By building individual and institutional capacity of the actors involved, using the Regional Living Lab approach, the concept will be applied in order to develop seven sustainable integrated energy plans. In this first article the project activities and the results achieved so far are preliminary described, anticipating a more extensive and detailed publication on the project planned for the December edition of UPLand – Journal of Urban Planning Landscape & Environmental Design. Journal of Land Use, Mobility and Environment Authors: Fulvia Pinto;Climate change is a current phenomenon: the temperatures rise, rainfall patterns are changing, glaciers melt and the average global sea level is rising. It is expected that these changes will continue and that the extreme weather events, such as floods and droughts, will become more frequent and intense. The impact and vulnerability factors for nature, for the economy and for our health are different, depending on the territorial, social and economic aspects. The current scientific debate is focused on the need to formulate effective policies for adaptation and mitigation to climate change. The city plays an important role in this issue: it emits the most greenhouse gas emissions (more than 60% of the world population currently lives in urban areas) and the city is more exposed and vulnerable to the impacts of climate change. Urban planning and territorial governance play a crucial role in this context: the international debate on the sustainability of urban areas is increasing. It’s necessary to adapt the tools of building regulations to increase the quality of energy - environment of the cities. Tema. Most of the energy consumption, indeed, occurs in cities because of the high concentration of human activities. Thus, cities are responsible for a big share of carbon dioxide emissions (CO2). However, the debate on this topic is still open, mainly because of the heterogeneity of published studies in the selection, definition and measurement of the urban features influencing energy consumption and CO2 emissions, as well as in the choice of the energy sectors to be considered, in the territorial scale of analysis, and in the geographical distribution of the sample. Therefore, the goal of this research is to systematize and compare the approach, methodology and results of the relevant literature on the relationship between cities and energy consumption over the last twenty years. Furthermore, this critical review identifies the knowledge gap between what is known and what is still under debate and, based on that, it proposes a conceptual framework that will help to outline a new direction for future research and support local policy makers in the definition of strategies and actions that can effectively reduce urban energy use and CO2 emissions. VALUMICS food value chain case studies: wheat to bread, dairy cows to milk, beef cattle to steak, farmed salmon to fillets and tomato to processed tomato were selected to enable explorative and empirical analysis to better understand the functioning of the food system and, to identify the main challenges that need to be addressed to improve sustainability, integrity, resilience, and fairness of European food chains. The VALUMICS system analysis was executed through four operational phases starting with Groundwork & analysis including mapping specific attributes and impacts of food value chains and their externalities. This was followed by Case study baseline analysis, which provided input to the third phase on Modelling and exploration of future scenarios and finally Policy and synthesis of the overall work. This report is an overall synthesis of the VALUMICS results as follows: • Key findings from the VALUMICS project on the functioning of European food value chains and their impacts on more sustainable, resilient, fairer, and transparent food system are summarised through a compilation of 25 Research Findings and Policy Briefs. • By highlighting the major contributions from the research activities throughout the four phases of the VALUMICS project, this report delivers an assessment of various factors influencing sustainability, resilience, efficiency and fairness and effective chain relationships of different food value chains, and their determinants. • The synthesis of the outcome allows the identification of opportunities and challenges characterising the functioning of food supply chains, and thus, the prospects and potentials for strengthening the EU food sector. Nevertheless, an ever-growing number of people (more than 75% of the European population) is living in cities and towns, so that identifying sustainable urban development solutions is a dramatically urgent need. Already in the 70s, some researches proposed parameters to evaluate urbanization costs in Italy, but they mainly focused on the economic and financial sustainability of real estate development. The land value capturing approaches proved to be inadequate when municipal budgets are facing growing social unbalances and critical environmental threats. The question being not just “where the money for urban infrastructures could come from”, but also “what could be a more sustainable development model”. In any case, now we are forced to rethink the whole organization of our urban life to defend ourselves from largely unknown threats, pandemics, COVID-19 being probably one among others that we could face in the near future. It is not yet clear if a link exists between the spread of the virus, the health consequences and the environmental conditions, but what probably will need to be assessed is the effect of population density on the spread of contamination. Even the traditional provision of services and public spaces will need to be defined again in order to protect and serve