However, many munici- palities do not have strategic plans for supplying local residents and businesses in energy. In addition, those plans that exist are usually very simplified, vague and imprecise. It is mainly due to not applying by local authorities optimizing tools during the planning process (intuition or following of others is the base instead). In this context, research on the possibility of modeling and optimization of local energy systems development seems an interesting and important is- sue. In this paper the authors present a mathematical optimization model which seems to suit well the needs of local authorities with respect to the strategic plans of local energy infrastruc- ture development. The concept of the model may be a good starting point to create a complex, user friendly, easy to learn and municipality oriented software tool for the optimization of local energy infrastructure development.

Motivated by the fact that the impact of technical progress on the demand for different production factors may vary depending on the bias of the technological change, in this paper, by estimating a translog cost-share system and using state-space modeling technique, we investigate to what extent the direction of technical change is biased toward energy and away from other factors. By applying this methodology to the French economy for the period 1978–2006 the obtained results suggest that: first, technical change has a non-neutral impact on factor demands; second, capital-saving technical progress is present in the majority of the sectors studied; third, energy demand has increased in all sectors but electricity and gas. These findings may have important policy implications for environmental and energy issues in France.

This article discusses the strategies that sustainable entrepreneurs use to interact with their environment in the Dutch construction industry. The Dutch construction industry is under great pressure to move towards sustainability, and entrepreneurs are believed to be able to play a large role in this transition by introducing new products and new business practices. But how can entrepreneurs prosper in an environment that is not geared up towards such a change? And which strategies do they use to bend conditions in their favor? In this article we make use of the Market and System Failure Framework to analyze the pressures that entrepreneurs are confronted with when introducing sustainable innovations. We recognize that these pressures can be seen as bottlenecks, but that market and system failures can also create entrepreneurial opportunities. We interviewed 16 entrepreneurs in the Dutch construction industry to determine the influences they experienced from their environment and the strategies they use to deal with these. We conclude that we can distinguish between system building and following entrepreneurs, where the former aims to build a new system to challenge the old one, whereas the latter rather makes use of existing structures to build a business. We find that both strategies can be successful and that overall, the entrepreneurs confirm the belief that sustainability on people, planet and transparency aspects, can contribute very well to the long term profitability of the businesses the entrepreneurs are running. These in-depth insights into the influences from the context on the one hand, and the entrepreneurs’ strategic reactions on the other hand, contribute to our understanding of the interactions between entrepreneurs and the system context. This can help us to more effectively stimulate and support innovating entrepreneurs to contribute to the transition towards sustainability.

The relationship between consumption and deprivation has been explored at various scales in the literature. It would be expected that increased deprivation leads to less consumption and vice versa. However, what is the form of that relationship? Evidence from international studies using the Human Development Index (HDI) and Ecological Footprint (EF) for nation states suggest that the relationship is curved such that an increase in HDI (decrease in deprivation) is linearly associated with an increase in EF (consumption and impact on the environment) up to a point but beyond that there can be widely different values for the EF for the same value of HDI. Given that deprivation and consumption within a single country can be expected to be more homogenous than that observed between countries does this result in a linear relationship between the two variables? We tested the relationship between the Townsend Index of Deprivation (TID) and EF for English regions, using fine scale data as derived from the UK Census and the Stockholm Environment Institute respectively. The results suggest that the relationship between the EF and deprivation for most English regions is markedly linear; with the level of deprivation declining with increasing EF. The picture is remarkably consistent across most of the regions and the only region where this simple picture becomes distorted is London. The paper discusses the relevance of this finding and implications for future research.

Financial support, electricity tariffs, the availability of advice and the profit foregone from other enterprises have all fluctuated. The level of adoption of the new technology is not as advanced as in other EU countries. This study seeks to discover why this could be by exploring the entrepreneurial, financial and motivational environments that bioenergy adopters are working in. The following hypotheses have been developed: 1. The entrepreneurial environment for bioenergy development in the UK is sympathetic to the needs of this emerging industry; 2. Adopters of bioenergy are positively motivated towards the venture; and 3. Farm based bioenergy enterprises make a positive contribution to overall farm business viability. The UK government is looking to rural entrepreneurs to play a role in this through the adoption of bioenergy technologies which can contribute towards achieving the country’s energy and climate change targets and at the same time offer potential farm enterprises that could be viable long-term contributors to farm enterprise sustainability (NFU, 2008). This study extends and applies the concepts of entrepreneurship environment and country institutional profiles to a specific domain of entrepreneurship in the land based bioenergy sector in the UK.

