The urgent task of the technical and economic development of the Northern and Eastern regions of Russia is to provide reliable and efficient power supply to consumers, geographically located in remote, hard-to-reach areas. The use of wind power plants is a promising way to solve this problem. The primary task of the design and feasibility study of the use of wind power plants is to predict changes in wind speeds at the site of the power plant installation. The stochastic nature of the wind and its spatiotemporal variability explain the high complexity of this problem, for the solution of which the methods of mathematical modeling are used. The known models of wind speed based on Markov chains, autoregressive moving-average and other discrete models do not allow varying the time step, which does not allow their use for simulation of operating modes of wind turbines and wind energy systems. The article proposes a model of wind speed based on the stochastic differential equation which eliminates this drawback. The aim of the study is to construct wind speed model based on fractional Ornstein–Uhlenbeck process with a periodic long-term mean, which provides modeling of static and dynamic modes of operation of a wind power plant at different time intervals. Methods: mathematical and computer modeling using Matlab/Simulink software environment. Results. The proposed model, in contrast to the known SDE-based models, is able to produce autocorrelated wind speed trajectories with long-term dependence, daily and monthly variations to perform more detailed simulation of the operating modes of wind turbines at different time intervals with the required time step. The model was tested using the data of climatic observations of wind speed obtained from electronic archive of the All-Russian Institute of Hydrometeorological Information. The model adequacy was evaluated by comparing characteristics of simulated wind speed trajectories with actual observations collected at 518 weather stations located on territory of Russia.

Babich;Tariffs for energy and energy resources are the main factors determining the sustainable development of the economy. The aim of the paper is to determine and compare the dynamics evolution of the tariffs for thermal energy and the evolution of the gross domestic product (GDP).The data on the heat consumption and tariff change in the city of Chisinau were examined in monetary terms and in relative units compared to the base year 2009. The higher the tariffs, the more part of the GDP, characterized in the economy by the volume of "Output", is spent on "Intermediate consumption (PP)". The difference between "Output" and "Intermediate consumption" volumes is the "gross added value (VAB)", which is the main component of GDP. The analysis of the changes in the real GDP volume of the Republic of Moldova and the increase of the tariffs for the years 2009-2017 (taking into account the GDP forecast for 2018) show that the increase in the tariffs for thermal energy significantly exceeded the real GDP growth. Considering that the planned GDP growth is 4,7% and taking into account the change in the consumer price index (inflation rate), the calculated reduction of the thermal energy tariff in Chisinau is estimated at 28% compared to the existing value, so to 803 lei / Gcal compared to the currently regulated value of 1122 lei / Gcal. The conclusion was reached on the opportunity of applying the proposed methodology to justify current tariffs and in the near future not only extends to thermal energy tariffs, but also for other types of energy, material resources and services in the field of production and social sphere.

To conduct the simulation, a software has been created. The software includes deterministic mathematical model of a forest fire. Input data have been extracted from the short-term weather forecast and the digital forest maps. The application range covers both planning of a controlled fire, e.g. in cases when the fires are intentionally started by the forest services to get rid of accumulated forest material, as well as to plan extinguishing actions and to plan appropriate disposal of resources during the extinguishing of a forest fire. Creation of the described simulation environment arises from the need of optimum planning of the extinguishing actions in local fire service centers. The initial risk assessment in the stage of planning the extinguishing action, will allow efficient management of equipment by the local units. It also prevents from repeating wrong decisions made in the early stages. This need imposes limiting the use of equipment platforms to medium class PC’s. The outcomes of the paper provides accessibility of a tool supporting the decision making process and assessing the damages in the high risk conditions of a forest fire. Furthermore, conducting a simulation allows to estimate the need for fire fighting equipment in the case of total and border extinguishing of a fire, for different weather conditions, considering fire density. В работе представлены рекомендации для компьютерной симуляции лесного пожара, основанной на цифровой топографической информации о лесах и краткосрочном прогнозе погоды. Для проведения симуляции было создано программное обеспечение, содержащее детерминированную математическую модель лесного пожара. Входные данные были получены из краткосрочного прогноза погоды и цифровых карт лесов. Область применения симуляции планирование контролируемого пожара, намеренно вызванного лесными службами с целью удаления избытка собранного лесного материала, а также планирование пожаротушащих работ и распределение ресурсов во время тушения лесного пожара. Создание данного инструмента симуляции обосновано необходимостью оптимально планировать пожартушащие работы в местных центрах пожарной службы. Ранняя оценка риска на этапе планирования пожаротушащей работы позволит эффекитвно рапределять средства местными центрами и предотвратить ошибки при принятии решений на ранних этапах. Вышеуказанная необходимость вынуждает ограничить применение оборудования до персональных компьютеров среднего класса. Результат работы обеспечивает доступность инструмента, поддерживающего принятие решений и оценки потерь в условиях повышенной угрозы лесного пожара. Кроме того, симуляция позволяет оценить необходимое количество средств для тушения целой территории, охваченной пожаром или только её края при разных погодных условиях, с учётем огневой нагрузки данного участка.