urban population. (author);The urban heat island effect is often associated with large metropolises. However, in the Netherlands even small cities will be affected by the phenomenon in the future (Hove et al., 2011), due to the dispersed or mosaic urbanisation patterns in particularly the southern part of the country: the province of North Brabant. This study analyses the average night time land surface temperature (LST) of 21 North-Brabant urban areas through 22 satellite images retrieved by Modis 11A1 during the 2006 heat wave and uses Landsat 5 Thematic Mapper to map albedo and normalized difference temperature index (NDVI) values. Albedo, NDVI and imperviousness are found to play the most relevant role in the increase of night-time LST. The surface cover cluster analysis of these three parameters reveals that the 12 “urban living environment” categories used in the region of North Brabant can actually be reduced to 7 categories, which simplifies the design guidelines to improve the surface thermal behaviour of the different neighbourhoods thus reducing the Urban Heat Island (UHI) effect in existing medium size cities and future developments adjacent to those cities. Even though cities will be the main subject of climate change impacts, they can propose solutions and build alternative scenarios. The difficulties that municipalities may encounter in their adaptation processes concern the lack of planning skills, technical knowledge, and human resources. To face these challenges Italian Metropolitan Cities can play a fundamental role in helping municipalities to plan and coordinate their efforts. The process in the Venetian territory has lasted many years and it has led to the awareness that local adaptation policies need to be addressed with broader support. The Metropolitan City of Venice has constructed a methodology for the planning of climatic adaptation. This methodology has been developed thanks to various plans and projects. These projects acted to increase the coordination between bodies, to define a broad area vision, to help municipalities to implement local actions. The role played by CMVe intends to direct public policies towards adaptation and mitigation in a structural way and with broad area governance. The process activated could be replicable in other Italian Metropolitan Cities in the approach and the result even if adapted to local needs. A measurement of the production of three isolated photons in proton–proton collisions at a centre-of-mass energy $\sqrt{s}$ = 8 TeV is reported. The results are based on an integrated luminosity of 20.2 fb$^{−1}$ collected with the ATLAS detector at the LHC. The differential cross sections are measured as functions of the transverse energy of each photon, the difference in azimuthal angle and in pseudorapidity between pairs of photons, the invariant mass of pairs of photons, and the invariant mass of the triphoton system. A measurement of the inclusive fiducial cross section is also reported. Next-to-leading-order perturbative QCD predictions are compared to the cross-section measurements. The predictions underestimate the measurement of the inclusive fiducial cross section and the differential measurements at low photon transverse energies and invariant masses. They provide adequate descriptions of the measurements at high values of the photon transverse energies, invariant mass of pairs of photons, and invariant mass of the triphoton system. Urban and territorial planning addresses the topic in different ways according to the territorial and legislative context and according to the level of government of the territory involved. In the following article, firstly, the role of planning at European level in the fight against the negative effects of climate change is defined. Subsequently the focus is shifted to the Italian territorial context; in particular, to the role that the level of government of the metropolitan area, introduced in 2014 with the law 56/2014, better known as the Delrio Law, can play within these environmental challenges. Although the Italian metropolitan cities are widely differing in terms of territory, population and economy, they can represent, according to some visions, a potential pivot for the development of the entire nation. In 2017, Italian metropolitan cities signed the ''Bologna Charter'', a document that places them as protagonists of environmental protection and sustainable development. By means of this document, metropolitan cities undertake to counteract the negative effects of climate change by achieving eight macro objectives. The process of analysis of metropolitan cities and their planning tools has enabled the identification of virtuous metropolitan planning cases, which were found to be those of the Metropolitan Cities of Bologna, Milan and Venice. Subsequently, the actions that the three metropolitan cities have in order to achieve the eight objectives of the Bologna Charter, were analyzed. Precisely through this critical reading, it was possible to identify the best practices implemented. The topics most dealt within the metropolitan strategic plans are: sustainable mobility, energy efficiency, prevention of the effects of climate change, urban green areas and the protection of biodiversity. In relation to these issues, the three selected case studies implement noteworthy actions, which have been identified as possible models for other metropolitan bodies. The conclusion reached at the end of this analysis and comparison work, appears to be the belief that Italian metropolitan cities could actually play a coordinating role in climate change policies, promoting an integrated approach to spatial planning. To ensure that this result can be achieved, the promotion of a strong integration between the level of government of the metropolitan