Financial support, electricity tariffs, the availability of advice and the profit foregone from other enterprises have all fluctuated. The level of adoption of the new technology is not as advanced as in other EU countries. This study seeks to discover why this could be by exploring the entrepreneurial, financial and motivational environments that bioenergy adopters are working in. The following hypotheses have been developed: 1. The entrepreneurial environment for bioenergy development in the UK is sympathetic to the needs of this emerging industry; 2. Adopters of bioenergy are positively motivated towards the venture; and 3. Farm based bioenergy enterprises make a positive contribution to overall farm business viability. Using the two-regional computable general equilibrium (CGE) model, we initially found that had the alternative production at other plants been very easy, even if the production volume of motor vehicle parts in the disaster-stricken region were to decrease by twice as much, the negative impact of the production volume in the motor vehicles and motor vehicle parts industry of the other regions would be about the same as the alternative production at other plants had it been very difficult. On the other hand, had it been more difficult for the raw materials and the intermediate products manufactured in the low part of the pyramid structure to be provided by alternative production at other plants in the other regions, the production volume of motor vehicle parts in the disaster-stricken region would have decreased by more than that in plants in the low part of the pyramid structure. Second, we found that if we try to simulate the subsidies for the cluster of the automotive industry in the disaster-stricken region, such production activities in the pyramid structure of the automotive industry would have increased through financial assistance from the central government. The production volume of such industries would have not only increased further, but also the regional economy and total production volume in the disaster-stricken region would have improved and the automotive industries of the other regions would have received a positive impact. But after the financial assistance ended, we also found that the production volume of the automotive industry would have decreased further, and this production would have been floundering ever since. In light of the above points, we would expect that if the measure to reduce the corporate tax rate in the disaster-stricken region had been introduced by assigning a part of the tax revenues of the reconstruction special tax for 25 years after this year, the cluster of the automotive industry would develop continuously and contribute to the improvement of the regional economy in the disaster-stricken region.

The scope of the paper is to overview the different approaches for evaluation of urban infrastructure sustainability. In this context, urban infrastructure covers transportation, energy, water, sewage and information networks as well as waste management and blue-green infrastructure, in terms of both the supply and demand side. A common effort of partners in the European project “C8—Best Practice in Sustainable Urban Infrastructure”, developed under the Cooperation in Science and Technology program (COST), in brief COST C8, was focused on defining the methods, indicators and criteria for evaluation of sustainability, and resulted in a guidebook for decision-makers in local authorities. Here, the COST C8 matrix for simple sustainability assessment of urban infrastructure is applied to The Path (POT) case—a circular memorial and recreational park around the city of Ljubljana, Slovenia. The applicability and acceptance of the matrix in 43 other cases of sustainable urban infrastructure, collected in the COST C8 project, is presented and discussed.

This paper aims to incorporate the diffusion of innovation theory and conformity theory to explain consumers’ green purchase intentions. To this end, a conceptual model has been proposed and subjected to empirical verification with the use of a survey method. Using a sample of Taiwanese consumers who had the actual purchase experience of green detergents, this study employed structural equation modeling to verify the hypothesis proposed. The empirical results suggested that green viral communication was positively related to normative interpersonal influence, informational interpersonal influence and green purchase intention. Informational interpersonal influence also had a positive impact on green purchase intention. However, the relationship between consumer’s normative interpersonal influence and green purchase intention was not supported. Thus, this study concludes that green marketers must strengthen their green viral communications skills to enhance consumers’ purchase intentions. In addition, this study also contributes to the literature by stating that consumers’ susceptibility to informational interpersonal relationships is an important mediator in the green viral communication and green purchase intentions relationship. This study discusses implications of the findings and research limitations at the end of the paper.

