    This study provides a tool by means of which a road planner, usually a civil engineer, can achieve a durable infrastructure of high quality, acceptable to all parties concerned. The various elements which facilitate the work of planning are united into a modernized methodology for the elaboration of road projects, called a methodology of concert. After analysing the sort of problems encountered in the planning of road infrastructure (Chapter 1), the author classifies the main causes of these into a hierarchy. This brings to light many factors which may stem from the structure of the project, the environment or from the various participants. The modernization of the working methods of road planners is a highly practical idea based on case studies (Chapter 2). The particular study on which this work is based is the "Comparaison de variantes 1999", made on the A 144 road between the cities of Villeneuve and Le Bouveret. From an initial group of four variants, which were a source of much contention between the interested parties, an optimal and consensual solution, called "Solution COPIL", was evolved in seven months, by means of this study. The choice of this solution was based on a method of multicriteria decision analysis of a completely aggregational form. This used the weightings defined by all the political partners in the study. The present author was allowed to sit in on about fifteen working sessions of the Technical Group and of the Guiding Committee, which consists of the political partners. The examination of this particular case provided him with much valuable information about the process of elaboration of a road plan. The requirements and aims of road infrastructure are analysed (Chapter 3). Here, the focus is on the definition of individual and collective needs and the evolution of social expectation of the general public. The implementation of public policy is then examined. Particular emphasis is laid on the principal public policies whose spatial incidence affects the road plan : land distribution, transport and environment. Some attention is paid to the consideration of mobility, its value, characteristics and future developments. The difference between the standard and the norm of road infrastructure is described explicitly. The various stages of the process of elaboration of a road plan are analysed in depth. (Chapter 4) Particular attention is paid to the initial stages of impulsion for the elaboration of the project and of the identification of needs, since these influence strongly the quality and the acceptability of the project. The author then proposes that the various stages of road infrastructure be presented in the form of a life cycle of which the present study only concerns some aspects. Various special procedures are then analysed critically in order to extract propositions to be integrated into the methodology of concert. The type of partners in the road project and the characteristics of the relationships between them are discussed. (Chapter 5) The set of weightings made by the political partners in the case study "Comparaison de variantes 1999" are used to analyze the relations between the various participants in this study. A "representative profile of a participant" is defined from the examination of their individual weighting profiles. The notion of sustainability is presented (Chapter 6). After a recapitulation of definitions and of the reasons for this new idea, the principles of a durable mobility are presented. The practical aspects of this new paradigm of society for the planner are defined and discussed. They concern the inclusion of the life cycle in the analysis of the effects of a project, the weighing of interests from the three points of view of economy, social utility and the environment, public participation and the use of consultation right from the start of the study. Public participation (Chapter 7) is an important element in the elaboration of a road plan as it ensures its acceptation by the public. It may even allow the phenomenon of appropriation of a project by peripheral partners to develop. The various forms of public participation are presented in a table showing almost seventy which can affect a road project. The detailed description of some of these methods are given in appendix. Rules for applying the methodology of concert are then presented and the advantages and limits of this are discussed. After in-depth consideration of the decision procedure and its participants, with details of the various subjective and objective factors which may influence it, the study describes the methods of multicriteria decision analysis. (Chapter 8) Terminology is defined and the main types of these methods are presented. In this study, partial aggregation methods have been applied to the road infrastructure projects. These methods may be divided into three categories according to whether they are applicable to a situation of choice, of sorting or of order. A complete presentation is then given of the principles and ways of using the various methods of partial aggregation of the Electre family (I, II, III, IV, IS and Tri). For projects of road infrastructure, the method of partial aggregation Electre III is suggested. This method is based on the idea of fuzzy criteria, defined by thresholds of preference, indifference or of veto. It can be used with computer software which greatly simplifies the work of the planner. To illustrate the use of this method, Electre III have been applied to the case of "Comparaison de variantes 1999". The method was used on the set of weightings defined by the members of the Guiding Committee. The specific software is convivial and intuitively simple to use, so that the author was able to recommend it to the road planner. Information systems of spatial reference are described and their relevance for road projects in the establishment of optimal corridors or as a support for a method of multicriteria decision analysis. The methodology of concert for the elaboration of road plans is presented in detail (Chapter 9) in the form of successive flow diagrams illustrating the various stages of the procedure. These diagrams, based on an iterative process of study, provide the basis of the methodology of concert. They are intended for the road planner who follows them through and orients his planning according to his answers to the various questions contained there. In conclusion (Chapter 10), various prospects for the utilization of the proposed modernized methodology are indicated, together with the lines of possible future research suggested by the results and ideas contained in this study.