area and the local one is necessary. The latter, in fact, is indicated by supranational policies as the most suitable for dealing with the problem of climate change. The further conclusion reached concerns the importance of the mayor in this context. This figure is the most suitable for implementing the integration between the two levels of government of the territory. The Delrio Law establishes, indeed, that the mayors of the metropolitan bodies coincide with those of the main town. It is expected that these changes will continue and that the extreme weather events, such as floods and droughts, will become more frequent and intense. The impact and vulnerability factors for nature, for the economy and for our health are different, depending on the territorial, social and economic aspects. The current scientific debate is focused on the need to formulate effective policies for adaptation and mitigation to climate change. The city plays an important role in this issue: it emits the most greenhouse gas emissions (more than 60% of the world population currently lives in urban areas) and the city is more exposed and vulnerable to the impacts of climate change. Most of the energy consumption, indeed, occurs in cities because of the high concentration of human activities. Thus, cities are responsible for a big share of carbon dioxide emissions (CO2). However, the debate on this topic is still open, mainly because of the heterogeneity of published studies in the selection, definition and measurement of the urban features influencing energy consumption and CO2 emissions, as well as in the choice of the energy sectors to be considered, in the territorial scale of analysis, and in the geographical distribution of the sample. Therefore, the goal of this research is to systematize and compare the approach, methodology and results of the relevant literature on the relationship between cities and energy consumption over the last twenty years. Furthermore, this critical review identifies the knowledge gap between what is known and what is still under debate and, based on that, it proposes a conceptual framework that will help to outline a new direction for future research and support local policy makers in the definition of strategies and actions that can effectively reduce urban energy use and CO2 emissions. VALUMICS food value chain case studies: wheat to bread, dairy cows to milk, beef cattle to steak, farmed salmon to fillets and tomato to processed tomato were selected to enable explorative and empirical analysis to better understand the functioning of the food system and, to identify the main challenges that need to be addressed to improve sustainability, integrity, resilience, and fairness of European food chains. The VALUMICS system analysis was executed through four operational phases starting with Groundwork & analysis including mapping specific attributes and impacts of food value chains and their externalities. This was followed by Case study baseline analysis, which provided input to the third phase on Modelling and exploration of future scenarios and finally Policy and synthesis of the overall work. This report is an overall synthesis of the VALUMICS results as follows: • Key findings from the VALUMICS project on the functioning of European food value chains and their impacts on more sustainable, resilient, fairer, and transparent food system are summarised through a compilation of 25 Research Findings and Policy Briefs. • By highlighting the major contributions from the research activities throughout the four phases of the VALUMICS project, this report delivers an assessment of various factors influencing sustainability, resilience, efficiency and fairness and effective chain relationships of different food value chains, and their determinants. • The synthesis of the outcome allows the identification of opportunities and challenges characterising the functioning of food supply chains, and thus, the prospects and potentials for strengthening the EU food sector. Nevertheless, an ever-growing number of people (more than 75% of the European population) is living in cities and towns, so that identifying sustainable urban development solutions is a dramatically urgent need. Already in the 70s, some researches proposed parameters to evaluate urbanization costs in Italy, but they mainly focused on the economic and financial sustainability of real estate development. The land value capturing approaches proved to be inadequate when municipal budgets are facing growing social unbalances and critical environmental threats. The question being not just “where the money for urban infrastructures could come from”, but also “what could be a more sustainable development model”. In any case, now we are forced to rethink the whole organization of our urban life to defend ourselves from largely unknown threats, pandemics, COVID-19 being probably one among others that we could face in the near future. It is not yet clear if a link exists between the spread of the virus, the health consequences and the environmental conditions, but what probably will need to be assessed is the effect of population density on the spread of contamination. Even the traditional provision of services and public spaces will need to be defined again in order to protect and serve urban population. (author);The urban heat island effect is often associated with large metropolises. However, in the Netherlands even small cities will be affected by the phenomenon in the future (Hove et al., 2011), due to the dispersed or mosaic urbanisation patterns in particularly the southern part of the country: the province of North Brabant. This study analyses the average night time land surface temperature (LST) of 21 North-Brabant urban areas through 22 satellite images retrieved by