    Abstract. Reliable quantification of the sources and sinks of greenhouse gases, together with trends and uncertainties, is essential to monitoring the progress in mitigating anthropogenic emissions under the Paris Agreement. This study provides a consolidated synthesis of CH4 and N2O emissions with consistently derived state-of-the-art bottom-up (BU) and top-down (TD) data sources for the European Union and UK (EU27+UK). We integrate recent emission inventory data, ecosystem process-based model results, and inverse modelling estimates over the period 1990–2018. BU and TD products are compared with European National GHG Inventories (NGHGI) reported to the UN climate convention secretariat UNFCCC in 2019. For uncertainties, we used for NGHGI the standard deviation obtained by varying parameters of inventory calculations, reported by the Member States following the IPCC guidelines recommendations. For atmospheric inversion models (TD) or other inventory datasets (BU), we defined uncertainties from the spread between different model estimates or model specific uncertainties when reported. In comparing NGHGI with other approaches, a key source of bias is the activities included, e.g. anthropogenic versus anthropogenic plus natural fluxes. In inversions, the separation between anthropogenic and natural emissions is sensitive to the geospatial prior distribution of emissions. Over the 2011–2015 period, which is the common denominator of data availability between all sources, the anthropogenic BU approaches are directly comparable, reporting mean emissions of 20.8 Tg CH4 yr−1 (EDGAR v5.0) and 19.0 Tg CH4 yr−1 (GAINS), consistent with the NGHGI estimates of 18.9 ± 1.7 Tg CH4 yr−1. TD total inversions estimates give higher emission estimates, as they also include natural emissions. Over the same period regional TD inversions with higher resolution atmospheric transport models give a mean emission of 28.8 Tg CH4 yr−1. Coarser resolution global TD inversions are consistent with regional TD inversions, for global inversions with GOSAT satellite data (23.3 Tg CH4yr−1) and surface network (24.4 Tg CH4 yr−1). The magnitude of natural peatland emissions from the JSBACH-HIMMELI model, natural rivers and lakes emissions and geological sources together account for the gap between NGHGI and inversions and account for 5.2 Tg CH4 yr−1. For N2O emissions, over the 2011–2015 period, both BU approaches (EDGAR v5.0 and GAINS) give a mean value of anthropogenic emissions of 0.8 and 0.9 Tg N2O yr−1 respectively, agreeing with the NGHGI data (0.9 ± 0.6 Tg N2O yr−1). Over the same period, the average of the three total TD global and regional inversions was 1.3 ± 0.4 and 1.3 ± 0.1 Tg N2O yr−1 respectively, compared to 0.9 Tg N2O yr−1 from the BU data. The TU and BU comparison method defined in this study can be operationalized for future yearly updates for the calculation of CH4 and N2O budgets both at EU+UK scale and at national scale.     Abstract Recent publications on the successful mineralisation of carbon dioxide in basalts in Iceland and Washington State, USA, have shown that mineral storage can be a serious alternative to more mainstream geologic carbon storage efforts to lock away permanently carbon dioxide. In this study we look at the pore solution chemistry and mineralogy of basaltic glass and crystalline basalt under post-injection conditions, i.e. after rise of the pH via matrix dissolution and the first phase of carbonate formation. Experimental findings indicate that further precipitation of carbonates under more alkaline conditions is highly dependent on the availability of divalent cations. If the pore water is deficient in divalent cations, smectites and/or zeolites will dominate the secondary mineralogy of the pore space, depending on the basalt matrix. At low carbonate alkalinity no additional secondary carbonates are expected to form meaning the remaining pore space is lost to secondary silicates, irrespective of the basalt matrix. At high carbonate alkalinity, some of this limited storage volume may additionally be occupied by dawsonite −if the Na concentration in the percolating groundwater (brine) is high. Using synthetic seawater as a proxy for the groundwater composition and thus furnishing considerable amounts of divalent cations to the carbonated solution, results in massive precipitation of calcite, magnesite, and other Ca/Mg-carbonates under already moderate carbonate alkalinity. More efficient use of the basaltic storage volume can thus be attained by promoting formation of secondary carbonates compared to the inevitable formation of secondary silicate phases at higher pH. This can be done by ensuring that the pore water does not become depleted in divalent cations, even after carbonate formation. Using seawater as carbonating fluid or injection of CO2 into the basaltic oceanic crust, where saline fluids percolate, can reach this goal. However, such an approach needs sophisticated reactive transport modelling to adjust CO2 injection rates in order to avoid too rapid carbonate deposition and clogging of the pore space too close to the injection well.

