Este projeto nasceu pela necessidade de responder às metas da descarbonização em Portugal, como sendo uma forte ferramenta para alcançarmos a desejada neutralidade carbónica. O projeto piloto tem como base a obtenção de hidrogénio verde para descarbonizar setores e eletrificar os mesmos de uma maneira “verde”. Neste âmbito, o município do Seixal está empenhado na criação de uma comunidade de energias renováveis para fornecimento de energia ao parque industrial do Seixal e dessa mesma energia verde, fazer uso por meio de um sistema eletrolisador para a obtenção de hidrogénio verde para várias finalidades. Desta forma, no presente projeto, após uma parte teórica acerca dos métodos de obtenção de hidrogénio, modos de utilização do mesmo, e contextualização do hidrogénio em Portugal, é proposto um estudo para aferir a forma mais rentável de utilização do hidrogénio resultante desse projeto piloto do município. Serão apresentados diferentes cenários, tais como a utilização do hidrogénio em três cadeias de valor, sendo estas power-to-mobility, power-to-gas e power-to-power e ainda dois contextos onde a energia utilizada na produção de hidrogénio tem proveniências distintas, um sistema fotovoltaico privado e outro comunitário. Todos os cenários apresentados por meio de uma análise financeira, resultam em valores que na atualidade permitem ser minimamente aceitáveis sem recurso a quaisquer incentivos monetários. No futuro, com o amadurecimento das tecnologias poderá ser possível obter resultados mais favoráveis, na medida em que os períodos de retorno do investimento nos vários cenários será inferior, conseguindo-se assim uma introdução do hidrogénio mais acessível nos vários setores económicos e uma economia cada vez mais neutra em carbono, indo de encontro às perspetivas europeias. This project was born from the necessity of achieving the decarbonization targets set in Portugal in order to reach the so desired carbon neutrality and as so, it is going to be investigated the implementation of a green hydrogen production project under Seixal’s municipality. The pilot project basis is established in the obtention of green hydrogen in order to decarbonize sectors and start the process of electrification in a green way. Additionally Seixal’s municipality is invested in the creation of a renewable energies community mainly focused to supply its own industrial complex, and use that same green energy through an electrolyser system in order to obtain green hydrogen for multiple purposes. Firstly, this project will introduce the process of hydrogen obtention, utilization and contextualization in Portugal, followed by a study to assess the best way, rate of return wise, to use the hydrogen sourced from the municipality’s pilot project. Several scenarios will be presented, such as the use of hydrogen in three chain values: power-to-mobility, power-to-gas and power-to-power. There are also two additional contexts where the energy used in the hydrogen production came from two distinct sources: a private photovoltaic system and a communitary one. All of the scenarios are presented through a financial analysis that result in actual minimal acceptable values with no financial incentives needed. However, futuristically, and technologically speaking, given the technological improvement on the equipment used, it is possible to obtain favourable results in such a way that the payback period on every scenario will be lower, hence making it an accessible insertion of hydrogen energy for all the economic sectors involved, contributing overall towards a more carbon neutral economy and therefore meeting the European set targets.

Todavia, a sua exploração é condicionada por fatores relacionados com os interesses e preocupações dos países árticos, as condições físicas da região e as tecnologias necessárias que encarecem o custo de produção. Não obstante, o gás natural é de primordial importância para o funcionamento das sociedades atuais, e sendo dos combustíveis fósseis o menos poluente e por isso mais apelativo em termos ambientais, assiste-se a um crescimento da sua procura. Nestas circunstâncias, o presente trabalho procura analisar as implicações políticas para a União Europeia da potencial exploração de gás natural no Ártico. Para tal, numa primeira parte analisam-se os conceitos de geopolítica, segurança energética e de Poder, com o intuito de estabelecer um entendimento comum sobre o tema. Na segunda parte, identificam-se os fatores geopolíticos que configuram as dinâmicas de Poder no Ártico, induzidas ou sofrendo influência da exploração do seu gás natural, e os desafios que condicionam essa exploração. Na terceira parte estuda-se o relacionamento entre a União Europeia e a Rússia no contexto do aprovisionamento de gás natural e, por fim, na quarta parte, analisa-se o impacto do gás natural do Ártico na segurança energética da União Europeia, bem como as potenciais oportunidades para Portugal. A análise desenvolvida permitiu concluir que o gás natural no mar de Barents da Noruega, bem como o incentivo à utilização do gás natural liquefeito, poderão diversificar o aprovisionamento, diminuindo a dependência do gás russo. As oportunidades para Portugal decorrem essencialmente do crescimento do gás natural liquefeito e da posição estratégica privilegiada do nosso país. Abstract: Climate change is affecting the Arctic, increasing ice melting and access to its resources, which are estimated to be significant with respect to natural gas deposits. However, natural gas exploitation is conditioned by many factors, such as Arctic countries interests, the physical conditions of the region and the necessary technologies, which increase production costs. Nevertheless, as natural gas is of paramount importance for societies, being the cleanest fuel fossil and the most appealing from an environmental point of view, there is a growing demand for its resources. In these circumstances, this study seeks to analyze the policy implications for the European Union in the context of potential natural gas exploration in the Arctic. Aiming at this purpose, the first part analyzes the geopolitical, energy security and power concepts in order to establish a common understanding of the subject. The second part identifies the geopolitical factors that shape the power dynamics within the Arctic, induced or influenced by exploitation of its natural gas, and the challenges that affect this operation. The third part studies the relationship between European Union and Russia in the context of natural gas supply and, the fourth and last part analyzes the impact of Arctic natural gas in European Union’s energy security, as well as the potential opportunities for Portugal. The analysis concluded that natural gas in the Norwegian Barents Sea, as well as the further development of liquefied natural gas, will increase the diversity of supplies, reducing the Russian gas dependence. Opportunities for Portugal consist mainly of the potential development of liquefied natural gas and the strategic position of the country. N/A

