procesos internacionales pertinentes, a raíz de la Cumbre de las Naciones Unidas sobre Sistemas Alimentarios de 2021. El presente perfil del sistema alimentario hondureño está conformado por tres grandes bloques de información: (a) los motores del sistema; (b) los componentes del sistema, y (c) los resultados del sistema.

El cumplimiento de las metas climáticas es un reto que actualmente asume la mayoría de los países a nivel mundial, incrementando sus exigencias de reducción de emisiones y adaptación para responder ante impactos cada vez más recurrentes del clima. Colombia se ha comprometido desde hace años con altos objetivos climáticos. Para ello, el programa ProNDC apoya al Gobierno colombiano en la coordinación efectiva de las medidas relevantes de mitigación y adaptación al cambio climático, en cooperación con actores públicos y privados, para la implementación de sus metas de cambio climático (NDC, por sus siglas en inglés). Esta serie de cinco publicaciones es el resultado del trabajo de investigación desarrollado por los especialistas del Centro Internacional de Agricultura Tropical (CIAT) en coordinación con el equipo ProNDC y sus contrapartes (Ministerio de Ambiente y Desarrollo Sostenible, Ministerio de Agricultura y Desarrollo Rural y el Departamento Nacional de Planeación) para reunir la información de base sobre cinco cadenas de valor y su potencial en materia de adaptación al cambio climático y reducción de emisiones de gases efecto invernadero. Las cadenas seleccionadas por ProNDC y sus contrapartes fueron: cacao, maíz, papa y ganadería bovina tanto para carne como para leche. Para ello, el CIAT reunió y sistematizó la información existente para cada una de las cadenas mencionadas —desde sus eslabones más importantes, los actores involucrados, sus estructuras y experiencias de cooperación existentes—. A partir de ello, analizó tanto el riesgo climático, como la resiliencia y la capacidad adaptativa, así como las emisiones vinculadas y el potencial de reducción en las mismas en la producción, transformación y distribución de cada producto. El taller sobre emisiones por el uso de fertilizantes nitrogenados, línea base y proyecciones de gases de efecto invernadero (GEI) en Colombia, se enmarca dentro del proyecto “Resultados de investigación para informar las estrategias de desarrollo bajo en emisiones en Colombia”, el cual contempla dentro de sus objetivos el fortalecimiento de la construcción de los inventarios de gases de efecto invernadero en el país mediante el mejoramiento de las estimaciones de N2O del suelo asociadas a fertilizantes nitrogenados aplicados en los diferentes sistemas de cultivos. Además, el proyecto busca consolidar el uso de los resultados de la investigación generada para el fortalecimiento de políticas públicas como la Contribución Nacionalmente Determinada (NDC), la Estrategia Colombiana de Desarrollo Bajo en Carbono (ECDBC) y el plan sectorial de mitigación.