    Existe-t-il un consensus scientifique sur les conditions de la durabilité ?Est-il possible de construire un indicateur unique de soutenabilité faible ?Quelles sont les composantes objectives et subjectives des indicateurs ?Peut-on envisager des indicateurs objectifs de soutenabilité ?Quelles voies de recherche sont-elles nécessaires pour développer des indicateurs de développement durable ?Telles sont les questions auxquelles cet ouvrage tente de répondre.La comparaison des courants de la soutenabilité faible et de la soutenabilité forte nous sert de fil conducteur pour évaluer la part normative et la part objective du choix des paramètres et de leur méthode d'agrégation. L'agrégation arithmétique implique des hypothèses de substituabilité entre les facteurs, ce qui relève de la soutenabilité faible. La pondération, toujours normative, peut être explicite ou se traduire par le choix d'une unité ou dimension unique. Nous redéfinissons la soutenabilité faible comme étant la réduction de la complexité à une dimension unique. Il y a dès lors autant d'indicateurs de soutenabilité faible que de choix possibles de cette dimension unique. En particulier, l'empreinte écologique par habitant relève d'une forme "écologique" de soutenabilité faible. Le prix de marché est l'unité fondamentale de mesure de sa forme "économique". Nous montrons que les acteurs ne savent pas bien identifier leur intérêt et qu'ils ne sont pas parfaitement égoïstes, ce qui introduit un biais non systématique remarquable dans toute mesure en unité monétaire. La soutenabilité forte se caractérise par la multiplicité de dimensions ou "capitaux critiques" dont le dépassement d'un seul suffit à déterminer la non soutenabilité. Les différentes formes de soutenabilités faibles peuvent représenter des capitaux critiques parmi d'autres.Nous présentons une typologie des acteurs et du partage des responsabilités, également susceptible d'introduire des grandes divergences dans les résultats publiés. Quelques études de cas illustrent ces différents éléments dans des contextes contrastés. L'empreinte écologique de consommation se limite en particulier à une responsabilisation du seul consommateur, alors que les comptes nationaux permettent d'envisager la coresponsabilité de l'ensemble des acteurs. L'indicateur de "dématérialisation de l'économie" appliqué à un village indien montre la pertinence de mesurer l'utilisation absolue de matière sans pondération monétaire. Il est par ailleurs possible de minimiser le coût de dépollution sans toucher à la limite absolue d'émissions globales de centrales thermiques. Les deux dimensions, coûts sociaux et bénéfices environnementaux, peuvent donc être traitées séparément.En conclusion, il est possible d'identifier, dans chaque calcul d'indicateur de développement durable, une composante relativement objective de soutenabilité "forte" et une composante "faible", négociable, de partage des droits et responsabilités./ We study how different world views may influence how to develop sustainable development indicators. The comparison of weak sustainability and strong sustainability serves as a guide to estimate the share of objective versus normative choice of parameters and their method of aggregation. We then present a typology of actors and shared responsibilities, which may also introduce large discrepancies in the results published. Some case studies illustrate these different elements in contrasting contexts.     This thesis aims to examine the causal mechanisms of living environments on leisure mobilities and verify whether their inclusion is actually able to challenge the compact city as a sustainable urban form. The research focuses on the Swiss case and in particular the cities of Geneva and Zurich. The empirical approach is based on three types of additional analysis carried out in these areas: contextual analysis, quantitative analyzes based on data from the Mobility and Transport Microcensus 2010 and qualitative analysis through interviews. The main results are the following: â ¢ We find the existence of two opposing logics of association between land density and distance traveled: a decreasing link to daily mobility, but a positive correlation for occasional mobility (day trips and overnight trips). The denser is the living environment, the greater is the distance for this mobility. â ¢ Adding the two types of mobility to obtain a total average, we find that the inner city dwellers displayed, ultimately, much higher totals than would suggest the analysis of their daily mobility alone which therefore represent an invitation to invalidate the link compact city=short distances. â ¢ By transforming these distances into environmental impact, however, our calculations show that even while taking into account the many trips of urban dwellers, the negative relationship between total energy consumption and land density of the territory remains. â ¢ By examining in detail the share of leisure in daily and occasional mobility, we see that the logic of compensation is not what structures the links with urban environnements. In everyday life, the logic of proximity prevails: to live in the centre is rather correlated to more compactophile leisure and residing in the periphery to more leisure oriented towards the attributes of nature. â ¢ For occasional trips, we show firstly that compactophile mobilities represent a large part of these practices among all respondents, and secondly, that even in the case