Como consequência, este aumento implica por sua vez o aumento da cotação de inúmeras outras matérias-primas, de que são exemplos vários metais, cujo processo de extração envolve o consumo de energia, e alguns cereais, por vezes usados para substituírem os combustíveis fósseis na produção de energia. Por outro lado, as evidentes alterações climáticas, com os inerentes aumentos de temperatura média do ar e dos oceanos e aumento do nível do mar, tornam necessário a criação de fontes de energia alternativas aos combustíveis fósseis, com uma pegada ecológica tão reduzida quanto possível. O Mundo despertou para a resolução do equilíbrio ambiental e da sustentabilidade como uma questão global, deixando de ser um problema de cada País para passar a ser um problema da Humanidade. As sucessivas reuniões que têm sido realizadas desde a conferência mundial sobre o meio ambiente, em 1992, preconizam metas para que se mantenha o desenvolvimento e que seja garantida a sustentabilidade do planeta. O aquecimento global provocado pelos intensos consumos energéticos do Homem, tem provocado várias disfunções ambientais, nomeadamente o fenómeno das alterações climáticas. Para este efeito têm sido desenvolvidas tecnologias e assumidos por muitos países acordos e protolocos para viabilizar o Desenvolvimento Sustentável. É neste sentido que a União Europeia tem fundamentado a sua política de desenvolvimento, tendo traçado objetivos e metas nos quais Portugal se insere. O presente trabalho tem como objetivo apresentar as energias renováveis marinhas e as suas tecnologias mais ou menos sofisticadas e que aproveitam a potência dos oceanos e do vento para produzir energia sustentável com o equilíbrio entre a Economia, a Sociedade e a Ecologia, favorecendo um desenvolvimento equilibrado que melhore a qualidade de vida, no fundo que seja sustentável. Abstract: In the last decades, there has been a growing need for energy on the part of humanity, which is reflected in the increase in its cost, which is an example of the increase in the price of fossil fuels (FMI, 2014). As a consequence, this increase in turn implies an increase in the price of numerous other raw materials, examples of which are various metals, the extraction process of which involves energy consumption, and some cereals, sometimes used to replace fossil fuels in the production of energy. On the other hand, the evident climate changes, with the inherent increases in the average temperature of the air and the oceans and the increase in sea level, make it necessary to create alternative energy sources to fossil fuels, with as little ecological footprint as possible. The world has awakened to the resolution of environmental balance and sustainability as a global issue, moving from being a problem for each country to becoming a problem for humanity. The successive meetings that have been held since the world conference on the environment, in 1992, advocate goals to maintain development and guarantee the sustainability of the planet. Global warming caused by the intense energy consumption of man, has caused several environmental dysfunctions, namely the phenomenon of climate change. To this end, technologies have been developed and agreements and protocols have been adopted by many countries to make Sustainable Development viable. It is in this sense that the European Union has based its development policy, having outlined objectives and goals in which Portugal is inserted. The present work aims to present marine renewable energies and their more or less sophisticated technologies that take advantage of the power of the oceans and the wind to produce sustainable energy with a balance between Economy, Society and Ecology, favouring a balanced development that improves the quality of life, in the end that is sustainable. Não existindo infraestruturas de distribuição de energia elétrica, é necessário otimizar o consumo de energia. A modelação do edifício foi feita com o software Design Builder, criando um modelo que reproduza as mesmas condições que se pretendem ser analisadas, que cumpre com a metodologia de cálculo da norma ASHRAE 140. Ao longo deste trabalho foram modeladas 4 soluções construtivas, 13 técnicas de arrefecimento passivo isoladas e 3 de forma combinada e 5 sistemas de climatização. Abordaram-se os códigos locais Saudi Building Code (SBC) e os seus cadernos acessórios, SBC 501 (Energy Conservation Requirements) e o SBC 601 (Mechanical Requirements). Por último fez-se uma abordagem comparativa destes requisitos com as recomendações da ASHRAE 90.1, ASHRAE 55-2010 e na ASHRAE 62.1 The aim of this work was to promote the study of energy optimization for environmental comfort with passive and active technologies in an eco resort located in Saudi Arabia. Since there is no electricity distribution infrastructure, it is necessary to optimize energy consumption. The modeling of the building was done with the Design Builder software, creating a model that reproduces the same conditions that are intended to be maintained, which follow the calculation methodology of the ASHRAE 140 standard. Throughout this work 4 constructive solutions were modelled, 16 passive cooling techniques on isolated and combined form, and 5 air conditioning systems. The local codes Saudi Building Code (SBC) and its cartoon notebooks, SBC 501 (Energy Conservation Requirements) and SBC 601 (Mechanical Requirements) were addressed. Subsequently, a comparison was made between these requirements and the recommendations of ASHRAE 90.1, ASHRAE 55-2010 and ASHRAE 62.1