Innovation is a key element behind the achievement of desired environmental and economic performances. Regarding CO2, mitigation strategies would require cuts in emissions of around 80-90% with respect to 1990. We investigate whether complementarity, namely integration, between the adoption of environmental innovation measures and other technological and organizational innovations is a factor that has supported reduction in CO2 emissions per value added, that is environmental productivity. We merge new EU CIS and WIOD meso level data to assess the innovation effects on sector CO2 performances at a wide EU level. We find that jointly adopting different innovations is not a significant factor to increase environmental productivity, neither for the entire economy nor for manufacturing or narrower ETS sectors. The only case where a complementarity arises is for Northern EU manufacturing sectors that integrate eco innovations with product and process innovations to support environmental productivity. We believe that the lack of integrated innovation adoption behind environmental productivity performance is a signal of the current weaknesses economies face in tackling climate change and green economy challenges. Incremental rather than more radical strategies have predominated so far; this is probably insufficient when we look at long-term economic and environmental goals.

Innovation is a key element behind the achievement of desired environmental and economic performances. Regarding CO2, mitigation strategies would require cuts in emissions of around 80-90% with respect to 1990. We investigate whether complementarity, namely integration, between the adoption of environmental innovation measures and other technological and organizational innovations is a factor that has supported reduction in CO2 emissions per value added, that is environmental productivity. We merge new EU CIS and WIOD meso level data to assess the innovation effects on sector CO2 performances at a wide EU level. We find that jointly adopting different innovations is not a significant factor to increase environmental productivity, neither for the entire economy nor for manufacturing or narrower ETS sectors. The only case where a complementarity arises is for Northern EU manufacturing sectors that integrate eco innovations with product and process innovations to support environmental productivity. We believe that the lack of integrated innovation adoption behind environmental productivity performance is a signal of the current weaknesses economies face in tackling climate change and green economy challenges. Incremental rather than more radical strategies have predominated so far; this is probably insufficient when we look at long-term economic and environmental goals.

The risk of infrastructure investments is driven by unique factors that cannot be well described by standard asset class factor models. We thus create a nine-factor model based on infrastructure-specific risk exposure, i.e., market risk, size, value, momentum, cashflow volatility, leverage, investment growth, term risk, and default risk. We empirically test our model on a large dataset of U.S. infrastructure stocks in different subsectors (utility, telecommunication, and transportation) and over a long period of time (1983 to 2011). The new factor model is able to capture the variation of infrastructure returns better than the Fama/French three-factor, the Carhart four-factor or the extended Fung/Hsieh eight-factor models. Thus, our model helps to improve the evaluation of infrastructure funds and to better determine the cost of capital of infrastructure firms, something that is increasingly relevant in light of the growing need for privately financed infrastructure projects.

However, many munici- palities do not have strategic plans for supplying local residents and businesses in energy. In addition, those plans that exist are usually very simplified, vague and imprecise. It is mainly due to not applying by local authorities optimizing tools during the planning process (intuition or following of others is the base instead). In this context, research on the possibility of modeling and optimization of local energy systems development seems an interesting and important is- sue. In this paper the authors present a mathematical optimization model which seems to suit well the needs of local authorities with respect to the strategic plans of local energy infrastruc- ture development. The concept of the model may be a good starting point to create a complex, user friendly, easy to learn and municipality oriented software tool for the optimization of local energy infrastructure development.

Motivated by the fact that the impact of technical progress on the demand for different production factors may vary depending on the bias of the technological change, in this paper, by estimating a translog cost-share system and using state-space modeling technique, we investigate to what extent the direction of technical change is biased toward energy and away from other factors. By applying this methodology to the French economy for the period 1978–2006 the obtained results suggest that: first, technical change has a non-neutral impact on factor demands; second, capital-saving technical progress is present in the majority of the sectors studied; third, energy demand has increased in all sectors but electricity and gas. These findings may have important policy implications for environmental and energy issues in France.