of very important and high energy consuming naturophile mobility, the relationship with the density of the living environment is not established. The central Genevans and are much less consumers of this type of leisure than people in the centre of Zurich even though their city is much more airy and green. Moreover, we also highlight, in peri-urban dwellers, a very intense mobility or this purpose. â ¢ The interpretation that we propose refers to lifestyles and residential choice of city dwellers which takes into account their leisure aspirations. These tastes are then translated into specific leisure activities and travel. In everyday life, they rely on proximity and functional, social and sensitive attributes of their living environment that they have chosen largely also for this. When it comes to breaking the routines during holidays and vacations, the same lifestyles result in significant occasional mobility whose motives can register in continuity of their daily lifestyle (loving the same things elsewhere) or by contrast (appreciate the diversity of spaces). In both cases, these motivations echo the valorisation of the diversity inherent in urbanity without questioning the urban residential location quality itself. Our results lead us ultimately to reject the compensation effect hypothesis and reaffirm, against the defenders of the sprawl-city, the virtues of the compact city, which remains a sustainable urban form, including for our leisure mobility.

    Income source and accompaniment needs of family farms in the cotton growing area of West Burkina Faso Description of the subject. In the western cotton growing area of Burkina Faso, the variability and the diversity of the income levels of family farms (EAFs) mean that these farms require suitable agronomic accompaniment. Objectives. This article gives an account of this diversity and the need for accompaniment according to the type of identified EAF.Method. The data were collected by the active method of participative research and by investigation of the practices of 120 farms in the commune of Koumbia. Principal component analyses with economic indicators of the EAF were applied, followed by an ascending hierarchical clustering. The structural characteristics, the agro-pastoral practices of production, and the perceptions of the EAF regarding the constraints and appropriateness of agricultural production were compared by variance analysis. Results. The results showed three types of farm: farms with a low-income culture (farmers with few animals), those with a high income culture (farmers with a large number of animals) and those deriving income from breeding (stockbreeders). Taking into account the structure of the farms, their production practices, their technico-economic performance and their appropriateness of agricultural production, the form of sustainable accompaniment needed may be identified in relation to several common or specific innovations of the identified farm types. Accompaniments in the case of farm stock management, and good practice in the management of soil fertility and of animals were common to the three types of EAF. The fodder culture, fattening on pasture and the method of dairy production were specific to the farmers with a large number of animals and to the stockbreeders. The improvement of the food value of culture residues and of some aspects of the maintenance of oxen were more appropriate to the farmers with few animals. Conclusions. In order to succeed, the process of accompaniment must take into account both these specificities and the concept of sustainability. Description du sujet. Dans la zone cotonnière ouest du Burkina Faso, la variabilité et la diversité des revenus des exploitations agricoles familiales (EAF) demandent pour ces dernières des accompagnements appropriés. Objectifs. Cet article rend compte de cette diversité et des besoins d’accompagnement selon les types d’EAF identifiés.Méthode. Les données ont été collectées par la méthode active de recherche participative et par enquête auprès d’un échantillon raisonné de 120 exploitations dans la commune de Koumbia. Une analyse en composante principale avec des indicateurs économiques de l’EAF suivie d’une classification ascendante hiérarchique ont été appliquées. Les caractéristiques structurelles, les pratiques de production agro-pastorales, les perceptions des chefs d’EAF sur les contraintes et opportunités de production agropastorale ont été comparées par une analyse de variance.Résultats. Les résultats montrent trois types d’exploitations : les exploitations à faible revenu culture (agriculteurs), à fort revenu culture (agro-éleveurs) et à revenu élevage (éleveurs). À la lumière de leurs structures, pratiques de production, performances technico-économiques et opportunités de production agricole, leur accompagnement peut porter sur plusieurs innovations durables communes ou spécifiques des types identifiés. Des accompagnements sur la gestion des ressources de l’exploitation, les bonnes pratiques de gestion de la fertilité des sols et des animaux sont communs aux trois types d’EAF. Les cultures fourragères, l’embouche et la production laitière sont spécifiques aux agro-éleveurs et éleveurs. L’amélioration de la valeur nutritive des résidus de cultures et l’entretien des bœufs de trait conviennent plus aux agriculteurs.Conclusions. Pour réussir, le processus d’accompagnement doit prendre en compte ces spécificités et la notion de durabilité.