Inicialmente, sistematizou-se o enquadramento normativo europeu e nacional aplicável ao setor da Defesa e, posteriormente, caracterizaram-se as fontes de energias renováveis e a sua aplicabilidade às Forças Armadas, com exemplos práticos do Brasil. Identificaram-se as ações em curso no setor de defesa no que concerne à utilização das energias renováveis nas Forças Armadas portuguesas, com vista à redução de custos energéticos. No atual cenário de incertezas e constantes evoluções climáticas, com reflexos múltiplos, nomeadamente, económicos e sociais, procurou-se estabelecer uma visão prospetiva para as Forças Armadas quanto à utilização de energias renováveis, contribuindo para a redução da dependência energética externa de Portugal. Conclui-se que as metas energéticas definidas pelo governo se aplicam às Forças Armadas, mas, face às dificuldades de financiamento, dificilmente serão cumpridas até 2020. Adicionalmente, tendo-se concluído que a energia Solar Foto-Voltaica atingiu já um nível de maturidade comercial que a posiciona como uma alternativa às tradicionais fontes de energia, mostra-se a existência de um potencial de poupança interessante no Ministério da Defesa Nacional. Abstract: This work studies the use of renewable energies in the Portuguese Armed Forces, in the context of the reduction of greenhouse gases and energy sustainability. Initially, the European and national normative framework applicable to the Defence sector was systematized and, later, the sources of renewable energies and their applicability to the Armed Forces were characterized, with practical examples from Brazil. We identified the ongoing actions in the Defence sector regarding the use of renewable energy in the Portuguese Armed Forces, in order to reduce energy costs. In the current scenario of uncertainties and constant climatic evolutions, with multiple reflections, namely, economic and social, we sought to establish a prospective vision for the Armed Forces regarding the use of renewable energies, contributing to the reduction of Portugal's external energy dependence. It is concluded that the energy goals defined by the government apply to the Armed Forces, but given the difficulties of financing, they will hardly be fulfilled until 2020. Additionally, it has been concluded that Solar Photovoltaic energy has already reached a level of commercial maturity which positions it as an alternative to traditional energy sources, showing the existence of an interesting saving potential in the Ministry of Defence. A Força Aérea (FA) devido às suas infraestruturas e localização dispõe de características fundamentais para que a implementação de sistemas de geração de energia, principalmente energia fotovoltaica (EF), sejam uma realidade a desenvolver não só no presente, mas também com grande potencial de expansão no futuro. A presente investigação incide no estudo d a produção das ER na FA e visa a avaliação da viabilidade do aproveitamento de EF nas Unidades da Base Aérea n.º11 (BA11) e Centro de Formação Militar e Técnica da Força Aérea (CFMTFA). Para o efeito foi utilizado o raciocínio indutivo, apoiado numa estratégia qualitativa, que teve como base a recolha e análise de dados, bem como a realização de entrevistas semiestruturadas a vários especialistas nas áreas técnica, operacional e de recursos humanos. Foi possível concluir que a FA (estudo de caso) dispõe de viabilidade técnica, espaço físico e recursos humanos para a geração de EF. Considerando a viabilidade económica, pode-se verificar que o retorno do investimento efetuado nestes equipamentos é obtido num prazo consideravelmente razoável. Renewable energies (ER) have become increasingly important at global level, as they allow for self-sustainability of energy and provide several benefits. The Air Force (FA) due to its infrastructures and location, has fundamental characteristics so that the implementation of energetic generation systems, mainly photovoltaic energy (EF), become a reality to be developed not only in the present, but also with great potential for expansion in the future. The present investigation focuses on the study of ER production in the FA and aims to assess the viability of using EF in the Air Force Units n.º11 (BA11) and Air Force Military and Technical Training Center (CFMTFA). For this purpose, it was used inductive reasoning, supported by a qualitative strategy, which was based on the collection and analysis of data, as well as semi-structured interviews with various specialists in the technical, operational and human resources areas. It was possible to conclude that the FA (case study) has technical viability, physical space and human resources for the generation of EF. Considering the economic viability, we can verify that the return of the investment in this equipment can be obtained within a reasonable period. N/A

Este Trabalho de Investigação Individual visa estudar, identificar e analisar o comportamento dos militares e civis e as medidas organizacionais atuais da Força Aérea relativamente ao consumo de energia, para avaliar se existe margem para se otimizar o consumo, aumentando a eficiência energética, contribuindo assim para a neutralidade de carbono na Força Aérea, com o objetivo de cumprir com os normativos nacionais e internacionais. Para esta investigação foi utilizada uma metodologia baseada no raciocínio dedutivo, uma estratégia mista e um desenho de pesquisa de estudo de caso. Concluiu-se que a maioria dos militares e civis da Força Aérea tem um comportamento que não leva ao desperdício de energia mas, não sendo 100% adequado, existe margem para melhorar, relativamente às medidas organizacionais a maioria das Unidades tem medidas implementadas para a otimização do consumo de energia, mas não todas, assim sendo as medidas positivas deviam ser aplicadas em todas as Unidades. The environmental concerns of the United Nations Organization expressed in the agenda of 2030 and in the Paris Agreement of 2015, which Portugal ratified, command by 2050 the achievement of carbon neutrality to reduce global warming and climate change. To perform the environmental targets by the various activity sectors the strategic vision of Portugal is reflected mainly in the Roadmap for Carbon Neutrality 2050 and in the National Plan for Energy and Climate 2030. This Individual Research aims to study, identify and analyse the behaviour of military and civilians, as well the current organisational measures of the Air Force regarding energy consumption. This allows to assess whether there is room to optimize the consumption by increasing the energy efficiency, and that way to conduce to carbon neutrality in the Air Force, with the aim to comply with the national and international regulations. For this investigation was used a methodology based on deductive reasoning, a mixed strategy and a case study research. It was concluded that most military and civilians of the Air Force have a conduct that does not lead to energy waste, but not being 100% adequate, there is room for improvement. Regarding the organisational measures, most Units have implemented most of the measures to optimize energy consumption, but not all. Therefore, this positive measures should be applied in all Units. Para esta