    China is confronted with an unprecedented water crisis regarding its quantity and quality. In this study, we quantified the dynamics of China?s embodied water use and chemical oxygen demand (COD) discharge from 2010 to 2015. The analysis was conducted with the latest available water use data across sectors in primary, secondary and tertiary industries and input?output models. The results showed that (1) China?s water crisis was alleviated under urbanisation. Urban consumption occupied the largest percentages (over 30%) of embodied water use and COD discharge, but embodied water intensities in urban consumption were far lower than those in rural consumption. (2) The ?new normal? phase witnessed the optimisation of China?s water use structures. Embodied water use in light-manufacturing and tertiary sectors increased while those in heavy-manufacturing sectors (except chemicals and transport equipment) dropped. (3) Transformation of China?s international market brought positive effects on its domestic water use. China?s water use (116?80 billion tonnes (Bts))(9) and COD discharge (3.95?2.22 million tonnes (Mts)) embodied in export tremendously decreased while its total export values (11?25 trillion CNY) soared. Furthermore, embodied water use and COD discharge in relatively low-end sectors, such as textile, started to transfer from international to domestic markets when a part of China?s production activities had been relocated to other developing countries.

    Abstract Cities are the major contributors to energy consumption and CO2 emissions, as well as being leading innovators and implementers of policy measures in climate change mitigation. Guangdong-Hong Kong-Macao Greater Bay Area (GBA) is an agglomeration of cities put forward by China to strengthen international cooperation among “Belt and Road” countries and promote low-carbon, inclusive, coordinated and sustainable development. Few studies have discussed the emission characteristics of GBA cities. This study, for the first time, compiles emission inventories of 11 GBA cities and their surroundings based on IPCC territorial emission accounting approach, which are consistent and comparable with the national and provincial inventories. Results show that (a) total emissions increased from 426 Mt in 2000 to 610 Mt in 2016, while emissions of GBA cities increased rapidly by 6.9% over 2000–2011 and peaked in 2014 (334 Mt); (b) raw coal and diesel oil are the top two emitters by energy type, while energy production sector and tertiary industry are the top two largest sectors; (c) GBA cities take the lead in low-carbon development, emitted 4% of total national emissions and contributed 13% of national GDP with less than a third of national emission intensities and less than three-quarters of national per capita emissions; (d) Macao, Shenzhen and Hong Kong have the top three lowest emission intensity in the country; (e) most of GBA cities are experiencing the shift from an industrial economy to a service economy, while Hong Kong, Shenzhen, Foshan and Huizhou reached their peak emissions and Guangzhou, Dongguan and Jiangmen remained decreasing emission tendencies; (g) for those coal-dominate or energy-production cities (i.e. Zhuhai, Zhongshan, Zhaoqing, Maoming, Yangjiang, Shanwei, Shaoguan and Zhanjiang) in mid-term industrialization, total emissions experienced soaring increases. The emission inventories provide robust, self-consistent, transparent and comparable data support for identifying spatial–temporal emission characteristics, developing low-carbon policies, monitoring mitigation progress in GBA cities as well as further emissions-related studies at a city-level. The low-carbon roadmaps designed for GBA cities and their surroundings also provide a benchmark for other developing countries/cities to adapting changing climate and achieve sustainable development.

    Growing scientific evidence for the indispensable role of environmental sustainability in sustainable development calls for appropriate frameworks and indicators for environmental sustainability assessment (ESA). In this paper, we operationalize and update the footprint-boundary ESA framework, with a particular focus on its methodological and application extensions to the national level. By using the latest datasets available, the planetary boundaries for carbon emissions, water use and land use are allocated to 28 selected countries in comparison to the corresponding environmental footprints. The environmental sustainability ratio (ESR)—an internationally comparable indicator representing the sustainability gap between contemporary anthropogenic interference and critical capacity thresholds—allows one to map the reserve or transgression of the nation-specific environmental boundaries. While the geographical distribution of the three ESRs varies across nations, in general, the worldwide unsustainability of carbon emissions is largely driven by economic development, while resource endowments play a more central role in explaining national performance on water and land use. The main value added of this paper is to provide concrete evidence of the usefulness of the proposed framework in allocating overall responsibility for environmental sustainability to sub-global scales and in informing policy makers about the need to prevent the planet’s environment from tipping into an undesirable state.