At the same time, the quality of life of the population is strongly associated with the environmental quality, as there is growing understanding that rising economic income does not ensure the humanity’s well-being. In this regard, issues connected with analysing the influence of the anthropogenic factor on changes in the quality of the life of the population become relevant. We believe that existing approaches to assessing the quality of life poorly reflect the current situation related to the speed of the environmental changes due to an increase in the scale and intensity of its pollution. Therefore, for assessing the quality of life, we suggest taking into account the environmental and energy components of the anthropogenic factor. To this end, the classification of anthropogenic factors is supplemented by the “industrial production” group, distinguished by the “source of impact” indicator, which allows analysing the group’s influence on changing parameters of the quality of life of the population. The methodological basis of the study is a comprehensive approach to assessing the quality of life. Based on it, we structured the stages of the evolution of approaches to measuring and assessing the quality of life of the population. Moreover, we described key features of these approaches, and identified the fourth stage that substantiates the priority of environmental and energy criteria in assessing the quality of life. We propose to improve the methodology for assessing the quality of life of the population by introducing additional environmental and energy characteristics. The article presents the results of using this improved methodology. We tested it on the examples of the Sverdlovsk and Chelyabinsk regions. The obtained values of the integral indicators of the quality of life of the population show that the Sverdlovsk region has lower index values. That happened due to a more developed industrial sector and, as a result, the more deteriorated environmental situation. The proposed methodology for assessing the quality of life of the population can be used by regional leaders for making decisions related to the regional development aimed at improving the quality of life of the population. © 2019 Institute of Economics, Ural Branch of the Russian Academy of Sciences. S.; Starodubets, N. V.; Yachmeneva, A. I.;One of the important problems of the environmental economics is the development of methodology for quantifying the assimilative capacity (AC) of a territory. The article analyzes the existing approaches to determining and assessing the AC of a territory. We justify the advantages of using the energy approach. The authors' method consists in using the maximum permissible energy load (MPEL) for quantitative assessment of the AC of a territory. MPEL is a value that the ecological and economic system can withstand for a long time without changing its properties. We determine MPEL on the basis of data on the ability of various categories of land to absorb greenhouse gases (GHG), as well as the specific GHG emissions per ton of conventional fuel. Further, we compare the calculated value of MPEL in fuel equivalents with the actual consumption of fuel resources for the needs of the national economy. These values ratio can serve as a standard for measuring and balancing the environmental and economic system. The authors have validated the described method on the example of the Sverdlovsk region, which is characterized by a high level of man's impact. Calculations show that the actual consumption of fossil fuels in the region exceeds MPEL. That indicates an imbalance in the ecological and economic system and may lead to further deterioration of the environmental quality in the region. The proposed methodological approach and calculations can be used when developing strategic planning documents for a territory, including its energy strategy. Рассмотрены существующие подходы к определению и оценке ассимиляционного потенциала территории. Предложен методический подход, особенностью, которого является применение для количественной оценки ассимиляционного потенциала территории предельно допустимой энергетической нагрузки, которую может на протяжении длительного времени переносить эколого-экономическая система без нарушения своих основных свойств. Апробация методики расчета предельно-допустимой энергетической нагрузки проведена на примере Свердловской области, территория которой подвергается высокому антропогенному воздействию.

В материалах показано, что показатели различия объемов годового потребления энергоресурсов и электроэнергии странами мира могут достигать десяток или сотен крат, что связано с различием масштабов экономик и уровнем экономического развития. Построенная диаграмма показателей объемов потребления энергоресурсов и ВВП по ППС в странах мира позволяет констатировать факт прямой зависимости между данными показателями. Показано, что чем больше экономика производит валового внутреннего продукта, тем больше она обрабатывает сырья и оказывает услуг, что, следовательно, сопровождается потреблением энергетических ресурсов и электрической энергии. Различие характеристик общего потребления энергетических ресурсов и электрической энергии в странах мира определяет необходимость реализации дифференцированного подхода к управлению топливно-энергетическими комплексами и процессами повышения энергетической эффективности. В рамках статистических данных различных стран мира показано, что характеристики потребления первичных энергетических ресурсов, используемых на выработку электроэнергии значительно отличаются между собой не только в рамках какого-то статического периода, но и в динамике отражающей изменение структуры общего спроса в странах. В процессе развития энергетической политики различных стран мира необходимо учитывать ряд важнейших факторов, прежде всего связанных с масштабами потребления энергоресурсов, структурой ТЭР, динамикой изменения потребления энергоресурсов в различных периодах, а также с учетом факторов, влияющих на такую динамику. Качество формирования энергетической политики, нормативно-правовых актов регулирующих потребление энергоресурсов имеет прямое влияние на уровень экономического развития каждой страны мира и отдельного территориального образования. The article presents the results of a study of the dynamics, scale and structure of energy and electricity consumption in various continents and major countries of the world, identifying the main trends, as well as assessing the factors influencing the occurrence of such changes. The materials show that the indicators of the difference in the volume of annual consumption of energy resources and electricity by countries of the world can reach tens or hundreds of times, which is due to the difference in the scale of economies and the level of economic development. The constructed diagram of indicators of energy consumption and GDP by PPP in the countries of the world allows us to state a direct relationship between these indicators. It is shown that the more the economy produces gross domestic product, the more it processes raw materials and provides services, which, therefore, is accompanied by the consumption of energy resources and electrical energy. The difference in the characteristics of the total consumption of energy resources and electric energy in the countries of the world determines the need to implement a differentiated approach to the management of fuel and energy complexes and energy efficiency improvement processes. Within the framework of statistical data from various countries of the world, it is shown that the characteristics of consumption of primary energy resources used for electricity generation differ significantly not only within a static period, but also in dynamics reflecting changes in the structure of total demand in countries. In the process of developing energy policy in various countries of the world, it is necessary to take into account a number of important factors, primarily related to the scale of energy consumption, the structure of the fuel and energy complex, the dynamics of changes in energy consumption in different periods, as well as taking into account factors affecting such dynamics. The quality of the formation of energy policy, regulatory legal acts regulating the consumption of energy resources has a direct impact on the level of economic development of each country in the world and a separate territorial entity.