investigação foi utilizada uma metodologia baseada no raciocínio dedutivo, uma estratégia mista e um desenho de pesquisa de estudo de caso. Concluiu-se que implementando a redução do consumo de combustível, a redução da distância percorrida pelas viaturas, a utilização de biocombustíveis em viaturas que sejam compatíveis e a substituição faseada de viaturas de diferentes frotas, por viaturas com 0% de emissões de gases com efeito de estufa, compõem um conjunto de contributos identificados para a neutralidade de carbono na Força Aérea. This Individual Research Work aims to study, identify, and analyse the current situation of the Transport sector, to evaluate the contributions to carbon neutrality in the Air Force, with the aim of complying with national and international regulations. For this investigation, we used a methodology based on deductive reasoning, a mixed strategy, and a case study research design. It was concluded that by implementing the reduction of fuel consumption, the reduction of the distance travelled by the vehicles, the use of biofuels in vehicles that are compatible and the phased replacement of vehicles from different fleets, by vehicles with 0% greenhouse gas emissions, make up a set of identified contributions to carbon neutrality in the Air Force. É também efetuada uma revisão bibliográfica sobre a legislação nacional e nos países de União Europeia, mais relevantes. É feito um enquadramento da geotermia superficial para climatização, na Europa e em Portugal, através da descrição de casos exemplo e é feita uma análise dos entraves e barreiras à implementação deste tipo de soluções. O caso de estudo é apresentado através da descrição e caracterização da instalação, com explicação pormenorizada de todos os equipamentos e componentes dos sistemas, incluindo o sistema de controlo e gestão e todo o seu funcionamento. É elaborada uma análise à operação do sistema e uma análise comparativa relativamente a sistemas mais tradicionais, nomeadamente a aerotérmica. É ainda efetuada uma descrição do trabalho realizado pelo estudante na implementação da instalação no local do caso de estudo. Esta empreitada compreende a execução dos quatro campos geotérmicos, tubagem horizontal em vala até áreas técnicas, tubagem do sistema geotérmico no interior das áreas técnicas com picagens e tamponamentos necessários às futuras ligações hidráulicas e bombas de circulação dos sistemas geotérmicos e respetivos acessórios. Com isto, é concluído que a aposta num tipo de sistema que utilize a energia geotérmica como fonte de energia é uma aposta ganha, não tendo tido ainda a visibilidade certa In the work, a bibliographical review will be carried out on the various types of geothermal energy systems for air conditioning and DHW production, their equipment and components. A literature review will be carried out on national legislation and in the most relevant countries of the European Union. A framework of surface geothermal for climatization will be made, in Europe and Portugal, through the description of example cases and an analysis of the obstacles and barriers to the implementation of this type of solution. The case study will be presented with the description and characterization of the installation, with a detailed explanation of all equipment and system components, including the control system, and its operation will be explained. An analysis of the system operation and a comparative analysis will be carried out in relation to more traditional systems, namely aerothermal. Will also be made a description of the work carried out by the student in the implementation of the installation at the place of the case study. This contract includes the execution of four geothermal fields, horizontal piping in trenches to technical areas, piping of the geothermal system within the technical areas with chipping and buffering necessary for future hydraulic connections and circulation pumps of the geothermal systems and respective accessories. With this, it is concluded that the bet on a type of system that uses geothermal energy as an energy source is a winning bet, having not yet had the right visibility.

O objetivo é avaliar medidas comprovadas que beneficiem a mobilidade sustentável e avaliar o seu impacto na frota de veículos ligeiros de passageiros. Como referência para esta investigação, foram estudadas as metas estabelecidas por Portugal de redução de CO2, neste caso no setor dos transportes o valor de 26%. As medidas identificadas passam pela gestão da mobilidade, tecnologia (veículos elétricos, hidrogénio e gás natural) e eco-condução. Utilizando um raciocínio dedutivo e uma estratégia de investigação mista, suportada em entrevistas estruturadas a uma amostra intencional com análise de dados recolhidos junto da Direção de Abastecimento e Transportes, analisa-se a viabilidade das medidas e qual o seu impacto. Conclui-se que a FA já possui uma gestão centralizada que contribui para a mobilidade sustentável e que a eco-condução é viável e pertinente no caminho para a mobilidade sustentável. Relativamente à tecnologia, o estudo do impacto revela que a modernização da frota por veículos novos não se revela suficiente para obtenção dos objetivos, pelo que é essencial a introdução de veículos elétricos na frota de ligeiros de passageiros. The object of this research is the analysis of the Air Force mobility and its sustainability, to improve its environmental impact. The objective is to evaluate measures already studied that benefit sustainable mobility and to assess their impact on the fleet of light passenger vehicles. As a reference for this research, the goal of CO2 reduction established by Portugal in the transport sector (26%), initially identified in a literature, as well as sustainability measures. The measures identified include mobility management, technological changes (electric vehicles, hydrogen and natural gas) and eco-driving. Using a deductive reasoning and a mixed research strategy, supported by structured interviews with an intentional sample and analysis of data collected from the Directorate of Supply and Transport, the feasibility of applying the measures and what their impact is analyzed. It is concluded that the Air Force already has centralized management that contributes to sustainable mobility and that eco-driving is feasible and relevant on the road to sustainable mobility. About technology, the impact study shows that the modernization of the fleet by new vehicles is not enough to achieve the objectives and therefore the introduction of electric vehicles into the fleet of passenger cars is essential. Este projeto