This article discusses the strategies that sustainable entrepreneurs use to interact with their environment in the Dutch construction industry. The Dutch construction industry is under great pressure to move towards sustainability, and entrepreneurs are believed to be able to play a large role in this transition by introducing new products and new business practices. But how can entrepreneurs prosper in an environment that is not geared up towards such a change? And which strategies do they use to bend conditions in their favor? In this article we make use of the Market and System Failure Framework to analyze the pressures that entrepreneurs are confronted with when introducing sustainable innovations. We recognize that these pressures can be seen as bottlenecks, but that market and system failures can also create entrepreneurial opportunities. We interviewed 16 entrepreneurs in the Dutch construction industry to determine the influences they experienced from their environment and the strategies they use to deal with these. We conclude that we can distinguish between system building and following entrepreneurs, where the former aims to build a new system to challenge the old one, whereas the latter rather makes use of existing structures to build a business. We find that both strategies can be successful and that overall, the entrepreneurs confirm the belief that sustainability on people, planet and transparency aspects, can contribute very well to the long term profitability of the businesses the entrepreneurs are running. These in-depth insights into the influences from the context on the one hand, and the entrepreneurs’ strategic reactions on the other hand, contribute to our understanding of the interactions between entrepreneurs and the system context. This can help us to more effectively stimulate and support innovating entrepreneurs to contribute to the transition towards sustainability.

The relationship between consumption and deprivation has been explored at various scales in the literature. It would be expected that increased deprivation leads to less consumption and vice versa. However, what is the form of that relationship? Evidence from international studies using the Human Development Index (HDI) and Ecological Footprint (EF) for nation states suggest that the relationship is curved such that an increase in HDI (decrease in deprivation) is linearly associated with an increase in EF (consumption and impact on the environment) up to a point but beyond that there can be widely different values for the EF for the same value of HDI. Given that deprivation and consumption within a single country can be expected to be more homogenous than that observed between countries does this result in a linear relationship between the two variables? We tested the relationship between the Townsend Index of Deprivation (TID) and EF for English regions, using fine scale data as derived from the UK Census and the Stockholm Environment Institute respectively. The results suggest that the relationship between the EF and deprivation for most English regions is markedly linear; with the level of deprivation declining with increasing EF. The picture is remarkably consistent across most of the regions and the only region where this simple picture becomes distorted is London. The paper discusses the relevance of this finding and implications for future research.

Financial support, electricity tariffs, the availability of advice and the profit foregone from other enterprises have all fluctuated. The level of adoption of the new technology is not as advanced as in other EU countries. This study seeks to discover why this could be by exploring the entrepreneurial, financial and motivational environments that bioenergy adopters are working in. The following hypotheses have been developed: 1. The entrepreneurial environment for bioenergy development in the UK is sympathetic to the needs of this emerging industry; 2. Adopters of bioenergy are positively motivated towards the venture; and 3. Farm based bioenergy enterprises make a positive contribution to overall farm business viability. The UK government is looking to rural entrepreneurs to play a role in this through the adoption of bioenergy technologies which can contribute towards achieving the country’s energy and climate change targets and at the same time offer potential farm enterprises that could be viable long-term contributors to farm enterprise sustainability (NFU, 2008). This study extends and applies the concepts of entrepreneurship environment and country institutional profiles to a specific domain of entrepreneurship in the land based bioenergy sector in the UK.

Using the two-regional computable general equilibrium (CGE) model, we initially found that had the alternative production at other plants been very easy, even if the production volume of motor vehicle parts in the disaster-stricken region were to decrease by twice as much, the negative impact of the production volume in the motor vehicles and motor vehicle parts industry of the other regions would be about the same as the alternative production at other plants had it been very difficult. On the other hand, had it been more difficult for the raw materials and the intermediate products manufactured in the low part of the pyramid structure to be provided by alternative production at other plants in the other regions, the production volume of motor vehicle parts in the disaster-stricken region would have decreased by more than that in plants in the low part of the pyramid structure. Second, we found that if we try to simulate the subsidies for the cluster of the automotive industry in the disaster-stricken region, such production activities in the pyramid structure of the automotive industry would have increased through financial assistance from the central government. The production volume of such industries would have not only increased further, but also the regional economy and total production volume in the disaster-stricken region would have improved and the automotive industries of the other regions would have received a positive impact. But after the financial assistance ended, we also found that the production volume of the automotive industry would have decreased further, and this production would have been floundering ever since. In light of the above points, we would expect that if the measure to reduce the corporate tax rate in the disaster-stricken region had been introduced by assigning a part of the tax revenues of the reconstruction special tax for 25 years after this year, the cluster of the automotive industry would develop continuously and contribute to the improvement of the regional economy in the disaster-stricken region.