    The uncontrolled growth of urban areas worldwide is pushing a substantial part of the urban population to the fringes of society, confining them to the unsecure and unhygienic settlements that we call “informal.” These settlements lack in intelligible layout and essential services and infrastructures, thus representing a challenging issue for policy makers and urban designers in the development of renewal programs and strategies. In order to support the facing of these issues through an on-site upgrade approach, this paper argues that walkability deeply affects the functioning of informal settlements, so as to propose that they can be identified as “proximal cities,” which expresses the idea that the vital space in informal settlements has soft boundaries and follows a fuzzy logic. A quantitative analysis, based on a configurational approach, and a qualitative analysis, focused on the morphologic features of the settlements, have been implemented. A comparison of the results shows that this approach is suitable to provide a deeper knowledge on informal settlement and informal society under the assumption of their strict mutual connection. A primal definition of proximal cities, suitable for describing some properties of autopoietic urban systems, emerges from the evidence-based relationships between their spatial and social features. In this respect, a case study has been proposed and discussed.

    There are substantial differences in carbon footprints across households. This study applied an environmentally extended multiregional input–output approach to estimate household carbon footprints for 12 different income groups of China’s 30 regions. Subsequently, carbon footprint Gini coefficients were calculated to measure carbon inequality for households across provinces. We found that the top 5% of income earners were responsible for 17% of the national household carbon footprint in 2012, while the bottom half of income earners caused only 25%. Carbon inequality declined with economic growth in China across space and time in two ways: first, carbon footprints showed greater convergence in the wealthier coastal regions than in the poorer inland regions; second, China’s national carbon footprint Gini coefficients declined from 0.44 in 2007 to 0.37 in 2012. We argue that economic growth not only increases income levels but also contributes to an overall reduction in carbon inequality in China.

    Abstract An assessment of the human impact on the global water cycle requires estimating the volume of water withdrawn for irrigated agriculture. A key parameter in this calculation is the irrigation efficiency, which corrects for the fraction of water lost between irrigation withdrawals and the crop due to management, distribution or conveyance losses. Here we show that the irrigation efficiency used in global irrigation models is flawed for it overlooks key ambiguities in partial efficiencies, irrigation technologies, the definition of ‘large-scale’ irrigated areas or managerial factors. Once accounted for, these uncertainties can make irrigation withdrawal estimates fluctuate by more than one order of magnitude at the country level. Such variability is larger and leads to more extreme values than that caused by the uncertainties related with climate change. Our results highlight the need to embrace deep uncertainties in irrigation efficiency to prevent the design of shortsighted policies at the river basin-water-agricultural interface.

    Abstract. Reliable quantification of the sources and sinks of greenhouse gases, together with trends and uncertainties, is essential to monitoring the progress in mitigating anthropogenic emissions under the Paris Agreement. This study provides a consolidated synthesis of CH4 and N2O emissions with consistently derived state-of-the-art bottom-up (BU) and top-down (TD) data sources for the European Union and UK (EU27+UK). We integrate recent emission inventory data, ecosystem process-based model results, and inverse modelling estimates over the period 1990–2018. BU and TD products are compared with European National GHG Inventories (NGHGI) reported to the UN climate convention secretariat UNFCCC in 2019. For uncertainties, we used for NGHGI the standard deviation obtained by varying parameters of inventory calculations, reported by the Member States following the IPCC guidelines recommendations. For atmospheric inversion models (TD) or other inventory datasets (BU), we defined uncertainties from the spread between different model estimates or model specific uncertainties when reported. In comparing NGHGI with other approaches, a key source of bias is the activities included, e.g. anthropogenic versus anthropogenic plus natural fluxes. In inversions, the separation between anthropogenic and natural emissions is sensitive to the geospatial prior distribution of emissions. Over the 2011–2015 period, which is the common denominator of data availability between all sources, the anthropogenic BU approaches are directly comparable, reporting mean emissions of 20.8 Tg CH4 yr−1 (EDGAR v5.0) and 19.0 Tg CH4 yr−1 (GAINS), consistent with the NGHGI estimates of 18.9 ± 1.7 Tg CH4 yr−1. TD total inversions estimates give higher emission estimates, as they also include natural emissions. Over the same period regional TD inversions with higher resolution atmospheric transport models give a mean emission of 28.8 Tg CH4 yr−1. Coarser resolution global TD inversions are consistent with regional TD inversions, for global inversions with GOSAT satellite data (23.3 Tg CH4yr−1) and surface network (24.4 Tg CH4 yr−1). The magnitude of natural peatland emissions from the JSBACH-HIMMELI model, natural rivers and lakes emissions and geological sources together account for the gap between NGHGI and inversions and account for 5.2 Tg CH4 yr−1. For N2O emissions, over the 2011–2015 period, both BU approaches (EDGAR v5.0 and GAINS) give a mean value of anthropogenic emissions of 0.8 and 0.9 Tg N2O yr−1 respectively, agreeing with the NGHGI data (0.9 ± 0.6 Tg N2O yr−1). Over the same period, the average of the three total TD global and regional inversions was 1.3 ± 0.4 and 1.3 ± 0.1 Tg N2O yr−1 respectively, compared to 0.9 Tg N2O yr−1 from the BU data. The TU and BU comparison method defined in this study can be operationalized for future yearly updates for the calculation of CH4 and N2O budgets both at EU+UK scale and at national scale.     Abstract Recent publications on the successful mineralisation of carbon dioxide in basalts in Iceland and Washington State, USA, have shown that mineral storage can be a serious alternative to more mainstream geologic carbon storage efforts to lock away permanently carbon dioxide. In this study we look at the pore solution chemistry and mineralogy of basaltic glass and crystalline basalt under post-injection conditions, i.e. after rise of the pH via matrix dissolution and the first phase of carbonate formation. Experimental findings indicate that further precipitation of carbonates under more alkaline conditions is highly dependent on the availability of divalent cations. If the pore water is deficient in divalent cations, smectites and/or zeolites will dominate the secondary mineralogy of the pore space, depending on the basalt matrix. At low carbonate alkalinity no additional secondary carbonates are expected to form meaning the remaining pore space is lost to secondary silicates, irrespective of the basalt matrix. At high carbonate alkalinity, some of this limited storage volume may additionally be occupied by dawsonite −if the Na concentration in the percolating groundwater (brine) is high. Using synthetic seawater as a proxy for the groundwater composition and thus furnishing considerable amounts of divalent cations to the carbonated solution, results in massive precipitation of calcite, magnesite, and other Ca/Mg-carbonates under already moderate carbonate alkalinity. More efficient use of the basaltic storage volume can thus be attained by promoting formation of secondary carbonates compared to the inevitable formation of secondary silicate phases at higher pH. This can be done by ensuring that the pore water does not become depleted in divalent cations, even after carbonate formation. Using seawater as carbonating fluid or injection of CO2 into the basaltic oceanic crust, where saline fluids percolate, can reach this goal. However, such an approach needs sophisticated reactive transport modelling to adjust CO2 injection rates in order to avoid too rapid carbonate deposition and clogging of the pore space too close to the injection well.