nasceu pela necessidade de responder às metas da descarbonização em Portugal, como sendo uma forte ferramenta para alcançarmos a desejada neutralidade carbónica. O projeto piloto tem como base a obtenção de hidrogénio verde para descarbonizar setores e eletrificar os mesmos de uma maneira “verde”. Neste âmbito, o município do Seixal está empenhado na criação de uma comunidade de energias renováveis para fornecimento de energia ao parque industrial do Seixal e dessa mesma energia verde, fazer uso por meio de um sistema eletrolisador para a obtenção de hidrogénio verde para várias finalidades. Desta forma, no presente projeto, após uma parte teórica acerca dos métodos de obtenção de hidrogénio, modos de utilização do mesmo, e contextualização do hidrogénio em Portugal, é proposto um estudo para aferir a forma mais rentável de utilização do hidrogénio resultante desse projeto piloto do município. Serão apresentados diferentes cenários, tais como a utilização do hidrogénio em três cadeias de valor, sendo estas power-to-mobility, power-to-gas e power-to-power e ainda dois contextos onde a energia utilizada na produção de hidrogénio tem proveniências distintas, um sistema fotovoltaico privado e outro comunitário. Todos os cenários apresentados por meio de uma análise financeira, resultam em valores que na atualidade permitem ser minimamente aceitáveis sem recurso a quaisquer incentivos monetários. No futuro, com o amadurecimento das tecnologias poderá ser possível obter resultados mais favoráveis, na medida em que os períodos de retorno do investimento nos vários cenários será inferior, conseguindo-se assim uma introdução do hidrogénio mais acessível nos vários setores económicos e uma economia cada vez mais neutra em carbono, indo de encontro às perspetivas europeias. This project was born from the necessity of achieving the decarbonization targets set in Portugal in order to reach the so desired carbon neutrality and as so, it is going to be investigated the implementation of a green hydrogen production project under Seixal’s municipality. The pilot project basis is established in the obtention of green hydrogen in order to decarbonize sectors and start the process of electrification in a green way. Additionally Seixal’s municipality is invested in the creation of a renewable energies community mainly focused to supply its own industrial complex, and use that same green energy through an electrolyser system in order to obtain green hydrogen for multiple purposes. Firstly, this project will introduce the process of hydrogen obtention, utilization and contextualization in Portugal, followed by a study to assess the best way, rate of return wise, to use the hydrogen sourced from the municipality’s pilot project. Several scenarios will be presented, such as the use of hydrogen in three chain values: power-to-mobility, power-to-gas and power-to-power. There are also two additional contexts where the energy used in the hydrogen production came from two distinct sources: a private photovoltaic system and a communitary one. All of the scenarios are presented through a financial analysis that result in actual minimal acceptable values with no financial incentives needed. However, futuristically, and technologically speaking, given the technological improvement on the equipment used, it is possible to obtain favourable results in such a way that the payback period on every scenario will be lower, hence making it an accessible insertion of hydrogen energy for all the economic sectors involved, contributing overall towards a more carbon neutral economy and therefore meeting the European set targets.

Todavia, a sua exploração é condicionada por fatores relacionados com os interesses e preocupações dos países árticos, as condições físicas da região e as tecnologias necessárias que encarecem o custo de produção. Não obstante, o gás natural é de primordial importância para o funcionamento das sociedades atuais, e sendo dos combustíveis fósseis o menos poluente e por isso mais apelativo em termos ambientais, assiste-se a um crescimento da sua procura. Nestas circunstâncias, o presente trabalho procura analisar as implicações políticas para a União Europeia da potencial exploração de gás natural no Ártico. Para tal, numa primeira parte analisam-se os conceitos de geopolítica, segurança energética e de Poder, com o intuito de estabelecer um entendimento comum sobre o tema. Na segunda parte, identificam-se os fatores geopolíticos que configuram as dinâmicas de Poder no Ártico, induzidas ou sofrendo influência da exploração do seu gás natural, e os desafios que condicionam essa exploração. Na terceira parte estuda-se o relacionamento entre a União Europeia e a Rússia no contexto do aprovisionamento de gás natural e, por fim, na quarta parte, analisa-se o impacto do gás natural do Ártico na segurança energética da União Europeia, bem como as potenciais oportunidades para Portugal. A análise desenvolvida permitiu concluir que o gás natural no mar de Barents da Noruega, bem como o incentivo à utilização do gás natural liquefeito, poderão diversificar o aprovisionamento, diminuindo a dependência do gás russo. As oportunidades para Portugal decorrem essencialmente do crescimento do gás natural liquefeito e da posição estratégica privilegiada do nosso país. Abstract: Climate change is affecting the Arctic, increasing ice melting and access to its resources, which are estimated to be significant with respect to natural gas deposits. However, natural gas exploitation is conditioned by many factors, such as Arctic countries interests, the physical conditions of the region and the necessary technologies, which increase production costs. Nevertheless, as natural gas is of paramount importance for societies, being the cleanest fuel fossil and the most appealing from an environmental point of view, there is a growing demand for its resources. In these circumstances, this study seeks to analyze the policy implications for the European Union in the context of potential natural gas exploration in the Arctic. Aiming at this purpose, the first part analyzes the geopolitical, energy security and power concepts in order to establish a common understanding of the subject. The second part identifies the geopolitical factors that shape the power dynamics within the Arctic, induced or influenced by exploitation of its natural gas, and the challenges that affect this operation. The third part studies the relationship between European Union and Russia in the context of natural gas supply and, the fourth and last part analyzes the impact of Arctic natural gas in European