    L'article se propose de réfléchir sur l'existence des collections dans les écomusées. En faisant tout d'abord une introduction sur l'évolution des concepts de la muséologie et sur ce qu'il faut entendre par écomusée, on verra que le rapport à l'objet a toujours été pris en compte. L'écomusée est une façon de concevoir le territoire et de faire face aux problèmes à travers la culture. L'écomusée travaille justement dans ce sens, du moment que la collection, ainsi que les autres activités proposées, témoignent de l'existence d'un patrimoine culturel local, qui est étroitement lié aux vocations économiques du territoire, au paysage et aux changements survenus dans le temps. This paper aims to reflect about the presence of collections in ecomuseums. We will start with a brief introduction on the evolution of museums studies and ecomuseology, which will show us that the relationship between objects and ecomuseums it has being considered since the beginning. The ecomuseum approach focuses on the recreation of territorial knowledge, which is based on the interconnection of know-hows and on the promotion of cultural heritage by individuals who reinterpret them as a collective resource. Using cultural heritage as an instrument of social and democratic action gives people the tools to understand their own cultural heritage, considered in its evolution, and helps to strengthen the local identity by increasing the population's awareness of the importance of taking action to safeguard its territory.

    Metadata only record This document presents an analysis of Fulani pastoral farming systems that focuses on how pastoralists use silvopastoral land. It aims to provide the missing knowledge needed to implement the resource management ('gestion des terroirs') approach at village level. In this region the influence of pastoral land use on the environment appears to be less pronounced than that of crop cultivation, even though levels of animal production are reasonable. The carrying capacity of the region has not yet been attained. Current constraints to pastoral land use in the region arise from the encroachment of cropland at the expense of pastoral land, and the increase in animal numbers. To develop sustainable natural resource management at village level that includes Fulani pastoral land use, the key factors appear to be the integration of livestock husbandry and cropland cultivation at household level, agreements between pastoralists and cropland farmers on land tenure and resource management, and support targeting of Fulani households (which have so far been neglected). Specific recommendations are given. (CAB Abstract)

    L'aquaculture est l'une des composantes principales de l'apport en protéines dans le monde, surtout en Asie. Elle croît, alors que la pêche, qu'elle a dépassée en tonnage comme en valeur, décline. Selon les écosystèmes et les méthodes employées, elle peut contribuer à valoriser, mais aussi à dégrader les milieux aquatiques. Dans la zone côtière, espace riche et productif au plan biologique mais convoité, l'aquaculture conserve un potentiel de développement si sa mise en œuvre intègre les principes de la durabilité. Celle-ci peut être éclairée par la prospective avec des méthodes d'analyse adaptées à chaque projet. L'analyse de l'expérience de 33 ans en aquaculture de D. Lacroix est faite en trois temps. D'abord, il s'agit de vérifier la qualité de ses travaux de recherche scientifique menés dans des contextes et avec des responsabilités variés en suivant la grille d'analyse de référence d'un doctorat. Ensuite, l'analyse consiste à prendre un recul critique sur les bilans de réalisations majeures (Antilles, Guyane…) en mobilisant l'approche de M. Callon dont la théorie de la traduction permet de construire le réseau des acteurs et de le projeter dans la problématique. Cette grille d'analyse est complétée par l'étude des aspects de temporalité, légitimité et d'acceptabilité pour chaque réalisation. Ce travail sur diverses situations d'intervention permet de préparer une réflexion sur la proposition méthodologique qui suit et son adaptation à des conditions variables. Enfin, les connaissances acquises sont synthétisées afin de construire une méthode de prospective qui permettrait de gagner en temps, en efficacité et en moyens sur des projets à venir. Pour cela, l'analyse s'appuie sur la vision de R. Passet, qui structure les éléments de tout projet dans la hiérarchie des composantes de la durabilité. Le système dynamique qui en résulte peut être alors croisé avec divers scénarios afin d'en simuler les conséquences et donc d‟éclairer