    China is confronted with an unprecedented water crisis regarding its quantity and quality. In this study, we quantified the dynamics of China?s embodied water use and chemical oxygen demand (COD) discharge from 2010 to 2015. The analysis was conducted with the latest available water use data across sectors in primary, secondary and tertiary industries and input?output models. The results showed that (1) China?s water crisis was alleviated under urbanisation. Urban consumption occupied the largest percentages (over 30%) of embodied water use and COD discharge, but embodied water intensities in urban consumption were far lower than those in rural consumption. (2) The ?new normal? phase witnessed the optimisation of China?s water use structures. Embodied water use in light-manufacturing and tertiary sectors increased while those in heavy-manufacturing sectors (except chemicals and transport equipment) dropped. (3) Transformation of China?s international market brought positive effects on its domestic water use. China?s water use (116?80 billion tonnes (Bts))(9) and COD discharge (3.95?2.22 million tonnes (Mts)) embodied in export tremendously decreased while its total export values (11?25 trillion CNY) soared. Furthermore, embodied water use and COD discharge in relatively low-end sectors, such as textile, started to transfer from international to domestic markets when a part of China?s production activities had been relocated to other developing countries.

    Abstract Cities are the major contributors to energy consumption and CO2 emissions, as well as being leading innovators and implementers of policy measures in climate change mitigation. Guangdong-Hong Kong-Macao Greater Bay Area (GBA) is an agglomeration of cities put forward by China to strengthen international cooperation among “Belt and Road” countries and promote low-carbon, inclusive, coordinated and sustainable development. Few studies have discussed the emission characteristics of GBA cities. This study, for the first time, compiles emission inventories of 11 GBA cities and their surroundings based on IPCC territorial emission accounting approach, which are consistent and comparable with the national and provincial inventories. Results show that (a) total emissions increased from 426 Mt in 2000 to 610 Mt in 2016, while emissions of GBA cities increased rapidly by 6.9% over 2000–2011 and peaked in 2014 (334 Mt); (b) raw coal and diesel oil are the top two emitters by energy type, while energy production sector and tertiary industry are the top two largest sectors; (c) GBA cities take the lead in low-carbon development, emitted 4% of total national emissions and contributed 13% of national GDP with less than a third of national emission intensities and less than three-quarters of national per capita emissions; (d) Macao, Shenzhen and Hong Kong have the top three lowest emission intensity in the country; (e) most of GBA cities are experiencing the shift from an industrial economy to a service economy, while Hong Kong, Shenzhen, Foshan and Huizhou reached their peak emissions and Guangzhou, Dongguan and Jiangmen remained decreasing emission tendencies; (g) for those coal-dominate or energy-production cities (i.e. Zhuhai, Zhongshan, Zhaoqing, Maoming, Yangjiang, Shanwei, Shaoguan and Zhanjiang) in mid-term industrialization, total emissions experienced soaring increases. The emission inventories provide robust, self-consistent, transparent and comparable data support for identifying spatial–temporal emission characteristics, developing low-carbon policies, monitoring mitigation progress in GBA cities as well as further emissions-related studies at a city-level. The low-carbon roadmaps designed for GBA cities and their surroundings also provide a benchmark for other developing countries/cities to adapting changing climate and achieve sustainable development.