Union’s energy security, as well as the potential opportunities for Portugal. The analysis concluded that natural gas in the Norwegian Barents Sea, as well as the further development of liquefied natural gas, will increase the diversity of supplies, reducing the Russian gas dependence. Como consequência, este aumento implica por sua vez o aumento da cotação de inúmeras outras matérias-primas, de que são exemplos vários metais, cujo processo de extração envolve o consumo de energia, e alguns cereais, por vezes usados para substituírem os combustíveis fósseis na produção de energia. Por outro lado, as evidentes alterações climáticas, com os inerentes aumentos de temperatura média do ar e dos oceanos e aumento do nível do mar, tornam necessário a criação de fontes de energia alternativas aos combustíveis fósseis, com uma pegada ecológica tão reduzida quanto possível. O Mundo despertou para a resolução do equilíbrio ambiental e da sustentabilidade como uma questão global, deixando de ser um problema de cada País para passar a ser um problema da Humanidade. As sucessivas reuniões que têm sido realizadas desde a conferência mundial sobre o meio ambiente, em 1992, preconizam metas para que se mantenha o desenvolvimento e que seja garantida a sustentabilidade do planeta. O aquecimento global provocado pelos intensos consumos energéticos do Homem, tem provocado várias disfunções ambientais, nomeadamente o fenómeno das alterações climáticas. Para este efeito têm sido desenvolvidas tecnologias e assumidos por muitos países acordos e protolocos para viabilizar o Desenvolvimento Sustentável. É neste sentido que a União Europeia tem fundamentado a sua política de desenvolvimento, tendo traçado objetivos e metas nos quais Portugal se insere. O presente trabalho tem como objetivo apresentar as energias renováveis marinhas e as suas tecnologias mais ou menos sofisticadas e que aproveitam a potência dos oceanos e do vento para produzir energia sustentável com o equilíbrio entre a Economia, a Sociedade e a Ecologia, favorecendo um desenvolvimento equilibrado que melhore a qualidade de vida, no fundo que seja sustentável. Abstract: In the last decades, there has been a growing need for energy on the part of humanity, which is reflected in the increase in its cost, which is an example of the increase in the price of fossil fuels (FMI, 2014). As a consequence, this increase in turn implies an increase in the price of numerous other raw materials, examples of which are various metals, the extraction process of which involves energy consumption, and some cereals, sometimes used to replace fossil fuels in the production of energy. On the other hand, the evident climate changes, with the inherent increases in the average temperature of the air and the oceans and the increase in sea level, make it necessary to create alternative energy sources to fossil fuels, with as little ecological footprint as possible. The world has awakened to the resolution of environmental balance and sustainability as a global issue, moving from being a problem for each country to becoming a problem for humanity. The successive meetings that have been held since the world conference on the environment, in 1992, advocate goals to maintain development and guarantee the sustainability of the planet. Global warming caused by the intense energy consumption of man, has caused several environmental dysfunctions, namely the phenomenon of climate change. To this end, technologies have been developed and agreements and protocols have been adopted by many countries to make Sustainable Development viable. It is in this sense that the European Union has based its development policy, having outlined objectives and goals in which Portugal is inserted. The present work aims to present marine renewable energies and their more or less sophisticated technologies that take advantage of the power of the oceans and the wind to produce sustainable energy with a balance between Economy, Society and Ecology, favouring a balanced development that improves the quality of life, in the end that is sustainable. Não existindo infraestruturas de distribuição de energia elétrica, é necessário otimizar o consumo de energia. A modelação do edifício foi feita com o software Design Builder, criando um modelo que reproduza as mesmas condições que se pretendem ser analisadas, que cumpre com a metodologia de cálculo da norma ASHRAE 140. Ao longo deste trabalho foram modeladas 4 soluções construtivas, 13 técnicas de arrefecimento passivo isoladas e 3 de forma combinada e 5 sistemas de climatização. Abordaram-se os códigos locais Saudi Building Code (SBC) e os seus cadernos acessórios, SBC 501 (Energy Conservation Requirements) e o SBC 601 (Mechanical Requirements). Por último fez-se uma abordagem comparativa destes requisitos com as recomendações da ASHRAE 90.1, ASHRAE 55-2010 e na ASHRAE 62.1 The aim of this work was to promote the study of energy optimization for environmental comfort with passive and active technologies in an eco resort located in Saudi Arabia. Since there is no electricity distribution infrastructure, it is necessary to optimize energy consumption. The modeling of the building was done with the Design Builder software, creating a model that reproduces the same conditions that are intended to be maintained, which follow the calculation methodology of the ASHRAE 140 standard. Throughout this work 4 constructive solutions were modelled, 16 passive cooling techniques on isolated and combined form, and 5 air conditioning systems. The local codes Saudi Building Code (SBC) and its cartoon notebooks, SBC 501 (Energy Conservation Requirements) and SBC 601 (Mechanical Requirements) were addressed. Inicialmente, sistematizou-se o enquadramento normativo europeu e nacional aplicável ao setor da Defesa e, posteriormente, caracterizaram-se as fontes de energias renováveis e a sua aplicabilidade às Forças Armadas, com exemplos práticos do Brasil. Identificaram-se as ações em curso no setor de defesa no que concerne à utilização das energias renováveis nas Forças Armadas portuguesas, com vista à redução de custos energéticos. No atual cenário de incertezas e constantes evoluções climáticas, com reflexos múltiplos, nomeadamente, económicos e sociais, procurou-se estabelecer uma visão prospetiva para as Forças Armadas quanto à utilização de energias renováveis, contribuindo para a redução da dependência energética externa de Portugal. Conclui-se que as metas energéticas definidas pelo governo se aplicam às Forças Armadas, mas, face às dificuldades de financiamento, dificilmente serão cumpridas até 