les choix. Cette méthode, dite Aster, est testée sur le cas « modèle » et bien documenté de l'élevage de la crevette Macrobrachium rosenbergii en Guyane française. Elle permet d'aboutir à des recommandations précises et argumentées en matière de recherche comme de développement pour tout décideur impliqué. Aquaculture is one of the main supply of protein in feed for mankind, notably in Asia. It increases and had exceeded the level of production of world fisheries, which is decreasing. According to sites and rearing methods, aquaculture contributes to add value but also in some cases to impact negatively the aquatic ecosystems. In the coastal area, a rich and productive zone, but also a place of conflicts, this activity presents a high potential for development if it takes into account the rules of sustainability. The conditions of this sustainability may be cleared with appropriate methods of foresight analysis applied for each development project. The analysis of the professional experience of D. Lacroix for 33 years in aquaculture is structured in three steps. Firstly, the work is to check the scientific value of the research conducted under his responsibility in various contexts and for different responsibilities. This study refers to the requirements of a PhD. In the second part of the work, the results of few major projects (French West Indies, French Guyana….) are analysed with the support of the theory of translation (Callon et al) which allows to build a network of actors and to project it into the context. This way of study includes a special attention to the aspects of time planning, legitimacy and acceptability. Finally, the author examines how this knowledge gained from experience could help building a method for foresight analysis aiming at a shorter planning, a better timing and less means for future projects. To achieve this goal the author integrates the vision of the economist R. Passet which structures any project in an ecosystemic framework, including criteria of sustainability. The mix of these two approaches (Callon & Passet) entails in a new tool for foresight analysis, called Aster, which originality is to offer the possibility to test various scenarios and related consequences to help decision -makers. This new method of foresight analysis, is then tested on the well known case study of the development of prawn Macrobrachium rosenbergii in French Guyana. The test shows to be successful as it delivers precise and arguable recommendations about research and development for all stakeholders.

Entre 2018 y 2021, el proyecto PIRAGUA abordó, mediante la cooperación transfronteriza, la evaluación del ciclo hidrológico y los recursos hídricos en los Pirineos, en el presente y en futuro, en el contexto del cambio climático. Para ello, los socios del proyecto unificaron y homogeneizaron la información hidrológica existente, propusieron indicadores hidrológicos, analizaron las tendencias observadas en dichos indicadores, desarrollaron modelos de simulación para conocer en detalle los distintos componentes del balance hídrico, y realizaron simulaciones numéricas a partir de proyecciones climáticas bajo distintos escenarios de emisiones de gases de efecto invernadero para evaluar las consecuencias del cambio climático sobre el ciclo hidrológico y los recursos hídricos de los Pirineos. El objetivo de este volumen es realizar una caracterización de los recursos hídricos superficiales y subterráneos de los Pirineos, así como de la gestión y uso de dichos recursos (Capítulo 1); analizar los registros de caudal, niveles de acuíferos e inundaciones para determinar patrones espaciales y determinar las tendencias temporales observadas en las últimas décadas (Capítulo 2); aplicar herramientas de simulación para ampliar el conocimiento sobre los distintos componentes del balance hídrico de los Pirineos (Capítulo 3); y realizar una serie de experimentos de simulación numérica para determinar los posibles cambios del balance hídrico y los recursos hídricos de los Pirineos a lo largo del siglo XXI, en un contexto de cambio climático (Capítulo 4). Between 2018 and 2021, the PIRAGUA project addressed, through cross-border cooperation, the evaluation of the hydrological cycle and water resources in the Pyrenees, in the present and in the future, in the context of climate change. To do this, the project partners unified and homogenized the existing hydrological information, proposed hydrological indicators, analyzed the trends observed in said indicators, developed simulation models to know in detail the different components of the water balance, and