Modis 11A1 during the 2006 heat wave and uses Landsat 5 Thematic Mapper to map albedo and normalized difference temperature index (NDVI) values. Albedo, NDVI and imperviousness are found to play the most relevant role in the increase of night-time LST. The surface cover cluster analysis of these three parameters reveals that the 12 “urban living environment” categories used in the region of North Brabant can actually be reduced to 7 categories, which simplifies the design guidelines to improve the surface thermal behaviour of the different neighbourhoods thus reducing the Urban Heat Island (UHI) effect in existing medium size cities and future developments adjacent to those cities. Even though cities will be the main subject of climate change impacts, they can propose solutions and build alternative scenarios. The difficulties that municipalities may encounter in their adaptation processes concern the lack of planning skills, technical knowledge, and human resources. To face these challenges Italian Metropolitan Cities can play a fundamental role in helping municipalities to plan and coordinate their efforts. The process in the Venetian territory has lasted many years and it has led to the awareness that local adaptation policies need to be addressed with broader support. The Metropolitan City of Venice has constructed a methodology for the planning of climatic adaptation. This methodology has been developed thanks to various plans and projects. These projects acted to increase the coordination between bodies, to define a broad area vision, to help municipalities to implement local actions. The role played by CMVe intends to direct public policies towards adaptation and mitigation in a structural way and with broad area governance. The process activated could be replicable in other Italian Metropolitan Cities in the approach and the result even if adapted to local needs. A measurement of the production of three isolated photons in proton–proton collisions at a centre-of-mass energy $\sqrt{s}$ = 8 TeV is reported. The results are based on an integrated luminosity of 20.2 fb$^{−1}$ collected with the ATLAS detector at the LHC. The differential cross sections are measured as functions of the transverse energy of each photon, the difference in azimuthal angle and in pseudorapidity between pairs of photons, the invariant mass of pairs of photons, and the invariant mass of the triphoton system. A measurement of the inclusive fiducial cross section is also reported. Next-to-leading-order perturbative QCD predictions are compared to the cross-section measurements. The predictions underestimate the measurement of the inclusive fiducial cross section and the differential measurements at low photon transverse energies and invariant masses. They provide adequate descriptions of the measurements at high values of the photon transverse energies, invariant mass of pairs of photons, and invariant mass of the triphoton system. Urban and territorial planning addresses the topic in different ways according to the territorial and legislative context and according to the level of government of the territory involved. In the following article, firstly, the role of planning at European level in the fight against the negative effects of climate change is defined. Subsequently the focus is shifted to the Italian territorial context; in particular, to the role that the level of government of the metropolitan area, introduced in 2014 with the law 56/2014, better known as the Delrio Law, can play within these environmental challenges. Although the Italian metropolitan cities are widely differing in terms of territory, population and economy, they can represent, according to some visions, a potential pivot for the development of the entire nation. In 2017, Italian metropolitan cities signed the ''Bologna Charter'', a document that places them as protagonists of environmental protection and sustainable development. By means of this document, metropolitan cities undertake to counteract the negative effects of climate change by achieving eight macro objectives. The process of analysis of metropolitan cities and their planning tools has enabled the identification of virtuous metropolitan planning cases, which were found to be those of the Metropolitan Cities of Bologna, Milan and Venice. Subsequently, the actions that the three metropolitan cities have in order to achieve the eight objectives of the Bologna Charter, were analyzed. Precisely through this critical reading, it was possible to identify the best practices implemented. The topics most dealt within the metropolitan strategic plans are: sustainable mobility, energy efficiency, prevention of the effects of climate change, urban green areas and the protection of biodiversity. In relation to these issues, the three selected case studies implement noteworthy actions, which have been identified as possible models for other metropolitan bodies. The conclusion reached at the end of this analysis and comparison work, appears to be the belief that Italian metropolitan cities could actually play a coordinating role in climate change policies, promoting an integrated approach to spatial planning. To ensure that this result can be achieved, the promotion of a strong integration between the level of government of the metropolitan area and the local one is necessary. The latter, in fact, is indicated by supranational policies as the most suitable for dealing with the problem of climate change. The further conclusion reached concerns the importance of the mayor in this context. This figure is the most suitable for implementing the integration between the two levels of government of the territory. The Delrio Law establishes, indeed, that the mayors of the metropolitan bodies coincide with those of the main town.