2020. Adicionalmente, tendo-se concluído que a energia Solar Foto-Voltaica atingiu já um nível de maturidade comercial que a posiciona como uma alternativa às tradicionais fontes de energia, mostra-se a existência de um potencial de poupança interessante no Ministério da Defesa Nacional. Abstract: This work studies the use of renewable energies in the Portuguese Armed Forces, in the context of the reduction of greenhouse gases and energy sustainability. Initially, the European and national normative framework applicable to the Defence sector was systematized and, later, the sources of renewable energies and their applicability to the Armed Forces were characterized, with practical examples from Brazil. We identified the ongoing actions in the Defence sector regarding the use of renewable energy in the Portuguese Armed Forces, in order to reduce energy costs. In the current scenario of uncertainties and constant climatic evolutions, with multiple reflections, namely, economic and social, we sought to establish a prospective vision for the Armed Forces regarding the use of renewable energies, contributing to the reduction of Portugal's external energy dependence. It is concluded that the energy goals defined by the government apply to the Armed Forces, but given the difficulties of financing, they will hardly be fulfilled until 2020. Additionally, it has been concluded that Solar Photovoltaic energy has already reached a level of commercial maturity which positions it as an alternative to traditional energy sources, showing the existence of an interesting saving potential in the Ministry of Defence. A Força Aérea (FA) devido às suas infraestruturas e localização dispõe de características fundamentais para que a implementação de sistemas de geração de energia, principalmente energia fotovoltaica (EF), sejam uma realidade a desenvolver não só no presente, mas também com grande potencial de expansão no futuro. A presente investigação incide no estudo d a produção das ER na FA e visa a avaliação da viabilidade do aproveitamento de EF nas Unidades da Base Aérea n.º11 (BA11) e Centro de Formação Militar e Técnica da Força Aérea (CFMTFA). Para o efeito foi utilizado o raciocínio indutivo, apoiado numa estratégia qualitativa, que teve como base a recolha e análise de dados, bem como a realização de entrevistas semiestruturadas a vários especialistas nas áreas técnica, operacional e de recursos humanos. Foi possível concluir que a FA (estudo de caso) dispõe de viabilidade técnica, espaço físico e recursos humanos para a geração de EF. Considerando a viabilidade económica, pode-se verificar que o retorno do investimento efetuado nestes equipamentos é obtido num prazo consideravelmente razoável. Renewable energies (ER) have become increasingly important at global level, as they allow for self-sustainability of energy and provide several benefits. The Air Force (FA) due to its infrastructures and location, has fundamental characteristics so that the implementation of energetic generation systems, mainly photovoltaic energy (EF), become a reality to be developed not only in the present, but also with great potential for expansion in the future. The present investigation focuses on the study of ER production in the FA and aims to assess the viability of using EF in the Air Force Units n.º11 (BA11) and Air Force Military and Technical Training Center (CFMTFA). For this purpose, it was used inductive reasoning, supported by a qualitative strategy, which was based on the collection and analysis of data, as well as semi-structured interviews with various specialists in the technical, operational and human resources areas. It was possible to conclude that the FA (case study) has technical viability, physical space and human resources for the generation of EF. Considering the economic viability, we can verify that the return of the investment in this equipment can be obtained within a reasonable period. N/A

Para o cumprimento das metas ambientais pelos diversos setores de atividade, a visão estratégica de Portugal, encontra-se refletida principalmente no Roteiro para a Neutralidade Carbónica 2050 e no Plano Nacional de Energia e Clima 2030. Este Trabalho de Investigação Individual visa estudar, identificar e analisar o comportamento dos militares e civis e as medidas organizacionais atuais da Força Aérea relativamente ao consumo de energia, para avaliar se existe margem para se otimizar o consumo, aumentando a eficiência energética, contribuindo assim para a neutralidade de carbono na Força Aérea, com o objetivo de cumprir com os normativos nacionais e internacionais. Para esta investigação foi utilizada uma metodologia baseada no raciocínio dedutivo, uma estratégia mista e um desenho de pesquisa de estudo de caso. Concluiu-se que a maioria dos militares e civis da Força Aérea tem um comportamento que não leva ao desperdício de energia mas, não sendo 100% adequado, existe margem para melhorar, relativamente às medidas organizacionais a maioria das Unidades tem medidas implementadas para a otimização do consumo de energia, mas não todas, assim sendo as medidas positivas deviam ser aplicadas em todas as Unidades. The environmental concerns of the United Nations Organization expressed in the agenda of 2030 and in the Paris Agreement of 2015, which Portugal ratified, command by 2050 the achievement of carbon neutrality to reduce global warming and climate change. To perform the environmental targets by the various activity sectors the strategic vision of Portugal is reflected mainly in the Roadmap for Carbon Neutrality 2050 and in the National Plan for Energy and Climate 2030. This Individual Research aims to study, identify and analyse the behaviour of military and civilians, as well the current organisational measures of the Air Force regarding energy consumption. This allows to assess whether there is room to optimize the consumption by increasing the energy efficiency, and that way to conduce to carbon neutrality in the Air Force, with the aim to comply with the national and international regulations. For this investigation was used a methodology based on deductive reasoning, a mixed strategy and a case study research. It was concluded that most military and civilians of the Air Force have a conduct that does not lead to energy waste, but not being 100% adequate, there is room for improvement. Regarding the organisational measures, most Units have implemented most of the measures to optimize energy consumption, but not all. Therefore, this positive measures should be applied in all Units. Concluiu-se que implementando a redução do consumo de combustível, a