The scope of the paper is to overview the different approaches for evaluation of urban infrastructure sustainability. In this context, urban infrastructure covers transportation, energy, water, sewage and information networks as well as waste management and blue-green infrastructure, in terms of both the supply and demand side. A common effort of partners in the European project “C8—Best Practice in Sustainable Urban Infrastructure”, developed under the Cooperation in Science and Technology program (COST), in brief COST C8, was focused on defining the methods, indicators and criteria for evaluation of sustainability, and resulted in a guidebook for decision-makers in local authorities. Here, the COST C8 matrix for simple sustainability assessment of urban infrastructure is applied to The Path (POT) case—a circular memorial and recreational park around the city of Ljubljana, Slovenia. The applicability and acceptance of the matrix in 43 other cases of sustainable urban infrastructure, collected in the COST C8 project, is presented and discussed.

This paper aims to incorporate the diffusion of innovation theory and conformity theory to explain consumers’ green purchase intentions. To this end, a conceptual model has been proposed and subjected to empirical verification with the use of a survey method. Using a sample of Taiwanese consumers who had the actual purchase experience of green detergents, this study employed structural equation modeling to verify the hypothesis proposed. The empirical results suggested that green viral communication was positively related to normative interpersonal influence, informational interpersonal influence and green purchase intention. Informational interpersonal influence also had a positive impact on green purchase intention. However, the relationship between consumer’s normative interpersonal influence and green purchase intention was not supported. Thus, this study concludes that green marketers must strengthen their green viral communications skills to enhance consumers’ purchase intentions. In addition, this study also contributes to the literature by stating that consumers’ susceptibility to informational interpersonal relationships is an important mediator in the green viral communication and green purchase intentions relationship. This study discusses implications of the findings and research limitations at the end of the paper.

Innovation is a key element behind the achievement of desired environmental and economic performances. Regarding CO2, mitigation strategies would require cuts in emissions of around 80-90% with respect to 1990. We investigate whether complementarity, namely integration, between the adoption of environmental innovation measures and other technological and organizational innovations is a factor that has supported reduction in CO2 emissions per value added, that is environmental productivity. We merge new EU CIS and WIOD meso level data to assess the innovation effects on sector CO2 performances at a wide EU level. We find that jointly adopting different innovations is not a significant factor to increase environmental productivity, neither for the entire economy nor for manufacturing or narrower ETS sectors. The only case where a complementarity arises is for Northern EU manufacturing sectors that integrate eco innovations with product and process innovations to support environmental productivity. We believe that the lack of integrated innovation adoption behind environmental productivity performance is a signal of the current weaknesses economies face in tackling climate change and green economy challenges. Incremental rather than more radical strategies have predominated so far; this is probably insufficient when we look at long-term economic and environmental goals.

The risk of infrastructure investments is driven by unique factors that cannot be well described by standard asset class factor models. We thus create a nine-factor model based on infrastructure-specific risk exposure, i.e., market risk, size, value, momentum, cashflow volatility, leverage, investment growth, term risk, and default risk. We empirically test our model on a large dataset of U.S. infrastructure stocks in different subsectors (utility, telecommunication, and transportation) and over a long period of time (1983 to 2011). The new factor model is able to capture the variation of infrastructure returns better than the Fama/French three-factor, the Carhart four-factor or the extended Fung/Hsieh eight-factor models. Thus, our model helps to improve the evaluation of infrastructure funds and to better determine the cost of capital of infrastructure firms, something that is increasingly relevant in light of the growing need for privately financed infrastructure projects.