carried out numerical simulations based on projections under different scenarios of greenhouse gas emissions to assess the consequences of climate change on the hydrological cycle and the water resources of the Pyrenees. The objective of this volume is to carry out a characterization of the surface and underground water resources of the Pyrenees, as well as the management and use of said resources (Chapter 1); analyze flow records, aquifer levels, and floods to determine spatial patterns and determine temporal trends observed in recent decades (Chapter 2); apply simulation tools to expand knowledge about the different components of the water balance of the Pyrenees (Chapter 3); and carry out a series of numerical simulation experiments to determine possible changes in the water balance and water resources of the Pyrenees throughout the 21st century, in a context of climate change (Chapter 4).     Description du sujet. Au Nord-Togo, particulièrement en milieu rural, les populations utilisent des biens d’espèces ligneuses et des services écosystémiques pour satisfaire des besoins multiples. Dans un environnement marqué par une déforestation accrue, se développe une pression anthropique croissante avec une incidence sur la vulnérabilité et la valorisation de ces ressources. Objectifs. Cette étude sur la diversité et les usages des ligneux permet d’apprécier la richesse floristique des terroirs et d’évaluer, à partir de quatre paramètres, la vulnérabilité des espèces répertoriées et connues des populations en zone de savane sèche. Méthode. L’approche méthodologique est basée sur des enquêtes ethnobotaniques et socio-économiques menées auprès de 14 groupes ethniques par interview individuel et au sein de « focus groups ». Les analyses ont porté sur des calculs de fréquences et d’indices de valeurs d’usage et d’importance des espèces répertoriées. Résultats. Au total, 149 espèces ligneuses utiles ont été identifiées et réparties en 45 familles. Neuf principaux usages reconnus sont relevés : alimentaire (69 espèces), médicinal (91 espèces), bois-énergie (57 espèces), fourrager (57 espèces), artisanal (37 espèces), soins hygiéniques (36 espèces), bois de service (40 espèces), rituel ou magico-spirituel (35 espèces) et cosmétique (26 espèces). Ces usages portent essentiellement sur les feuilles, racines, fruits, graines, fleurs, bois et écorces. Sur l’ensemble des espèces répertoriées, 42 (28 %) présentent un risque élevé de vulnérabilité, celle-ci étant évaluée sur base de quatre paramètres : la fréquence de citation, le nombre d’usages différents, l’organe collecté et le mode de collecte. Conclusions. L’étude montre que l’utilisation des espèces ligneuses varie selon le milieu géographique et la valeur d’importance des espèces explique la vulnérabilité de celles-ci dans la savane sèche.

    Aquaculture is an economic activity which is characterised by a great dependence on environmental conditions. Therefore aquaculture development is subdued to institutional context which defines the rules for use and conservation of the environment. This paper analyses the impact of marine environment regulations on economic operating of aquaculture enterprises and on industrial dynamics. Because aquaculture enterprises use a collective good, an economic approach of aquaculture has to take into account not only the relations between enterprises and environment, but also the relations between the enterprises themselves, through production externalities. In this study, several economic tools are considered in order to incite enterprises to integrate pad of the cost of their effects on the environment. But these public policies have to take into account the youth of the activity, the specific economic situation of the enterprises and the place of aquaculture in global coastal management. [NOT CONTROLLED OCR] L'aquaculture est confrontée à un cadre institutionnel définissant les conditions d'accès d'utilisation et de protection du milieu marin. La réglementation sur l'environnement va avoir un impact sur le fonctionnement économique des entreprises et sur la dynamique sectorielle de l'aquaculture. A partir de l'étude de la nature des relations entre entreprises et milieu, on peut proposer un certain nombre d'outils économiques permettant de faire prendre en compte par les entreprises une partie du coût de leurs effets sur l'environnement. Dans le cas particulier de l'aquaculture marine, cette réglementation doit cependant tenir compte de la jeunesse de l'activité, de la situation économique des entreprises et de leur rôle dans une politique d'aménagement du littoral.