redução da distância percorrida pelas viaturas, a utilização de biocombustíveis em viaturas que sejam compatíveis e a substituição faseada de viaturas de diferentes frotas, por viaturas com 0% de emissões de gases com efeito de estufa, compõem um conjunto de contributos identificados para a neutralidade de carbono na Força Aérea. Portugal's strategic vision for the achievement of environmental targets by the various sectors of activity reflected mainly in the Roadmap for Carbon Neutrality 2050 and the National Energy and Climate Plan 2030. This Individual Research Work aims to study, identify, and analyse the current situation of the Transport sector, to evaluate the contributions to carbon neutrality in the Air Force, with the aim of complying with national and international regulations. For this investigation, we used a methodology based on deductive reasoning, a mixed strategy, and a case study research design. It was concluded that by implementing the reduction of fuel consumption, the reduction of the distance travelled by the vehicles, the use of biofuels in vehicles that are compatible and the phased replacement of vehicles from different fleets, by vehicles with 0% greenhouse gas emissions, make up a set of identified contributions to carbon neutrality in the Air Force. É também efetuada uma revisão bibliográfica sobre a legislação nacional e nos países de União Europeia, mais relevantes. É feito um enquadramento da geotermia superficial para climatização, na Europa e em Portugal, através da descrição de casos exemplo e é feita uma análise dos entraves e barreiras à implementação deste tipo de soluções. O caso de estudo é apresentado através da descrição e caracterização da instalação, com explicação pormenorizada de todos os equipamentos e componentes dos sistemas, incluindo o sistema de controlo e gestão e todo o seu funcionamento. É elaborada uma análise à operação do sistema e uma análise comparativa relativamente a sistemas mais tradicionais, nomeadamente a aerotérmica. É ainda efetuada uma descrição do trabalho realizado pelo estudante na implementação da instalação no local do caso de estudo. Esta empreitada compreende a execução dos quatro campos geotérmicos, tubagem horizontal em vala até áreas técnicas, tubagem do sistema geotérmico no interior das áreas técnicas com picagens e tamponamentos necessários às futuras ligações hidráulicas e bombas de circulação dos sistemas geotérmicos e respetivos acessórios. Com isto, é concluído que a aposta num tipo de sistema que utilize a energia geotérmica como fonte de energia é uma aposta ganha, não tendo tido ainda a visibilidade certa In the work, a bibliographical review will be carried out on the various types of geothermal energy systems for air conditioning and DHW production, their equipment and components. A literature review will be carried out on national legislation and in the most relevant countries of the European Union. A framework of surface geothermal for climatization will be made, in Europe and Portugal, through the description of example cases and an analysis of the obstacles and barriers to the implementation of this type of solution. The case study will be presented with the description and characterization of the installation, with a detailed explanation of all equipment and system components, including the control system, and its operation will be explained. An analysis of the system operation and a comparative analysis will be carried out in relation to more traditional systems, namely aerothermal. Will also be made a description of the work carried out by the student in the implementation of the installation at the place of the case study. This contract includes the execution of four geothermal fields, horizontal piping in trenches to technical areas, piping of the geothermal system within the technical areas with chipping and buffering necessary for future hydraulic connections and circulation pumps of the geothermal systems and respective accessories. With this, it is concluded that the bet on a type of system that uses geothermal energy as an energy source is a winning bet, having not yet had the right visibility.

O objetivo é avaliar medidas comprovadas que beneficiem a mobilidade sustentável e avaliar o seu impacto na frota de veículos ligeiros de passageiros. Como referência para esta investigação, foram estudadas as metas estabelecidas por Portugal de redução de CO2, neste caso no setor dos transportes o valor de 26%. As medidas identificadas passam pela gestão da mobilidade, tecnologia (veículos elétricos, hidrogénio e gás natural) e eco-condução. Utilizando um raciocínio dedutivo e uma estratégia de investigação mista, suportada em entrevistas estruturadas a uma amostra intencional com análise de dados recolhidos junto da Direção de Abastecimento e Transportes, analisa-se a viabilidade das medidas e qual o seu impacto. Conclui-se que a FA já possui uma gestão centralizada que contribui para a mobilidade sustentável e que a eco-condução é viável e pertinente no caminho para a mobilidade sustentável. Relativamente à tecnologia, o estudo do impacto revela que a modernização da frota por veículos novos não se revela suficiente para obtenção dos objetivos, pelo que é essencial a introdução de veículos elétricos na frota de ligeiros de passageiros. The object of this research is the analysis of the Air Force mobility and its sustainability, to improve its environmental impact. The objective is to evaluate measures already studied that benefit sustainable mobility and to assess their impact on the fleet of light passenger vehicles. As a reference for this research, the goal of CO2 reduction established by Portugal in the transport sector (26%), initially identified in a literature, as well as sustainability measures. The measures identified include mobility management, technological changes (electric vehicles, hydrogen and natural gas) and eco-driving. Using a deductive reasoning and a mixed research strategy, supported by structured interviews with an intentional sample and analysis of data collected from the Directorate of Supply and Transport, the feasibility of applying the measures and what their impact is analyzed. It is concluded that the Air Force already has centralized management that contributes to sustainable mobility and that eco-driving is feasible and relevant on the road to sustainable mobility. About technology, the impact study shows that the modernization of the fleet by new vehicles is not enough to achieve the objectives and therefore the introduction of electric vehicles into the fleet of passenger cars is essential.