Suvorov D.M. in OpenAIREThe paper discusses options for district heating systems, including thermal power plants and heat pumps installed in individual heating centers of multi-story buildings. The aim of the work is to evaluate the energy efficiency of the options under consideration and the method of connecting piping to high-temperature return network water with a carbon dioxide heat pump. The goal is achieved due to the fact that one of the evaporators of the heat pump heating the new building or half of the existing building uses heat from return network water or from the first half of the building or from the whole building, and the second evaporator uses the heat of the outdoor air. Moreover, for high-temperature heating schedules, heat is taken out through a two-stage intermediate circuit containing two pumps, 2 heat exchangers and two expansion vessels. Significant results of the work are the developed scheme of the intermediate circuit of the carbon dioxide heat pump, which combines both the possibilities of working in a quantitative heat supply system and in the preparation of hot water for buildings during the non-heating period. The significance of the obtained results lies in the fact that the proposed technical solution allows to reduce fuel consumption for thermal power plants, consumers' expenses when paying for their consumed energy resources, increase the number of heat consumers connected to the thermal power plants through the use of heat pumps. The schemes of intermediate circuits of heat pumps for the quantitative law of regulating the operation mode of the heat supply system are also considered.

These rocks show high concentrations of U, Mo, V, Zn, Pb, Ni and other metals. For example, Estonian uranium reserves have been estimated at 6.6 million tons (U 3O 8). Apart from commercial interest, there are environmental aspects related to black shale. Early mining in Sweden and Estonia caused significant damage to environment. Black shale emanates radon, and the weathering of shale releases harmful elements into the soil and groundwater. As the Fennoscandian and Baltoscandian black shale provides a large lithological and geochemical variety of shale and meta-shale, there is need for a new and updated assessment and re-evaluation of this resource. Our proposal is to feed geological, geochemical and environmental information into the Fennoscandian-Baltoscandian Black Shale Database (FBSD) with browser-based visualization possibilities. The database gathers data on both Paleozoic and Precambrian rocks, and includes shale stratigraphy, resource, metal/element distribution, environmental impact assessment, soil and groundwater impact, etc. Some visualizations have been presented using Estonian graptolite argillites as an example.

The need to solve problems of optimizing the thermal and hydraulic modes of buildings as part of the project "Smart City" explains. The article presents a mathematical formulation of the problem of optimizing the temperature mode of rooms using adjustable devices, as well as two methods for solving the posed problem: the coordinates search method and the genetic algorithm. A description of the above algorithms, including the mathematical apparatus used, is given. The objective function is described as the standard deviation of the temperature of the heated rooms. A method for calculating the temperature of air in a heated indoor area is given by solving the heat balance equation, including a method for calculating incoming heat fluxes from a radiator and outgoing heat fluxes through enclosing structures. Calculation formulas are given. The idea of improving these methods through preliminary insulation measures, which consists in installing additional sections of radiators in “cold” rooms, is considered. An algorithm for automatically issuing recommendations on the installation of additional sections of radiators is described. This algorithm consists in reading information from the database and comparing the calculated heat input from radiators with their rated power. In the event of a power lack, recommendations are issued on the installation of additional radiator sections. The results of the computational experiment for the considered optimization methods are presented. In conclusion, it was shown that the genetic algorithm shows better optimization results than the coordinates search method, but it has a large computational cost. The hypothesis was confirmed that in order to increase the efficiency of solving the considered class of problems, it is necessary to combine the genetic algorithm and gradient methods.