    Growing scientific evidence for the indispensable role of environmental sustainability in sustainable development calls for appropriate frameworks and indicators for environmental sustainability assessment (ESA). In this paper, we operationalize and update the footprint-boundary ESA framework, with a particular focus on its methodological and application extensions to the national level. By using the latest datasets available, the planetary boundaries for carbon emissions, water use and land use are allocated to 28 selected countries in comparison to the corresponding environmental footprints. The environmental sustainability ratio (ESR)—an internationally comparable indicator representing the sustainability gap between contemporary anthropogenic interference and critical capacity thresholds—allows one to map the reserve or transgression of the nation-specific environmental boundaries. While the geographical distribution of the three ESRs varies across nations, in general, the worldwide unsustainability of carbon emissions is largely driven by economic development, while resource endowments play a more central role in explaining national performance on water and land use. The main value added of this paper is to provide concrete evidence of the usefulness of the proposed framework in allocating overall responsibility for environmental sustainability to sub-global scales and in informing policy makers about the need to prevent the planet’s environment from tipping into an undesirable state.

    The uncontrolled growth of urban areas worldwide is pushing a substantial part of the urban population to the fringes of society, confining them to the unsecure and unhygienic settlements that we call “informal.” These settlements lack in intelligible layout and essential services and infrastructures, thus representing a challenging issue for policy makers and urban designers in the development of renewal programs and strategies. In order to support the facing of these issues through an on-site upgrade approach, this paper argues that walkability deeply affects the functioning of informal settlements, so as to propose that they can be identified as “proximal cities,” which expresses the idea that the vital space in informal settlements has soft boundaries and follows a fuzzy logic. A quantitative analysis, based on a configurational approach, and a qualitative analysis, focused on the morphologic features of the settlements, have been implemented. A comparison of the results shows that this approach is suitable to provide a deeper knowledge on informal settlement and informal society under the assumption of their strict mutual connection. A primal definition of proximal cities, suitable for describing some properties of autopoietic urban systems, emerges from the evidence-based relationships between their spatial and social features. In this respect, a case study has been proposed and discussed.

    There are substantial differences in carbon footprints across households. This study applied an environmentally extended multiregional input–output approach to estimate household carbon footprints for 12 different income groups of China’s 30 regions. Subsequently, carbon footprint Gini coefficients were calculated to measure carbon inequality for households across provinces. We found that the top 5% of income earners were responsible for 17% of the national household carbon footprint in 2012, while the bottom half of income earners caused only 25%. Carbon inequality declined with economic growth in China across space and time in two ways: first, carbon footprints showed greater convergence in the wealthier coastal regions than in the poorer inland regions; second, China’s national carbon footprint Gini coefficients declined from 0.44 in 2007 to 0.37 in 2012. We argue that economic growth not only increases income levels but also contributes to an overall reduction in carbon inequality in China.

    Abstract An assessment of the human impact on the global water cycle requires estimating the volume of water withdrawn for irrigated agriculture. A key parameter in this calculation is the irrigation efficiency, which corrects for the fraction of water lost between irrigation withdrawals and the crop due to management, distribution or conveyance losses. Here we show that the irrigation efficiency used in global irrigation models is flawed for it overlooks key ambiguities in partial efficiencies, irrigation technologies, the definition of ‘large-scale’ irrigated areas or managerial factors. Once accounted for, these uncertainties can make irrigation withdrawal estimates fluctuate by more than one order of magnitude at the country level. Such variability is larger and leads to more extreme values than that caused by the uncertainties related with climate change. Our results highlight the need to embrace deep uncertainties in irrigation efficiency to prevent the design of shortsighted policies at the river basin-water-agricultural interface.
